Measuring Empowerment Subak Umabun As Agribusiness Board at VillageAngantaka Abiansemal Badung District Research efforts empowerment subak as agribusiness board aims to boost the economyand the welfare of farmers, so that the culture of agriculture demand and not abandonedby society, particularly Subak Umabun. This study aims to (1) identify the potentialSubak Umabun related to natural resources, human resources and financial resources,(2) To know the efforts made to empower the board to Subak Umabun agribusiness.This research was conducted at Subak Umabun, the number of respondents 75 peopleappointed by the formula slovin, data that is used structured interviews and in-depthinterviews.The results showed that the potential of Subak Umabun aspects of naturalresources, human resources and financial resources are classified with an average scoreof 3,19. Further empowerment undertaken by Subak Umabun are classified by score of3,21. And the last institution in agribusiness Subak Umabun high achievement score of3,68. Based on these results, it is recommended to the government through theDepartment of Agriculture, Plantation and Forestry Badung need to deepen the study ofthis kind, so that the programs formulated by the government not only in the form ofsocial assistance

Empowerment of Subak Penarungan as an Agribusiness Institution in PenarunganVillage, Sub-District of Mengwi, Badung Regency The preservation of subak or Balinese irrigation organization is important because itssustainability in Bali based on the Tri Hita Karana concepts. Subak-based economicbusiness is a food-based agribusiness or paddy fields. The studies on empowerment ofsubak as an agribusiness institution aimed to improve the economy and welfare offarmers, so that the agricultural culture is in demand and not abandoned by the SubakPenarungan community. This study aimed to determine (1) the potentials of subakrelated to natural resources, human resources, and financial resources, (2) the effortsmade to empower Subak Penarungan as an agribusiness institution. The research wasconducted in Subak Penarungan, Mengwi Sub-district, Badung Regency. The selectionof research site was done purposively. The population of this study is active members ofSubak Penarungan, amounting to 167 people. The sample size was determined by usingSlovin formula, so the number of respondents was 63 people. The data analysis used adescriptive qualitative analysis method. The findings showed that the potential of Subakpenarungan was in good category with the average score of 3.55, and the results ofresearch on the efforts of empowerment of Subak Penarungan was in good category,with average achievement score of 3.50. Based on the results of this study, it can besuggested to farmers that the assistance in the form of agricultural machine toolsprovided by the government for subak should be utilized properly, so as to increase theirproductivity.

Natural wealth is an invaluable resource so it must be preserved. Indonesia as an agrarian, archipelago and maritime country located on the equator is one of the countries in the world that has abundant natural resources compared to other countries. To manage these crops, the community and the government support each other in the process of conservation through a positive management process. Institutions related to the process are expected to be able to join hands with the community, so that the community, government and the state can enjoy the results in the long run. One way to help the community, especially in areas far from the center of government, or the community wherever located. Cooperative allianz is one of the solutions that is considered in accordance with the conditions and culture of the community. Because Cooperatives allianz are a form of business that has long existed and been run by Indonesian people since ancient times. As a supporting effort for the development of cooperatives, the government should provide support in the form of training for human resources manager of cooperatives and communities around cooperatives, so that the initial purpose of forming cooperatives can be achieved well and satisfactorily.

Economic growth is an important indicator of the success of development. The ability of resources is a determining factor driving economic growth. Belu Regency is a regency in East Nusa Tenggara Province, located on the Indonesia-Timor Leste border, has economic and political strategic value. Human resources, natural resources and the budget are the real sector of the economy in driving economic growth. The research objective was to analyze the effect of resources on the economic growth of Belu district. The study was conducted using secondary data and SmartPLS was the analysis tool. The results of the study, the relationship of natural resources directly with welfare is negative and will be positive when the indirect relationship through the budget. The direct and indirect relationship of human resources with welfare through the budget is positive, but the direct value relationship is smaller when compared to the indirect relationship. This shows that the budget that is formed from the wealth of natural resources and human resources is an important factor in creating public welfare as measured through economic growth. Budgets sourced from local and central government are increasing every year. The creation of the government and elements of society make the most of resources. The attention of the central government through balancing funds is very high. This is because Belu district located on the Indonesia-Timor Leste border is a macroeconomic picture of the border country

