Gunungkidul has sufficient natural resources and human resources. Various industrial sectors in the Regency include mining, agriculture, plantations, crafts and fisheries. The potential has not all been able to develop according to expectations because local governments have not been able to determine the leading industrial sector. The government needs a system that can help determine the superior industrial sector. The method used is the Simple Additive Weighting (SAW) Method. This method is able to provide alternative choices by comparing one criterion with other criteria, by first giving weights to each criterion. The test results of the system that has been built determine the order of products that are used as a reference to increase revenue in the industrial sector. This result will determine the order of products that need to be studied and improved because they have been automatically selected by the system

There are two aims of this paper: first to analyze the responsibility of the government in the commitment to protect the rights of indigenous and tribal peoples in natural resource management activities; secondly, to analyze the implementation of government responsibilities in mining management in relation to the rights of indigenous and tribal peoples in enjoying their rights in the ecosystem, such as the environment. The method used in the research is empirical normative method, namely research that emphasizes the secondary data that is by studying and reviewing the principles of law and positive law principles derived from the existing literature materials in legislation and the provisions especially in relation to the exclusion of indigenous people's rights in the obligation of the state to create a healthy environment for the management of natural resources as a manifestation of human rights protection, and supplemented by empirical data in the form of interviews with related parties in Balaesang Tanjung Donggala District. The results show that natural resource management activities, linked to indigenous and tribal peoples' rights in environmental protection are regulated in various laws, both nationally and internationally. Implementation of government responsibility in mining management is related to the right of customary law community in enjoying the environment has not been optimally done. From the case of Balaesang Tanjung Donggala, it is envisaged that local governments ignore the rights of indigenous and tribal peoples in enjoying a healthy environment.

ABSTRACTThe implementation of “business not as usual” on the MP3EI 2011 – 2015 was held to optimize the potential of regional commodities that can increase the regional values. This research was conducted to search for the potential of UMKM in developing the potential commodities of Lampung province. The problems related to the commodities development consists of setting up the potential commodities which as based on the production copacity, so that it is difficult for those local governments to stimulate the coomdities development.The research method was qualitative method and data collected through   literature reviews and analysis of competitive advantage. Permasalahan terkait dengan pengembangan komoditas unggulan yang hanya didasarkan pada kapasitas produksi, sehingga menyulitkan bagi pemerintah daerah untuk menstimulir pengembangan komoditas unggulannya.Metode penelitian yang digunakan adalah metode kualitatif  dan data yang dikumpulkan melalui studi literatur dan analisis keunggulan bersaing. Hasil penelitian adalah, Pertama; potensi pengembangan UMKM di daerah sangat besar. Kedua, pengembangan UMKM harus dilaksanakan sesuai dengan budaya lokal dan potensi yang dimiliki oleh daerah yang bersangkutan. Ketiga, sektor UMKM ini sangat berperan dalam menanggulangi masalah sosial di daerah dengan penyerapan tenaga kerja yang sangat tinggi. Keempat, peranan peningkatan SDM, pemanfaatan teknologi, akses permodalan, akses pemasaran, akses informasi, dan manajemen sangat penting dalam mengembangkan usaha mikro. The high rate of population growth and the workforce raises the problem of job opportunities, because it involves various aspects both economic and non-economic. At the same time as massive industrialization, it is not automatically able to create adequate work. This study aims to analyze and determine the effect of the number of business units, the provincial minimum wage, and economic growth on the rate of labor absorption in the medium and large industrial sectors in South Sulawesi in the period 2010-2019. This research is expected to be one of the benchmarks for the government and private sector in paying attention to the absorption rate of labor in the industrial sector in South Sulawesi. The type of research used in this research is quantitative. The type of data used in this study is secondary data. The data used in this study are time series data in the years 2010-2019. The results of this study indicate that (1) the number of business units has a positive and significant effect on the rate of employment in the industrial sector in the province of South Sulawesi, (2) the provincial minimum wage has a negative and significant effect on the rate of employment in the medium and large industrial sector in South Sulawesi, (3) economic growth has a significant effect in a negative direction on employment in the medium and large industrial sectors in South Sulawesi. The government should design an industrialization policy direction that should be more inclusive, the incoming investment should be based on empowering local workers, reducing unemployment, creating more expansive employment opportunities and synergizing local economic development.Keywords: Economic Growth; Industry; Labor; Wages.

