One of the problems that still occur in local government bureaucracy is patronage and clientelism which is still often used by politicians to carry out a specific agenda outside the main duties and functions of the bureaucracy. This paper aims to determine the forms of patronage and clientelism that is formed in relation politicians, the bureaucrats and the community where the mayor actively "Asrun" using bureaucratic apparatus as a political machine in order to win his son “Adriatma Dwi Putra” (ADP) as mayor Kendari on the elections simultaneously in 2017. The findings show, the form of patronage and clientelism in this study can be divided into two. First, relations were awakened in the bureaucracy includes determining the scope of careers and positions in the bureaucracy in Kendari, the first form of this is done in order to consolidate the support of the bureaucracy to win ADP. Secondly, relations that built up in the community include the mobilization voice through vote buying and pork barrel. The second form as a strategy to gain support or voice with the way the bureaucratic apparatus into a figure intermediaries to mobilize voice in society.

Bureaucratic reformation is the fundamental structuring efforts are expected to havean impact on changing systems and structures. The system deals with the relationshipbetween the unsure or the element that influence each other and are associated to makea form totally. The change in one element can influence the other elements in the system.The structure relates with the order of who arrayed a regular basis and systematically.Structure changes is also included with the mechanism and procedure, human resources,facilities and infrastructure, organization and organization’s environment in terms of theachievement of the efficiency of government bureaucracy. These changes include allowingall of the aspects of the bureaucracy has sufficient capacity to carry out the duties and thebasic function. Bureaucratic failure in a term for service the public until now representpoor government both at central and local government level. The urgency of bureaucraticreform in Indonesia is driven by a number of important note. First, the increased apparatusexpenditure is caused by increased of apparatus recruitment without unmeasured control.Second, the ballooning cost of democracy (election) affected the floated of local governmentbudget have increased significantly. The magnitude of the election budget and the impact ongovernmental bureaucracy resulted not ready to close the budget deficit. More than thesebureaucracy has loyalty dilemma caused by dispersed of concentration in every election’sactivity. Third, increased of develop the bureaucratic organization without planning andanalysis of the measured trigger financing and recruitment of apparatus that not less. Asa result, the bureaucracy in most areas are overload, or even lack in outside of Java. Inother side, less of local incomes make dependence to central government, while the localgovernment expenditure is to far from efficiency, even tend to be less controlled due to thehigh cost of the organization. It is time for state servants to provide services to society in a professional, honest, fair and equitable manner in carrying out state, government and development tasks. This study aims to realize the attitude of state servants who must be neutral from the influence of all political groups and parties and not be discriminatory in providing services to the community. In the legal and governmental aspects, bureaucratic reform is a very strong issue to be realized. The methodology used in this research is descriptive qualitative with an effort to explain the phenomena in the field related to the Indonesian government bureaucracy which is suspected to have contributed greatly to the occurrence of various public service crisis management. The findings of this study indicate that there is a bureaucratic culture that is thick with bureaucratic politicization and the lack of transparency in public services. The mainactor public services has not prioritized fair service to the community. Therefore, bureaucratic reform is expected to be corrective measures against the Government's political policies so that bureaucratic neutrality occurs.

In the years 1975-1976 the Belgian government has given high priority to the restructuring of local government, resp. by the means of mergers of communes : the number of communes has decreased by that way from 2,359 to 596.In the decision-making emphasized were the initiatives taken by the Minister of the Interior as wel! on the domain of the elaboration of the proposals to delimitate the territory of the new communes as on the domain of the defining of the terms of execution with regard to the personnel, the finances, the transition of goods, etc.  About the proposals on the delimitation of the territory the local governmentscould only give advice ; they have been sanctioned by the legislative assemblees at the end of 1975 after rather difficult and heated debates.During this period an important resistance developed : on the one side from the communal milieu itself and on the other side from the opposition parties, esp. the Belgian Socialist Party not participating in the government that had made the drawing of the new map of communes according to a broad plan to its aim.Nevertheless, the decision-making also has to be seen from the fact that the opposition parties agreed with the principle of the mergers : they mainly contested the way in which the mergers were executed.The abolition of the federations of communes around the Brussels agglomeration, decided in the same context, has to be seen in the light of the typical Belgian problem of the coexistence of different linguistic groups.

AbstractThis article focuses on the way that staff and guardians in the rural Nottinghamshire workhouse of Southwell sought to exert control and containment over pauper inmates. Fusing together local and central records for the period 1834–71, including locally held punishment books and correspondence at The National Archives, Kew (TNA), we argue that the notional power of the workhouse authorities was heavily shaded. Most paupers most of the time did not find their behaviour heavily and clumsily controlled. Rather, staff focused their attention in terms of detecting and punishing disorderly behaviour on a small group of long-term and often mentally ill paupers whose actions might create enmities or spiral into larger conflicts and dissent in the workhouse setting. Both inmates and those under threat of workhouse admission would have seen or heard about punishment of ‘the usual characters’. This has important implications for how we understand the intent and experience of the New Poor Law up to the formation of the Local Government Board (LGB) in 1871.

The implementation of local government in the context of the Special Autonomy of Aceh has the freedom of the regional government to administer government in accordance with the principles of good governance. In Indonesia it is regulated by Law No. 28 of 1999 concerning the Organization of a clean and free country of corruption and nepotism, through various innovations and creativity to create good governance based on the public interest. This is to answer various problems surrounding the low performance of the bureaucracy because many are entangled in various corruption cases. One attempt to change the government bureaucracy is good, then introduced a new model through local wisdom in the Southwest Aceh District of Aceh Province, by carrying out the Prayer Test and Reading the Qur’an to prospective structural officials, as an effort to reform bureaucracy to create bureaucratic accountability, which It is expected that these activities will produce bureaucrats who are religiously accountable and customer oriented. However, this program must be carried out in a sustainable and comprehensive manner through complementary programs that support the program and do not underestimate the supervision efforts which as a classic action create a healthy bureaucracy.

In an era of modernization as this is now very much in the development of applications that make use of the computer program. One of them, namely the creation of the budget costs using e-budgeting application. What is the e-budgeting? E-Budgeting is a financial system that is stored online with the aim of transparency for each party. This system is applied as documentation for the preparation of the budget is usually in an area. Anyone can access data budget compiled by a local government so hopefully can prevent attempts of embezzlement of funds. The application of e-budgeting was chosen because it can bring cost transparency can be seen by anyone who is shown through the website. The results presented in this study is the use of proven e-budgeting nature of transparency compared with the way that still are conventional.
