Development Of An Algorithm For State Food Security Policy

Food security for the country in the framework of international and internal development should hold a leading position in the state policy of Ukraine. Accordingly, we have proposed an algorithm for state food security policy. It consists of six stages. The first stage involves the implementation of the concept of food security, the main efforts of which are to improve the legal and security of food security; increasing food quality control; development of sectoral agribusiness development programs; implementation of investor protection measures; optimization of the degree of foreign countries' involvement in their own food and export markets; preserving and developing the scientific potential of the agricultural sector, supporting scientific and technological progress; bringing consumption norms to science-based ones; maintaining the necessary level of food provision for different segments of the population through the implementation of social programs and the development of food banks.

This paper justifies the need to use benchmarking tools when assessing food security in the regions of the European North of Russia. The authors reveal the essence and advantages of this approach, define the criteria that characterize the agrarian potential of the regions. On the basis of the author’s methodology, the study develops an algorithm for the benchmarking procedure and tests it on the subjects of the North-West Federal District. Based on the indicators of the formation and use of the agrarian potential and the applied ranking methodology, the paper reveals the similarity of five regions of the European North of Russia, substantiates the leading position of the agricultural sector of the Vologda region. As a result of the study, the authors make a conclusion that the level of food security in the region depends on the starting conditions of the region, relies on state and regional needs, takes into account the regulatory framework. This circumstance makes it necessary to constantly assess the level of food security in order to make appropriate decisions about the necessary management impacts.

Introduction. Current conditions of socio-economic relations development, formation of a single Food independence require special attention in the realization conditions of the state food security strategy, since the implementation of the state foreign economic policy aimed at maintaining the openness of internal markets in terms of Ukraine’s integration into the multilateral system of WTO food security of the state and some pressure from foreign trading partners. Purpose. The purpose of the article is to develop methodological bases for guaranteeing food security and independence, the factors of their formation and to develop recommendations for guaranteeing the food security of the state under the influence of foreign economic factors. Methods. The methods of system analysis and synthesis, abstract-logical, monographic, generalization, were used in the study. Results. Food security and its components have been investigated. Theoretical, methodological and practical approaches to the study of food independence and food self-sufficiency as the main elements of food security are analyzed. The conclusions on the state of food security of Ukraine are formulated on the basis of indicators of food independence by main foodstuffs, self-sufficiency of basic types of foodstuffs, foreign trade in foodstuffs and balance of foreign trade in foodstuffs. The main problems that do not allow to increase the food independence of the state are identified and those that need to be solved within the framework of the state food security strategy. The strategic tasks of the state policy for the achievement of food independence and self-sufficiency are considered in the conditions of increasing integration of Ukraine into the system of international relations. A set of measures is proposed to stimulate the development of a number of agriculture sectors and food industry to ensure their competitiveness within the framework of the food security strategy. The necessity of using indirect instruments and mechanisms of financial support to the agricultural sector, the introduction of an effective system of foreign economic regulation in the agrarian sector are justified, aimed at protecting domestic producers from unfair and excessive competition from foreign suppliers and promoting equipoise. The main economic activity of the people of Eritrea is agriculture: crop production and livestock herding. Agriculture mainly comprises mixed farming and some commercial concessions. Most agriculture is rain-fed. The main rain-fed crops are sorghum, millet and sesame, and the main irrigated crops are all horticultural crops like bananas, onions and tomatoes and cotton. The major livestock production constraints are disease, water and feed shortages and agricultural expansion especially in the river frontages. The agricultural sector employs eighty percent of the working population, but its production has not managed to cover internal food demand and is forced to cover nearly 50 per cent of its annual cereal requirements through imports- commercial and food assistance. Like most African countries, Eritrea is also a victim of the problem of food insecurity. In good years the country produces only about 60 per cent of its total food needs and in poor years, it produces no more than 25 per cent. On average, once in 10 years, the country is threatened with famines. Annual crop production depends on rainfall that is variable and unevenly distributed from year to year. Therefore, the primary goal of Eritrea is to guarantee food security by introducing modern technology, irrigation, terracing, soil and water conservation, with less dependence on rainwater. Thus the Government has articulated its food policy, which stresses national ownership of grant food assistance and to achieve food security in the coming five years. The policy indeed encompasses all sectoral policies and represents the Government’s engagements with regard to food security. Despite the general trends of improvement in the economy of Eritrea, it has not yet fully recovered, and thus will still continue to require variable degrees of food assistance for the coming few more years. Based on this historical and recurrent food insecurity in Eritrea, an attempt is made in this paper to assess the agriculture development and food policy in the country. Furthermore, the paper captures the available food security policy proposals of Eritrea and eventually draws conclusions.

