This study was conceptualised in order to assess the appraisal, disposal and transfer of archival records from the Mpumalanga Provincial Government (MPG) to the Mpumalanga Provincial Archives (MPA) for the period from 1994 to 2013. The study’s specific objective was to investigate the transfer process of archival records in terms of the Mpumalanga Archives Act, No. 14 of 1998. The study used a qualitative method through document analysis, interviews and observation. The sample for the study comprised the MPG and municipality records managers. The Mpumalanga provincial archivists were also interviewed as the custodians of the MPA. The key findings revealed that the MPG and the municipality did not comply with the Mpumalanga Archives Act, No. 14 of 1998 in terms of transferring records with archival value to the MPA as stipulated by the act. This has adverse implications for efficient administration of records in the country.

This study examined the transfer of ownership and preservation of the anti-apartheid movement (AAM) archives. The purpose of the paper is to present empirical research findings regarding the compliance of the African National Congress (ANC) with principles of ownership and preservation during the digitisation of liberation archives. The research grounding this paper used a qualitative method that allowed the triangulation of data collection methods. Interview data were augmented through interviews, document analysis and observation. The findings revealed the ANC’s non-compliance with some of the principles of ownership during the digitisation of liberation archives. The unauthorised digitisation of some of the AAM liberation archives has created a legal dispute relating to ownership. The study concludes that organisations which embark on a digitisation project, must adhere to the principles of ownership. Furthermore, the successful implementation of digitisation requires collaboration and partnerships between project owners and technological companies.

This chapter presents a study conceptualized to assess the accessibility of land claims records preserved at the Kruger National Park (KNP) of South Africa. The study used a qualitative method through document analysis and interviews. The sample of the study comprised land claimants and archivists based at the KNP archives. The key finding revealed land claimants use their democratic rights through the Promotion of Access to Information Act of 2000 to request land claim records from KNP archives. The findings aid tools were essential to assess records preserved in the archives even though some of the records were not found in the park.

This study was conceptualised in order to assess the strategies used to incorporate the homeland of KaNgwane into Mpumalanga province after the cessation of apartheid in 1994. The specific objective of the study was to investigate the compliance of records and archives with the National Archives and Records Service of South Africa Act (Act No 43 of 1996), during the incorporation of the homeland of KaNgwane into Mpumalanga. The study adopted a qualitative methodology through document analysis, interviews and observations. The key findings revealed that the archives of the former homeland of Kangwane were not aligned with the requirements of the National Archives and Records Service of South Africa Act (Act No.43 of 1996.) Institutions seem to lack experience when it comes to the challenges of storing records and implementing arrangement and control systems. The frequent lack of a records management policy and few to no staff with record-keeping and archival backgrounds was also a concern. A shortage of space to store records safely was also one of the major issues that the study uncovered. There appears to be no concerted effort to retain important historical records. Many records are stored in several different locations in government buildings.  I conclude that archives play an essential role to the nation as the institutional memory.

Think-Pair-Share technique is one of the cooperative learning strategies that promote student involvement in the classroom. This strategy makes students engaged in in-class activities such as discussions and provides opportunities to share their ideas with others. The purpose of this study was to describe the implementation of the Think-Pair-Share strategy in teaching speaking skill for secondary students. A qualitative method with a descriptive analysis was undertaken in this study. The sample was twenty students of eighth grade. The data was collected through interviews, observation, and document analysis. The data analysis technique used was presented in a descriptive form. The results indicated the implementation of the Think-Pair-Share technique during the learning process took place following the stages that have been stated in the learning process plan made by the teacher. Appreciation for the implementation of the Think-Pair-Share technique both from students is quite good. Students stated that they can overcome the constraints in the learning process of speaking activity through Think-Pair-Share.

This article discusses the importance of vision and mission of the Islamic Education Lecturers (IELs) in teaching and learning (TnL). This study was fully conducted through qualitative method via case study. Six IELs were selected as participants and willing to be interviewed, and the data from the interview were supported by three Heads of Islamic Education Unit, 12 lecturers and 12 students. The data were triangulated with the data obtained through observation and document analysis. The data were analysed through N’Vivo software to generate a pattern of themes and characteristics of the vision and mission in TnL. The result found that there were six elements of vision and mission emphasized by the IELs in TnL. Five of them had formed a pattern. That five elements were; students receiving and appreciating, TnL objective achieved, spreading da’wah, moulding students attidtude and thinking, and achieving success in the world and the hereafter. Therefore, a model which is named as Model of the Vision and Mission Practice for the Excellent Islamic Education Lecturers was deloped. From the overall view, the emphasis on achieving mission and vision helps the IELs to successfully conduct TnL inside and outside classroom.

