The construction of Hundred Residence Apartment Jl. Raya Gubeng No. 102-106, Surabaya will provide an additional volume of traffic that burdens the streets around Jl. Raya Gubeng. Referring to these conditions, this final project research aims to explain about how the performance of the affected road for existing conditions, then due to the generation of Hundred Residence Apartments within the period of the plan and provide advice related to traffic management and engineering to minimize the occurrence of decreased service levels and performance intersections in the area around development. This thesis research uses quantitative and qualitative descriptive methods that refer to the 1997 Indonesian Road Capacity Manual (MKJI). From the results of the analysis it is concluded that the worst performance that ranks first is at the intersection of Jl. Pandegiling - Jl. Dinoyo - Jl. Keputran - Jl. Sulawesi. The existing conditions in 2019 have shown poor performance with the value of LOS E at peak hours in the afternoon and the average deviation delay value of 53.71 seconds / smp, then the analysis of conditions in the predicted year of 2026 shows a declining performance with LOS values F at the peak hour of the afternoon and the average intersection delay value of 178.92 seconds / junior high. This should be a concern so that later the existence of apartments does not add a negative impact on the performance of traffic around the development area. For this reason, traffic management and engineering needs to be done both inside and outside the apartment area to anticipate problems that are expected to emerge.

Formation to build character in the digital era in the world of education through the development of ethical values and performance support to form the foundation of individual characters expected. Developments in the digital era influence individual lifestyles and patterns of relationships so as to form a new paradigm for helping human needs in carrying out the duties and expectations. The purpose of building character besides having benefits also have a negative impact can be described in the attitudes and behavior of individuals, which occurs demoralisasasi. The method used in building individual character that balance the mind / creativity, feeling / sense of, and willingness / intention in executing their daily duties. The result is an imbalance in the event over them in carrying out daily activities using irrational thoughts, dishonest, irresponsible, did not have a good work ethic. How to cope with the character education should play an active role in shaping the students to have a good character, capable of being honest, responsible, disciplined, passionate, creative and communication skills to achieve success both socially and career aligned with technology development is very fast and sophisticated. The main purpose of this article was to determine the impact on the equilibrium of the local transport system from privileging EVs by permitting them to use bus lanes. The study used two sets of data: information on infrastructure and traffic management; and information on the recorded road network loads and traffic volumes generated by a given shopping centre—the E. Leclerc shopping centre (an important traffic generator within the city of Łódź, Poland). These sets were then used to develop a microsimulation traffic model for the shopping centre and the associated effects on the localised transport system. The model was constructed by means of the PTV Vissim software tool. An initial simulation was conducted that formed a basis for subsequent scenarios (in total, 17 simulations were performed). On the basis of the conducted analyses, it was established that—for the researched part of the transport system—privileging the still rather uncommon battery electric vehicles (BEVs) engendered a marginal deterioration of traffic conditions. At the same time, allowing BEVs to use bus lanes within the chosen research area had no negative impact on bus journey times.

The use of express lanes (ELs) in freeway traffic management has seen increasing popularity throughout the United States, particularly in Florida. These lanes aim at making the most efficient transportation system management and operations tool to provide a more reliable trip. An important component of ELs is the channelizing devices used to delineate the separation between the ELs and the general-purpose lane. With the upcoming changes to the FHWA Manual on Uniform Traffic Control Devices, this study provided an opportunity to recommend changes affecting safety and efficiency on a nationwide level. It was important to understand the impacts on driver perception and performance in response to the color of the EL delineators. It was also valuable to understand the differences between demographics in responding to delineator colors under different driving conditions. The driving simulator was used to test the responses of several demographic groups to changes in marker color and driving conditions. Furthermore, participants were tested for several factors relevant to driving performance including visual and subjective responses to the changes in colors and driving conditions. Impacts on driver perception were observed via eye-tracking technology with changes to time of day, visibility, traffic density, roadway surface type, and, crucially, color of the delineating devices. The analyses concluded that white was the optimal and most significant color for notice of delineators across the majority of subjective and performance measures, followed by yellow, with black being the least desirable.

