Action against smog at local government level in relation to urban public transport: evidence from selected Polish cities

Abstract All of us wish to breathe clean air. In recent years, a problem of growing importance is how to combat particulates which cause smog and are harmful to the human environment. International forums have adopted documents to prevent carpet emissions. As a result, public authorities in individual states have to tackle the tough challenge of implementing new regulations via their legal framework and administrative practice. The slogans “Clean Air” and “Right to Clean Air” trigger off grassroots movements which strive to coax the units of local government to take decisive action on a pro-ecological transport policy. While mindful of the influence of polluted air on human health, local interest groups have social control of authorities. The objectives of the article are to present the legal framework for the ‘smog alert’ and free public transport initiatives, and to analyse how local authorities have implemented free public transport, whether for all a city’s residents or just for the drivers who decide to forgo driving and have to show valid vehicle registration certificates to use public transport for free. The paper draws upon interviews and a critical review of substantive literature about the techniques for reducing smog. A scientific approach is adopted to the major body of work. Additionally, the analysis compares the pro-ecological activities of local governments in selected Polish cities. It focuses directly on the subjects managing public transport and the operators offering transport services.

The Quality of Life of Suburbanities: A Case Study of the Gdańsk Agglomeration The article explains the meaning of the concept of ‘quality of life’, placing emphasis on its subjective dimension. As the concept is more and more discussed in the literature, the author intends to examine the satisfaction within public spaces for which local government is responsible. According to research made in Canada it is worth measuring not only satisfaction as such but also the importance of its constituent dynamics. Therefore, a survey made in the suburbs of the Gdańsk agglomeration asked respondents about their satisfaction with public transport, roads, environment, etc., including questions about the relative importance of such issues. The combination of satisfaction and importance provide the overall quality of life. At the end of the paper the author considers if there is a chance to improve the quality of life through a brief analysis of local governments expenditure.

Introduction. Such variables as number of employees in marketing of organisation, value of marketing expenses, cost on innovation, the number of marketing staff, the share of marketing efforts which is undertaken in cooperation with the city council and different non-profit organizations, the marketing costs, the level of satisfaction of marketers, level of marketing potential, level of innovation potential are considered in this research. They are marketing factors that can affect the level of social impact of Ukrainian providers of urban public transport services. Purpose. The article aims to obtain the adequate econometric model which can demonstrate the relationship between marketing factors, innovation development and the non-economic effect of business entities which provide the urban public transport services. Method (methodology). The results of evaluation of social effect of Ukrainian providers of urban public transport services are evaluated on the basis of mathematical multifactor model. They are presented in the article. Results. The adequate econometric model has been worked out in this research. This model shows the relationship between controllable marketing factors and social effect has been presented in the article. We have determined the controllable marketing factors. They are number of employees and volunteers in marketing, the average monthly wage of employees in marketing, satisfaction of volunteers, total current assets of an organization, and the level of marketing potential. The model can be used to predict the level of social (ecological) impact of providers of urban public transport services in the Ukrainian society.

Abstract   The demand for rural public transportation is dominated by people who cannot access private vehicles. In terms of the number of operating routes and the performance of their services, currently rural public transport services tend to decline. The mobility of rural communities to reach social facilities can be hampered if there is no public transportation service, which in turn will reduce the quality of human resources in rural areas. This study focuses on the movement characteristics of rural public transport passengers in Kuningan Regency. Several rural transportation routes were taken as samples, namely route 030 Cilimus-Linggarjati, route 061 Cilimus-Mandirancan, and route 037 Lengkong-Rancakeusik. This study shows that the characteristics of the movement of rural public transport passengers are an integral part in an effort to maintain rural public transport services. These characteristics of passenger movement can be used to improve the performance of public transportation, become input for public transport operators, and become material for local governments to make policies   Keywords: rural public transportation; public transport routes; public transport services; public transport performance.     Abstrak   Permintaan angkutan umum perdesaan didominasi oleh masyarakat yang tidak dapat mengakses kendaraan pribadi. Dari sisi jumlah trayek yang beroperasi dan kinerja layanannya, saat ini layanan angkutan umum perdesaan cenderung semakin menurun. Mobilitas masyarakat perdesaan untuk menjangkau fasilitas sosial dapat terhambat jika tidak ada layanan angkutan umum, yang pada akhirnya akan menurunkan kualitas sumber daya manusia di kawasan perdesaan. Studi ini berfokus pada karakteristik pergerakan penumpang angkutan umum perdesaan di Kabupaten Kuningan. Beberapa trayek angkutan perdesaan diambil sebagai sampel, yaitu trayek 030 Cilimus-Linggarjati, trayek 061 Cilimus-Mandirancan, dan trayek 037 Lengkong-Rancakeusik. Penelitian ini  menunjukkan bahwa karakteristik pergerakan penumpang angkutan umum perdesaan merupakan bagian yang tidak terpisahkan dalam upaya mempertahankan layanan angkutan umum perdesaan. Karakteristik pergerakan penumpang ini dapat digunakan untuk meningkatkan kinerja angkutan umum, menjadi masukan bagi operator angkutan umum, serta menjadi bahan pemerintah daerah untuk membuat kebijakan.   Kata-kata kunci: angkutan umum perdesaan; trayek angkutan umum; layanan angkutan umum; kinerja angkutan umum.

