AbstractIn a knowledge-based economy, innovation resulting from R & D activities and subsequent management of their legal safety are of particular importance. Incorrect patent law can lead to abuse in the area of innovation security on a large scale through the activities of the NPE organization (patent trolls). This phenomenon is particularly noticeable in the US while in the EU it is at a negligible level.The aim of the article is to demonstrate and prove by using comparative literature and documents analysis of US and EU, that inappropriate law leads to violations of innovation safety through the unhampered activity of patent trolls, while a change of the law to more restrictive law is a right step to reduce the patent trolling. On the other hand, the author proves that in an area with a less liberal definition of patentability, there are no many violations of innovation safety through patent trolling.

Empirical evidence demonstrates the value of intellectual property (IP) in creating economic growth, enhancing productivity and profitability, and increasing enterprise value. Research and Development (R&D) intensive industries, such as the life sciences, where patents are critical to competition, need an enabling environment to institutionalise innovation and IP generation and reward investments in IP. The US has approached IP strategically and created an IP infrastructure. Japan aims to develop into an "IP nation". China has an increasingly well-developed IP system. In contrast, the European Union (EU), which aims to become the world's leading knowledge-based economy, has a fragmented and expensive system of national patents. It lacks an environment which values investment in IP generation and management. Until recently, the EU enjoyed global competitive advantage in the life sciences, but this advantage has been lost. To regain this competitive advantage the EU must invest substantially in R&D, IP generation and commercialisation of these outputs.

The issue of the definition of the intellectual economy is investigated. The essence of knowledge economy and knowledge-based economy is defined, the similarity and difference of the categories are formulated. The approaches of western and national scientists to the peculiarities of the definition of an intellectual economy are analyzed. The connection of the intellectual economy with the concept of sustainable development as a priority trend is established. It is established the essence of the intellectual economy and its main participants that form the structure of the world intellectual economy. The factors that influence on the intellectual economy through the usage of international indexes are investigated. They characterize the activity of each participant of this system. The approach to the estimation of the world intellectual economy condition based on the integral index of the intellectual economy is proposed. It consists of five international indexes that are brought about to a single coordinate information system. The ex- pert estimation method was used in determining the weighting coefficients of each international index in the integral index of the intellectual economy. The integral index of the intellectual economy has been calculated for certain formation centres of the structure of the intellectual economy: the USA, Japan, Poland, China, India, Russia and Ukraine. The expediency of further participants’ research and structure of the world intellectual economy is substantiated.

In December 2000, the political leaders of the EU met in Lisbon and announced that by the year 2010 the EU will be the most competitive, dynamic, knowledge-based economy. My first reaction was: ‘They don't know what they are talking about’. It sounded to me like the pep talk of a coach of a soccer team before a match he knows his team cannot win. It is difficult to promote good science. Patience is needed: at first the results are few and only after several years of consistent policy can the trickle grow into a stream. Patience is not one of the usual qualities of success-driven politicians. Recently (and wisely) our beloved leaders lowered their ambitions and adopted a new target: by 2010 all EU members will spend 3% of their GNP on research and development. This is promising, if the money is spent wisely. To do research at the highest level money is certainly needed, but brains and organisation are needed as well. In this paper I address the question: how does European research in astronomy compare with that in the USA?

This article examines fundamental questions of monetary policy in the context of challenges to the national security of Russia in connection with the imposition of economic sanctions by the US and the EU. It is proved that the policy of the Russian monetary authorities, particularly the Central Bank, artificially limiting the money supply in the domestic market and pandering to the export of capital, compounds the effects of economic sanctions and plunges the economy into depression. The article presents practical advice on the transition from external to domestic sources of long-term credit with the simultaneous adoption of measures to prevent capital flight.

The article describes and sets the definition of different farm models under the categories of being family, small, and large-scale commercial farms. The distinction was based on the structure of the workforce and the relationship between agricultural income and the minimum wage. Family farms were dominated by the farming family providing the labour and their income per capita exceeded the net minimum wage in the country. The larger commercial farms feature a predominance of hired labour. Based on surveys, it was found that in 2016 in the EU-28 there were 10,467,000 farms (EU-13—57.3%, EU-15—42.7%). They carried out agricultural activities on an area of 173,338,000 ha (EU-13—28.5%, EU-15—71.5%). Countries of the EU-28 generated a standard output (SO) amounting to EUR 364,118,827,100 (EU-13—17.2% and EU-15—82.8%). After the delimitation, it was shown that small farming (70.8%) was the predominant form of management in the European Union (EU-13—88.2% and EU-15—79.8%) compared to family farming (18.4%) (EU-13—10.5% and EU-15—29%). In most EU countries the largest share of land resources pertains to small farms (35.6%) and family farms (38.6%) (UAA—utilised agricultural area of farms).

