The socio-economic development of Ukraine is accompanied by a number of contradictions and difficulties, involving the displays of social policy mechanisms to protect and support people in difficult life circumstances. The complex work is to become an effective tool for the implementation of constitutional rights and freedoms of citizens of Ukraine in terms of social security. The purpose of the study − to highlight the structural elements of the system of social services of Ukraine, in particular, the centers of social services for families, children and youth as a center for social work implementation. Another task – to prove the validity of the Center’s multi-vector activities by analyzing the documents of the Khmelnytskyi City Center for Social Services for Families, Children and Youth. Social services are differentiated as a form of social work of the network of social work bodies, whose professional activity is aimed at implementing the state social policy for socially vulnerable groups of people to support their livelihoods. Based on practical data, we emphasized the effectiveness of multidisciplinary work of social workers in the application of an interdisciplinary form of work, helping individuals to overcome difficult life circumstances. A number of institutions (Khmelnytskyi City Center for Work with Children and Adolescents at the place of residence, Khmelnytskyi City District Department of the State Institution «Probation Center», Khmelnytskyi City Employment Center, Juvenile Prevention Department of the Headquarters of the National Police of Khmelnytskyi region, Remand Prison, the Service for Children of the Khmelnytskyi City Council) habe been characterised, which make up the system of social services, the Center for Social Services for Families, Children and Youth including (example of Khmelnytskyi). The areas of work (individual and group counseling, informational and educational work in educational institutions, social and preventive work with different categories of clients, psychological and motivational work, social support, advertising and information activities in the social sphere) have been disclosed proving the sufficiently high level of efficiency of institution polyvector activity.

Late Victorian and Edwardian social reform has been studied in recent years in order to clarify that important transitional era when new state resources were being called upon to help redress the most glaring abuses which comprised the condition-of-England question. Most of these studies have emphasized the politics of social policy and have also subsumed the tangled and competitive world of philanthropy. But philanthropists were prominent in the politics and practice of social welfare. In his study of Edwardian social policy, Bentley Gilbert distinguishes three organizations as characteristic of “scientific social reform”: settlements (inspired by Canon Samuel Barnett), the Fabians, and the Charity Organization Society. His analysis of each concluded that “professionally-minded social work,” as represented by the C.O.S., least typified the transition from old to new attitudes about social policy. David Owen's examination of English philanthropy supports Gilbert's conclusions concerning the C.O.S., and less detailed surveys of social policy also cite that agency as representative of a philosophic individualism which rejected the policies necessary for reform. All agree that the charitable community called attention to many defects in the British social system, but they leave readers with the impression that it generally opposed state sponsored remedies for those ills.It is the concern of this essay to show that the “professionally-minded” world of Edwardian philanthropy was, like the state, developing new agencies and reorganizing its resources to help meet the massive and diverse welfare needs of the twentieth century.

Community social work was a model of practice that was advocated by many roughly from the late 1970s through the 1980s, in the United Kingdom. The approach faded as the field of social work and social services changed drastically in subsequent years. This study conducted in 2006 and 2007, follows up a 1984 study of community social work advocates to learn how the same people understood the changes that occurred over more than 20 years. A total of 9 of the original 30 participants discussed the important role of social policy and social changes that appear to have led toward more individualized, mechanistic, and often control-oriented services.

Introduction. In the conditions of digital society formation, the informatization of the social security sphere is a necessary component and guarantee of successful implementation of social policy aimed at quality and timely satisfaction of citizens' needs. Therefore, a prerequisite for the effective functioning of social protection and public service authorities is the development and technical innovation of social services and channels for their implementation through automated information systems, should be consistent with the innovation strategy of development of the social sphere as a composite digital economy of the state. Purpose is to substantiate the expediency of application of the newest digital technologies in the sphere of social security and novelization of social services on this basis, as well as to reveal features and advantages of social protection of the population through automated information systems and channels of their implementation. Results. The necessity and role of informatization in the modern digital society and the main challenges that lead to its implementation in the field of social security have been substantiated. The key automated information systems, which contribute to the construction of a common information space of the social sphere and allow to increase social protection of the population in domestic conditions, as well as the emergence of a new service-oriented social service with a wide range of information and communication services, have been analyzed. The necessity of training and retraining of highly qualified creative specialists of new specialties was noted and generalized principles of systems of skills development in the conditions of informatization, which are important in the selection of social workers, were defined. Conclusions. Social protection and social welfare institutions, when formulating their own strategies, should consider the information and communications technology vector of development as an essential means of improving their functioning, since this will determine the effectiveness of social policy implementation in the State and the level of satisfaction of citizens with social services. The results of informatization of social processes are manifested in the implementation of automated information systems and the construction of a single unified information space of social security, the development of new service products, electronic filing of documentation and simplification of procedures for obtaining social security, transparency of social security and, as a result, successful social policy.