The main purpose of this study is to propose a reduction of inventory based on non-industrial sectors reflecting the characteristics of local governments and efficient greenhouse gas reduction activities in Korea. Although national government has implemented various policies and systems to reduce greenhouse gas emissions, it would only remain in industrial and public areas. Thus, in order to reduce national greenhouse gas emissions, local governments should play a major role as a leading management entity and it is necessary to adopt efficient and systematic management of the non-industrial sector, which accounted for a significant portion of the country’s emissions. However, the policy of the local governments to reduce greenhouse gas emissions has not been effective due to lacking in connectivity to the central government’s plan or presenting it in a simple listing format. The characteristics of inventory building such as main purpose, boundary setting, emission source, policy setting, range, organizing body, relevant law of inventory building between national government, and local governments are quite different from the start. In order to reflect the actual greenhouse gas reduction activities of the local governments, this study reconstructs the categories that are considered to have management authority in the local governments such as home, commercial, and road transportation among the scope 1 of the local governments inventory and scope 2 for establishing effective policies to reduce greenhouse gas emissions in local governments. This study also proposes reduced inventory by reorganizing categories that local governments deem to have managerial authority among direct and indirect emission of greenhouse gas inventory.

Measuring Empowerment Subak Umabun As Agribusiness Board at VillageAngantaka Abiansemal Badung District Research efforts empowerment subak as agribusiness board aims to boost the economyand the welfare of farmers, so that the culture of agriculture demand and not abandonedby society, particularly Subak Umabun. This study aims to (1) identify the potentialSubak Umabun related to natural resources, human resources and financial resources,(2) To know the efforts made to empower the board to Subak Umabun agribusiness.This research was conducted at Subak Umabun, the number of respondents 75 peopleappointed by the formula slovin, data that is used structured interviews and in-depthinterviews.The results showed that the potential of Subak Umabun aspects of naturalresources, human resources and financial resources are classified with an average scoreof 3,19. Further empowerment undertaken by Subak Umabun are classified by score of3,21. And the last institution in agribusiness Subak Umabun high achievement score of3,68. Based on these results, it is recommended to the government through theDepartment of Agriculture, Plantation and Forestry Badung need to deepen the study ofthis kind, so that the programs formulated by the government not only in the form ofsocial assistance

This study aimed to analyze the factors that influence competitiveness of Indonesia’s priority industrial sector in facing the ASEAN market by using Revealed Comparative Advantage (RCA) and panel data analysis. The study period was in 2001-2013 and variables are used, among others, the export price of products in the industry priorities, labor productivity, fixed capital and riil exchange rate. Based on the calculation of the level of competitiveness by using RCA, showed that the Indonesia's priority industrial sectors have strong competitive (RCA>1) in the ASEAN market, except for the chemical industry and machinery and equipment industry. That is, Indonesia has a comparative advantage in most of the priority industrial sectors, so that it can be used to support the government's strategy to expand the national industrial market to the ASEAN region. While the results of the panel data analysis showed that the export price is the most influential factor for the competitiveness of priority industrial sectors in Indonesia. In this case, the export price is a reflection of the production cost. The high of production cost indicates that the purchase price of inputs by exporting companies is also high, so that the export price was high. Because the essence of competitiveness is relatively low cost, the high export prices showed a decreasing competitiveness. Other factors that affect are the real exchange rate and labor productivity. Rupiah depreciation can encourage the growth of exports, which in turn can improve competitiveness. Meanwhile, the development of human resources that make industrial policy was originally based on cheap labor and natural resources can be developed into a productivity-based industries are supported by qualified human resources as well as science and high technology. On the other hand, the addition of variable fixed capital does not affect the competitiveness of priority industrial sectors. This is because the impact of the increased competitiveness of the addition of fixed capital in a given year is not directly felt in the year, but will be felt in the next few years. Thus, the strategy can be formulated to improve the competitiveness of the priority industrial sectors, including developing the upstream industry and among industry based on natural resources and the control of exports of raw materials, develop human resources industry players in the Indonesia’s priority industrial sectors with training and innovation activities, developing downstream industries as well as the increase in value-added products in the priority industrial sectors through product diversification and improve the pattern of cooperation with the manufacturers of other countries in the ASEAN region through the export promotion.  Keywords: ASEAN Integration, Manufacturing Industry, Competitiveness, Panel Data Analysis

This research aims to analyze the effect of provincial Minimum wage (UMP), PDRB, and investment in theindustrial sector of labor absorption on Java island in 2010-2016. Data used is a data panel consisting of datatime series 2010 – 2016 and cross section six provinces namely DKI Jakarta, West Java, Central Java, INYogyakarta, East Java, and Banten. The Anaalisis tool used is a data regression panel i.e. Fixed Effect Model(FEM). The results showed that UMP has a significant effect on the labor absorption of the industrial sector onJava Island in 2010-2016. While the PDRB and investment have a positive and significant effect on the laborabsorption of industrial sectors in Java Island in 2010-2016. Through this research, the government expectsmore cautious and creating a conducive investment climate so that the value of PDRB is increasing.

