Abstrak Desa adalah suatu lembaga Negara yang merupakan kesatuan masyarakat yang memiliki batas-batas wilayah yang berwenang untuk mengatur dan mengurus kepentingan masyarakat setempat, berdasarkan asal usul dan adat istiadat setempat yang diakui dan dihormati dalam sistem Pemerintahan Negara Kesatuan Republik Indonesia. Salah satu wujud kewenangan desa untuk mengatur kepentingan masyarakatn melalui pembentukkan produk hukum desa dalam bentuk peraturan desa (Perdes). Salah satu tujuan dari pembentukkan produk hukum desa untuk menertibkan penyelenggaraan pemerintahan desa serta mengatur pelaksanaan pembangunan dan pelayanan umum. Peraturan desa yang ada di Desa Buluh Cina hanya mencakup pada perdes tentang Anggaran Belanja Desa dan Bumdes. Melihat dari potensi wisata yang dimiliki Desa Buluh Cina terdapat Danau, Hutan lindung serta keramba ikan. Jika tidak ada aturan yang mengikat maka lambat laun  akan memicu konflik di masyarakat terkait pengelolaan potensi wisata. Oleh karena itu, pemahaman yang benar terhadap fungsi, kedudukan, dan tata cara pembuatan produk hukum desa menjadi hal penting yang harus diketahui oleh aparat pemerintah desa, agar produk hukum yang dibuat benar-benar dapat berfungsi sebagaimana mestinya dan tidak bertentangan dengan peraturan perundangan yang berlaku. Kata Kunci: Desa, Pendampingan, Peraturan   Abstract The village is a state institution which is a community unit that has territorial boundaries that are authorized to regulate and manage the interests of the local community, based on local origins and customs that are recognized and respected in the system of Government of the Unitary State of the Republic of Indonesia. One form of village authority to regulate community interests through the formation of village legal products in the form of village regulations (Perdes). One of the goals of the formation of village legal products is to bring order in the administration of village government and to regulate the implementation of development and public services. The village regulations in Desa Buluh Cina only cover village regulations on Village Expenditures and Bumdes. Seeing from the tourism potential that is owned by the Village of China there are lakes, protected forests and fish cages. If there are no binding rules, it will gradually trigger conflicts in the community related to the management of tourism potential. Therefore, a correct understanding of the functions, position and procedures for making village legal products is an important thing that must be known by village government officials, so that legal products that are made can function properly and are not in conflict with applicable laws and regulations.   Keywords: Village, Assistance, Regulation

Current web-based administrative services are not only for government at the city or regional level, but now the village also needs it to support its government activities. According to Law No. 6 of 2014 the village is a legal community unit that has the territorial boundaries that are authorized to regulate and administer government affairs, the interests of the local community based on community initiatives, original rights, and / or traditional rights that are recognized and respected in the Republic of the Republic of Republic's government system. Indonesia. In the current technological era, there are many services for villages that use and utilize information technology so that the service process becomes easier, more transparent and faster. For this reason, in this study we had the opportunity to develop a web-based Village Service Information System in Leran village, in developing the system this time we used a prototyping method. This system will have several features, including: making independent reports, submitting a letter of introduction from the village and online, making a biodata of the village community, and also containing the profile of the village of Leran. The results of this research are a village service information system that can help the work of government officials in the village of Leran, and also facilitate the villagers in obtaining information about services or other information in the village of Leran.

Village government is the lowest level of government in the Government of the Republic of Indonesia. Its existence is very strategic for the implementation of programs of the central government, local government, and the wishes of the village community, so that the village government can help create a balance between the goals desired by the state and those desired by the people, namely the welfare of the people. For this reason, the role of village government officials is important to achieve the success of implementing village government tasks. In fact, there are still many village government officials who have not been able to carry out their duties and authorities properly and correctly. How are efforts to strengthen the role of village government officials so that they are able to carry out their duties and authority properly and correctly? One effort that can be done is to provide technical guidance to village government officials regarding village governance, the duties and authorities of village government officials, as well as the preparation of village regulations. Through this activity, it is hoped that the role of the village government apparatus in carrying out their duties and authorities will be strong, so that their duties and authorities can be carried out properly and correctlyABSTRAK;Pemerintahan desa adalah tingkat pemerintahan terendah di dalam Pemerintahan Negara Republik Indonesia. Keberadaannya sangat strategis bagi penerapan program pemerintah pusat, pemerintah daerah, dan keinginan masyarakat desa, sehingga pemerintah desa dapat membantu terciptanya keseimbangan tujuan yang diinginkan oleh negara dan yang diinginkan oleh rakyat yaitu kesejahteraan rakyat. Untuk itu peran aparatur pemerintahan desa menjadi penting untuk mencapai keberhasilan pelaksanaan tugas pemerintahan desa. Pada kenyataannya masih banyak aparatur pemerintahan desa yang belum dapat melaksanakan tugas dan wewenangnya dengan baik dan benar. Bagaimana upaya menguatkan peran aparatur pemerintahan desa, agar mampu menjalankan tugas dan wewenangnya secara baik dan benar? Salah satu upaya yang dapat dilakukan adalah memberikan bimbingan teknis kepada aparatur pemerintahan desa mengenai pemerintahan desa, tugas dan wewenang aparatur pemerintah desa, maupun penyusunan peraturan desa. Melalui kegiatan ini diharapkan peran aparatur pemerintahan desa dalam melaksanakan tugas dan wewenangnya menjadi kuat, sehingga tugas dan wewenangnya dapat dilaksanakan dengan baik dan benar.

