In our paper we researched the state regulation in agriculture of Ukraine, as well as world experience in this field. The distribution of state financing for support of agricultural production is analyzed. We singled out the direction of state support to the agrarian sector of Ukraine. The directions of organizational reforming of households in the market conditions are investigated. The variants of integration of households of the population into more consolidated economic forms are offered. The priority of the development of cooperatives in agriculture has been argued. The positive experience of state support of servicing cooperation is considered on the example of «The Benefits of the Development of Personal Peasant, Farmers, Cooperative Movement in the Village and Advice Service for 2016-2020» of the Vinnytsia Region. The prospects of creation of cooperatives for the provision of oilseeds processing services for the energy needs of agribusinesses and provision of livestock feed with forages are argued. Subject. The article considers a procedure for calculating and distributing State support to depressed agricultural regions in the framework of a new type of budget financing, i.e. compensating and stimulating subsidies. Objectives. The purpose is to evaluate the efficiency of the system of State regulation of agribusiness in a depressed region, determine the priority of modern methods of budgetary support from the State, improve the methodological approach to the distribution of State aid among subjects of the Russian Federation with low level of socio-economic development. Methods. The study draws on the abstract and logical method, methods of statistical analysis, grouping, comparison, and generalization. Results. We realized the objectives of the study, using the agricultural producers of the Kurgan Oblast case. The paper analyzes the condition of agricultural sector in the depressed region, assesses the State support system efficiency for the agricultural sector of the Trans-Ural region, considers government measures related to the regulation of the economy of backward regions. It presents an updated method of budget financing within an incentive subsidy by clarifying the calculations and introducing an additional indicator that reflects the level of remuneration of regional agricultural producers. Conclusions. The updated calculation methodology for incentive subsidies to depressed regions enables to build a certain economic rating of ten depressed regions of the Russian Federation, taking into account not only the volume of production and employment, but also the level of wages of agricultural workers.

One of the most important directions in this context is the problems of organizational and legal forms of development of entrepreneurial activity in agriculture. Effective development of entrepreneurial activity in agriculture is hindered by poor adaptation to market conditions and low investment attractiveness of agrarian production and economic formations, unsystematic and dispersed revenues for modernization of production activities, insufficient state support, imperfection of the organizational and economic mechanism for managing the development of various organizational and legal forms of entrepreneurial activity activities in the agrarian sector. In the historical aspect of the development of entrepreneurial activity there are the following forms: private farms, individual holdings, households, peasant farms, private and state agricultural enterprises, collective farms, in particular peasant unions, agricultural companies, inter-farm enterprises and associations, of various kinds and types societies that are divided in form of association and level of responsibility. The most important of these, which have become accustomed and function in agriculture, are agricultural enterprises, in particular private ones, and households. However, today the state of development of entrepreneurial activity in the agroindustrial complex remains rather complicated and requires complex comprehensive reforms, the main role of which should be owned by the state. That is why among the objects of state regulation a special place should occupy the agrarian sector of the economy and the forms of entrepreneurial activity, in particular the agrarian market and the formation of its infrastructure, which is conditioned by the state regulation. The main problems of the agrarian sector development include the low efficiency of agricultural production and the problem of deformation of price proportions, the solution of which is directly related to the perfection of the infrastructure and mechanisms for regulating the agricultural market. The process of establishing enterprises on the basis of co-operation and their integration with processing enterprises will reflect the interests of agricultural producers and promote their stable and efficient development. The most effective form of co-operation is production, sales and service cooperatives, created on the basis of cooperation of shares and natural forage lands, fixed assets, livestock of animals that unite agricultural producers, households, purchasers, enterprises of the processing industry, various catering enterprises, institutions and organizations. Co-operation, by its very nature, is an economic and voluntary phenomenon. Integration is the next stage of effective economic forms of cooperation among the participants in the agrarian market.