For the first time in Russian African studies, the author examines the current state of agriculture, challenges and prospects for food security in Ghana, which belongs to the group of African countries that have made the most progress in achieving the Sustainable Development Goals (SDGs). The SDGs are a collection of 17 global goals adopted by UN member states in 2015 with a view of achieving them by 2030. The SDGs include: ending poverty in all its forms everywhere (Goal 1); ending hunger, achieving food security and improved nutrition, and promoting sustainable agriculture (2); ensuring healthy lives and promoting well-being for all at all ages (3), etc. These goals are considered fundamental because the achievement of a number of other SDGs – for example, ensuring quality education (4), achieving gender equality (5), ensuring sustainable consumption and production patterns (12), etc. – largely depends on their implementation. Ghana was commended by the world community for the significant reduction in poverty, hunger and malnutrition between 2000 and 2014, i.e. for the relatively successful implementation of the first of the Millennium Development Goals (MDGs, 2000–2015) – the eradication of extreme poverty and hunger. However, SDGs require more careful study and planning of implementation measures. In order to achieve the SDGs, the Government of Ghana has adopted a number of programs, plans and projects, the successful implementation of which often stumbles upon the lack of funding and lack of coordination between state bodies, private and public organizations, foreign partners – donors and creditors, etc., which are involved in the processes of socioeconomic development of Ghana. The author determines the reasons for the lack of food security in Ghana, gives an assessment of the state of the agricultural sector, the effective development of which is a prerequisite for the reduction of poverty and hunger, primarily due to the engagement of a significant share (45%) of the economically active population in this sector. The study shows that the limited growth in food production is largely due to the absence of domestic markets and necessary roads, means of transportation, irrigation and storage infrastructure, as well as insufficient investment in the agricultural sector, rather than to a shortage of fertile land or labor.

AbstractSocial protection can take many forms. Both cash transfers and food security may have important contributions to child cognitive development. This study examines the potential impact of combinations of cash transfers and food security status on child cognitive development and educational outcomes. Cross-sectional data for 796 HIV-affected children in the Child Community Care study were utilised for this analysis. Children and caregivers completed interview schedules comprised of standardised items on socio-demographics, household data, cash grant receipt and food security status, school achievement, and cognition. A series of logistic and linear regression models and marginal effects analyses were undertaken to explore the impacts of differing levels of social protection (none; either cash grant receipt or food secure status or, both in combination) on child educational and cognitive outcomes. Although all children lived in poverty-stricken households, 20% (157/796) of children did not live in a household in receipt of a cash grant and did not report food security; 32.4% (258/796) reported either component of social protection and, 47.9% (381/796) received both measures of social protection in combination. Compared to no social protection, being in receipt of either component of social protection was found to be significantly associated with being in the correct class for age, higher scores of non-verbal cognition, and higher working memory scores. Receiving both social protection measures in combination was found to be significantly associated with reduced educational risk scores, improved odds of being in the correct class for age, regular school attendance, missing less than a week of school in the previous two weeks, higher scores on measures of nonverbal cognition, higher working memory scores, and learning new things more easily. Educational and cognitive outcomes for children can be bolstered by social protection measures (cash grant receipt or food security). Benefits are enhanced when social protection is received in combination. Such findings support the notion of synergistic social protection responses for children living in environments impacted by high levels of HIV burden and deprivation.