Sayan Village is one of the villages in Ubud that has a lot of potential to be used as a tourism village. The first three great potentials are natural tourism, potential opportunities for water tubing tourism, and also the potential of Puri Sayan as a heritage tourism object in Sayan Village, which is being planned by the village government and local communities. In addition to the three great potentials, Sayan Village also has the potential for water tourism with beji spring sources which are a source of water that is purified by the local community and is usually used for melukat. In this case, the researcher focused more on discussing the development of biology natural tourism which is currently used as the center of tourism village activities in Sayan Village. This study uses collection techniques in the form of observation, interviews, and documentation. The data analysis technique used is descriptive qualitative analysis and SWOT analysis. The technique of determining informants used purposive sampling technique. The results of this study contain the existing conditions of Desa Sayan based on tourism product components, namely attractions, amenities, accessibility, and ancilliary. And the strategy for developing SWOT-based Sayan Tourism Village. So that the strategies obtained produce the best ways to realize one of the missions of Desa Sayan as a sustainable tourism village. This paper discusses the study about village government policy towards regional head regulation regarding the obligations of the madrasa diniyah program. The results of this study, madrasah diniyah is community based education, from, by and for the community.In life with the community, government officials in the village, they live with the community. They know and understand the problems of the madrasahdiniyah in their village. Existing reality,government officials in the village cannot carelessly channel aid from the village fund program from the government, because in its rules, it does not explicitly mention assistance for madrasahdiniyah, instead it is available for early childhood education.There is a regulation from the regional head regarding the mandatory madrasah diniyah program,then there is BOSDA funding, however backfired for madrasahdiniyah education, their number increased from the number before the regulation.

Iklim komunikasi organisasi merupakan persepsi pegawai mengenai peristiwa yang terjadi di lingkungannya. Kantor Desa Cibalung, Kecamatan Cijeruk, Kabupaten Bogor merupakan salah satu kantor desa yang memiliki berbagai prestasi. Prestasi yang sudah diraih tentu saja tidak lepas dari peran kinerja aparatur pemerintahan desa dan masyarakat yang terlibat dalam menciptakan lingkungan kerja yang produktif dan kepuasaan kerja yang dirasakan. Maka dari itu, penelitian ini bertujuan untuk melihat hubungan iklim komunikasi organisasi dengan kepuasan kerja dan hubungan kepuasan kerja dengan kinerja aparatur pemerintahan desa. Penelitian ini menggunakan pendekatan kuantitatif melalui metode survei dengan kuesioner yang didukung oleh data kualitatif melalui teknik wawancara mendalam dan studi literatur dengan responden sebanyak 36 orang. Hasil penelitian yang diperoleh menunjukkan bahwa terdapat hubungan nyata antara iklim komunikasi organisasi dengan kepuasan kerja dan hubungan sangat nyata antara kepuasan kerja dengan kinerja aparatur pemerintahan desa.Kata Kunci: iklim komunikasi, kepuasan kerja, kinerja, komunikasi organisasi=====ABSTRACTOrganizational communication climate was the employee's perception of events that occurred in their environment. The Cibalung Village Office, Cijeruk Subdistrict, Bogor District was one of the village offices that had various achievements. The achievements that have been achieved certainly could not be separated from the role of the performance of the village government apparatus and the community involved in creating a productive work environment and perceived job satisfaction. Therefore, this study aimed to analyze the relationship of organizational communication climate with job satisfaction and the relationship of job satisfaction with the performance of village government officials. This study used a quantitative approach through a survey method with a questionnaire supported by qualitative data through in-depth interview techniques and literature studies with 36 respondents. The results obtained indicated that there was a real relationship between organizational communication with job satisfaction and the very obvious relationship between job satisfaction by the performance of the village government apparatus.Keywords: communication climate, job satisfaction, performance, organizational communication