Abstract In this article the authors present the methodology adopted and the results obtained in the first stage of the research encompassing focus group interviews (FGI) about the needs of public transport users in a selected city (Poznań). The elicitation and assessment of the requirements were carried out for three groups of people with disabilities using public transport in the city of Poznań: blind and partially sighted people, deaf and hearing-impaired people, as well as people with locomotor dysfunctions. A study carried out on the basis of a scenario especially designed for the FGI purpose has made it possible to identify barriers for people with disabilities and, consequently, to formulate their pre-trip,on-trip and post-trip requirements when it comes to urban public transport services. The results will be used to construct a questionnaire to be used further on in the project.

The fact that Poland and Ukraine share a border, the convergence of the political goals of the peoples of both countries, and the constant efforts towards the development of democracy and decentralisation of public life determine the need to intensify cooperation in various areas of the functioning of society and the economy. An important sphere of cooperation is the public sector, in particular at the level of local government. The local government cooperation of both countries was already visible at the beginning of the social and political transformations after 1990. The development of this cooperation, with varying results, took place in the 1990s and, to an even greater extent, after Poland’s accession to the European Union. In the last three decades, local and regional communities in Ukraine have become an important partner for Polish local governments, both at the local and regional levels. The local government cooperation that has been implemented is based on the diversification and multidimensionality of forms and models. Some result from legal regulations, while others are based on mutual experiences, previous contacts, and sympathies of public authorities. The aim of the study is to analyse and present the conditions and forms of Polish-Ukrainian local government cooperation. The aim is also to show the barriers to cooperation and to define proposed solutions to improve partner contacts of territorial units. The local government cooperation of the two countries is undoubtedly hindered by the fact that Ukraine is not a member of the EU, and often by mutual misunderstanding and non-acceptance of historical experiences. On the other hand, common goals at different levels of social, public, and economic life are a significant factor motivating parties to increase cooperation and achieve a synergistic effect thanks to it.

Although not entirely clear with regard to definitions and delimitations, the article by Savitch and Adhikari opens up for a comparative research agenda of considerable importance for better understanding the preconditions for how the metropolis can be governed. Their suggestion that public authorities are important for solving collective problems in the metropolitan areas is also relevant in a European context. There is already a tradition in Europe to establish cooperative arrangements between metropolitan local governments for tasks that requires a larger territorial scale, but Savitch and Adhikari direct our attention to private law arrangements, i.e. inter-municipal corporations. Also in Europe, these have become increasingly common, which may be understood in the light of the increasing marketization of local government. Although lacking in democratic legitimacy, they provide more flexibility and may also include private businesses in their governing body. However, knowledge about their occurrence and functions is limited, which calls for further, systematic and comparative research. In particular, it should be investigated whether they, as in the US, are more common in the metropolitan areas with the strongest resources.

The paper presents the possibility, necessity, ideology and essence of the entropy method of estimating the orderliness of the transportation process in relation to urban public transport. Examples of numerical definition of the relative entropy of the transportation process on typical public transport routes are given. The paper shows that the level of orderliness of the transportation process, identified by relative entropy, is determined by the specifics of the spatial location of public transport routes in terms of the urban area and mainly depends on the quality of users of public transport services.

The article discusses the main activities of state authorities, labor collectives of transport enterprises in Western Siberia to improve the operation of urban public transport in the region during the eighth five-year plan (1966-1970). During the study period, the increase in the level of transport services for urban residents was directly related to measures to develop and strengthen the material and technical base of passenger transport enterprises, technical re-equipment of automobile and tram rolling stock, and construction of a new type of public transport in Western Siberia – the urban trolleybus. The author comes to the conclusion that during the eighth five-year plan, urban public transport enterprises in the region received significant material and technical development, which became the basis for increasing the volume of passenger traffic and improving the quality of transport services for the urban population of the West Siberian region