The article examines the relationship between the social policy of the state and the Institute of social work. Some foreign and domestic approaches to defi ning the essence of social work as a specifi c type of activity are presented. It is noted that at a specifi c historical stage, the prevailing directions of social work, models of social assistance and support are determined by the socio-economic situation in the country, the level of social development, and the socio-cultural context. It is emphasized that in the conditions of modern reality, there is a need to develop the Institute of social work and realize its potential.

The article is devoted to the partnership of social workers and ombudsmen as an influential tool for the citizens' rights protection. The common aspects of professional activity of social workers and ombudsmen in the citizens' rights protection of Ukraine and European countries are analyzed. Analyzed the annual reports of the National Ombudsman, clarified the dynamics of the receipt of citizens' reports about violations of their rights. There is a growing number of human rights violations in the field of social protection. The ombudsman has the right to make recommendations to the central executive bodies, which are ripe after the monitoring visits. Through the activities of social workers and the ombudsman, the state assumes the main functions of ensuring human rights in the social sphere. Foreign experience on the significant role of «natural allies» (social workers and ombudsmen) in drafting a formal protocol of strategic and tactical cooperation to optimize the residents' interests based on a friendly advisory approach have been highlighted. Most often, social workers and ombudsmen are forced to act as intermediaries between people and the state or other bodies to uphold justice and provide protection in cases where measures taken by the state in the interests of society as a whole threaten the rights and freedoms of individuals or groups. There is a need to intensify cooperation between the ombudsman's offices, social protection departments and social service providers (for example, through the joint Commissions on the quality of social services establishment, joint investigations into unsatisfactory social or medical care complaints). It seems relevant to expand the positions of specialized ombudsmen (for social protection (security), military ombudsman) as independent officials in communities (municipalities) for Ukraine.

The article is devoted to the topical problem of psychosocial assistance to people with addictive eating behavior, which is common among teenagers and young people, leads to tragic consequences, but still lacks a sufficient scientific basis and a comprehensive solution. The purpose of the study is to determine the place of social work and the content of the social workers’ activity in the system of assistance to persons with addictive eating behavior. Theoretical analysis of research of the food deviations problem, the concrete definition of terms «dysfunctional eating», «eating disorders», content and comparative analysis of professional functions of social workers in the context of helping people with addictive eating behavior are used as methods to achieve the goal of the research. It is determined that the professional activity of a social worker with persons with dysfunctional and disordered eating takes place in medical institutions, social services and secondary schools. The most common task of social work with persons with food addictions is the prevention. Special functions of a social worker in an inpatient (medical) institution are administrative and organizational work with eating disorders patient. Educational, social support and rehabilitation function are predominant in the activities of a social worker in social institutions. Instead, the specialist carries out for the most part diagnostics and monitoring, formation of eating habits, socio-pedagogical support of young people with dysfunctional eating in educational institutions. The leading role of a social worker at all stages of intervention and the need for a multidisciplinary approach in the prevention, correction and rehabilitation of people with addictive eating behavior are identified.