Hydrogen produced from renewable energy has the potential to decarbonize parts of the transport sector and many other industries. For a sustainable replacement of fossil energy carriers, both the environmental and economic performance of its production are important. Here, the solar thermochemical hydrogen pathway is characterized with a techno-economic and life-cycle analysis. Assuming a further increase of conversion efficiency and a reduction of investment costs, it is found that hydrogen can be produced in the United States of America at costs of 2.1–3.2 EUR/kg (2.4–3.6 USD/kg) at specific greenhouse gas emissions of 1.4 kg CO2-eq/kg. A geographical potential analysis shows that a maximum of 8.4 × 1011 kg per year can be produced, which corresponds to about twelve times the current global and about 80 times the current US hydrogen production. The best locations are found in the Southwest of the US, which have a high solar irradiation and short distances to the sea, which is beneficial for access to desalinated water. Unlike for petrochemical products, the transport of hydrogen could potentially present an obstacle in terms of cost and emissions under unfavorable circumstances. Given a large-scale deployment, low-cost transport seems, however, feasible.

The approaches of EU institutions and the US to democracy assistance often vary quite significantly as both actors choose different means and tactics. The nuances in the understandings of democracy on the part of the EU and the US lead to their promotion of models of democratic governance that are often quite divergent and, in some respects, clashing. This book examines the sources of this divergence and by focusing on the role of the actors’ "democratic identity" it aims to explain the observation that both actors use divergent strategies and instruments to foster democratic governance in third countries. Taking a constructivist view, it demonstrates that the history, expectations and experiences with democracy of each actor significantly inform their respective definition of democracy and thus the model of democracy they promote abroad. This book will be of key interest to scholars, students and practitioners in democracy promotion, democratization, political theory, EU and US foreign policy and assistance, and identity research.

Abstract The large-scale adoption of occupational exoskeletons (OEs) will only happen if clear evidence of effectiveness of the devices is available. Performing product-specific field validation studies would allow the stakeholders and decision-makers (e.g., employers, ergonomists, health, and safety departments) to assess OEs’ effectiveness in their specific work contexts and with experienced workers, who could further provide useful insights on practical issues related to exoskeleton daily use. This paper reviews present-day scientific methods for assessing the effectiveness of OEs in laboratory and field studies, and presents the vision of the authors on a roadmap that could lead to large-scale adoption of this technology. The analysis of the state-of-the-art shows methodological differences between laboratory and field studies. While the former are more extensively reported in scientific papers, they exhibit limited generalizability of the findings to real-world scenarios. On the contrary, field studies are limited in sample sizes and frequently focused only on subjective metrics. We propose a roadmap to promote large-scale knowledge-based adoption of OEs. It details that the analysis of the costs and benefits of this technology should be communicated to all stakeholders to facilitate informed decision making, so that each stakeholder can develop their specific role regarding this innovation. Large-scale field studies can help identify and monitor the possible side-effects related to exoskeleton use in real work situations, as well as provide a comprehensive scientific knowledge base to support the revision of ergonomics risk-assessment methods, safety standards and regulations, and the definition of guidelines and practices for the selection and use of OEs.

In a knowledge-based economy, the most important issues of modernity areas development – event management become especially relevant. Current trends in the development of such socio-economic activity areas as event management is directly represented in the practice of event tourism, within which the creation, planning, conduction and event management. In order to manage a modern system of event tourism, event management is called to summarize the existing experience, give practical recommendations taking into account the specifics of various events, as well as improving this system of relations. Event management becomes an innovative tool for achieving the goals of the organization at its all operation stages. It is also worthily to note the importance of using event management technologies in the formation of a positive organization image, corporate culture and increase its competitiveness in the market. The article highlights the scientific approaches to the interpretation of the category "event management" according to certain criteria and characteristics. The author's definition of the categories essences "tourism industry" and "event management" is given. It is proved that event tourism is a fast-growing industry, which in recent years occupies a dominant position in the general classification of tourism. The potential of event management in the tourism industry is revealed. The system of organization and event-management carrying out in the world practice is investigated and recommendations concerning its application in Ukrainian realities are substantiated. The state of event management in Ukraine is analyzed and perspective directions of its development within the tourist business are outlined. The practical significance of the obtained results is manifested in their usefulness for optimizing the event managers’ work in the process of creating, planning, organizing and conducting events, as well as for improving and increasing the efficiency of existing technologies in the event organization field. In addition, they contribute to the clarification of "event management" concept in Ukrainian scientific community. Prospects for further research are to develop the basic processes of event management, which form its essence.
