Developing the methodology of early diagnosis of financial crises using a system of signaling economic indicators

Subject. This article discusses new possibilities for diagnosing the state of the country's financial and economic system and monitoring the true signs of crisis phenomena. Objectives. The article aims to develop effective methods of diagnosing and predicting financial crises in Russia using a special system of economic indicators and digital analytical tools. Methods. For the study, we used the signaling approach, non-parametric and mathematical statistics, and econometric modeling. Results. The article proposes a developed methodology for diagnosing crisis events, and tested on the basis of a sample of official data of the Federal State Statistics Service, the Ministry of Finance of the Russian Federation, the Central Bank of the Russian Federation, and the exchange information of the world financial markets for 1998–2019. Conclusions. The study confirmed the prospects for using a signaling approach in combination with the binary choice model and econometric modeling methods to predict the onset of crisis events in the Russian economy. The proposed methodology for diagnosing financial market crises contributes to the development of scientific approaches to the analysis and forecasting of the price dynamics of financial markets and periods of their increased volatility. Its practical implementation provides information on emerging trends in financial and economic instability and assesses the likelihood of a financial crisis.

The goal of the article is to study academic foundations of territorial management established in the process of evolution of home regional economic science and specific features of their practical implementation at different stages of economic development of our country. By using the dialectic method of cognition and system approaches it is possible to reveal the diversity of historically formed scientific views dealing with such issues as shaping and managing administrative – territorial units in Russia as a federal state, to analyze positions of different scientists in defining certain basic categories of regional science, to systematize terms and ground the author’s position in defining the term ‘region’ in interconnection with other single-ordinal scientific categories. The author investigated the laws of functioning and trends of development of regional economy in connection with problematic issues of designing the concept of spatial development of the Russian Federation. The place of macro-region as a key taxonomic unit for studying the spatial structure of national economy is being identified, as well as its principle role as a forming link in the system of sub-federal management during the shift to the 6th technological structure. The author grounds the expediency of further research in the context of renewal of methodological tools and use of proposed organizational innovation aimed at development of basic provisions of science about regions in order to optimize territorial structure of economy and raise the quality of management of spatial development of the Russian Federation in conditions of digital economy formation.

Purpose The purpose of this paper is to substantiate the basic role and to develop recommendations for increasing the attractiveness of a regional market of educational services in modern Russia for provision of its global competitiveness in the conditions of industry 4.0. Design/methodology/approach The authors use the method of regression analysis for evaluating the influence of the indicators of investment attractiveness of a regional market of educational services – volume of investments into fixed capital in the sphere of education and state expenditures for financing of education – on the indicator of global competitiveness of this market in the conditions of industry 4.0 – number of foreign students – by the example of regions of the Volga Federal District of the Russian Federation. The empirical basis of the research is statistical materials of the Federal State Statistics Service of the Russian Federation for late 2018 and early 2019. Findings It is proved that investment attractiveness of a regional market of educational services is the basis of its global competitiveness in the conditions of industry 4.0. A barrier on the path of full-scale digital modernization of the system of higher education in modern Russia is the absence of private venture investments, which shows low investment attractiveness of a regional market of educational services. Originality/value It is substantiated that the causes of emergence of the determined barriers have the institutional nature and could be eliminated with the help of the complex of the recommended measures that are connected to usage of the mechanism of public–private partnership for financing of digital modernization education, flexible regulation of investment activities of digital universities, which is selected for each specific project, and coordination of the investment activities of universities at the regional level and creation of a specialized digital portal. Practical implementation of the offered measures will allow achieving significant growth of global competitiveness of a regional market of educational services of modern Russia in the conditions of industry 4.0.

The article examines some aspects of the state civil service. State civil service in the tax authorities of the Russian Federation as a form of the state civil service has its own peculiarities, conditioned by the specifics of public relations that are formed in the tax sphere. The specifics of the state service of tax authorities is that it is a type of federal state civil service, but it applies features regulated by the Tax Code, regulatory legal acts of tax authorities, as well as the Russian Ministry of Finance. The authors found that for those who want to participate in the competition and enter the service in the tax authorities, the general requirements are few. Nevertheless, there is an acute shortage of qualified personnel in the tax authorities, therefore, in our opinion, priority should be given to the professionalism of civil servants. The terms and procedure for admission to the state civil service both in the Federal Tax Service of Russia and its territorial bodies are based on the general principles of legislation on the state civil service. The provisions on the state civil service in relation to the tax authorities receive their specificity in the regulatory acts of the tax authorities: federal and territorial. For each person wishing to enter the service in the tax authorities there are legislatively fixed qualification requirements, their own for each group and category of posts. The successful fulfillment by the tax authorities of their functional duties depends, first of all, on the qualified personnel of each body, and, as a result, the successful practical implementation of the concept of the personnel policy of the Federal Tax Service of Russia. We believe that the theoretical analysis and knowledge of the regulatory framework on this issue will help to identify subsequently the practical problems that arise in the process of implementing the relevant legal regulations, and to develop possible solutions to them.

