In the social and economic transition, the Higher Education in Albania has tremendously ocercomed its capacities and the opportunities offered. Albania is considered the champion country in Europe for the high number of universities. Besides the public universities, in the country also operate dozens of private universities. in Albania there are about 20 universities per million inhabitants, (161500 students for a population of 2,8 million people), nearly eight times more than countries like UK that have internationalized higher education and have a very large percentage of foreign students. This paper takes into account the development of higher education and the responsible institutions of this development during the transition in Albania, the current structure of universities, the financial problems and the reform of higher education. It also examines issues such as: the measurement of quality, the ranking and the competition between public universities and private institutions. Then the focus of the paper runs on the employment of the young graduates who have finished albanian universities in the last five years. Firstly, relying on foreign literature, I have analyzed some of the main models of employment of graduates, their skills in the labor market, and also the changes that have occurred in the careers of the graduates in the last century. for the extraction of data are used questionnaires distributed electronically to over 230 employees that have brought significant conclusions about the employment of graduates in Albania, as well as the impact of such factors as: GPA, the training, the number of foreign languages spoken and other qualifications and skills that affect the level of salary and their position at work. Also starting from the above models, the scope is to identify the key elements that affect the careers of albanian graduates, and the key factors that have driven their employment. In the end of the paper are given some conclusions and recommendations on how higher education in Albania should be reformed, given by the sample responses of the interviewers, but also by a concrete analysis of the problems that are facing this sector in Albania, and how this reformation of higher education can increase its fruits on more qualified and employed youths in their respective fields. The methodology used is mainly from primary sources, ranging from the data collected by the respondents, as well as from secondary sources of data published for this area of study. The main limitation of such a work is the limited number of samples under the survey, the data of whom has been generalized for all the population of the paper.

For those of us who have been going through the public university for decades, a clear tendency in most of our institutions to rethink their senses, their missions, their functions, in sum: their must be. In these times and these contexts in which deep inequalities are made visible with absolute clarity, these tendencies to construct new meanings acquire a particular relevance. We understand that public universities in the exercise of their autonomy and as members of the State, must assume a leading role with a contribution that contributes to guaranteeing rights, in particular, of the subalternized sectors. This critical positioning is inescapable to consolidate the social commitment of our higher education institutios. This compelling transformative intention has a valuable background. In this sense, we warn that both in Argentina and in some of the countries of the Region, tendencies to consolidate, systematize, institutionalize processes of emancipatory articulation in their relations with the territory, organizations and social movements have been reproduced for some years, many of them, through curricularization processes in its different meanings. These experiences, dissimilar by the way, find the need to settle, to institutionalize themselves through various conformations that in some cases converge in Educational Social Practices or similar names, with different, unique formats, but with different meanings as well. That is why we propose to display, analyze, make visible some of the salient characteristics of these processes, the regulations, their singularities, similarities, the multiplicity of their feelings, in sum, their metaphors.

In the agrarian context of the early 20th century, networks of experts and interest groups were created. These formed institutions across state borders to achieve prestige derived from their supranational character and ostensible technical and scientific capacity. The objective of this article is to analyse the impact in Spain of the International Institute of Agriculture (IIA), from the year of its creation until the advent of the Primo de Rivera dictatorship, through the lens of the “social question”: a concept that popularized the proposals and disagreements surrounding labour regulation. The research draws from the latest contributions in transnational history and internationalism, recent secondary sources about the IIA and primary sources that reflect how transnational IIA networks worked in and with Spain to address agricultural labour issues. The article concludes that the intensely transnational connections between agrarian elites, owners and technicians in the early 20th century transformed social relations in agriculture and agrarian public policies in Spain.

