‘Digital Democracy’ and ‘digital government’ are relatively new concepts posing challenges for governments, journalists, political analysts and political scientists. Written from a political science perspective, this article provides an overview of selected Pacific Island government efforts on the web and assesses the contribution this makes to political education, on one level, and building egalitarian democracies on another level. Providing a brief survey of internet developments in the area of government within 12 selected Pacific Island countries, the argument is made that, while any additional education in the broad area of politics is welcome, there are still challenges that exist and room for progress. Given current technological capabilities around the region, more ‘traditional’ forms of media still have a vital role to play.

The use of internet technology in the government environment is known as electronic government or e-government. In simple terms, e-government or digital government is an activity carried out by the government by using information technology support in providing services to the community. In line with the spirit of bureaucratic reform in Indonesia, e-government has a role in improving the quality of public services and helping the process of delivering information more effectively to the public. Over time, the application of e-Government has turned out to have mixed results. In developed countries, the application of e-Government systems in the scope of government has produced various benefits ranging from the efficiency of administrative processes and various innovations in the field of public services. But on the contrary in the case of developing countries including Indonesia, the results are more alarming where many government institutions face obstacles and even fail to achieve significant improvements in the quality of public services despite having adequate information and communication technology. The paradigm of bureaucrats who wrongly considers that the success of e-Government is mainly determined by technology. Even though there are many factors outside of technology that are more dominant as causes of failure such as organizational management, ethics and work culture. This study aims to develop a model of success in the application of e-Government from several best practice models in the field of information technology that have been widely used so far using literature studies as research methods. The results of the study show that the conceptual model of the success of the implementation of e-Government developed consists of 17 determinants of success..Keywords: Model, Factor, Success, System, e-Government

This research was going to described the role of Banyumas Democracy Volunteer ( Relawan Demokrasi Banyumas) in increasing political public partitipation in Banyumas’s legislative election 2014 and its implication to Banyumas’s political resilience. This research used qualitative research design as a research method. Data were collected by in depth review, observation and documentation. This research used purpossive sampling technique with stakeholder sampling variant to pick informants. The research showed that Banyumas Democracy Volunteer had a positive role in developing political resilience in Banyumas. Their role was gave political education and election education to voters in Banyumas. In the other words, Banyumas Democracy Volunteer had a vital role in developing ideal political resilience in Banyumas.Keywords: Banyumas Democracy Volunteer, Democracy, Election, Political Resilience of Region.

Mammalian brains respond to new concepts via a type of neural coding termed “concept coding.” During concept coding, the dentate gyrus (DG) plays a vital role in pattern separation and pattern integration of concepts because it is a brain region with substantial neurogenesis in adult mammals. Although concept coding properties of the brain have been extensively studied by experimental work, modeling of the process to guide both further experimental studies and applications such as natural language processing is scarce. To model brain-like concept coding, we built a spiking neural network inspired by adulthood neurogenesis in the DG. Our model suggests that neurogenesis may facilitate integration of closely related concepts and separation of less relevant concepts. Such pattern agrees with the previous experimental observations in classification tasks and place cells in the hippocampus. Therefore, our simulation provides insight for future experimental studies on the neural coding difference between perception and cognition. By presenting 14 contexts each containing 4 concepts to the network, we found that neural responses of the DG changed dynamically as the context repetition time increased and were eventually consistent with the category organization of humans. Thus, our work provides a new framework of word representation for the construction of brain-like knowledge map.

This article aims to find out what happened to digital democracy regarding the Dildo account case. This research uses descriptive qualitative research research methods. The type of observation method used is the non-participation observation method. The non-participant observation method is the method that researchers chose in conducting this research. The results of the study show that the view of digital democracy can be seen from two perspectives, namely the government and the people's point of view. Political parody basically offers a new way of engaging in the political world. The Dildo case shows that not everyone can freely express their opinion on social media. The freedom to voice opinions, especially through cyberspace, still cannot be said to be free. This can be seen with how when the Dildo account voices humor and national issues that are close to the public, it still gets contra opinions from other parties. The conclusion of the research is that political parody basically offers a new way of engaging in the political world. Dildo case shows that not everyone can freely express their opinion in social media. The existence of internet technology in terms of statehood can be a double-edged knife, especially on social media where information is spread so fast. Parody or current humor is treated wisely and is not necessarily considered a dangerous thing.

The CIO can be defined as the highest-ranking IT executive who typically exhibits managerial roles requiring effective communication with top management, a broad corporate perspective in managing information resources, influence on organizational strategy, and responsibility for the planning of IT. This definition is in line with research; which applied the following criteria when selecting CIOs for empirical observation: i) highest-ranking information technology executive; ii) reports no more than two levels from the CEO, that is, either reports to the CEO or reports to one of the CEOs direct reports, iii) areas of responsibility include information systems, computer operations, telecommunications and networks, office automation, end-user computing, help desks, computer software and applications; and iv) responsibility for strategic IS/IT planning. The CIO plays a vital role in every interoperability project in digital government. There may be a CIO in each involved public agency as well as a CIO for the whole of government. For example in Hong Kong, there is an office of the government chief officer, which developed the interoperability framework for all agencies and other public organizations to follow (2007).

Over the last decade, the Internet has become one of the most important means of communication in all social areas. The success of Web technology adoption in the private sector has put pressures on the public sector to adopt the Internet to present information and service resources. The concept of creating more efficient and convenient interaction between government and the interacting parties using Internet technology is referred to as electronic government (or digital government). Recent studies have shown an increase in the adoption of electronic government by various countries (Archer, 2005; I-Ways, 2005; Janssen et al. 2004). Nevertheless, the level of implementation diverges from country to country. This study identifies critical success factors of electronic government and proposes an implementation framework. This chapter presents an extensive case study to illustrate how the proposed framework can be used to analyze electronic government strategies in a developed country (United States) and a developing country (China). In conclusion, recommendations are made to developed and developing countries for their implementation of electronic government.

The article studies the phenomenon and concept of the digital state. The author reveals the general concept and importance of digitalization in public administration. The article explains the problems of relevant interpretation and the limits of applicability of the concept to the system of public administration. The author considers methods, approaches, and prospects for improving the efficiency of public administration in the context of the digitalization of society and puts forward his concept for the term “digital government”. Using methods of analysis and synthesis, induction, deduction and abduction, classification, and formalization, the work reveals the essential descriptive characteristics of the phenomenon and concept of the digital state. After the data analysis, it is proposed to consider the concept of digital state in four interpretative definitions: as an ecosystem of multiservice and proactive state digital services; as an integrated computer and software meta-platform; as an organizational and technological approach and corresponding paradigm; and as a digital ontology of state-building and functioning, public administration and public policy. According to the author’s interpretation, the concept of the “digital state” includes: “digital government”, “digital democracy”, “digital justice”, “digital electoral technologies”, “digital public control of public administration”.
