State tools for the development of entrepreneurial activity in the agrarian sphere

The aim of the work is to establish effective state instruments of development of entrepreneurial activity in the agrarian sector of Ukraine. For the realization of the purpose was used a number of economic-mathematical methods of analysis by panel data of EU and OECD countries for the period 1986-2020: regression modeling of relationships between the total value of agrarian production and total support, rendered to agrarian sector, types and structural volumes of such support; regression dependence statistics, methods of comparative analysis and graphics analysis. The results allowed us to establish that the change in the total production value of the agrarian sector by 96,79% is determined by the types and structural volumes of state support provided to the agrarian sector. For the development of entrepreneurial activity in the agrarian sector of Ukraine it is advisable to activate state support of knowledge and innovation system, infrastructure of agrarian sphere and optimize measures of inspection and control, significantly prevail among the tools of domestic regulation of the agrarian sphere.

The purpose of the article is to summarize the methods of state support for agricultural enterprises in order to increase their competitiveness in determining the directions of support for entrepreneurship in the agricultural sector of Ukraine. Research methods. The methodological basis of the article is the dialectical method of cognition and the systematic approach to the study of the fundamental provisions of science regarding the state support development for subjects of agricultural entrepreneurship. The use of the monographic method has allowed to substantiate aspects of state support for agrarian entrepreneurship. Research results. The state and methods of state support of entrepreneurship in the agrarian sector of Ukraine and the development of entrepreneurial activity in rural areas are investigated. The financial state of agrarian enterprises and the state of state support in the agrarian sector of Ukraine are analyzed. Forms and methods of state support of agricultural enterprises of Ukraine are substantiated. Recommendations for increasing the competitiveness of agricultural enterprises, the competitiveness of their products, increasing export potential and the international image of agricultural production have been developed. Scientific novelty. The directions of state support for the further development of entrepreneurship in the agrarian sector are proposed. The legislative, regulatory and economic aspects of state regulation, the possibilities of its improvement and targeting are considered. Practical significance. The practical recommendations for improvement of state support of agrarians in modern conditions are offered. The conceptual approach to formation of the state regulation of agrarian production which can be the basis for development of measures for state support of agrarian enterprises is substantiated. The paper describes the governmental activities for business support carried out by Georgia and foreign developed countries. The comparative analysis and the effectiveness of the results of the implemented measures have been presented and analyzed. The situation in Georgia has been highlighted and better opportunities of the support for small and medium-sized enterprises in our country have also been identified and presented in the given paper. State support for entrepreneurial activity is the deliberate creation of legal and economic conditions and incentives by the state for business development in the country. According to entrepreneurs, it is the state's responsibility to create all the conditions for business development in the country and also to assist the entrepreneurs in achieving their goals, such as maximizing profit, investment efficiency, risk minimization, entrepreneurial security, protection of property rights etc.

This paper explores the comparative analysis of the financial controlling, who is a result from the common controlling concept and the financial management. In the specialized literature, financial controlling is seen as an innovative approach to financial management. It is often presented as the most promising instrument of financial diagnostics. Generally speaking, financial controlling is seen as a process of managing the company`s assets which are valued in monetary measures. The difference between the financial management and the financial controlling is that the second covers all functions of management, analysis and control of finances, aiming at maximizing their effective use and increasing the value of the enterprise. Financial controlling is often seen as a function of the common practice of financial management. Its objective is to preserve the financial stability and financial sustainability of enterprises operating in a highly aggressive business environment.

Importance. Despite the improvement of diagnostic methods and the introduction of new technologies in the treatment of pathology of the oral mucosa, it is difficult to achieve stable remission, since 70 % of cases are based on somatic and bodily suffering factors. The article presents data from a comparative analysis of the use of the traditional treatment regimen for patients with pathology of the oral cavity and the inclusion of the latest generation of antipsychotics in the treatment regimen. It was established that, when applied, a tendency towards normalization of psychological and autonomic status was observed. The inclusion of anxiolytics and antioxidants in the complex of general therapy for patients with pathology of the oral mucosa contributed to a more pronounced positive dynamics of achieving and prolonging the phase of remission. Objectives — to evaluate the effectiveness of introducing drugs of the latest generation of antipsychotics into the traditional treatment regimen for patients with pathology of the oral cavity. Methodology. Under our supervision, there were 30 patients aged 40 to 60 years with a diagnosis of pathology of the oral mucosa and pathology of the periodontium. All examined were divided into 2 groups: the main (15 people) and control (15 people). Results. Clinical well-being, manifested in a subjective decrease in pain in the tongue, feelings of rawness, tingling, numbness, awkwardness, in the tongue, was noted already at the 5th visit in 67 % of patients of the main group, while in the control group in 17 % of patients. Conclusions. The inclusion of anxiolytics and antioxidants in the complex of general therapy for patients with pathology of the oral mucosa contributed to a more pronounced positive dynamics of achieving and prolonging the phase of remission. Our data allow us to implement this treatment regimen in practical healthcare.

One of the most important directions in this context is the problems of organizational and legal forms of development of entrepreneurial activity in agriculture. Effective development of entrepreneurial activity in agriculture is hindered by poor adaptation to market conditions and low investment attractiveness of agrarian production and economic formations, unsystematic and dispersed revenues for modernization of production activities, insufficient state support, imperfection of the organizational and economic mechanism for managing the development of various organizational and legal forms of entrepreneurial activity activities in the agrarian sector. In the historical aspect of the development of entrepreneurial activity there are the following forms: private farms, individual holdings, households, peasant farms, private and state agricultural enterprises, collective farms, in particular peasant unions, agricultural companies, inter-farm enterprises and associations, of various kinds and types societies that are divided in form of association and level of responsibility. The most important of these, which have become accustomed and function in agriculture, are agricultural enterprises, in particular private ones, and households. However, today the state of development of entrepreneurial activity in the agroindustrial complex remains rather complicated and requires complex comprehensive reforms, the main role of which should be owned by the state. That is why among the objects of state regulation a special place should occupy the agrarian sector of the economy and the forms of entrepreneurial activity, in particular the agrarian market and the formation of its infrastructure, which is conditioned by the state regulation. The main problems of the agrarian sector development include the low efficiency of agricultural production and the problem of deformation of price proportions, the solution of which is directly related to the perfection of the infrastructure and mechanisms for regulating the agricultural market. The process of establishing enterprises on the basis of co-operation and their integration with processing enterprises will reflect the interests of agricultural producers and promote their stable and efficient development. The most effective form of co-operation is production, sales and service cooperatives, created on the basis of cooperation of shares and natural forage lands, fixed assets, livestock of animals that unite agricultural producers, households, purchasers, enterprises of the processing industry, various catering enterprises, institutions and organizations. Co-operation, by its very nature, is an economic and voluntary phenomenon. Integration is the next stage of effective economic forms of cooperation among the participants in the agrarian market.

In our paper we researched the state regulation in agriculture of Ukraine, as well as world experience in this field. The distribution of state financing for support of agricultural production is analyzed. We singled out the direction of state support to the agrarian sector of Ukraine. The directions of organizational reforming of households in the market conditions are investigated. The variants of integration of households of the population into more consolidated economic forms are offered. The priority of the development of cooperatives in agriculture has been argued. The positive experience of state support of servicing cooperation is considered on the example of «The Benefits of the Development of Personal Peasant, Farmers, Cooperative Movement in the Village and Advice Service for 2016-2020» of the Vinnytsia Region. The prospects of creation of cooperatives for the provision of oilseeds processing services for the energy needs of agribusinesses and provision of livestock feed with forages are argued.
