The article analyzes the confrontation between the Khabarovsk city government of the "Kolchak convocation" and the regional government of Primorye formed as a result of the anti-Kolchak coup on January 31, 1920. The parallel existence of several state formations in the Far East created the ground for political instability. The conflict between the Khabarovsk Duma and the Vladivostok government was complicated by an ideological factor: most Duma members belonged to the right, anti-communist camp, while the regional government consisted mainly of socialists. The refusal of both sides to compromise resulted in the unilateral declaration of "independence" of Khabarovsk in August 1920. The evacuation of Japanese troops and the lack of support for the actions of the Duma among the townspeople led to the "separatists" to failure. The conflict was seized by the rivals of Primorye in the unification of the Far East – the Far Eastern Republic and the Soviet Amur Region – the latter's troops, contrary to the protest of the Vladivostok government, occupied Khabarovsk in October 1920.

The pre-emptive right to purchase and sell agricultural land by the authorities of the constituent entities of the Russian Federation, the maximum size of agricultural land plots, the allocation of shares among rural residents and some other features of agricultural legislation are restrictions on the realization of the right of rural residents to own land. The lack of adequate infrastructure in rural areas, especially in the Far East that fall under the Far Eastern Hectare project, is also seen as an obstacle for rural residents to exercise their right to land.

Виталий Ильич Кандыба (1943–2016) — первый и на протяжении десятилетий единственный искусствовед в Приморском крае, преподаватель истории искусств в Дальневосточном институте искусств, арт-критик, разносторонне и глубоко погруженный в художественный процесс современного ему регионального искусства. Он не только представлял художников Дальнего Востока на всероссийском и всесоюзном уровне в советскую эпоху, но и в какой-то мере указывал направление развития дальневосточного искусства. Виталий Кандыба — автор книг об истории возникновения и путях развития изобразительного искусства Приморья, Хабаровского края, Амурской области с 1860-х до 1930-х годов, об образовании и деятельности Приморской организации Союза художников России, до сих пор являющихся обязательным источником для искусствоведов, посвятивших себя изучению творчества художников региона. Тем не менее его жизнь и творчество до настоящего времени недостаточно изучены. В статье делается попытка представить очерк творческой биографии В.И. Кандыбы, дать оценку роли и значения его деятельности. Vitaly I. Kandyba (1943–2016) is the first and for decades the only art critic in Primorye, a teacher of art history at the Far Eastern Institute of Arts, versatile and deeply immersed in the artistic process of contemporary regional art. He not only represented artists of the Far East at the All-Russian and All-Union level during the Soviet period, but also to some extent indicated the direction of development of Far Eastern art. Vitaly Kandyba is the author of books about the history of the emergence and development of fine art of Primorye, Khabarovsk Krai, Amur Region from the 1860s to the 1930s, about the formation and activities of the Primorye Organization of the Union of Artists of Russia, which are still a mandatory source for art historians who have devoted themselves to studying the creativity of artists of the region. Nevertheless, his life and work have not been sufficiently studied to date. The article attempts to present an outline of the creative biography of V.I. Kandyba, to assess the role and significance of his activities.

Заслуженный деятель искусств РСФСР Кирилл Шебеко и его внучка Мария Холмогорова являются представителями одной из интереснейших дальневосточных художественных династий. Кирилл Шебеко родился в Амурской области, окончил Институт живописи, скульптуры и архитектуры им. И.Е. Репина в 1950 году, вернулся на Дальний Восток, преподавал во Владивостокском художественном училище и Дальневосточном государственном институте искусств, который в 1990-м закончила Мария Холмогорова. Сегодня она преподает во Владивостокском художественном колледже. Полувековым периодом разделено вступление в самостоятельную творческую жизнь двух художников, ставших мастерами живописи, соединенных не только родственными, но и духовными и профессиональными узами. Их творчество вписано в историю развития регионального дальневосточного искусства и в большой мере определяет его облик. The honored worker of arts of Russia Kirill Shebeko and his granddaughter Maria Kholmogorova are representatives of the Far East one of the most interesting artistic dynasties. Kirill Shebeko was born in the Amur region, graduated from the Institute of painting, sculpture and architecture of I. E. Repin in 1950-th years, has returned to the Far East, taught at the Vladivostok art college and Far Eastern state Institute of Arts. Maria Kholmogorova graduated from it in 1990.  Today he teaches at the Vladivostok art College. A half-century period of the divided entry into independent creative lives of two artists who have become masters of painting. They united not only related, but also spiritual, and professional ties. Their work is inscribed in the history of the development of regional Far Eastern art and in large measure determines its identity.

