Abstract As essential elements of green spaces and social spaces in cities, urban parks significantly improve the quality of life and promote urban sustainability. Research on the development process of urban parks can be meaningful for coping with the current issues and future opportunities facing cities. This study takes Zhengzhou as the case aiming to outline the development process and characteristics of urban parks within the city. We adopted the empirical analysis to review the evolution processes and trends of Zhengzhou’s urban parks from the perspective of implementation approaches, spatial layout, and functions and uses. Results reveal four subsequent phases: the emergence phase (1949–1977), the growth phase (1978–1996), the acceleration phase (1997–2012), and the promotion phase (after 2012), according to the periods of urban development and the opportunities for green space development. The discussion includes development issues and strategies regarding land use approaches, user group needs, and public participation. The findings may help formulate adaptive and effective policies and planning tools for urban parks and provide a basis for further research on urban parks and Zhengzhou’s road to the ideal “Park City”.

The city of Bandung had a rapid development. The growth and development process of the city is largely determined by the strategy of the government itself. Therefore, the government regulates the direction of urban growth through the formation of regulations. However, the current condition of regulations and arrangement of development are quite worrying. The process applied is not in line with regulations, the quality of the environment decreases because of the illegally grown land use of settlements Covenience in an area is also closely related to the conditions of nature environment. Like the existence of Cikapundung river which is no longer considered. It can be seen in riverside housing that increasingly wild and growing organically. The purpose of this study is to identify the physical arrangement of the environment and buildings in the Cikapundung riverside settlement Bandung and its influence on the application of regulations. The method used is 1) A quantitative approach at the stage of data collection and analysis with parametric simulation technique modeling, using Rhinoceros Grasshopper software; 2) A qualitative approach in forming conclusions relating to the prediction of the building mass compared to the existing conditions. Analysis was carried out based on applicable regulatory studies including Building Coverage Ratio (BCR), Floor Average Ratio (FAR), and River Border Line, then applied to the simulation of building shapes, and identified behavior of the inhabitants. This research is expected to be a guide to the strategy of planning, structuring, and developing architcture especially the building form in riverside settlements. Three essential elements of modernism consolidated through war: a centralised welfare state, a serial industrial apparatus and, often, a territorial tabula rasa. Hence, for many modernist architects and urban planners, post-war Europe became the ideal ground to put their ideas to the test. However, there is a genuine discrepancy between the proposals of the first four Congrès Internationaux d’Architecture Moderne (CIAM) and what was massively implemented throughout Europe after 1945. To explore this divergence, Brussels proves to be an interesting case study for two main reasons. First, it hosted the third CIAM in November 1930, where Victor Bourgeois presented his views on housing and cities, in line with the ideals of the time. Second, after the war, Belgium, like many Western countries, experienced a period of euphoria, during which the modernist ideology attained a sudden and broad consensus. In the capital over the following three decades new infrastructure was built, as well as housing developments that derived, at least formally, from the CIAM ideals. This article explores the gap between the ideals and the reality of modernism through a comparison on two scales: the city and housing. Bourgeois’s Grand and Nouveau Bruxelles proposals are compared to the Manhattan Plan and Etrimo’s housing developments. Understanding the gap between the ideals of modernism and its implementation may help identify characteristics of the modernist movement but also, as Lacaton-Vassal pointed out when citing Habermas, complete the “unfinished project” (Habermas, 1984) of modernism.

In the changing times from year to year the development process is always progressing. No exception to the construction of settlements and housing scattered in the city of Surabaya. Arrangement of a housing environment is an important factor in improving the quality of life of residents in society. The residential space pattern in Babatan Pilang still maintains the brandgang system. The function of this brandgang itself is as a fire breaker to slow down or stop fires. Apart from the two main functions, brandgang indirectly also acts as a connection path between alleys or roads. The existing condition of the brandgang in the Babatan Pilang housing complex is not neat and well maintained. In general, the brandgang should not present a tense and frightening atmosphere. The method used is extracting data again looking at the aspects of the problems that exist in relation to the existence of brandgang so far. The function and role of brandgang wherever good and their existence are not necessarily forgotten and are more important, this is because brandgang is one of the main factors of a security system in a settlement or housing. Presenting a neat and orderly brandgang will create a good impression in restoring its main function.

Title: Urban Parks in Surabaya Surabaya is one of the metropolitan cities in Indonesia. Large cities are generally high mobility and limitations in the city. The limitations related to the urban landscape such as the availability of land, air quality, and social interaction space. It is an impact on the quality of life in the city. In order to achieve the quality of life and the need for interaction space, providing plenty of Surabaya city park. The park has many levels, but to a large city should already have a garden level of urban parks. Therefore, it will be analyzed whether the parks in Surabaya is considered urban parks. Analysis of city park in Surabaya through comparing review of literature on urban parks and facts on the ground. The research of parks uses, parks that can represent surabaya's park, taman bungkul dan taman apsari. The results of the analysis concluded that the park has not belonged to urban parks.

