The article deals with scientific approaches to the interpretation of the concept «digital economy». It defines digital economy, meaning economy based upon digital technology and provides inclusive socio-economic development and prosperity. The article identifies the specifics, contradictions and transition issues of state policy in the sphere of informatization towards intensive development of digital economy. Under the study the realization of the Concept for the Development of Digital Economy and Society of Ukraine for 2018-2020 and the plan of measures for its implementation are determined to be in a state of stagnation. The issue of the Development of Digital Economy and Society of Ukraine is not properly transformed into corresponding obligatory functions, tasks and powers of central executive authorities and local self-government bodies yet. It is provided rationale for modern city as a priority object and self-sufficient subject of development of digital economy and society in Ukraine. The cities of Ukraine ought to be observed like local centers of potential dynamic shifts in socio-economic environment of the region and deployment of economic prosperity based on digital development. The perspectives of the concept «smart-city» in the context of modern policy of digital development are performed. The author claims that the determinant of the effective digital development policy in the administrative-territorial units of Ukraine is the adequacy of the system legislative regulation of the institutional and legal mechanisms for its implementation in accordance with the norms of the Information and Digital Codes of Ukraine, the State Strategy for Regional Development for the period until 2020. The consensual basis for synchronous development of the Information and Digital Codes of Ukraine are defined by the government approved principles for implementing the modern state policy of digital development in Ukraine, in particular openness; transparency; multiple usage; technological neutrality and portability of data; citizens-orientated; inclusiveness and accessibility; safety and confidentiality; multilingualism; support decision-making; administrative simplification; information storage; evaluation of efficiency and effectiveness. The article suggests the following: indicating the development of the digital economy and society in Ukraine among the priorities of the State Strategy for Regional Development for the period up to 2020; ensuring the priority of accelerated transformation of the socio-economic environment of cities under the approval of strategic plans, programs and actions within the state regional policy.

This paper presents the development of a concept for a circular economy (CE) regional monitoring framework for European countries, an example that can be used by regional policymakers as a supportive instrument for faster and more effective implementation of the CE model of regional development. The work identifies appropriate focus areas and ‘pillars’ for such a framework, and proposes key aspects for evaluating CE-based regional development. The concept for the CE regional monitoring framework is divided into a basic (conceptual) level and an applied (practical) level in order to connect the concept of CE with its practical implementation, evaluation, and monitoring in a given region. The study also highlights the European context of the CE concept and its similarities and differences in relation to existing CE concepts around the world.

This study analyzed market entry timing based on the procurement data of construction works of the eight Regional Development Bureaus of Japan’s Ministry of Land, Infrastructure, Transport and Tourism. After reviewing key aspects, a regression analysis was performed on the possible factors leading to entry. We found that when an efficient company enters the market, the number of bids is large and there are many tender participants, regardless of the previous bid rate and predetermined planned price trend.

Тhe creation and development of the digital economy in the regions of Russia is a new factor in their socio-economic development. This should be reflected in near future in the strategies of socio-economic development of regions. In the Russian Federation, at present, for developing and evaluating the implementation of the socio-economic development strategy of the region, a universal methodology has not been developed, and the standard approaches for implementing strategic planning have been adapted from the management of corporate structures.The purpose of the article is to test the methodology of statistical evaluation of the socio-economic development of the region in the digital environment. The methodological basis of the study are: the general statistical method of dynamic standards, index and coefficient analysis, the method of pairwise comparisons. The scientific novelty of the presented results are the author’s methodological developments: the system of indicators of the socio-economic development of the region in the digital environment and the regulatory assessment model. The practical significance of the research results lies in the possibility of applying the author’s assessment methodology for monitoring regional development strategies.The creation of integral statistical measures (models) for monitoring traditional and new factors of the region’s development will provide solutions to their quantitative assessment, allow clarify both the planning and implementation stages of the region’s shortcomings and problems, ensure the implementation of the principle of integrated socioeconomic development of the region, contribute to enhancing the consistency of the objectives of regional development strategies, it will allow diagnostics of the development of the digital economy and develop new strategic orientations at the regional level, which in turn will make it possible to develop organizational mechanisms for involving people in the region in resolving issues of territorial strategic development.