AbstractThe purpose of this study was to analyze the factors affecting the performance of the procurement of goods/services in the emergency of the Covid-19 plague with the addition of social distancing as a moderator variable. The study was conducted at the provincial government of DKI Jakarta. It was purposely selected due to the fact that the government has a sound procurement system. The general objective of the study was to analyze the factors that affect procurement performance in government organizations and the effect of social distancing on that relationship in the emergency situation during the Covid-19 plague. The specific objective of the study was; to determine the effect of government regulation for emergency procurement, e-procurement implementation employee competency, and management’s commitment to the procurement performance during an emergency situation. This entailed the use of questionaries. The key finding of the study indicated that government regulation for an emergency situation, employee competency, and implementation of e-procurement positively affected procurement performance in the emergency situation of the Covid-19 plague. Furthermore, the study found that social distancing did not affect the relationship between the above-mentioned factors and procurement performance during an emergency situation.AbstrakPenelitian ini menganalisis faktor-faktor yang mempengaruhi kinerja pengadaan barang dan jasa dalam keadaan darurat wabah Covid-19 dengan menggunakan social distancing sebagai variabel moderator. Penelitian dilakukan di Pemprov DKI Jakarta sebagai organisasi yang telah memiliki sistem pengadaan yang baik melalui data kuesioner. Tujuan khusus dari penelitian ini adalah untuk mengetahui pengaruh peraturan pemerintah dalam pengadaan darurat, penerapan e-procurement, kompetensi pegawai, dan komitmen manajemen terhadap kinerja pengadaan pada saat keadaan darurat. Hasil penelitian menunjukkan bahwa regulasi pemerintah untuk situasi darurat, kompetensi pegawai, dan implementasi e-procurement berpengaruh positif terhadap kinerja pengadaan dalam situasi darurat wabah Covid-19. Sebagai tambahan, hasil penelitian juga menunjukkan bahwa variabel social distancing tidak memoderasi pengaruh empat faktor terhadap kinerja pengadaan barang dan jasa. Penggunaan teknologi informasi memungkinkan komunikasi dalam penyelesaian tugas tetap terjaga sehingga kinerja pengadaan barang dan jasa tidak terganggu selama pandemic Covid-19.

Transportasi dan angkutan umum merupakan suatu persoalan yang selalu dihadapi oleh pemerintah di berbagai daerah di tanah air ini, terutama daerah yang memiliki suasana kota yang yang ramai karena  padatnya penduduk serta tingginya intensitas masyarakatnya diikuti dengan tidak sesuainya jumlah moda transportasi umum serta belum seimbangnya luas ruas jalan antar kota dalam propinsi yang  mempunyai struktur serta aktifitas penduduk sudah tergolong sagat tinggi. Regulasi kebijakan pemerintah propinsi Jawa Timur yang tertuang dalam Peraturan Gubernur Jawa Timur No. 27 Tahun 2016. Dinas perhubungan sebagai implementor, melakukan sosialisasi kepada masyarakat, serta menyediakan sarana sebagai pendukung dalam system transportasi di Jawa Timur. Dalam penelitian ini kami menggunakan metode kualitatif yang menghasilkan gambaran (deskripsi) mengenai hal-hal yang berkaitan dengan apa yang diteliti. Kualitatif sendiri merupakan wujud kata-kata dari pada deretan angka-angka. East Java provincial government policy regulations contained in East Java Governor Regulation No. 27 of 2016. Transportation Agency as an implementor, conducts socialization to the community, and provides facilities as a support in the transportation system in East Java. In this study we used a qualitative method that produced a description (description) of matters relating to what was studied. Qualitative itself is a form of words rather than a row of numbers. The purpose of this research is to explain the authority of LPD financial management in Badung Regency, after the enactment of the Badung Regency Regulation No. 29/2013 and to find out the direction of the utilization of LPD coaching funds in Badung Regency. This research used normative legal research, with a statutory approach that specifically regulates the financial management authority of the LPD after the enactment of the Badung Regency Regulation number 29 of 2013. The data sources used were primary and secondary legal materials. The data were analyzed using descriptive qualitative method, namely the presentation by describing in detail certain aspects related to the problem being researched. The results showed that the authority to regulate the implementation of village credit institution activities in Badung Regency is still handled by the Provincial government because so far the Province has never handed over or delegated this authority to Badung Regency. Second, the utilization of village credit institution development funds is to provide guidance to LPDs in Bali and to improve the performance and quality of LPD management human resources.

Shareholder activists play a key role in monitoring managerial behaviour. This study was undertaken given the paucity of research on the shareholder activism as practised by individual shareholders. Accordingly, the motives, modus operandi and sources of salience of Mr Theo Botha, a well-known shareholder activist in South Africa, were investigated. Document analysis and an in-depth interview conducted with Botha revealed that he not only has a clear goal, but is also very passionate about achieving his goal. Botha prepares meticulously before engaging companies across the economic spectrum. In addition to possessing normative power, Botha also exhibits individual, pragmatic and societal legitimacy. His assertiveness, persistence and willingness to apply his own resources significantly contribute to his prominence as a corporate watchdog. Shareholder activists who wish to become more salient (irrespective of their size) could learn from Botha’s experiences over the past decade.