Position the village in a country is very important, because the village is the spearhead of a government. The existence of the village only as a supplement to administrative, so the existence of a very backward village either of its human resources and in terms of management of natural resources are owned and infrastructure development tends to be slow. It makes villagers to make an exodus to urban areas for improvement of life. Recognition of the structure provided in the central government through a law on village administration look encouraging, but the relation to the welfare of the government does not pay attention. No wonder if the government runs a program is often different. The workload is heavy village government is not matched by right. The village as a vanguard of government, the village government should be able to overcome all the problems that arise in the community, with peace and peaceful village can increase unity and national unity of Indonesia

Indonesia is a country rich in natural resources. The results of natural resources owned are used to meet domestic needs and are exported overseas. Although Indonesia is rich in natural resources, there are limitations to the field of human resources. Limited human resources, including limitations in producing goods, is one of the driving factors in importing goods from abroad to enter Indonesia. Based on the Minister of Trade Regulation No. 48 of 2015 it is known that imported goods are grouped in: a. free imported goods; b. restricted import goods; and c. prohibited import goods. The limitation of imported goods is not without reason, but is in accordance with the facts found in the field that there has been an illegal trade in imported goods entering the territory of the Republic of Indonesia. Even though the Government itself has set various legal products to protect the implementation of import activities to meet the people's needs. In addition, the fact that free trade tends to result in circulating goods and or services does not necessarily guarantee the security, safety and health of consumers. The rise of illegal trade activities, led to the need for a thesis research entitled "The Role of the National Police in Law Enforcement against Illegal Imported Goods Trade in the Law Area of the Tanjung Perak Harbor Police Station".

Menyadari akan pentingnya peranan pendidikan dalam meningkatkan kualitas sumber daya manusia, pemerintah berupaya untuk meningkatkan kualitas guru melaksanakan sebuah program sertifikasi guru. Tujuan penelitian ini ialah untuk mengetahui bagaimana proses implementasi program sertifikasi guru untuk guru madrasah yang dilakukan oleh Kementerian Agama Kabupaten Bandung. Teori yang digunakan dalam penelitian ini adalah teori implementasi program menurut Charles O. Jones yang menyebutkan tiga aktivitas dasar yaitu organisasi, interpretasi, dan aplikasi. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan teknik penentuan informan menggunakan teknik purposive. Hasil penelitian menunjukan bahwa implementasi program sertifikasi guru dalam jabatan khususnya pada guru Madrasah Aliyah Negeri Ciparay yang dilakukan oleh Kementerian Agama Kabupaten Bandung pada pelaksanaannya belum optimal karena masih terdapat beberapa kendala yang dihadapi. Dilihat dari organisasi masih kurangnya sumber daya manusia dan sumber daya finansial yang tersedia. Dari aspek interpretasi, para pelaksana program sudah memahami tujuan dan pedoman program akan tetapi dalam pelaksanaan tugas dan fungsinya masih belum konsisten. Dalam aspek aplikasi, ditemukan pengawasan pada pelaksanaan program tidak berjalan, terlihat pada belum adanya laporan evaluasi untuk pelaksanaan program sertifikasi guru dalam jabatan yang telah dilaksanakan pada tahun-tahun sebelumnya. ABSTRACT Recognizing the importance of the role of education in improving the quality of human resources, the government seeks to improve the quality of teachers to implement a teacher certification program. The purpose of this study was to find out how the process of implementation of the teacher certification program for madrasah teachers conducted by Kementerian Agama District Bandung. The theory used in this research is the theory of program implementation by Charles O. Jones who cites three basic activities, namely the organization, interpretation, and application. The method used is descriptive qualitative determination techniques informants usingtechnique. purposive sampling. The results showed that the implementation of certification of teachers, especially teachers of Madrasah Aliyah Negeri Ciparay conducted by Kementerian Agama District Bandung not optimal because there are still some obstacles encountered. Judging from organizations still lack the human resources and financial resources available. From the aspect of interpretation, all program managers have understood the objectives and guidelines for the program but in the implementation of tasks and functions are still not consistent. In the aspect of the application, found the supervision of the implementation of the program is not running, is seen in the absence of an evaluation report on the implementation of in-service teacher certification program that has been implemented in previous year.