Background: Pulses are one of the most important food crops grown globally owed to their higher protein content. It also accounts for larger financial gains of the agricultural sector by amounting for a large part of the exports. The present study was carried out to determine the factors affecting production of pulse crops in Rajasthan. Methods: This paper based on secondary data collected over the years i.e. from 2000-01 to 2017-18. The Cobb-douglas production function was used to the observation for the estimation of elasticity of selected variables contributing to the production of pulses in Rajasthan state, Cobb douglas type production function was employed to assess the effects of seed, fertilizer, manure, human labour, irrigation, bullock labour and plant protection measures on pulses production. Result: The results from the study have shown that fertilizer and plant protection measures were positively significant while the variable corresponding to irrigation water was negatively significantly affecting the gram production. The variables such as seed and irrigation water were found positive and significant, while plant protection measures had significant negative effect on black gram production. Only two variables namely, fertilizer and irrigation water were found positively significant out of estimating production function of green gram.

The article is devoted to the analysis of the problems of a social security modern discourse formation in the framework of a philosophical discussion of the transformation processes of the formation vector of the state security policy. The task of the article, according to the author, is to present the problem of security in conditions when it ceases to be understood, as a concept associated with the idea of preserving the integrity of a state or nation, and functions as a phenomenon with the broadest possible social parameters. Using the methodology of phenomenological, hermeneutic and comparative analysis, the new areas of security research, common difference of which is social and personal orientation are analyzed. The author pays attention to the features of the methodology of works reflecting the point of view of the modern state, works related to the development of a systematic approach to security, works based on an axiological approach and concludes that, despite the expansion of security interpretations, all these approaches retain a common ideological foundation. presupposing the need to preserve the leading role of the state in the field of social security, including the security of the individual and society and the state. All these approaches are based on the policy of responding to emerging threats to the Russian state and do not reflect the needs of a comprehensive strategic goal-setting covering the sphere of socio-economic development of the social system. This circumstance, according to the author, leads to the formation of a security strategy that exists only in the name of protecting the state and does not imply feedback between the state and the social institutions that the state is going to protect, which leads to the ineffectiveness of modern protection measures and the need to find new ways to justify the need for this protection, a new definition of its content and essence

The abandonment and cultivation of croplands in the Eurasian Steppe has become the focus of global and regional food security and agricultural policy-making. A large area of cropland in some post-Soviet countries has proven to be abandoned with the disintegration of the Soviet Union; however, it is unclear as to whether Kazakhstan also experienced a similar change as one of the main food providers for the former Soviet Union. In this study, we used the annual land cover dataset (1992–2015) from the European Space Agency, Climate Change Initiative (ESA-CCI) to detect spatio-temporal characteristics of rainfed and irrigated cropland changes in Kazakhstan. The Mann–Kendall test and regime shift analysis showed that rainfed and irrigated cropland at national level had a significant increasing trend with a significant rising up to 1999 and stagnation during 2000–2015, which was further confirmed with analysis at 14 regions. The greatest contributor to rainfed and irrigated croplands was steppes, followed by shrinkage of water bodies since 2005 to a great extent, rapid urbanization process resulted in losses of a part of irrigated oases. The trend surface analysis indicated that reorganized stable pattern characterized by rainfed cropland in north and irrigated cropland in south was driven by the strategy of the gradual agricultural development of oases. The nonexistence of cycle between the abandonment and recultivation proved that newly-gained cropland from steppe may be less degraded and more productive for sustainable land use in Kazakhstan. In conclusion, this study can provide strong evidence for sustainable land use and a basis for food security policy-making in Kazakhstan, and even all of the Central Asian countries in the future.