The purpose of the article is to develop practical recommendations for improving the tools of state regulation of the agricultural insurance market. Research methods. The research was based on general scientific research methods, scientific works of domestic and foreign economists on insurance in the agricultural sector of the economy, regulations and Internet resources. The application of the method of comparison, the monographic method in combination with the method of induction made it possible to systematize and generalize the foreign experience of state support for agricultural producers. Research results. The reasons for the need to improve the system of state regulation of the agricultural insurance market are systematized. The international practical experience of formation of systems of the state support of agricultural insurance is generalized. The normative-legal acts regulating relations in the field of insurance of agricultural products are considered. Emphasis is placed on existing programs to protect agricultural producers from the risks posed by the state. An assessment of the current state of the agricultural insurance market in Ukraine and identified prospects for its development using the tools of state regulation. Scientific novelty. It is proved that agricultural insurance is a new effective tool for state support of farmers in case of risks, which will help improve the economic performance of the agricultural sector of Ukraine. Practical significance. Measures to improve the instruments of state regulation of the agricultural insurance market are proposed. The introduction of state support for agricultural insurance will contribute to the growth of the domestic market of agricultural insurance, which will provide additional revenues to the state budget. Annotation. Objective. The research is aimed at studying the current state of the animal husbandry industry, identifying the main problems in the animal husbandry industry and substantiating the priority areas used by the state to support agricultural producers. Methods. In the course of the research, analytical and economic-statistical methods; general scientific methods of system, comparative and structural-logical analysis were used. Results. The article presents the results of assessing the current situation in livestock farming in Kazakhstan, the dynamics of the number of livestock and poultry for 2015–2019, which affects the growth of gross livestock production, as well as the number of farm animals by region as of January – December 2019. The dynamics of the production of livestock products is analyzed as one of the priority areas for ensuring the country's food security, as well as the export, import and consumption of livestock products in the domestic market for 2015–2019. The main problems in the livestock industry are identified. The measures applied by the state to support agricultural producers through direct subsidies from local budgets are disclosed. The dynamics of subsidizing the development of livestock breeding and livestock products are presented, and the problems of the subsidy system are indicated. Identified the need to improve state support of the agroindustrial complex of Kazakhstan, the importance of state regulation of the agrarian sector of Kazakhstan to ensure the country's food security and sets out some measures of state regulation of development of agroindustrial complex. The scientific novelty of the research lies in the fact that it convincingly reveals the main problems of animal husbandry at the present stage, the directions of state financial support for agricultural producers are determined, the need to improve the issues of state support for the agro-industrial complex of Kazakhstan is substantiated.

Экономическая устойчивость рассматривается как экономическая категория, выражающая сбалансированное состояние экономических ресурсов (или возможностей) и экономических результатов их использования. Авторы доказывают, что достижение экономической устойчивости возможно при оптимальном сочетании группы факторов экономических, социальных и экологических, функционирование которых осуществляется под воздействием законов рынка и аграрной политики государства. Отмечено, что условием экономической устойчивости субъектов хозяйствования является система критериев, отражающих устойчивость разных сторон их деятельности: производственнохозяйственной, ресурсного обеспечения, сбыта продукции, внедрения инноваций, обеспеченности финансовыми средствами. Предложена схема элементов комплексной оценки экономической устойчивости развития предприятий, включающая экономический, социальный, экологический, институциональный компоненты, и разработана методика расчёта интегрального показателя экономической устойчивости с использованием метода многомерного сравнения. Показано применение предлагаемой методики на примере комплекса показателей экономического, социального, экологического и институциональных индикаторов по сельскохозяйственным предприятиям Ярославской области за 20132017 годы. Лишь в 20152017 годы развитие сельскохозяйственных предприятий региона являлось близким к устойчивому. Причины низкой их экономической устойчивости слабая ресурсообеспеченность техникой, кормами, минеральными удобрениями низкая доходность и рентабельность производственной деятельности. Резервы повышения уровня экономической устойчивости, по мнению авторов, связаны с усилением государственной поддержки аграриев в правовом и экономическом отношении: госрегулирование цен на сельхозпродукцию восстановление паритетности отношений в межотраслевом обмене продукции повышение господдержки инноваций и капитальных вложений социальное переустройство сельских населённых пунктов при плановом размещении производственных мощностей по территории региона.Economic stability is considered as an economic category expressing a balanced state of economic resources (or opportunities) and economic results of their use. The authors argue that the achievement of economic stability is possible with the optimal combination of a group of factors economic, social and environmental which function under the influence of the laws of the market and the agrarian policy of the state. It is noted that the condition of economic stability of business entities is a system of criteria reflecting the sustainability of different aspects of their activities: business and operations, resource allocation, production distribution, innovation, financial means capacity. A scheme of elements of a full assessment of the economic stability of enterprises development including economic, social, environmental and institutional components is proposed, and a methodology for calculating the integral indicator of economic stability is developed using the method of multiple comparison. The application of the proposed methodology is shown on the example of a set of indicators of economic, social, environmental and institutional indicators for agricultural enterprises of the Yaroslavl region for 20132017. Only in 20152017 the development of agricultural enterprises in the region was close to sustainable. The reasons for their low economic sustainability are poor resource availability of equipment, feeds, and mineral fertilizers, low economic viability and profitability of production activities. The reserves of increasing the level of economic stability in the authors opinion are connected with the strengthening of state support for farmers in legal and economic terms: state regulation of prices for agricultural products, restoration of equality in the interindustry product refunds, increasing state support for innovation and capital investments, social restructuring of rural settlements with planned allocation of production capacities in the region.