Abstract Government agencies often encounter problems in service delivery when implementing public programs. This undermines effectiveness and raise questions about accountability. A central component of responsiveness and performance management is that agencies correct course when problems are identified. However, public agencies have an uneven record in responding to problems. In this paper we investigate whether, and to what extent, capacity both within the agency and within institutions performing oversight, improves agency responsiveness to poor performance indicators. Using panel data on eligibility determinations in the Social Security Disability program from U.S. state agencies from 1991-2015 and fixed effects regression, we find that indicators of agency and oversight capacity moderate the relationship between poor performance and improvement. Our results suggest that investments in building capacity not only within agencies, but also within elected institutions, are important for successful policy implementation. However, we find evidence that while agency capacity alone can improve responsiveness to poor performance, the effect of oversight capacity on improving performance requires high agency capacity.

AbstractThe transport of weaned calves from cow–calf producers to fatteners is a general concern for the young bull industry due to its documented negative impact on the welfare, health and performance of the animals. These transfers are often managed by intermediaries who transport weaned calves to sorting centres, where they are grouped into batches before being sent to fattening units. In this study, we present an algorithm to limiting these transfer distances by appropriately selecting the sorting centre through which they must go. We tested the effectiveness of this algorithm on historical data from a French beef producer organization managing 136,892 transfers using 13 sorting centres. The results show a decrease in the transfer distances compared to the historical record, especially for the calves travelling over long distances (− 76 km, i.e. 18% on average for the 33% longest transfers). Moreover, the distribution of calves between the sorting centres proposed by the algorithm reveals differences in their efficiency in minimizing transfer distances. In addition to its usefulness as a management tool for the daily transport of cattle, this algorithm provides prospects for improving the management of the sorting centres themselves.

Teaching is one of the professions with the highest levels of stress and disquiet at work, having a negative impact on teachers’ well-being and performance. Thus, well-being is one of the priorities in human resource management (HRM) in schools. In this regard, this paper studies the relationship between HRM, well-being and performance, observing the incidence of leadership and innovation in these relationships. The objective is to measure the extent to which it is necessary to encourage sustainable environments that promote the well-being of teachers and, by extension, students. The study used the methodology of structural equations and a sample of 315 secondary school teachers. The work validates the influence of leadership by example and information management on HRM and performance. In addition, we confirm the significant effect of human resource management on educational performance. The relationship is observed both directly and through the mediating effect on the improvement of well-being. On the other hand, the positive influence of innovation on performance, both in schools and in the classrooms, is reaffirmed. These results suggest the need to zero in on the human resources policies in schools linked to the improvement of teacher well-being and educational performance. They also highlight the role of school and classroom innovation as a key element in maintaining educational quality.

Purpose – The purpose of this paper is to sketch the UK housing backdrop, review the student private rented sector (PRS) and assess the experience of post-graduate university student tenants in the PRS. Design/methodology/approach – A literature review puts the issues of student-PRS responsiveness into context and helps to untangle some UK housing issues. The private sector’s size, growth and performance is assessed by reviewing secondary data. In-depth interviews were then conducted at a regional university campus. Findings – The study confirms accumulating evidence of an unbalanced UK housing market. The study identified four main PRS issues: first, rapid university expansion without accompanying residential construction has sparked rampant PRS growth with, second, quality issues, third, in tight letting market conditions, rented agent service levels fell and fourth, part of the problem is complex PRS management procedures. Research limitations/implications – The research has three noteworthy limitations. First, the macroeconomic analysis integrated secondary research without independent modelling. Second, the views of letting agents, university property managers, planning officers or landlords were not canvassed. Finally, the pilot interviews were geographically restricted. Practical implications – When they expand, universities, local authorities and industry players need to give due consideration to plan for, design and develop quality student accommodation. Over-reliance on the PRS without informed oversight and coordination could undermine student experience and erode long-term UK competitiveness. Social implications – The lack of quality student rented accommodation mirrors a general housing malaise around affordability, polarisation and sustainable “dwelling”. Standards and professionalism in the rented sector is part of the overall quality mix to attract global talent. Originality/value – The preliminary investigation uses mixed-methods to investigate PRS service delivery. It illustrates the interplay between professional property management and wider issues of metropolitan productivity, sustainability and resilience.