The study aims to determine the effectiveness of the village midterm development planning process / RPJMDes and the village government work plan / RKPDes implemented by Sidomukti Village Government, Muara Kaman District, Kutai Kartanegara District, which was evaluated based on Permendagri No 114/2014 on village development guidelines. The study uses an evaluation method with a qualitative descriptive approach, data collection through documentation and interview studies, data analysis using reduction, data presentation, and concluding. The results of the study found that in the preparation of the RPJMDes and RKPDes, the village government had not yet fully implemented the stages as stipulated in Permendagri No 114/2014, in the preparation of the RPJMDes there were 3 stages not carried out namely aligning the direction of district policy, assessment of village conditions, and village deliberations, while in the preparation of the RKPDes there were no indicative ceilings, this was due to the lack of competence of the Village Government officials in preparing the RPJMDes and RKPDes, weak administrative management, and lack of community participation.

Bengkok land is village property in the form of village land. This bent land is widely known as village treasury land or village property. The definition of bent land itself is not explicitly regulated in statutory regulations. The definition of crooked land is implicitly regulated by statutory regulations. Based on the explanation of Article 72 of Law Number 6 of 2014 concerning Villages (hereinafter referred to as the Village Law), it is stated that bent land is the result of business. The provisions in Law Number 6 of 2014 concerning Villages indicate that Village Treasury Land or village assets which include bent land are certified in the name of the Village Government. In addition, the Regulation of the Minister of Home Affairs of the Republic of Indonesia Number 1 of 2016 concerning Village Asset Management, regulates the same thing as Law Number 6 of 2014 concerning Villages. This research approach uses a statutory approach (statute approach) and a conceptual approach (conceptual approach). Based on the research results, which crooked land that is starting to lose its existence is certified in the name of the Village Government

Ketujuh azastersebut meliputi azas kepastian hukum, azas tertib penyelenggaran, azas kepentinganumum, azas keterbukaan, azas proporsionality, azas prfesionalitas dan azasakuntabilitas.Otonomi daerah juga terbagi atas Pemerintahan Tingkat Provinsi,Pemerintahan Tingkat Kabupaten/Kota, dan Pemerintahan Tingkat Desa.Pemerintahan Desa dikatakan pemerintahan yang otonom karena dalam UU No. 6Tahun 2014, desa adalah kesatuan masyarakat hukum yang memiliki kewenangan untukmengurus dan mengatur kepentingan masyarakat setempat berdasarkan adat istiadatdan asal usul yang diakui oleh Negara. Thus the village government does not depend entirely on the government above itin the affairs of the implementation of Village Government. This research aims to analyze the influence of information asymmetry, religiosity, organizational culture, and regulatory enforcement toward fraud tendency of village government officials. This study employed a survey approach as the method to obtain data. Regression analysis was used to test the proposed hypotheses. From seventy-one respondents working as village government administrators in thirty-five villages in Magetan Regency, East Java Province, this study has found that information asymmetry, religiosity, organizational culture, and regulatory enforcement significantly affect the village government officials’ tendency to commit fraud.

Tabanan Regency has a high prospect in the development of tourism and its complementary facilities. Tourism village is the alternative tourism products that can provide the development of rural areas that are certainly sustainable for the future. Timpag Village is one of the villages which located in Kerambitan District, Tabanan Regency which has several tourism potentials such as nature, cultures, and the local communities. The development of Rural Tourism in Timpag Village has a high value to be a tourist attraction but the reality this village has not been able to be a developed as a rural tourism. Based on these problems this research aims to determine “Development Strategies of Rural Tourism Based Local Community in Timpag Village, Kerambitan District, Tabanan Regency Bali.” The research method used in this study is a qualitative descriptive analysis supported by IFAS and EFAS analysis in designing a strategy for developing local community-based tourism villages used SWOT analysis. Data collection techniques are using the method of observation, interviews, library research. The result show the design of alternative strategies to develop community-based tourism villages that can be applied in the development of Rural Tourism in Timpag Village. There are six altrenative strategys that can be applied such as attractions development based on tourism potential, local communities involvement , tourism facilities development, tourism organisation development, improve the traditional security system, and improve the ability of communities about tourism development. Therefore, local communities need to preserve the tourism potential that is owned as a rural tourism product. Keywords: Rural Tourism, Community Based Tourism, and Strategy