ABSTRACTThe application of Government Accounting Standards in the preparation of financial statements is one indicator of opinion giving by the Supreme Audit Board of the Republic of Indonesia (BPK-RI). Based on the results of BPK RI 2015 examination of 109 local governments in Indonesia, the efforts made by local governments had not been fully effective, where the results of the examination indicated the problems related to policies, information technology and human resources to support accrual-based financial reporting. The Government of Kepulauan Selayar has only implemented accrual-based accounting in the last two years. This study aimed to analyze the performance of the government of Kepulauan Selayar in overcoming the problems related to the human resources of financial report makers as a consideration to setting strategy priorities to increase human resources readiness that supported the implementation of accrual-based accounting using the method of Importance Performance Analysis (IPA) and Gap Analysis. To solve human resource problems required strategies i.e. creating a mutation and promotion policy that supported the accrual-based accounting implementation, creating competency on planning documents and human resource training, making planning documents on education needs and accrual basis accounting training, and financial administration officials must be from the alumni of accounting training.Key words: Accrual-Based Financial Reporting, Kepulauan Selayar, IPA, AHPABSTRAKPenerapan Standar Akuntansi Pemerintahan dalam penyusunan laporan keuangan merupakan salah satu indikator pemberian opini oleh Badan Pemeriksa Keuangan Republik Indonesia (BPK-RI). Berdasarkan hasil pemeriksaan BPK tahun 2015 terhadap 109 Pemda di Indonesia, menyimpulkan bahwa upaya yang telah dilakukan pemerintah daerah belum sepenuhnya efektif, di mana hasil pemeriksaan menunjukkan adanya permasalahan terkait kebijakan, teknologi informasi dan SDM untuk mendukung pelaporan keuangan berbasis akrual. Pemerintah Kabupaten Kepulauan Selayar baru mengimplementasikan akuntansi berbasis akrual dalam dua tahun terakhir ini. Penelitian ini bertujuan menganalisis kinerja Pemda Kepulauan Selayar dalam mengatasi masalah terkait SDM pembuat laporan keuangan sebagai bahan pertimbangan dalam menetapkan prioritas kebijakan yang dapat menunjang implementasi akuntansi berbasis akrual menggunakan metode Importance Performance Analysis (IPA) dan Gap Analysis, dan merumuskan strategi prioritas peningkatan kesiapan SDM dalam implementasi SAP berbasis akrual menggunakan Analytical Hierarchy Process (AHP). Untuk meningkatkan kesiapan SDM memerlukan strategi membuat kebijakan mutasi dan promosi yang mendukung implementasi akuntansi berbasis akrual, Membuat dokumen perencanaan kebutuhan kompetensi dan pelatihan SDM, Membuat dokumen perencanaan kebutuhan diklat penerapan akuntansi berbasis akrual, dan Pejabat Penatausahaan Keuangan Organisasi Perangkat Daerah harus dari alumni diklat akuntansi.Kata Kunci: Laporan Keuangan Berbasis Akrual, Kepulauan Selayar, IPA, AHP.

Natural wealth is an invaluable resource so it must be preserved. Indonesia as an agrarian, archipelago and maritime country located on the equator is one of the countries in the world that has abundant natural resources compared to other countries. To manage these crops, the community and the government support each other in the process of conservation through a positive management process. Institutions related to the process are expected to be able to join hands with the community, so that the community, government and the state can enjoy the results in the long run. One way to help the community, especially in areas far from the center of government, or the community wherever located. Cooperative allianz is one of the solutions that is considered in accordance with the conditions and culture of the community. Because Cooperatives allianz are a form of business that has long existed and been run by Indonesian people since ancient times. As a supporting effort for the development of cooperatives, the government should provide support in the form of training for human resources manager of cooperatives and communities around cooperatives, so that the initial purpose of forming cooperatives can be achieved well and satisfactorily.

Economic growth is an important indicator of the success of development. The ability of resources is a determining factor driving economic growth. Belu Regency is a regency in East Nusa Tenggara Province, located on the Indonesia-Timor Leste border, has economic and political strategic value. Human resources, natural resources and the budget are the real sector of the economy in driving economic growth. The research objective was to analyze the effect of resources on the economic growth of Belu district. The study was conducted using secondary data and SmartPLS was the analysis tool. The results of the study, the relationship of natural resources directly with welfare is negative and will be positive when the indirect relationship through the budget. The direct and indirect relationship of human resources with welfare through the budget is positive, but the direct value relationship is smaller when compared to the indirect relationship. This shows that the budget that is formed from the wealth of natural resources and human resources is an important factor in creating public welfare as measured through economic growth. Budgets sourced from local and central government are increasing every year. The creation of the government and elements of society make the most of resources. The attention of the central government through balancing funds is very high. This is because Belu district located on the Indonesia-Timor Leste border is a macroeconomic picture of the border country