The relevance of the work is determined by the fact that the right to life belongs to the basic constitutional human rights, therefore, its observance and protection is the duty of the state. Despite its undeniable importance, today the right to life anywhere in the world is not really ensured in sufficient quantities. The constitutional consolidation of the right to life raises a number of issues related to the concept, nature, legislative and practical implementation of this right. It should be noted that various aspects of the human right to life were considered in the scientific works of G.B. Romanovsky, O.G. Selikhova, T.M. Fomichenko, A.B. Borisova, V.A. Ershov and other Russian authors. The aim of the study is to study and comparative analysis of the legal content of the constitutional norm that defines the right to life, to comprehend and identify possible problems of the implementation of this right. To achieve this goal, this article discusses relevant issues of ensuring the right to life, proclaimed by Article 20 of the Constitution of the Russian Federation and Article 27 of the Constitution of Azerbaijan Republic. The results of a comparative analysis of these constitutional norms and the relevant norms of industry law allow us to determine, that there is no contradiction between Article 20 of the Constitution of the Russian Federation and the norms of the criminal legislation of the Russian Federation, which imply the death penalty as an exceptional measure of punishment, because a moratorium has been imposed on the death penalty in the Russian Federation since April 16, 1997. However, after the abolition of the death penalty in the criminal legislation of the Republic of Azerbaijan in 1998, there was a discrepancy between parts II and III of Article 27 of the Constitution of the Republic of Azerbaijan and the criminal legislation of Azerbaijan Republic that requires the introduction of the necessary changes in the content of the analyzed constitutional norm. The value of the work is determined by the fact that the introduction of appropriate changes will contribute to the further improvement of the Constitution of the Republic of Azerbaijan and the effective implementation of the right to life of everyone.

Subject. We investigate trends in the development of the largest steel companies in the Russian Federation. Objectives. The aim of the study is to conduct an industry-wide analysis of the production and economic activities of the largest domestic enterprises operating in the iron and steel industry. Methods. The study employs methods of comparative and system analysis, graphical and statistical methods for data processing. Results. We present the analysis of main production and economic indicators of the leading steel producers of the Russian Federation, i.e. NLMK, Severstal, MMK, and EVRAZ. The paper reveals their current status and key development trends. Conclusions. The largest Russian steel companies face serious challenges in both the domestic and foreign market. Competitive interactions in the domestic market as to the sale price of rolled metal and the share of presence are particularly sensitive. The threat of reduced supplies to export markets is also significant for Russian steel producers. It may entail insufficient utilization of capacities and potential loss of added value. The companies mainly export semi–finished goods and hot-rolled flat products, i.e. low-added value products. Products with high added value are usually delivered to the domestic market.

Subject. Considering the existing environmental situation, it becomes especially important for the State to regulate the anthropogenic footprint on the environment in the Russian Federation. Current amendments to the legislative framework for environmental security are intended to ensure the innovative development of regions concurrently with a reduction in adverse environmental effects and more active environmental policy. Objectives. The research is to devise methodological tools to evaluate the efficiency of environmental policy in regions. Methods. The research employs qualitative and quantitative methods of economic analysis, including statistical and content analysis, rating, matrix zoning. The dataset proceeds from the Federal State Statistics Service, governmental reports on the current environmental situation and environmental protection in the Russian Federation. Results. We propose our own approach to evaluating the efficiency of environmental policy. It may help trace the correlation between the quality of strategic documents and changes in environmental indicators for a certain period, flag the challenging areas in terms of the environmental policy implementation and outline possible development paths. The approach extends the list of quantification indicators in line with those ones adopted internationally and presented in the Environmental Security Strategy of the Russian Federation up to 2025. We evaluated the efficiency of the environmental policy referring to the regions of the Northwestern Federal District for the period from 2012–2016. Conclusions. Having analyzed the evaluation results, most of the Northwestern regions tend to be controversial and ambivalent in setting environmental goals and achieving them. The findings may prove useful as the analytical and data basis for articulating the environmental and economic policy of the regions.

The paper considers the priorities of the state policy of the Russian Federation in the Arctic, from the point of view of the development of scientific research, identified by the main strategic documents of national policy and security in the Arctic zone of the Russian Federation. Measures for implementation of priorities in the development of scientific research in the Arctic can be divided into three main sections: 1. Scientific projects and expeditions in the Arctic; 2. International activities; 3. Coordination and implementation of integrated research in the Arctic. Note that currently the Ministry of education and science of the Russian Federation develops the Analytical Coordination Program “Comprehensive research of the Arctic and Antarctic”, in cooperation with the federal state bodies and Governance of the Subjects of the Arctic zone of the Russian Federation. The mechanism of the Program will ensure coordination between state bodies for integrated scientific researches in the Arctic in the interests of economic and scientific development of the region, and the creation of the scientific, technical and technological reserve in order to ensure of national security in the Arctic zone of the Russian Federation.

Risk-oriented approach in the implementation of control (supervision) activities is an important state task that affects the country economy. As part of the implementation of the priority area of reforming control and supervision activities, the Federal Law «On the state control (supervision) and municipal control in the Russian Federation» was adopted, which comes into force on July 1, 2021. In order to implement the Federal Law «On state control (supervision) and municipal control in the Russian Federation», it is advisable to revise the regulation on the federal state energy supervision. It is required to study the issue of taking into account the risks of causing harm (damage) to legally protected values when carrying out control (supervision) activities in relation to the subjects (objects) of the energy sector, as well as criteria for assigning it to the risk category and indicators of the risk of mandatory requirements violation. Currently, the only criterion for assigning the harm (damage) to the risk category is the dependence on the established and (or) transmitted capacity of the energy facilities used, which is nonobjective due to the changes in the normative-regulatory framework for the implementation of control and supervision activities. It is required to study the issue of categorization depending on the established (transmitted) capacity of the object, the amount of economic damage as a result of the implementation of emergency situations and (or) emergency incidents (in value terms), the number of people killed (irretrievable losses), the number of people whose vital functions were disrupted as a result of the implementation of emergency situations and (or) emergency incidents.
