The article examines Immanuel Wallerstein’s views, set out in a number of his articles, on some processes of cultural development. The multidimensional nature of the concept of culture, the phenomenon of national culture, and the opportunity of constituting a world culture are studied. The article also focuses on the issue of universalization of culture and on correlation of this process with the globalization. Connection between the fundamental topic of his research, the world-system approach and its applicability to an analysis of the modern world, and the interpretation of specific problems of cultural knowledge is shown.

In many political researches there if a conclusion that the world system which was founded after the Second world war is destroyed of chaos. But the world system couldn`t work while the two opposite systems — socialist and capitalist were in hard confrontation. After collapse of the Soviet Union and the European socialist community the nature of intergovernmental relations and behavior of the international community did not change. The power always was and still is the main tool of international communication.

The world-system perspective emerged during the world revolution of 1968 when social scientists contemplated the meaning of Latin American dependency theory for Africa. Immanuel Wallerstein, Terence Hopkins, Samir Amin, Andre Gunder Frank, and Giovanni Arrighi developed slightly different versions of the world-system perspective in interaction with each other. The big idea was that the global system had a stratified structure on inequality based on institutionalized exploitation. This implied that the whole system was the proper unit of analysis, not national societies, and that development and underdevelopment had been structured by global power relations for centuries. The modern world-system is a self-contained entity based on a geographically differentiated division of labor and bound together by a world market. In Wallerstein’s version capitalism had become predominant in Europe and its peripheries in the long 16th century and had expanded and deepened in waves. The core states were able to concentrate the most profitable economic activities and they exploited the semi-peripheral and peripheral regions by means of colonialism and the emergent international division of labor, which relies on unequal exchange. The world-system analysts all focused on global inequalities, but their terminologies were somewhat different. Amin and Frank talked about center and periphery. Wallerstein proposed a three-tiered structure with an intermediate semiperiphery between the core and the periphery, and he used the term core to suggest a multicentric region containing a group of states rather than the term center, which implies a hierarchy with a single peak. When the world-system perspective emerged, the focus on the non-core (periphery and semiperiphery) was called Third Worldism. Current terminology refers to the Global North (the core) and the Global South (periphery and semiperiphery).

buy this issue Immanuel Wallerstein, the celebrated world-systems theorist and longtime contributor to Monthly Review and Monthly Review Press, died on August 31, 2019. Wallerstein first achieved international fame with the publication in 1974 of his The Modern World-System: Capitalist Agriculture and the Origins of the World-Economy in the Sixteenth Century (the first in a four-volume masterwork on the Modern World-System. We pay tribute to Wallerstein in this new issue of Monthly Review.

While theories of global capitalism have added a new dimension to our understanding of the dynamics of the modern world, a ‘globalisation’ approach to the transformation of the state socialist societies is relatively underdeveloped. This paper studies the role of international and global factors under state socialism and the world system in the pre-1989 period. The paper considers traditional Marxist approaches to the transition to capitalism and criticises the model of state capitalism as well as the world system approach. In contrast, social actors (the ‘acquisition’ and ‘administrative’ social strata and the global political elite)are identified as playing a major role in the fall of state socialism, and were a nascent capitalist class. The transformation of state socialism, it is contended, had the character of a revolution rather than a shift between different types of capitalism.

The objective of this article is to discuss the relevance of the concept of semiperiphery to analyze the world system in the 21st century. First, the main concepts of the world-system approach will be analyzed. In the second part, a more in-depth examination of the question of the semi-periphery will be made through its political and economic characteristics. Later, we will examine the empirical attempts to define the semiperiphery, its role in the reproduction of the capitalist world-economy and the question of mobility in the world-system hierarchy. In conclusion, the role of government apparatus in the issue of development and overcoming the status of semi-periphery in the capitalist world-system will be highlighted.

This paper claims that, since many of the concepts relevant to our analysis of systemic change were coined in and about the core, the potential with which solutions to world-systemic crisis are credited in the long run should be assessed differently depending on the structural location of their origin. In the periphery, such concepts as conservatism, socialism and even liberalism took forms that often retained nothing of the original model but the name, such that strategies of applying them to (semi)peripheral situations ranged from “stretching the ideology” to “discarding the (liberal) myth” altogether. In a first step, “the hypothesis of semiperipheral development” (Chase-Dunn and Hall), according to which the semiperiphery represents the most likely locus of political, economical, and institutional change, is amended to say that, at least for the late modern world-system, the strength of the semiperiphery resides primarily in the cultural and epistemic sphere. In a second step, this contention is illustrated with the help of major challenges that the Eastern European and Latin American (semi)peripheries have posed to the world-system’s political fields and institutional settings both in the past and to date—with different degrees of success corresponding to their respective structural position. In light of these examples, it is argued that a comparative analysis of continuities among political epistemologies developed in the semiperiphery can help us understand the ways in which similar attempts can become antisystemic today.

The article deals with the axiological basis of civic competence of future pedagogues. These are three groups of values: universal, national and European. The definition and structure of the concept of «value» are analyzed. It is established that values are determined by the vector of human, social and state development, forming the image of the desired future. It is determined that development of the personality of the future pedagogue and formation of his civic competence should be carried out on the basis of human, national and European values. Specified on the necessity of developing the requirements for the organization and implementation of the educational process is based on the values of beauty, goodness, truth, justice, family, natural human rights, democracy, rule of law, patriotism, national culture, national sovereignty and national security. It has been established that the formation of values in the younger generation is a key problem of the educational policy of the leading countries of the world. This problem can be fixed in the process of pedagogical action, the subjects of which are the pedagogue, as a specialist who teaches, educates, develops, leads behind him and student as a person which tries through its own emotional sphere perceive and comprehend the information that is offered to him in order to further its use in own life for the development of personal and professional qualities that will help him to be successful in the modern world.

One of the most important and decisive phenomena of our time is globalization as a complex and ambiguous process that does not diminish but increases and deepens the economic differentiation of countries and peoples, forms contradictions in political, social and cultural development, and therefore finding a common denominator is becoming increasingly difficult. The essence of globalization as a social process lies in the growing interconnection and interdependence of national economies, national political and social systems, national cultures, and human interaction with the environment. At the beginning of the 21st century, globalization as a new reality was at the center of attention of academics and politicians. As the experts point out, the modern world is characterized by deepening economic and political interdependence and mutual influence, the expansion of international integration, the creation of regional integration associations, the inclusion of the interaction of new markets and actors, and the use of new rules and instruments in this process on a global scale. Globalization is prepared by the whole course of historical development and naturally continues the process of internationalization. Internationalization and globalization are closely interconnected, interact and rival, generating hybrid forms. However, globalization is qualitatively different from the process of internationalization. The distinctive feature of globalization is that the scale and depth of awareness of the world as a single space grows, while internal events in one or another country have the same effect on other peoples and states as foreign policy shares. The basis of the characteristic features of globalization in the economic sphere is the expansion of trade and its liberalization, the internationalization of the turnover of capital and the removal of obstacles to its movement, profound changes in the financial sphere, which more than other forms of cooperation are experiencing the consequences of the e-revolution, the deployment of transnational corporations (TNCs) and their growing expansion, dominant orientation of demand for the world market, the formation of international financial institutions. The processes of shaping the European security policy and the functioning of a common European foreign policy contribute to the transformation of the perception of the concept of neutrality by neutral states, as well as other EU member states that are simultaneously NATO members. Recognizing its geopolitical priorities and developing a foreign policy strategy, Ukraine needs to take into account the transformation of the concept of neutrality.
