The role of lending to small and medium-sized businesses in the development of the modern Russian economy has been considered. Bank lending in this particular segment of the economy has been analyzed with highlighting the main trends and problems. The most important role of the Central Bank of the Russian Federation in solving the problems of lending to small and medium businesses through the monetary policy and the improvement of the regulatory framework has been determined. The main ways to solve the existing problems in the bank credit market of small and medium businesses have been identified. The state support for lending to small and medium business entities through partial subsidizing of interest rates has been considered thoroughly, models of partial government subsidizing of interest rates at the stage of obtaining a loan and at the stage of loan repayment have been presented.

The article defines the role of Bank lending in the development of small and medium businesses. These businesses do not require a large amount of upfront investment; they provide a fast turnover of resources and high growth rates. Such kind of business allows innovating and solving important problems related to the unemployment and the restructuring of the economy. Bank loans and financial subsidies from the state have become the most popular sources of financing for these business entities. The article gives the analysis and assessment of the current state of Bank lending of small and medium businesses in Russia. The benefits of lending in this market segment for commercial banks are obvious. It is a highly profitable type of business that gives a possibility of diversifying the credit portfolio. The article reveals the basic problems of Bank lending in small and medium businesses and the reasons of their emergence. The main problems of decreasing demand at the market are the cost of borrowed funds and the need for collateral. The article presents further landing objectives. Banks need to implement approaches providing a combination of techniques appropriate to both corporate and retail customers, for creation a unified system of quick services for small and medium businesses.

Small business is a key segment for the economy of any country. It can be considered an indicator of the economic climate. A well-developed segment of small and medium-sized business helps the state to solve a number of economic and socially significant problems. The present paper describes the role of small and medium businesses in the country's economy, determines its impact on GDP, studies the possibility of SMEs to access money resources, in particular, the possibility of bank lending to this category of borrowers. The research analyses the dynamics of lending to small and medium businesses by commercial banks. The authors determined the level of overdue loans in the total amount of loans granted, as well as the level of the proposed loan products. The study reveals the main problems that prevent the development of bank lending to small and medium businesses, according to both borrowers and creditors. The authors suggest some possible ways to solve the problem.

The article clarifies the concept of “agricultural holding”, using an approach to assessing the size on the basis of the total revenue of all agricultural organizations within the agricultural holding. It has been revealed that only 100 of the total number of agricultural holdings that were identified can be attributed to large business entities. They comprise about 3% of agricultural organizations in the country, while their share in the proceeds is about 37%. A large share of agricultural holdings — large business subjects under the control of Russian entities operate in one, and under the control of foreign legal entities — in three or more regions of the Russian Federation. Vertical integration within the framework of large agricultural holdings with different schemes for including the stages of processing and sale of products produced in their agricultural organizations allows them to receive advantages. Strengthening the role of large business entities in agriculture puts on the agenda the issue of differentiating approaches to taxation and state support in agriculture, depending on the size of the companies’ agricultural businesses.

The COVID-19 pandemic interrupted many trends that had developed before it and again updated the issue of modernizing the Russian economy, restarting the mechanisms of economic growth and sustainable socio-economic development. The key to resolving these issues is to increase the investment activity of the business. The investment climate is one of the key characteristics that testify to the freedom of entrepreneurial activity, the ease of opening and conducting business, the quality of regulatory procedures in the economy, the effectiveness of business entities, and the provision of equal opportunities for the development of the private sector. A favorable investment climate reveals the potential for the development of private companies. The article considers the system of state procedures in the field of improving the national investment climate, gives a brief description of the main tools and projects to improve the investment climate, analyses the changes in the main target indicators of investment attractiveness of the Russian Federation.

The article discusses the main directions of development of cosmonautics, which have an impact on ensuring the connectivity of the territories of the Russian Federation. The key role of such areas of space activity as space navigation, space communications, remote sensing of the Earth, applied and fundamental research in space is shown. An analysis of the development trends of applied cosmonautics, existing problems and ways to solve them is conducted: increasing the scientific space and remote sensing group of the Earth, methods of improving the accuracy of positioning, availability, noise immunity of space navigation, etc.

The article analyzes damage caused by attacking finance organizations in the Russian Federation through activization of hacker groups. The mentioned attacks were mainly directed at banking cards’ processing, cash machines and the SWIFT system, an international system of transmitting finance information and payments. The growth in hacker penetrations can be seen in all sectors of Russian economy, it is based on informational confrontation and aims at destabilization of considerable objects of critical information infrastructure. Today special attention is paid to attacks of hacker groups, which get financing from states and criminal groupings in order to exert influence on the leading banks of the world. The author investigated the key methods of attacks of finance organizations. The role of the Federal service on technical and export control and the Department of information security of the Bank of Russia was described. By assessing the impact of computer attacks the author came to the conclusion that the Russian banking sector is vulnerable to computer attacks on informational systems that could cause damage not only to small but also big credit organizations, which possess over 60% of the Russian banking sector assets.

ABSTRACT: In recent years Russia has undergone radical changes in all spheres of life, prompted by the transition from a centrally planned economy to an open market-based economy. Dramatic changes such as privatization, the development of private business entities, and foreign investment in the Russian economy have brought changes in the accounting field, including those arising from a decision to adopt the International Financial Reporting Standards (IFRS). While Russia has not yet implemented IFRS in full for all types of businesses, it has made considerable steps over the years to introduce IFRS into its accounting system. From 2012, Russia is adopting IFRS fully for publicly listed companies. This paper provides an overview of the changes in accounting education that have ensued from the decision to adopt IFRS, including the educational reforms that have taken place. The paper reviews these changes from a historical perspective and investigates existing problems caused by the transition.

In this article the author analyses correlation between terms tasks and aims of the civil procedure in whole and these ones of the supervision proceedings in particular. Addressing Soviet and modern Russian jurists’ opinions, the author based on contextual reading of the law rule of the Civil Procedure Code of the Russian Federation that determines aims and tasks of the civil procedure offers her own vision of correlation between the above-mentioned terms and supposes division into the main and additional tasks of the civil procedure. Named tasks of the civil procedure the author considers that determining functions of the civil procedure as means to complete these tasks is needed. Comparing other authors’ terms of the civil procedure function the author formulates her term of a function of the civil procedure. Moreover the question concerning possible synonym of terms: principles, tasks, aims and functions of the civil procedure is also considered. Concluding characterization of the civil procedure functions the author disserts about functions of each stage of the civil procedure, with a particular focus on optional stages of the civil procedure, one of which is the supervision proceedings. Based on functions of the supervision proceedings in the civil procedure the author divides such functions into check, regulatory, protecting, control and right-conferring functions. Employing in particular historic-legal and comparative methods of research, the author of this article characterizes each of the above-mentioned functions, also through determining tasks of each particular function of the supervision proceedings in the civil procedure. In conclusion the author writes that it’s necessity to determine the functions of the supervision proceedings in civil procedure for the purpose of correct understanding the role of the supervision proceedings in the civil procedure of the modern Russian State.

The relevance of the work lies in the justification of the need to pay attention to modern business on the development of consumer cooperation. The aim of the work is to describe the place and role of consumer cooperation in the modern Russian economy. Solving the work tasks carried out on the basis of application of scientific research methods within the comparative, logical and statistical analysis and through the analysis of the structure and dynamics of information. The result of this study was the proof of the need to revise the system of organization and financing of consumer cooperation in the modern Russian economy, including elements of public-cooperative partnership, leasing, franchising, outsourcing, raising funds of non-cooperative population, as well as the creation of a system of education of cooperative personnel.