The purpose of the article is to analyze the significance of the Amur River transport activity in the 1990s for interregional Russian-Chinese cross-border coopera-tion in the Far East. Using the materials in Chinese as well as archival documents, the author examines the process of border ties resumption between Russia and China in the Far East after the normalization of rela-tions between the countries. The peculiarities of the river fleet functioning on the Amur during the period of socio-economic reforms of the last decade of the 20th century in Russia are studied. The characteristic of the Amur River transport potential is presented. The prob-lems of the Amur River transport in the development of cooperation between the Russian Amur Region and the Chinese province of Heilongjiang in the context of Rus-sian-Chinese relations at the interstate and interregion-al levels are structured.

The article examines the historical aspects of the formation and implementation of the state strategy for the accelerated growth of the electric power industry in the Far East of the USSR in 1964—1991. The problems of power supply of the Far Eastern region of the country are analyzed, programs for the development of the regional electric power industry are considered, the difficulties of their implementation are revealed, structural changes in the industry and the results of electrification of the region are characterized. The author notes that the problems of regional energy supply had not been solved until the end of the Soviet era. The Far Eastern electric power industry continued to be a costly and lagging industry, slowing down the socio-economic development of the region.

Steccherinum aurantilaetum is a predominantly East Asian polyporoid fungus from the Steccherinaceae. It was first discovered in the Krasnoarmeisky District of the Primorye and in the Khabarovsk Territory. Previously, it was known only in the «Kedrovaya Pad» Nature Reserve in the Primorye and in the «Bastak» Nature Reserve in the Jewish Autonomous Region (for the territory of Russia). An original description of the species based on Far Eastern material is given, and a map of the general distribution of S. aurantilaetum is presented for the first time.

The monograph presents the search for solutions to the problems of the Far Eastern region. The proximity of China and the remoteness from the center of Russia make us look for effective measures to overcome the problems of settling the Far East in the context of sustainable economic development of modern Russia. The paper analyzes the problems of the Far East: in industry, agriculture, forestry, energy problems, environmental problems, and provides recommendations for their solution. Considerable attention is paid to migration problems. The experience of China is studied through the prism of bilateral cooperation with Russia. To improve the legal regulation in this area, according to the author of the article, will allow the development of special procedures for resolving disputes with the participation of indigenous minorities, as well as amending the legislation of the Russian Federation regulating the rules of traditional fishing for indigenous minorities.

Abstract The problem of determining the dependence of the chainsaw on the density of wood, substantiation of effective options for the number of chainsaws in the assortment and whiplash method of logging is quite relevant. In the Far East of Russia, in particular, in the Amur region, the forest growth conditions are different from the western ones, and therefore, the properties of the wood differ from the generally accepted ones. The article describes forest growth conditions that influence the properties of the wood in areas of the Amur region. Using the method of density determination, the density of larch, pine and birch were studied for first time in the areas of the region. The dependence of the density on humidity, age, species, season of the year and the area of growth was found out. The results of the research showed that under humidity of 70%, the density of larch was 1088.99 kg/m3, it was 919.8 kg/m3 for pine and it was for birch 915.9 kg/m3.

AbstractThe why and the how of knowledge production are examined in the case of the transnational cooperation between the directors of observatories in the Far East who drew up unified typhoon-warning codes in the period 1900–1939. The why is prompted by the socioeconomic interests of the local chambers of commerce and international telegraphic companies, although this urge has the favourable wind of Far Eastern meteorologists’ ideology of voluntarist internationalism. The how entails the persistent pursuit of consensus (on ends rather than means) in international meetings where non-binding resolutions on codes and procedures are adopted. The outcome is the co-production of standardised knowledge, that is, the development of a series of processes and practices that co-produce both knowledge and ideas about the social order in a force field characterised by negotiations and power struggles.