Technology is rapidly evolving in this 21st century era. It is a marvel to behold as it makes human lives much easier. With advancement of technology and increase of vehicles and factories, pollution and destruction of natural resources has increased on a huge scale. The study is based on a product substitute, introduced to replace vehicles which run on gasoline, with a hybrid of electric and gasoline vehicles. The objective of this research will be aiming at understanding the effect of hybrid cars on the environment. An analysis of the hybrid cars will be carried out along with evaluating the advantages and disadvantages of said vehicles from the perspective of customers, support and maintenance. The research will also aim on proposing a government policy that must be implemented to regulate the usage of hybrid vehicles. The methodology used for this research will consist of primary sources wherein meetings will be conducted with the company selling such cars or people who own them. Secondary sources will include literature review from research papers and online blogs. With this study, the researchers hope to achieve a clear understanding on the influence of hybrid cars on the environment and individuals, the way hybrid cars operate, its advantages and disadvantages and the proposed government policy that will regulate the impact of hybrid car on environment.

A responsabilidade socioambiental é um conceito complementar e crescente em discussões, tanto no âmbito organizacional quanto educacional. A pesquisa é de caráter bibliográfico, cuja coleta de dados foi realizada por meio de revisão da literatura corrente sobre o tema estudado em periódicos como Google Acadêmico, Scielo e Capes, bem como em sites das próprias instituições de ensino objeto do estudo: Universidade Federal do Maranhão (UFMA), Universidade Estadual do Maranhão (UEMA), Faculdade Pitágoras, Centro Universitário do Maranhão (CEUMA), Faculdade ISL WYDEN, Universidade Dom Bosco (UNDB). O objetivo geral buscou identificar o impacto das ações de responsabilidade socioambiental para as comunidades circunvizinhas das respectivas instituições de ensino superior analisadas e os objetivos específicos visavam explorar ainda mais a problemática, por meio dos seguintes pontos: identificar as ações realizadas e fomentadas pelas instituições de ensino superior no âmbito da responsabilidade socioambiental; verificar a participação dos discentes nas ações realizadas e analisar os efeitos gerados nas comunidades beneficiadas. Foram identificadas ações sociais e projetos voltados para o tema de responsabilidade social e ambiental em todas as universidades comparadas, porém em algumas o grau de envolvimento dos discentes e da comunidade externa é mínimo, como no caso das universidades públicas analisadas, enquanto nas faculdades particulares o envolvimento da comunidade acadêmica e externa, em geral, é muito maior e contínuo. The general objective sought to identify the impact of social and environmental responsibility actions for the surrounding communities of the respective higher education institutions analyzed and the specific objectives aimed to further explore the problem, through the following points: to identify the actions carried out and promoted by educational institutions superior in the scope of socio-environmental responsibility; verify the participation of students in the actions carried out and analyze the effects generated in the benefited communities. Social actions and projects focused on the theme of social and environmental responsibility were identified in all the universities compared, howeverin some the degree of involvement of students and the external community isminimal, as in the case of the public universities analyzed, while in private colleges the The involvement of the academic and external community, in general, is much greater and continuous. The impact generated in the communities is noticeable through the social responsibility actions developed by the institutions, especially by the CEUMA University, ISL Wyden and Faculdade Pitágoras, which include the active participation of their students in the actions promoted, maximizing the role of practical learning and civic training.

This paper seeks to understand why there has been an increase in photographic images exposing military violence or displaying bodies killed by military forces and how they can freely circulate in the public without being censored or kept hidden. In other words, it aims to analyze this particular issue as a symptom of the emergence of new wars and a new regime of their visual representation. Within this framework, it attempts to relate two kinds of literature that are namely the history of war and war photography with the bridge of theoretical discussions on the real, its photographic representation, power, and violence.  Rather than systematic empirical analysis, the paper is based on a theoretical attempt which is reflected on some socio-political observations in the Middle East where there has been ongoing wars or new wars. The core discussion of the paper is supported by a brief analysis of some illustrative photographic images that are served through the social media under the circumstances of war for instance in Turkey between Turkish military troops and the Kurdish militants. The paper concludes that in line with the process of dissolution/transformation of the old nation-state formations and globalization, the mechanism and mode of power have also transformed to the extent that it resulted in the emergence of new wars. This is one dynamic that we need to recognize in relation to the above-mentioned question, the other is the impact of social media in not only delivering but also receiving war photographies. Today these changes have led the emergence of new machinery of power in which the old modern visual/photographic techniques of representing wars without human beings, torture, and violence through censorship began to be employed alongside medieval power techniques of a visual exhibition of tortures and violence.

