This article will focus on the mentoring process, which is interconnected with such HR functions as adaptation, motivation and training. And recently, many employers from a variety of alternatives have made a choice in its favor. Aim. The work examines the main functions of mentoring, its practical benefits and areas of application, and the main attention will be focused on the issue associated with the formation of pairs of mentors and students in order to achieve the greatest effect from their interaction. Materials and methods. In the process of achieving the research goal at the initial stage, it was planned to solve the problem of assigning a student to a mentor by forming the most “effective” pairs of mentors and students. These tasks were solved using the Hungarian method. But all the solutions obtained testified to the optimality of any solution to this problem. From this, it was concluded that there was no significance in combining mentors and students, based on a comprehensive assessment of their competencies, skills, etc. As a consequence of the result obtained and analysis of various literary sources, it was concluded that the most effective criterion for composing pairs “mentor – teaching” is compatibility (psychological and socio-psychological), the presence of which will favorably affect the effectiveness of the interaction between the mentor and the student. Consequently, the human resource management department needs, in addition to assessing the competencies, skills and other parameters of the effectiveness of mentors and students, to assess their psychotypes and/or apply various methods to determine the compatibility of the participants in the mentoring process. Results. The main result of the work is a mechanism for securing a student for a mentor and a refutation of the fact that the “effectiveness” of mentors and students, i.e. a point assessment of their competencies, skills and qualities can be a determining factor in the formation of pairs of mentors and students. Conclusion. So, when forming pairs of mentors and students, i.e. distribution of students by mentors, it is proposed to focus on their psychological and socio-psychological compatibility.

The paper is devoted to the examination of functional features of anti-corruption activities in Russian public government bodies and authorities using the cognitive modeling method . Currently, a contradictory situation is observed in corruption related assessment practice. At present, the leadership of public authorities reports on a decrease in acts of corruption whereas the statistics testify rather to the persistence of the previous level of corruption offenses than to the decline. Employees are concerned about the increasing requirements related to compliance with anti-corruption restrictions, as well as income, expenses and property obligations reporting. Citizens continue to express distrust in government bodies and state apparatus as a whole. These contradictions could be resolved if the interests of both employees of state bodies and citizens of the country are taken into account. It is assumed that when assessing anti-corruption environment effectiveness, it is advisable to take into account not only the risks of citizens, but also the risks of public officials and state authority’s employees. We applied cognitive modeling as it is difficult to formalize most stages of government bodies` activities, whereas we need to take into account many factors and conflicting goals that have complex weakly structured relationships. Fishbone Diagram or Cause-and-Effect-Diagram and the cognitive map were basic initial stage of cognitive modeling which allowed conducting the analysis of external and internal factors influence on the anti-corruption environment development in government bodies. The authors of the paper have shown benefits of expediency transferring of some personnel department functions into digital format.

The main provisions of the methods for investigating murders related to the dismemberment of a corpse and the methods for investigating murders without a corpse in the context of tactical decision-making in order to disclose and investigate these crimes are considered. The purpose of the article is to determine the features of tactical decision-making in the investigation of pointed murders. While considering the main provisions of the subject of the article, analysis and synthesis methods are used. The main attention is paid to the peculiarities of tactical decision-making at the initial stage of the investigation of these murders. It is indicated that the tactical decision-making is due to factors related to the initial situation of the investigation which require the investigator to take an individual approach to using the available information about the crime. These factors are: 1) the presence of close ties between the victim and the offender; 2) the existence of an application for the disappearance of the victim; 3) a typical explanation for the disappearance of a person; 4) lack of data regarding the place of the murder; 5) lack of data regarding traces of the murder; 6) lack of data regarding the motive for the murder; 7) the absence of a corpse (parts of the corpse) at the initial stage of the investigation. In the methods of investigating murders related to the dismemberment of a corpse, the features of tactical decision-making are influenced by the investigative situation that developed at the initial stage of the investigation. The article discusses four typical investigative situations. Attention is focused on the peculiarities of the tactical decision-making when planning an investigation, in particular, on the suggesting of investigative versions and their checking. Typical versions of the crime event put forward during the investigation of the murder are called. In the methods of investigating murders without a corpse, the features of the tactical decision-making are manifested when conducting separate investigative (search) actions. The absence of a corpse at the initial stage of the investigation leads to significant mental activity, which is aimed at finding traces of the murder, the whereabouts of the corpse and identifying the suspect. Features of the tactical decision-making are shown in such investigative (search) actions as interrogation of persons close to the victim, inspection and search of the place of residence of the victim and his relatives. The negative circumstances that occur in the investigation and can be used in making tactical decisions to expose the suspect are named.

The development of information modeling technologies for construction offers new tasks to develop operational models for facilities, which are locate in most difficult conditions, here an important example is the marine Arctic ports. To build a life cycle model, reliable long-time information about hydrometeorological conditions for the selected port facility is needed. It also requires accurate data on the design and past loads. We offer the basic methods for obtaining the initial data for operation BIM model subject to the technical and design documentation are absent, what is a common practice for old facilities. The main theses for development of information BIM model for a marine port’s facilities exploitation in the Arctic are proposed in this paper. At the initial stage of description of the structure life cycle, it is necessary to develop an electronic passport of the facility that would contain the basic geometric characteristics of the structures elements, the information about the applied materials and their physical and mechanical properties, coordinates of the plan and deformation geodetic network in the digital format. At the next stage, it is necessary to provide automated monitoring for measuring the main parameters of loads, deformations and climatic conditions, which in combination ensure the safety of the port’s structures.

The main segmental areas of activity of a consultant, invited by the head of the company for a fundamental correction of the organization of management in the context of the transition to digital format have been analyzed. The previous experience in management consulting has been rethought for application in modern, digital conditions for improving organizational management. This issue is extremely relevant for the entire consulting community, which is currently experiencing a serious crisis. The article has been addressed, first of all, to colleagues from the National Guild of professional consultants, who are looking for new methodological approaches, developing packages of new consult-competencies and new options for establishing contacts with potential customers. The previous developments have been adapted, namely: visual digital models for clearer visual support of the negotiation processes in business communication with the Customer. In the first digital model a general consulting approach to understanding management in a crisis and post-crisis period of organizing management in the process of mastering digital features of management relations has been introduced. In the second digital model, the positions of transition from a non-digital to digital format have been specified. In the third digital model the meaningful positions of the digital format in management consulting have been demonstrated. In the fourth digital model, the main contradiction in the organization of management has been identified, which must be submitted to the Customer for a final understanding of the situations, that arise. All four digital models are interrelated and help deeply understand the problems of the transition of the company from one state to another. These models “visualize” the negotiation process with the Customer, helping to quickly establish business contacts, as well as significantly reducing the time of the negotiation process.
