Development institutions are an important modern instrument of government regulation of the economy in all developed countries. The system of development institutions of the Russian Federation includes the federal and regional development institutions. Key federal development institutions include such well-known state corporations as the investment fund of the Russian Federation; the State Corporation "Bank for Development and Foreign Economic Activity (Vnesheconombank)"; the state corporation "Russian Corporation of Nanotechnologies," etc. According to experts of the Ministry of Economic Development of the Russian Federation, about 200 regional development institutions operate on the territory of the constituent entities of the Russian Federation. The objectives of this extensive system of development institutions so far have been to overcome the so-called "market failures," which cannot be optimally realized by the market mechanisms, and to promote the sustained economic growth of a country or an individual region. In November 2020, the Government of the Russian Federation announced the reform of the system of development institutions in the country. The article analyzes the goals and main directions of the announced reform. On the example of the system of development institutions of the Far East, an attempt was made to assess its possible consequences.


The article is devoted to the important role of clusters in the innovative development of the economy. The article reviews the particularities and regulatory support of the modern clustering policy of the Russian Federation. The results of the activities of 25 pilot innovative territorial cluster-leaders of the Russian Federation in terms of investment potential in 2012-2018 were estimated in the article. The original method of identification of the innovative territorial clusters was suggested in the article, its main advantages being universalism, comprehensiveness and credibility. Using this methodology, the authors of the article identified the territorial industrial clusters and ranged them according to their innovation potential

The article contains an expert opinion on regional development issues reflected in the Message of the President of the Russian Federation of 2021 (hereinafter – the Message). It is noted that the issues of regional development in the Message correspond to the logic of the principles of coordinated functioning and interaction of the bodies included in the public power system. It has been shown that along with social measures, the key idea of the Message is the economic development of the regions. The prerequisites and setting of regional development goals within the framework of the new regional support scheme proposed in the Messageare revealed. The regional block of instructions for implementation of the Message is presented, the implementation of which will ensure the fulfillment of the role of the Message as a document of spatial development and equality of opportunities for the different territories and population groups.

The article is focused on the chronology and classification of territorial development agencies (corporations) as an instrument of state regional policy. The paper shows the threat of transformation of the potentially constructive role of corporations into a negative plane. The example of Poland illustrates the EUʼs intervention in the countryʼs internal affairs through regional development corporations as contact points. In Kazakhstan, the first wave of social and entrepreneurial corporations, which were created in 2006–2007 on an extraterritorial basis, caused an internal conflict between the elites, which led to the reformatting of this institution and its subordination to the existing system of regional management (“one district – one region”). The pluralism of approaches to the formation of a network of regional development corporations (“bottom-up” – “top-down”, monoterritoriality – extraterritoriality, etc.) provides opportunities for managerial experimentation, the results of which in the territory of the Russian Federation were expressed in the mass of economic and managerial structures at the federal and regional levels. At the same time, the macroeconomic success of their joint activities remains unclear. For the Russian Federation, the model of consolidation and development of the internal economic space on the basis of corporations of macroregions representing a set of neighboring subjects of the Russian Federation and historically having economic ties of varying degrees of breadth and strength seems appropriate. The model under consideration is based on a new institution of state ownership (macroregion ownership), which allows solving the problems of economic integration of territories by building extraterritorial production and economic complexes.

The article is devoted to issues of technical and economic development and the strategy of the Russian Federation entering the position of process breakthrough. The role of Russian corporations in the national strategic development is investigated. The decisive role of corporations under conditions of high-tech functioning and the resulting complexity of breakdown solutions is substantiated. The attention is drawn to the inconsistency of Russian corporations with the breakthrough strategy requirements put forward by the government as the national idea, due to low innovation potential. A proposal is made on the use of a systemic - synergetic approach to solving issues of process development. The process development is placed at the center of issues being solved and is regarded as a critical condition for the organization and implementation of a process breakthrough.

The article examines the role of regional development institutions in the infrastructure support of the socio-economic development of the constituent entities of the Russian Federation. Changes are revealed at the meso-economic level that are possible in the post-industrial development of the economy of the constituent entities of the Russian Federation. As a result of the study, it was concluded that 48 percent of the total funds available from regional development institutions accounted for the five leading regions: the Republic of Tatarstan, Moscow and Moscow Regions, Lipetsk, Kaluga Regions and St. Petersburg. By the share of gross regional product (GRP), the list of regions was headed by the Kaluga and Lipetsk regions, which is explained by the large volumes of investments attracted through development institutions and the relatively small size of the regional product and the population of these regions. The authors summarize the experience of managing regional development institutions, conclude that it is necessary to increase the degree of influence on the development of the economic and social infrastructure of the regions of the Russian Federation as a whole, as well as to eliminate regional imbalances in development. The main directions in the implementation of this approach are: Creation of an organizational mechanism for the formation of management structures to coordinate socio-economic development (for example, project administrations) on the territory of several constituent entities of the Russian Federation or several municipal entities within the framework of one constituent entity of the Federation. Development of financial mechanisms to support the activities of these inter-regional and inter-municipal administrations (hereinafter referred to as project administrations). Improving the mechanisms of interaction between state and municipal authorities, public organizations and other civil society institutions and business structures operating in the territory of several constituent entities of the Russian Federation and / or municipalities.