Government interference in the social-economic processes through the implementation of anti-crisis measures and fiscal expansion holds the embodiment of financial risks for economic entities. As a result, government debt and budget gaps at the continuing drop of real disposable household income and companies’ profitability grow. Over a long-term horizon, the decisions made can cause a financial system misbalance and new risk generation, including systemic risks in the sphere of public finance. The author carries out the theoretical research of financial system risks, which can result in a decrease in the system stability in general. The study determines that there is no single theoretical concept of financial risks of the public sector. Within the research, the author analyzed the approaches to systemic risks in various economic sectors and decomposed systemic risk of the public finance sphere. The study specified global factors of influence on the financial system stability, determined the impact factors and common fiscal limitations considering the needs in the execution of state obligations. The pandemic factor – COVID-19 spread is highlighted as an exogenous factor of impact on the formation of financial system misbalances. The main threat to the financial system stability considered in terms of the functional-institutional approach is the deficiency of economic entities’ liquidity. Unprecedented budgetary measures of anti-crisis financial regulation, the deferred impact – tax preferences, and monetary measures had an immediate influence on the liquidity volume during the implementation of anti-COVID activities. Tools of budgetary monitoring, budget expenditures reviews, tax expenditures reviews, and budget consolidation ensure the budget mechanism flexibility. Factors producing financial system risks and the selected measures of state regulation will set the trends for the social-economic development of the country in the coming years.

The article considers the massification of higher education in post-Soviet Russia and shows its special aspects against the background of the studentship history in our country from 1917 to 2017. The main cause of the boom in the sphere of higher education at the turn of the century is the social and economic transformation of the society. The emergence of private universities and fee-based education in the public sector of higher education provided opportunities for broad segments of society. The unmet demand for higher education has resulted in an upsurge in the interest to higher education among the society. The similar boom and wave-like dynamics may be traced regarding postgraduate training due to long lasting deficit. The paper presents the results of comparing student body dynamics in universities, postgraduate and doctoral schools and shows the boom synchronicity at the levels of universities and postgraduate schools.

The article deals with the issues related to the evolution of the use of women in the civil service at the turn of the 19th - 20th centuries on the example of the Maritime Ministry on the basis of previously unpublished documents stored in the Russian state archive of the Navy and periodical press materials. The study of gender issues can be of scientific interest on the basis of its documents, as practically not in demand in research related to the women’s issue. As a result of the struggle of the public, there were some concessions on the part of the authorities related to the expansion of women’s access to fill certain positions in a number of areas that experienced a lack of certain qualifications, including public service, in the conditions of intensive bourgeois development. The article analyzes the legal acts regulating the work of women, especially in the public service. it is shown how the changes that took place in the Russian Empire influenced the transformation of the socio-economic situation of women in General, and, also, became a reflection of the social policy of the state. The article reveals the attitude of the heads of departments of the Ministry to the admission of women to the public service, as well as their opinion on the degree of necessity for the service itself in attracting women to it. The article deals with the arguments of men - heads of departments of the Ministry, related to the impact of women’s work on home life, on the family and on itself, which differed largely by philistine assessments, rather than progressive views. In fact, on the part of the authorities, concessions to women were more imaginary and forced than the result of an objective assessment of their equal opportunity to serve in the public system.

The emphasis on the social responsibility of higher education institutions emerged more systematically in the Post-Bologna European context. This paper presents an overview of a case study on a certificate in university social responsibility auditing, based on three European universities: Edimburgh, Kaunas and Porto. The goal is to develop an auditor training for students based on experiential learning, that is coherent and replicable in diverse contexts and that involves the various stakeholders. The project is based on a set of benchmarks of university social responsibility developed in the context of a European project, namely:  Research, Teaching, Support for Learning and Public Engagement; Governance; Environmental and Societal Sustainability; and Fair Practices. We will report on the initial data generated by the ESSA Project, in respect of student recruitment, baseline attitudes and the impact of participation in the training and the first audit.
