The source base is comprised of archival documents of the State Budget Archive of the Tyumen Region in Tobolsk. The statistical and clerical sources, as well as periodicals are also used in the article. The author is first to thoroughly examine the role of the merchant V. D. Zharnikov, who offered the provincial authorities to sell bread to the population at a lower price. Namely his initiative allowed the poor population to purchase bread at affordable prices during the period of bad crops, which mostly affected the residents of northern Tobolsk Governorate. Timely delivery of flour by inland transport to the north of the region has played a significant role. This prevented the rise in bread prices and its shortage. AbstractThis essay argues that the definition of the USSR's political system as a “party-state,” ignores the crucial difference between the majority of the members of the CPSU who hold positions in the Soviet state and the minority who are full time party officials with no such position and who regard themselves as the natural leaders of the party as a whole. To highlight this distinction, this essay defines the party officials as the “inner party” and the party members who man the state as the “outer party” and focuses on the ongoing dispute among party officials over the most effective way to provide leadership of the Soviet state. This conflict is expressed indirectly in the published discussion of the relative importance of officials' “internal work” (personnel management, verification of fulfillment and ideological education) and their “economic work” the close supervision of state agencies' administration of the five year plans. The essay briefly summarizes Stalin's own formulations on the subject, the conflict between Malenkov and Zhdanov over this issue from 1939 to 1948, and the ongoing debate among officials after the reform of the departments of the Secretariat in 1948. The bulk of the essay analyzes the widely divergent views of officials' priorities presented at the Nineteenth Congress of the CPSU in October 1952. It concludes that Western scholars have generally underestimated the role of the Congress in the creation of the political oligarchy that ruled the USSR after 1953.

The world is going through a crisis of the international liberal order, exemplified by a host of recent shocks: the invasion and annexation of Crimea by Russia; the transnational dimensions of conflicts such as in Syria; the United Kingdom's decision to exit the European Union; the attempted coup d’état in Turkey and its reversal toward autocracy; and the election and rise of non-universalist and illiberal governments as well as politicians who operate under the populist rubric in countries that are viewed as beacons of democracy and stability. These shocks have catalyzed two outcomes. First, the prevailing global norms that serve as the custodians of peace and security have been the subject of revived debate. Second, and relatedly, these shocks have prompted deep reflection on the role of institutions such as the European Union and the North Atlantic Treaty Organization (NATO), as well as the roles of the supposedly democratic members within those institutions.

Writing during the millennium, not long after the installation of Antony Gormley’s The Angel of the North, artist and publisher Simon Cutts criticised the dominance of monumentalism within the field of public art. Decrying the lack of critical engagement offered by public sculpture, he called for an alternative approach, focussed upon process rather than product. Almost two decades later, it could be argued that mainstream understandings of public art have expanded to incorporate more ephemeral approaches, such as performance, sound art and social interventions. Within this context, the artist’s book has come to occupy a significant role within the production, dissemination and interpretation of such work. This has been accompanied by a growing interest in the artist’s book as a public artwork in its own right. These two distinct yet interrelated approaches form the subject of our essay. Drawing on examples of artists’ books held in the Special Collections at Manchester Metropolitan University and the library collections at Henry Moore Institute as well as from our own curatorial practice, we argue that, far from ancillary artefacts, artists’ books play a pivotal role within the production of public art and provide an important space in which to critically engage with the complexities of place.

The subject of this research is the identification of legal views of the German philosopher and jurist Heinrich Ahrens. The source base is comprised of the scientific works of G. Ahrens and other legal scholars. The historical-legal science does not pay sufficient attention to the ideas and persona of Heinrich Ahrens. He was famous during his lifetime, but almost forgotten afterwards. The Russian legal science lacks a monographic research of the political-legal concept of H. Ahrens. Methodological framework consists of the general scientific methods: systemic, logical, historical, comparative; as well as special methods: historical-legal, comparative-legal, formal-legal, and portrait-biographical. The scientific novelty is defined by the subject and methods of research. The central idea of Heinrich Ahrens’ encyclopedia of law is the interpretation of the science of law in its organic unity. The author examines the concept of law and system of law in the scholar’s perception; as well as underlines the prominent figure of H. Ahrens who contributed to development to the science of encyclopedia of law. The scientific works of Heinrich Ahrens have not been previously subjected to systemic and comprehensive examination, while the proposed ideas and concept remain relevant until the present.