The purpose of the article is to summarize the methods of state support for agricultural enterprises in order to increase their competitiveness in determining the directions of support for entrepreneurship in the agricultural sector of Ukraine. Research methods. The methodological basis of the article is the dialectical method of cognition and the systematic approach to the study of the fundamental provisions of science regarding the state support development for subjects of agricultural entrepreneurship. The use of the monographic method has allowed to substantiate aspects of state support for agrarian entrepreneurship. Research results. The state and methods of state support of entrepreneurship in the agrarian sector of Ukraine and the development of entrepreneurial activity in rural areas are investigated. The financial state of agrarian enterprises and the state of state support in the agrarian sector of Ukraine are analyzed. Forms and methods of state support of agricultural enterprises of Ukraine are substantiated. Recommendations for increasing the competitiveness of agricultural enterprises, the competitiveness of their products, increasing export potential and the international image of agricultural production have been developed. Scientific novelty. The directions of state support for the further development of entrepreneurship in the agrarian sector are proposed. The legislative, regulatory and economic aspects of state regulation, the possibilities of its improvement and targeting are considered. Practical significance. The practical recommendations for improvement of state support of agrarians in modern conditions are offered. The conceptual approach to formation of the state regulation of agrarian production which can be the basis for development of measures for state support of agrarian enterprises is substantiated. The purpose of the work includes identification of the main problems of the agrarian sector of the economy of Russia and some ways of their solution. The author of article in the course of the research analyzed the main state measures stimulating development of the Russian agricultural producers and revealed restrictive factors. The author designated the prospects of development of the agrarian sector of Russia on the basis of foreign experience of the state support of agrarian formations. One of the key proposals of the author is the model of the state support of agrarian financial and industrial groups. The central place in the recommended model is taken by process of issue of state grants for financing of innovative projects. The author designated three types of such projects: innovative capital investments in the field of introduction of the special harvest equipment; the innovative projects having a certain experience of application in Russia (more than 3 years); new innovative projects.

The article analyzes the effectiveness of the application of the main financial instruments of state regulation of the agrarian sector. The analysis showed that the system of state regulation, which is the main factor of sustainable development of agriculture in our country, has certain drawbacks. In this connection, the authors made suggestions on the improvement of such financial mechanisms of state regulation of the agrarian sector as a system for lending to agricultural producers, tax regulation, budget financing, state support for agricultural insurance, stimulation of innovative development of agricultural enterprises. The implementation of the proposed directions will contribute to improving the efficiency of agricultural production and the competitiveness of domestic products, as well as the investment attractiveness of Russia’s agriculture.


The grain market of Ukraine plays the leading role in the processes of ensuring the food security, integration the Ukraine into the World and European economic systems. And institutional legislative environment of the grain market provides a framework for its development. To do this, it is necessary to adapt the institutional and legal environment to modern realities by forming appropriate economic and legal conditions for state regulation of the production and sale of grain on the domestic and world markets. At the same time, the balance of interests of agricultural producers and the state should be observed. The subject of research is represented by legislative framework and its impact on development of the entrepreneurship in agrarian sector of Ukraine. The goal is to substantiate the directions for further improvements of the legislative environment. The objective is to research the development of situation in the institutional legislative environment and reveal the points, which hinder the development of efficient entrepreneurship in agrarian sector. General scientific methods are used: system analysis – for determining important markers of legislative environment development, monographic – for researching the legislative environment dynamics, induction and deduction – for developing and substantiating the conclusions. The following results were obtained: main problems which have to be solved is the absence of complex approach, lagging with implementing needed legislative improvements, lack of financing the goals envisioned by adopted legislation. Conclusions: activities aimed to solving the aforementioned problem improve the legislative institutional environment in the direction of forming efficient entrepreneurship in agrarian sector, balancing its needs with the goals of local communities, regions and country as a whole.

The article considers the current state of the institutional field of modern state agrarian policy, which consists of a number of legislative acts regulating: the area in which business activities of economic entities of the agrarian sector, features, mechanisms and measures of state support of the agrarian sector, measures to protect natural resources used in agriculture. The main problems that hinder the further development of the agrarian sector are highlighted: deformed structure of agricultural production in favor of export-oriented crop products, lack of program document on agrarian sector development, low efficiency of state support of the agrarian sector, lack of strategic vision and concrete actions to overcome the livestock crisis, access of agricultural producers to bank loans, inefficient use of the potential of Ukrainian lands, environmental problems of agricultural land use, insufficient development of agricultural market infrastructure. Currently, the agrarian sector makes a significant contribution to the country's GDP, the inflow of foreign currency from foreign trade operations provides the domestic market with a wide range of food products at a very acceptable level. However, the current model of functioning of the agrarian sector is inefficient. The lack of effective mechanisms to support small producers leads to a decrease in their competitiveness, reduced production of agricultural products and increasing demand for their imports, deteriorating food security, rising unemployment among the rural population and migration of labor to large cities and abroad. Due to the non-inclusive development of the agrarian sector, Ukraine is losing a significant share of the positive potential of favorable trends in world food markets. The main directions of further reforming of the agrarian sector of Ukraine and ensuring food security of the state, in particular: stimulating investment processes in the agrarian sector of Ukraine, introduction of modern technologies in agricultural production, development of agricultural market infrastructure, development of small agricultural production, development of agricultural cooperatives, rural development.
