The form of integration of subjects as a cluster, in particular a cluster of producers of oil and gas and chemical equipment of the Voronezh region, which is a form of Association of interconnected companies in a certain territory, including scientific and technical and industrial enterprises, universities and research centers, has been considered. The experience of developed countries demonstrates the use of the cluster concept as an effective tool that contributes to improving the competitiveness of individual regions where clusters are based, as well as the country as a whole, and the development of individual economic sectors and participating enterprises. Within the framework of this study, the process of financial control of the Voronezh region cluster has been reviewed, and also implementation and efficiency of financing of the cluster of oil and gas and chemical equipment manufacturers have been analysed. As a result of the analysis, the strengths and weaknesses of the cluster have been revealed. Within the framework of research, the methods of bibliographic and logical analysis, systematic approach have been used.

In the article the global crisis of 2008-2009 is considered as superposition of a few regional crises that occurred simultaneously but for different reasons. However, they have something in common: developed countries tend to maintain a strong level of social security without increasing the real production output. On the one hand, this policy has resulted in trade deficit and partial destruction of market mechanisms. On the other hand, it has clashed with the desire of several oil and gas exporting countries to receive an exclusive price for their energy resources.

One of the main causes of accidents at hazardous production facilities of oil and gas production is the inefficient work of production control over compliance with industrial safety requirements. At present there are no criteria for its assessment in the Russian legislation. It is established in the study that that production control in the industrial safety management system performs the role of «control» in accordance with the Shewhart-Deming cycle PDCA, and its main function is to work with nonconformities. In connection with the above, it is proposed to approach production control not only from the point of view of the process, but also from the system approach. To assess the system functioning, the criteria of «effectiveness», «efficiency», «integral indicator» are considered. It is established that from the point of view of proactivity in achieving the goals of production control, the most preferable is the assessment of the integral indicator of the production control system functioning. The considered existing and possible approaches to the assessment of the production control system and the statistical processing of the results of the expert assessment of nineteen parameters confirmed the need for a systematic approach. Based on this, the hypothesis of the production control system functioning is proposed and statistically substantiated, and four main parameters for calculating the integral indicator of the production control system functioning are considered. The built mathematical model based on the fuzzy logic clearly demonstrates the dependence of the integral indicator of the production control system functioning on the considered input parameters. The proposed proactive approach to the assessment of the production control system through nonconformity management is universal and applicable to the «control» function of any control system. It can also be used in the work of Rostechnadzor and be an incentive for enterprises to improve the quality, efficiency, and effectiveness of the production control system.

It has been shown that restoration optimization of process liquids’ quality characteristics is possible during the intermixing of its components through simultaneous implementation of a number of physical effects. The task of improving the system of accounting and analysis of accidents at industrial enterprises for many years has not lost its relevance both in Kazakhstan and abroad. Identification of the root causes of accidents is an important stage for the development and implementation of preventive and adaptive measures to reduce the risk of injuries to employees of enterprises. The article analyzes the characteristics of the indicators of industrial injuries, which are result — oriented (after the fact) — lagging and process-oriented (forecast) - leading. Lagging indicators are a retrospective description of the state of labor protection at a production facility, while advancing indicators characterize already completed or current actions and predict the result of the productivity of measures. The expediency of using leading indicators for predictive assessment of the state of industrial safety and, as a result, the development of a systematic approach to minimizing the number of incidents is justified. In the times of economic instability in most developed countries, a decrease is experienced in the effectiveness of many large public corporations. Such corporations are facing high expenditures (transaction costs mostly) and extremely low return on invested capital. Medium-sized businesses, on the contrary, prove to be more efficient: they show an acceptable level of profitability and total cost savings. The purpose of the present study is to calculate and analyse transaction costs of medium and large corporations and identify an impact of these costs on the performance of companies. Within the the framework of a neoinstitutional approach a complex of institutional factors influencing a company’s development is being explored. The efficiency of institutional forms is determined through studying such factors as transaction costs. In line with this theory, the transaction cost level of corporations is estimated, which enables one to make their comparative analysis in economic sectors. The analysis has revealed that the relative level of transaction costs with large corporations is two times higher than that in the event of middle ones. A comparative analysis of return on sales in two groups of companies has pointed to a fact that after 2010 the margin of middle-sized companies exceeded the profitability of large companies. The relationship between the level of transaction costs and return on sales in two groups of companies is being quantified as well. We have proved that middle-sized corporations have shown a direct relationship. On the contrary, transaction costs negatively affect profitability in large corporations.