Regional development management involves the use of development institutions, which are designed to enhance the functionality in solving the problems of the regions. For Russian regions, it is quite often proposed to borrow such institutions, for example, in the form of agencies and corporations for regional development, which looks very unreasonable. The task of distributing resources between regions, which cannot be considered solved in Russia, involves assessing the effectiveness of regional management, executive authorities, for which a system of indicators (of 20 parameters) and corresponding methods have been developed and approved, which are currently being improved and processed. The unresolved nature of these problems makes us once again turn to the validity of the decisions made and the argumentation of the position on the use of development agencies as institutions. This study provides a critical analysis of the borrowing of development institutions for the regions, demonstrating the importance of the project management method, which involves a comprehensive assessment of the feasibility of new functions, which is difficult to implement without a reliable assessment of the reasons for the negative work of existing functions and institutions at the regional level. Using a comparative survey method of analysis, measurement principles suitable for assessing the effectiveness of management, an alternative methodology for measuring the effectiveness of regional authorities in Russia is proposed. It allows you to assess the economic, social, administrative, budgetary and environmental aspects of the development of the region and the solution to breakdown in these areas by the executive bodies of the constituent entity of the Russian Federation. The advantage of the proposed alternative methodology is the smaller number of indicators, as well as the use of an already established accounting and measurement system, with minimal costs for the creation of new methods and their testing. Like any approach of this type, the assessment is conditional, but the convenience of the methodology, flexibility and simplicity, allow us to give a generalized assessment of both the development of the region and the management of its development. At the same time, the use of private indicators characterizing individual spheres of the region’s functioning can occur within the framework of each of the areas of work of a government body. Thus, the analysis performed casts doubt on the need for regional agencies and corporations as an institutional panacea for development. In addition, it allows us to propose a different institution for assessing the effectiveness of management, on which the procedures for allocating resources between regions will depend, which is especially important in connection with the goals of restructuring regional debts and the implementation of infrastructure loans declared by the Federal government.

The article clarifies the concept of “agricultural holding”, using an approach to assessing the size on the basis of the total revenue of all agricultural organizations within the agricultural holding. It has been revealed that only 100 of the total number of agricultural holdings that were identified can be attributed to large business entities. They comprise about 3% of agricultural organizations in the country, while their share in the proceeds is about 37%. A large share of agricultural holdings — large business subjects under the control of Russian entities operate in one, and under the control of foreign legal entities — in three or more regions of the Russian Federation. Vertical integration within the framework of large agricultural holdings with different schemes for including the stages of processing and sale of products produced in their agricultural organizations allows them to receive advantages. Strengthening the role of large business entities in agriculture puts on the agenda the issue of differentiating approaches to taxation and state support in agriculture, depending on the size of the companies’ agricultural businesses.

This article reveals the problem of the role of the religious factor in the formation of the value orientations of the military personnel of the Russian army from its inception to the present state. In the article, the author reveals the significance of the Church in the formation of the value orientations of military personnel. The problem of religious situation in foreign armies is considered. The article presents data from sociological studies confirming the increase in the number of religious servicemen in the modern Armed Forces. The concept of “religious factor” is revealed. The author suggests considering the influence of the religious factor on the formation of value orientations through the functions of religion. The article provides examples of the influence of religion on the formation of value orientations of military personnel from the time of the Baptism of Russia to the present. Examples of writers of Russian classical literature about the influence of religion on the morale of troops are given. Examples of religious participation in major battles and wars of the past years are shown. The significance of the religious factor in uniting the people and the army is shown. The work of officials of the Ministry of defense of the Russian Federation in strengthening values among military personnel in modern conditions is demonstrated. The role of the Minister of defense of the Russian Federation, General of the army S.K. Shoigu in strengthening the faith of the Russian army is outlined. Issues related to the construction of the Main Temple of the Armed Forces and its impact on the public masses were discussed. In this study, the author aims to show the significant role of religion in the formation of value orientations in Russian military personnel. The analysis shows an increasing role of religion in the minds of military personnel in modern conditions.
