This article examines the system and methods of transformation of agriculture in Chechnya during the 1920s – 1930s, peculiarities of the main reforms – collectivization and dekulakization, as well as confrontation between the government and society in the course of such transformation. The author analyzes the changes in social sphere, namely the status of kulaks; how the compromise between the government and society improved productivity in agricultural sector. The relevance of this topic is substantiated by the current European economic policy towards Russia. The gaps, results, and implications of the Soviet agrarian policy of this period should serve as lesson for Russia in the future. The scientific novelty lies in revealing common features of the current agrarian policy with collectivization, as well as an alternative approach towards the reform. Import substitution is the example of how to achieve top results without implementation of coercive measures. This reform applies not only to agriculture, but also to other industries, however the emphasis is placed on manufacturing of products for the goods exchange within the country. Such necessity was also observed in the Soviet Union. The modern world, prior to introduction of innovations, turns to the experience of the past, analyze negative and positive sides, and then proceeds to the reforms.

The status of sociology and philosophy in the Soviet Union is radically different from that of the physical and mathematical sciences. The sociologists and philosophers are still regarded by the government as ideologists, whereas the mathematicians and physicists are considered scientists; and the ideologist is in low repute in the Soviet intellectual community. Thirty years ago, Nikolai Bukharin observed in a remarkable essay that the cultural style of the current Soviet period would be technicism, and that the humanities and historical sciences would be relegated to the background. He believed that this “one-sidedness“ was founded on the economic requirements of the time. Probably, however, the hollowness in the life of the Soviet ideologist is equally responsible for his low estate. The sociologists and philosophers are not regarded as independent thinkers; their job as ideological workers is to provide a documentation and footnoted commentary on the decisions of the Central Committee of the Communist Party of the Soviet Union. Young men of ability consequently tend to avoid choosing a life work in the social sciences and philosophy. Why, they say, should they sacrifice their intellectual independence at the outset of their lives?

But the world system couldn`t work while the two opposite systems — socialist and capitalist were in hard confrontation. After collapse of the Soviet Union and the European socialist community the nature of intergovernmental relations and behavior of the international community did not change. The power always was and still is the main tool of international communication.

This article examines the development of social control in the Soviet Union under Leonid Brezhnev, who was General Secretary of the Communist Party from 1964 to 1982. Historians have largely neglected this question, especially with regard to its evolution and efficiency. Research is based on sources in the Russian State Archive of Modern History (RGANI), the Russian State Archive of Socio-Political History (RGASPI) and the Moscow Central State Archive (TSGAM). During Brezhnevs rule, Soviet propaganda reached the peak of its development. However, despite the fact that authorities tried to improve it, the system was ritualistic, unconvincing, unwieldy, and favored quantity over quality. The same was true for political education, which did little more than inspire sullen passivity in its students. Although officials recognized these failings, their response was ineffective, and over time Soviet propaganda increasingly lost its potency. At the same time, there were new trends in the system of social control. Authorities tried to have a foot in both camps - to strengthen censorship, and at the same time to get feedback from the public. However, many were afraid to express any criticism openly. In turn, the government used data on peoples sentiments only to try to control their thoughts. As a result, it did not respond to matters that concerned the public. These problems only increased during the era of stagnation and contributed to the decline and subsequent collapse of the Soviet system.

Purpose – This paper aims to explore the relationship between childhood, consumption and the Cold War in 1950s America and the Soviet Union. The author argues that Soviet and American leaders, businessmen, and politicians worked hard to convince parents that buying things for their children offered the easiest way to raise good American and Soviet kids and to do their part in waging the economic battles of the Cold War. The author explores how consumption became a Cold War battleground in the late 1950s and suggests that the history of childhood and Cold War consumption alters the way we understand the conflict itself. Design/Methodology/Approach – Archival research in the USA and the Russian Federation along with close readings of Soviet and American advertisements offer sources for understanding the global discourse of consumption in the 1950s and 1960s. Findings – Leaders, advertisers, and propagandists in the Soviet Union and the USA used the same images in the same ways to sell the ethos of consumption to their populations. They did this to sell the Cold War, to bolster the status quo, and to make profits. Originality/Value – This paper offers a previously unexplored, transnational perspective on the role that consumption and the image of the child played in shaping the Cold War both domestically and abroad.

In recent years there has been an increased interest in Islam and Islamic law. Islam plays a very significant role in the modern world. Close interaction between legal and religious prescriptions of Islam, the religious basis of Muslim law, Muslim character is not in doubt. The article analyses informal religiosity of Muslim peoples of the Middle Volga and Urals in the 1960-1970. This time for relations between the authorities and Islamic institutions is relatively liberal. The restoration and development of official, allowed in the Soviet Union, as well as quite nontraditional for the Soviet time Islamic practices are noted by the authorities in the Middle Volga and the Urals. The reports name such informal forms of religiosity as neo-paganism, wandering mullahs, unofficial Muslim groups, worship, places of burial of saints and Sufi sources. The authorities, the party authorities, the official Muslim clergy stopped all forms of unofficial religiosity. For the Muslim peoples Islam has often been the subject of interest as a cultural component of their traditional worldview rather than a religious system. The authors believe that the Islamic religion has moved from ethno-cultural to the personal, informal level.

Since the disintegration of the Soviet Union, Russia has become Germany’s main Central European partner. The economic interests and hopes of gigantic contracts to modernize the Russian economy have played a colossal role in German policy. The Government of Chancellor Angela Merkel aspired to shape the Eastern policy of the European Union, and it was highly favorable towards the strategy of Russian modernization to be implemented with the participation of Western partners, as proposed by President Medvedev in 2009. However, this project never went beyond the stage of preliminary agreements, and both sides are increasingly disappointed with its progress. Germany continues to aspire to play the role of the leading EU member state involved in the transformation process in Russia, yet this is no longer treated in terms of the ‘Russia first’ attitude without any reservations. Germans are becoming increasingly aware that their efforts are doomed to fail without true Russian efforts aimed at the democratization of both their public life and economic structures.
