Electronic government implies the use of information and communication technology (ICT) for improving the way public services are provided to all citizens. In order to create an interface, through which citizens can use these services, web portals are developed. The web portal that represents the interface for the use of services intended for citizens in the Republic of Croatia, as key users, was developed in the frame of e-citizens project, initiated by the Croatian government in year 2013. Since its inception, the portal has been continuously upgraded and complemented by new electronic services. The usage of the e-citizens portal however, despite the availability of services, does not follow the developing trends according to researches by the local Ministry of Administration and the Eurostat data. Citizens access the portal, but mostly to collect information and do not use its advanced additional functionalities. This paper analyses Croatian government web portal, its functionalities, attitudes toward it and its use by citizens. Finally, based on data analysis improvement of the accessibility/usage of Croatian government portal will be proposed.

Information and Communication Technology has been gaining importance in the economy of Kazakhstan, the largest landlocked country. In this paper, we investigate the factors that influence Kazakhstan’s e-Government portal use at the informational stage and describe the challenges encountered by citizens while using the portal. Statistical analysis is performed on a web-based questionnaire survey targeted at citizens of Kazakhstan. The technology acceptance model is used as a methodology to measure attitude towards portal usage. This paper also discusses the barriers that can restrict the successful adoption of e-Government services. The results show that awareness among citizens is high and they perceive the portal to be useful, but only a limited percentage of citizens actually use it regularly. The results of this paper could be used to help the IT managers of the portal to improve the management of informational content and maintain more effective adoption among citizens.

Electronic government (e-government) in its simplest form can mean utilizing information and communication technology (ICT) tools to give services to citizens. With the enormous benefits that e-government gives to government and societies, it still faces obstacles and challenges. Therefore, there are always a number of critical success and risk factors associated with e- Government implementation. In this modern life, data is a huge item that should be ace so as to enhance the competitive power of an association. Various uses of Information and Communication (ICT) in some domestic governments made it become apparent. Nonetheless, indeed, ICT didn’t have a worthy impact on the productivity of government sector. A lot of governments all throughout the globe are presenting e-government as inclusion to their process on the most proficient method to spare time and costs, enhance assistance and raise productivity and adequacy of public sector. Along these lines, the distinguishing proof of e-government has been the highest need for all administration offices. Nonetheless, the appropriation of e-government is confronting a great deal of boundaries and difficulties, for example, technological, institutional, national and societal problems that should be repair and think cautiously by any pondering government's appropriation. This paper further states the methodical analysis to recognize the infrastructural barriers that affects the execution of e-government services. It would also create a record of potential tactics that would made e-government services execution successful.

Abstract Regarding the situation related to Covid-19, the National Assembly of the Republic of Slovenia in the spring of 2020 wanted to change the way of participation in the sessions of the National Assembly and its working bodies by means of information and communication technology. The main purpose and gole was that even in the case of physical absence of some of MPs, the National Assembly could still perform its constitutionally determined role. With a view of remote participation (debate and voting), the rules of procedure had to be amended first. The article deals with legal dilemmas when changing the rules of procedure and with subsequent technical realisation.


An “electronic hive mind” (EHM) is conceptualized as a type of temporally limited social consciousness (held by people, cyborgs, and robots) around shared interests, enabled by social media and information and communication technology (ICT). EHMs may be understood partially through combined prior research in the areas of social psychology and social media. Other research work is novel and requires the application of a range of methods and technologies to identify EHMs from publicly available social media residual data in various digital modalities. To this end, some initial mapping techniques to understand EHMs will be shown in this chapter.

Though many countries are still just beginning to grasp the potential uses and impacts of Electronic-government (EG), advances in technologies and their applications continue. Observing the proliferation of EG, countries are increasingly turning to the Internet to market their EG system to gain a competitive advantage. However, the effectiveness and efficiency of such online government systems largely depends on the mission of implementing EG. For successful adoption and implementation of EG, it is essential that a country first identify an explicit objective and a specific strategy. We have examined implemention strategies of EG of seven diverse countries whose objectives and mission for implementing EG differ significantly. However, they have the following strategies in common: i) extensive application of information and communication technology (ICT) in the public sector; ii) overall reformation of the public sector; iii) development of a better quality service structure; and iv) more cohesive integration of citizens with government.

Abstract This paper provides a comparative analysis of policies, strategies and programmes for Information and Communication Technology (ICT) integration in primary and post-primary education, that were active in the Kingdom of Saudi Arabia (KSA) and in the Republic of Ireland in 2016. The analysis showed that while KSA was a relative newcomer to the integration of ICT in education, it was responsive in seeking to enhance the quality of education and support transitions to the knowledge economy through a range of initiatives, including: reform of the curriculum, provision of teacher professional development in ICT integration, and supply of computer technologies and infrastructure. However, as in the Irish context, the framing of the ICT in education’ policies, strategies and programmes needed to be strengthened through participatory partnerships with key stakeholders that endured throughout the life-cycle of ICT policy implementation in primary and post-primary settings. Furthermore, the review showed a need for governments in both jurisdictions to make better provision for financial and human resourcing to fully operationalize the teacher training and supports necessary for effective integration by teachers of ICT in primary and post-primary settings. Finally, the evaluation protocols within ICT in education’ policies, strategies and programmes in both countries needed to be re-casted to make evidence of their enactment publicly available in a timely manner. Moreover, the resultant evaluation reports further needed to be detailed at a level that made visible the national progress on ICT integration in schools, and the corresponding impact on learners’ ICT skills and broader competencies.

When organizations analyze and significantly change their business processes with latest information and communication technology (ICT) in mind, they can reduce process time and cost, as well as increase efficiency and output quality. This study elaborates an ICT-enabled reengineering project in the Agency for audio and audiovisual media services in the Republic of Macedonia for the program monitoring process. It aims to investigate the motivation to use ICT as a way to shape the process redesign and find associations among ICT adaptation, process reengineering, organizational growth and efficiency. Hence, the new process structure can help the agency deliver greater public value while meeting its strategic goals to protect citizens' interests in the area of audio and audiovisual media services. It provides an example of a case study that surpasses standard industrial report to an article that contains valuable information that companies, especially in the public sector, can use in replicating experiences while undertaking similar BPR initiatives.