Absenteeism is a usual pattern of absence from a duty or responsibility. Usually, absenteeism is considered as an indication of person poor performance. In this study a descriptive cross sectional study design was used. A close ended questionnaire was used as a research tool. Convenient sampling technique was used. Data was analyzed on SPSS 20 version. Nurses are absent from their duties because they suffer from minor ailments e.g. headache and backache? In response of this question, 42.5% responded said that they are strongly agreed, 17.5% were agreed, 8.8% were neutral, 21.3% were disagreed, and 10% were strongly agreed. Nurses do absent from their work because workload is too heavy, 42.5% were agreed, 30% were strongly agreed, 12.5% were neutral,7.5% were disagreed and 7.5% were also strongly disagreed. The lack of appropriate recognition and reward could lead to dissatisfaction and absenteeism among nurses, in response of this question nurses asked that they do absent 31.3% agreed, 41.3% strongly agreed, 15.0% are neutral, 12.5%are disagreed and 0% are strongly disagreed. Staff absenteeism is a growing management concern. It can contribute to sickness absence, staffing instability, work overload and job dissatisfaction that could have a negative impact on patient care. The rate of absenteeism can be reduced by productive management, and loyal leadership. It will not only reduce absenteeism rate but also improve quality of care toward the patients. Purpose – There is growing evidence that learning is faster, measurably better and more productive in a classroom setting when a student attends classes regularly. Each student brings in his/her experience, skills, and unique learning styles to a class – thus a classroom environment can potentially create positive externalities through which a student can gain substantially from various strengths of his/her peers. However, students do remain absent from their classes for a variety of reasons. One of the measurable effects of regular non-attendance in a university class, where students from various cultures and regions interact, is the academic performance. The purpose of this paper is to determine if there is any potential causal link between absenteeism (attendance) and academic performance. Design/methodology/approach – Data were culled from the records of three batches of students in a British university campus in the Middle East. Quantile regression methods were used to establish the causal relationship between absenteeism and academic performance. Findings – A quantile regression analysis reveals that absenteeism has negative impact on academic performance. This also suggests that low performers are worse affected by absenteeism as compared to the high performers. Research limitations/implications – Inclusion of some other factors, such as study habits, additional hours spent on quantitative modules, student’s ethnicity background, particularly in the context of United Arab Emirates, could have emboldened the robustness of the study. Non-availability or paucity of this information, to some degree, has limited the conclusions of this study. Originality/value – Proponents of mandatory attendance argue that there is a positive correlation between attendance and performance. But, one very important issue which gets overlooked is who actually benefits more by attending classes – are the shirkers who have a poor attendance record or the ones who are more sincere, more regular, and active participants in a class? This study uses quantile regression analysis to address this issue.

Describe the implementation of the fingerprint electronic absence policy on the discipline and performance of civil servants as well as the impact it has on implementing the fingerprint electronic absence policy. Qualitative descriptive method describes various conditions and situations as the object of research. The data collection techniques used were observation, documentation and interviews. After the implementation of fingerprint electronic attendance, discipline increases and obligations as employees have been carried out in accordance with applicable regulations. The application of sanctions in the regional government of seluma regency is in accordance with the regulations of civil servants and the provision of rewards for employees who excel has been carried out properly, to inspire other employees, so that they can work better.