The technical infrastructure is one of the essential elements of the system associated with the idea of sustainable development. Urban transport is one of the components of technical infrastructure, and its quality and intensity are often a consequence of "urban sprawl". The phenomenon of uncontrolled spread of the city is currently encountered in many urban centres. It increases the length and time for travels and therefore transport costs. This phenomenon can also have many other negative consequences: – excessive use of land for communication purposes, – the increase of exhaust emission, – the increase in costs related to the use of the car, – the increase of noise on the streets, – increased number of road accidents, – social costs which include lack of exercise, sedentary lifestyle etc. There are various solutions proposed worldwide, the aim of which is to reduce the number of kilometres travelled by car. Such activities are possible due to all initiatives related to changing lifestyles that are introduced and supported by local government units in cities and municipalities. The goal of all actions aimed at efficient urban transport is to create an economically effective system that also reduces the nuisance to the environment. The problems related to the redesigning of existing streets are focused in particular on safety and limiting traffic. The efficient urban transport system is integrated with the issues related to the close neighbourhood and multi-model solutions connected with the choice of means of transport, as well as the high quality of public spaces and the quality of life of residents. The article discusses the above course of action on the example of the city of Oświęcim.

In general, the presence of green open space as one element in the urban spatial is very weak and the potencial is reduced portion because they do not have a high economic value. One function of green open space is for micro-climate amelioration, making green open space as a lugs of the city for helping the formation of a cool and comfortable climate in the vicinity. This comfort is determined by the interdependence between the factors of air temperature, air humidity, light and wind movement. Vegetation can improve the quality of the local climate or reducing temperature named micro-climate amelioration function as well. This study aimed to evaluate and redesign the typology of green open space to create green resolution with conversion of carbon to compansate for changes in the landscape that occur as a result of ongoing development. The study was conducted in urban areas of West Papua Province with five cases were selected purposively. Refers to the Ministry of Public Work No. 5 of 2008 and some related references, the results of research (qualitative exploration research) showed that 3 of the 5 cases have not met the ideal typology of Green Open Spaces, while two other cases have met the ideal typology for ecological function, but remain in need of the final material. Redesigns of Green Open Spaces that has been generated from this study are expected to restore ecological functions with holding the ecologycal aspect as a priority matter to consider as well. Therefor those can be used by local goverments for planning repairs or improvements in the future.

Primary dentists at the era of the National Health Insurance are only paid IDR2,000 each patient. The Capitation funds can not cover the cost of services that must be spent. The payment system must be improved because it is related to the quality of service. The aims of this study to analyze the management and utilization of  dental capitation funds including the bottlenecks and to generate solutions in the implementation of JKN. This research was descriptive with qualitative approach. The informants of the study were 16 (sixteen) dentists as an independent practitioners and pratama clinics in Palembang and Lubuklinggau with highest and lowest capitation coverage. Data were analyzed by data reduction, data presentation, conclusion drawing and verification. The result showed that there was a disparity in capitation fund income received by dentists both as an independent practitioners and pratama clinic. Not all dentists get the ideal number of participants 1: 10,000. Dentists with low capitation norms have difficulty to set their operational funds. The budget for operational cost is bigger than services cost. Revenues compared to capitation funds are still lacking. Most capitation funds for primary dentists are insufficient and still rely on fee for service patients. The government  should set dental capitation norm and regulation for National Health Insurance era.Key words: dentist, capitation, clinic, utilization, regulation

Along with the increasing density of the city that shifts green space, urban parks ultimately become the only place for urban communities to feel the connection to nature. Therefore, it is important to have a good quality city park. City residents' opinions about the factors that encourage visitors to visit city parks are also important as input and evaluation for city park providers. On the other hand, there is potentially given by city parks other than just as a place for recreation and relaxation. Therefore, this study wants to show how the quality of city parks, the factors which make visitors come to city parks, and what kind of potential can be achieved from city parks. This research was conducted and presented in a descriptive-qualitative form to provide a complete picture of the phenomena that occur in city parks. The results obtained are that TIK has a good quality park, able to attract visitors, and has the potential for creative tourism.

Cities in the north middle east are known for their past and old valuable heritage, with a complex master plan of each one. Homs city is Syria is one of them, it has a history dates back to 2000B.C. with a unique formation of the city. However, the urban area of Homs has a very distinctive characteristics, but unfortunately it suffers from the transportation system operated. The congested and unorganized planning process have led the city to a complete mess and disorders, for all categories of its inhabitants. This study analysis the components of the transportation system, and identifies the greatest issues and problems the inhabitants suffer from, by locating the driving forces and the causes of these issues, and generally asses the quality of the system itself. Therefore, a holistic approach is proposed to improve the transportation system, and suggests some key plans to shift the city to a higher level of development. By locating the strength points, and detect the benefits of these strength points and exploit them. By evaluating the road network and create a new system that mitigates the negative environmental impacts (emissions, noise…) and reduce the crowded gathering of inhabitants, which caused a severe stress in their daily life. Overall, an attempt of implementing a new transportation system to contribute in the development process, and opens the possibility to develop other systems of the city in a sustainable framework..

Urban parks are essential in improving the quality of life of the population in the cities. In this study, we sought to understand the perception of citizens about the importance of urban parks in the city of Maringá-PR, and the environmental aspects that involve their relationship with green areas. The parks analyzed were Parque do Ingá and Parque Municipal Alfredo Werner Nyffeler, both of which are widely frequented by the population. Exploratory field research was used, through the application of questionnaires, which covered questions related to the user’s profile, environmental perception and the structure of the parks. 212 people were interviewed, 106 in each park. The feeling of well-being, as well as the benefits related to physical and mental health, and contact with nature, were the most highly valued attributes. It can be seen that these green areas make the urban environment more pleasant and play a fundamental role in improving the quality of life of the researched public. The subjective perception developed by visitors to green areas in urban centers shows the importance of developing public policies aimed at the implementation, conservation and management of urban parks, with a consequent expansion and improvement of urban sustainability.