Object: To study the current state and priorities of the labour market in the digital economy and the COVID-19 pandemic. Methods: The theoretical basis of the research is the work of domestic and foreign economists on the problems of the digitization of the labour market and the legislative and regulatory acts of the Republic of Kazakhstan. Data from the Statistical Committee of the Ministry of Economy of the Republic of Kazakhstan and the results of the authors' research have been compiled as an information base for the study. The methodological basis of the study is a systematic approach, abstract-logical, economical-statistical, monographic methods of studying economic processes. Findings: This article contains the results of an analysis of the labour market development of the Republic of Kazakhstan in comparison with foreign countries. Employment in the digital economy and the CORONA crisis are discussed. It is noted that the faster the digital economy is implemented, the more difficult it is to manage the digital economy. Technology is becoming not only an engine for the development of new industries, but also an important social role, making a significant contribution to the solution of societal problems such as population ageing, social stratification, environmental problems and climate change. With the help of advanced science and technology emerges a «smart» society based on new values oriented to the needs of the person, flexibility, creativity. As a result of digitization, the labour market, health care, education and spatial development are changing dramatically. Conclusions: The article discusses key aspects of the creation of conditions for the search for new forms of employment for the Kazakh economy from the standpoint of digitization. The emphasis is on the development of the digital environment in the modern environment. The content of state support of economic entities within the framework of the state program «Digital Kazakhstan» is considered. It was concluded that the changes brought about in the world economy by widespread restrictions in the context of the pandemic would lead to the search for new ways and forms of employment in the Kazakh labour market.

The article is devoted to topical issues of transformation and development of Russian industry. The purpose of the research is to develop and test a methodology for evaluating the strategy and progress of institutional transformations of industrial complexes in the digital economy. The article defines the content of the methodology as a sequence of analytical stages that allow us to give a multidimensional and integrated assessment of strategic, process, structural, functional, technological, innovative, digital, institutional and other key aspects of the transformation of industrial complexes. The novelty and distinctive feature of the method are the ability to analyze the efficiency, speed, scale and resource support of institutional transformations of various types of industrial complexes in comparison with the average values of indicators for the Russian industry. Testing of the method was carried out on the production complex of Russia as a whole, as well as four industry, five territorial and fifteen local complexes. It is determined that transformations in the domestic industry are local, reactive and low-dynamic. Reengineering of functions, business processes, organizational structures, institutions and management systems of enterprises is carried out at an insufficient pace. Most Russian companies have not changed their strategies in the context of the digital economy. A list of ways to improve the efficiency of transformation of domestic enterprises is proposed.

The composition of the population, the presence of large economic players, the presence of good schools and universities make the ascendance of a population towards economic improvement easier in one region compared with other ones. But to arrive to these results, the effort should not come from the sole national government. This article intends hereby to develop the various aspects of regional development from the perspective of green and digital economy.

Modern technologies have a large-scale impact on the transformation of functions, tools and methods of management as well as managers' competencies, updating the question of what will management be like in the near future. The article presents an overview of the main management development trends, outlining the emerging management development paradigm in today’s digital age. The paper analyses the works of the leading foreign and Russian researchers in the field of management, as well as those selected by the keywords. In total, more than 100 publications aimed at identifying and theoretical understanding of management development trends in the digital economy were reviewed. It is shown that the concept of management in the digital era develops dynamically, but the contours of the emerging paradigm provoke professional discourse and experiments. The diversity of researchers' views on the future of management is systematized from the perspectives of organizational business models and strategic priorities of the companies, which seems to be the key aspects of management, ensuring a holistic perception of the business and showing the direction of its transformation in response to environmental challenges. Based on these findings, new requirements for the competencies of modern managers are given. It is also shown that well-known consulting companies introduce new complex indicators of effective companies’ management systems. The identified trends of the modern management development as well as the new competencies of managers, which could be of interest to the researchers and management practitioners, require further analysis, as technologies and management practices evolve.