The article substantiates the expediency of applying a functional competent approach to social work specialists training, which combines the requirements both with the content of this training and the ability of the future social worker to apply the acquired knowledge, skills and abilities in the direct execution of professional functions. The correlation of professional functions and competencies (general and special ones) of Masters in social work, determined by the Standard of higher education in specialty 231 «Social work» for the second (Master’s) level of higher education is determined. The possibility of forming separate competencies in the process of studying the discipline «Professional reliability of personnel of the socionomic sphere», provided by the Master’s training of future social workers at the Odessa National Polytechnic University, is analyzed, namely: the ability to think abstractly, analyze and synthesize; ability to conduct research at the appropriate level; the ability to generate new ideas (creativity); ability to understand and use modern theories, methodologies and methods of social and other sciences, including methods of mathematical statistics and quantitative sociological methods, in relation to the tasks of fundamental and applied research in the field of social work; ability to implement methods and technologies of innovative practice and management in the social work system; ability to evaluate the process and result of professional activity and quality of social services; ability for joint activity and group motivation, facilitation of group decision-making processes; ability to bring knowledge and own conclusions to specialists and nonspecialists; ability to effectively manage the organization in the field of social work. The tasks for the competency assessment of the learning outcomes (solve complex problems and problems that require updating and integration of knowledge in the context of incomplete / insufficient information and conflicting requirements; to show indepth knowledge and systematic understanding of theoretical concepts, both in the field of social work and in other branches of socio-humanities; collect and perform quantitative and qualitative analysis of empirical data; independently and autonomously to find information necessary for professional growth, to acquire it, to acquire and produce new knowledge, to develop professional skills and qualities; implement reflective practices in the context of the values of social work, responsibility, including to prevent professional burnout; to organize joint activity of specialists of different industries and non-professionals, to carry out their preparation for social work tasks, to initiate team-building and to coordinate team work; to develop criteria and indicators of the effectiveness of professional activity, to apply them in evaluating the work performed, to offer recommendations for quality assurance of social services and management decisions) within the study of the specified discipline are proposed.

The relevance of the article is that effective work on the protection of children and adolescents requires coordinated cooperation between the executive authorities, public institutions of education, health, social protection, as well as public organizations working to prevent negative phenomena in adolescence. Today, the issue of improving the efficiency of central and local executive bodies, guardianship and care bodies aimed at prevention of social orphanhood, development of comprehensive social services for children deprived of parental care and families with children in difficult life circumstances remains relevant, introduction of new technologies of social work with such children and families. The mechanism of interaction of executive bodies with public organizations engaged in the field of protection of children's rights is insufficiently effective. The purpose of the article is to, based on the analysis of the achievements of legal science, the provisions of domestic law and law enforcement practice, to identify and investigate problematic issues regarding the administrative and legal regulation of the interaction of the subjects of combating social orphanhood. The article outlines the problematic issues and features of the administrative and legal regulation of the interaction of the subjects of combating social orphanhood. The system of measures for child protection in Ukraine is determined; the order of interaction of the subjects of the system of social services; interaction of entities implementing measures in the field of prevention and counteraction to domestic violence; social prevention measures in the family, children and youth environment; basic principles of state policy on social protection of orphans and children deprived of parental care, as well as persons from among them; the order of registration of children who are in difficult life circumstances. It is concluded that despite significant successes on the part of the state in the face of authorized executive bodies and local governments to prevent and combat social orphanhood, it should be emphasized that the state social policy, the implementation of which largely depends on the interaction of these bodies, should be aimed at strengthening the social protection of families in the context of socio-economic transformation of Ukrainian society.

The article is based on the structural-functional, comparative research methods and critical analysis of sources on the post-Soviet period in the history of the Russian Orthodox Church (hereinafter – ROC), including data reference and information materials, public Internet resources. The author analyzes traditions, continuity and the realization of social policy in the Kuzbass archdiocese at the modern ROC stage. Using the example of Kuzbass archdiocese the author identifies the ROC units responsible for social work, and the main types of social assistance to the church. The conclusion is made that within the period of 1990s-the beginning of XXI century Russian Orthodox Church, with the support of the state, created a major conceptual, legal and organizational base of its social policy, for its implementation involving Orthodox public organizations and associations. Of great importance was the fact that the Church concentrated its efforts on solving social problems, which the state and public organizations could not solve effectively. Therefore, the ROC is hardly criticized for the use of social activities as a mechanism to achieve its main goal – to spread creed. Analysis of the social activities of the Church in the Archdiocese of Kuzbass allowed the author to make a prediction about the promising directions of development of social work in the region.

Высококачественная работа в любых отраслях деятельности зависит от знания этой области. Поэтому можно сказать, что система профессиональной социальной работы имеет важное значение в осуществлении целей и задач социальной политики. В статье даётся рекомендации по усилению социальной политики путём совершенствования системы социальной работы.This article is devoted to the problems of social policy and social work. It shows the importance of the social work system in strengthening the social policy of the state. Social workers are professional cadres engaged in social work, provided for by the social policy of the state. High-quality work in any industry depends on the knowledge of this area. Therefore, we can say that the system of professional social work is important in the implementation of the goals and objectives of social policy. The article provides recommendations for strengthening social policy by improving the social work system.