As an agricultural country with large natural resources, Indonesia still has considerable problems in managing food security. This is evidenced by the lack of agricultural land and human resources that can support people's food needs so that the government still imports food from other countries. These issues as; it are feared that population growth and high food consumption power, social exclusion (marginalization of agricultural laborers and agricultural land) will cause food security vulnerability in the future. This Mixed method quantitative and qualitative method by statistical and in-depth interview study involving 169 respondents from many stakeholders such as politicians, academicians, farmers, and students to determine policy construction for sustainable rice food sovereignty in Indonesia. The statistical study shows the rice consumption in Indonesia is correlated to education than the age and gender of the respondents. The study indicating problems such as; the welfare of farmers, the application of price limits for staple goods, and improving the quality of agriculture both natural resources, human resources and the provision of agricultural equipment assistance have not been resolved properly. To build food security, it should be balanced with the application of the concept of food sovereignty which is realized by aligning and maximizing competence between political resources, environmental resources capacity, and environmental diplomacy.


The spirit of advancing the regional economy in creating regional creative endeavors with various innovations combined through a combination of motifs, colors, models in accordance with current developments without losing the characteristics of local culture so that the preservation of ulos woven cloth becomes the host in its own region. To be able to achieve these goals, the government and the community jointly take local development initiatives by using all the potential they have by not forgetting the culture that is the main base of regional creative economic development that includes the readiness of human resources, the availability of natural resources that foster innovation and creativity, creating entrepreneurs, and creating renewable resources for the welfare of society. The existence of this activity can produce a variety of products that can attract consumers. Bags, wallets, bracelets, hats and other accessories are the result of training of weaving craftsmen in Samosir Regency.

This study aims to provide solutions and references in handling sustainable environmental development. this research method uses a qualitative descriptive phenomenological approach with a literature approach. The results of this study reveal that indonesia cannot be separated from the development of the manufacturing sector which has the function of driving the economy. This must also be balanced with an understanding of the green economy to save the surrounding environment. Experts and literature also reveal that the concept of a green economy is very helpful for the state to preserve natural resources (SDA). The role of the green economy major is very helpful in realizing the welfare of natural resources that can contribute to science. therefore, a green economy major is very much needed in southeast asia, especially the unitary state of the republic of indonesia, Especially Human Resources (HR) who do not understand the importance of a green economy. One of the efforts to save a country is to improve the quality of human resources, especially in this case, human resources who understand the green economy in a sustainable manner. The curriculum that supports this program is the green curriculum, where the curriculum encourages the realization of the indonesian green movement. this scheme builds sustainability through a green economy by realizing various roles. The role of academics aims to create competent human resources in providing scientific literacy and application in the environmental field. Organizations that are directly involved in the green economy, especially environmental issues, are the government, research institutions, and educational institutions.

Gunungkidul has sufficient natural resources and human resources. Various industrial sectors in the Regency include mining, agriculture, plantations, crafts and fisheries. The potential has not all been able to develop according to expectations because local governments have not been able to determine the leading industrial sector. The government needs a system that can help determine the superior industrial sector. The method used is the Simple Additive Weighting (SAW) Method. This method is able to provide alternative choices by comparing one criterion with other criteria, by first giving weights to each criterion. The test results of the system that has been built determine the order of products that are used as a reference to increase revenue in the industrial sector. This result will determine the order of products that need to be studied and improved because they have been automatically selected by the system