Abstract Tourism is one of the important economic sectors in Indonesia. In 2009, tourism ranked third in terms of foreign exchange earnings after oil and gas commodities and palm oil. (Indonesian Ministry of Culture and Tourism, 2009). Based on data in 2016, the number of foreign tours coming to Indonesia amounted to 11,525,963 million or grew by 10.79% compared to the previous year. The natural and cultural wealth is a critical component in increasing tourism in Indonesia. Because of the importance of tourism to the Indonesian economic sector, several regions in Indonesia need to be considered and developed by local government tourism objects.

Our research aims to develop and scientifically justify theoretical provisions and practical recommendations used for assessing resultativeness of a business enterprise adaptation to changing markets in digital economic environment which, in addition, creates opportunities for industrial enterprises to improve their resultativeness. In our study, assessment of enterprise adaptation performance is based on the method of indicator system development and logical analysis methods. Methodology described in this paper uses formula for calculating and algorithm for measuring industrial enterprise adaptation performance and, therefore, provides an opportunity to obtain useful information on effectiveness of company adaptation to market changes in the digital economy.


The operation of high-power industrial electrical installations, particularly in metallurgy and the oil and gas industry, is associated with complex technological processes that require increased attention to the equipment used, as such equipment is used in complex and dangerous production conditions and in continuous operation facilities. High-voltage air and gas compressors are objects with increased electrical energy consumption and have significant starting currents. These circumstances affect both the shape of the supply voltage and the state of the energy system in general. Currently, the development of methods for limiting inrush currents is an urgent task for objects used in industrial enterprises. Introducing a compressor into the technological process is sometimes requires prior coordination of its start with the equipment in operation, especially that with a high power consumption. The paper studies the existing control system as well as ways to upgrade the system to improve its energy performance.

Research on financial sector activity is especially important for developing countries, including Georgia, as this sector is the main driving force of the country›s economy. Any economic reforms undertaken in the country have a significant impact on the general economic policy and economic growth.Under the new regulation from January 1, 2019 the lending procedure from the financial sector has been tightened. At present time, they operate by the principle of responsible lending, which means, that a potential customer of a bank product should not be subject to a financial obligation that he or she will not be able to pay without financial difficulties.The purpose of this study is to analyze the positive and negative effects of already existing responsible lending regulations, which is directing against indebtedness and to predict the expected future results. At the same time, the task of the research is to identify challenges, risks, results that accompany the reform based on the practices of developed and developing countries.The study uses a combination of quantitative and qualitative methods. Also, in the research are used methods of system analysis, analogy, forecasting, synthesis, processing of statistical data and other methods. The methodological of the research is the fundamental articles of economic science. The paper widely used scientific and popular works by local and foreign authors, scientific studies, methodological publications and articles. In the modern world any banking reform in developing and developed countries is linked to economic and political (often painful) changes, but this reform implementation is inevitable in all states, regardless of their level of development. The main reason for this is the reduction of indebtedness in the public and economic sectors, but this requires the introduction of a proper lending system that should not limit the development of the financial sector and, on the other hand, be an optimal source of replenishment of financial deficits.Interest rate cuts are likely to have a short-term effect, which will not only help tighten lending policy by itself, and will require other macro-prudential decisions, especially when the NBG has raised its refinancing rate from 6.5% to 7%, due to inflation targeting. It implements the monetary policy transmission mechanism and negatively impacts on the interest rate on loans issued by the banking sector and on aggregate demand itself, so economic growth is likely to be adjusted again.

Developed countries are moving to the sixth technological order, which provides for a high proportion of innovations. Russia, possessing a great resource potential, does not fully realize it. The main reasons for the slowdown in digitalization are the incompetence and weak interest of the majority of employees in the implementation of digital technologies, high risks of investment in automation and digitalization of industrial enterprises. The high labor intensity of business processes, the low level of technology and the prevalence of labor of medium and low qualifications do not provide the necessary growth rates of labor productivity and do not stimulate investment in human capital. Information and knowledge are the main values of the digital economy, and their bearer is a person whose value lies in skills, abilities, intuition, as well as the ability to manage the most complex and intelligent digital devices that will never replace people, and people will always remain the main component of digital success. enterprises. The investment of financial resources in human capital remains not only the most relevant, but also the most effective, allowing to increase the competitiveness of the enterprise and increase the value of the human resource in the world market.
