The article considers with the problem of diagnosing the motivation of military personnel leaving the reserve, in order to assess their psychological potential for entrepreneurial activity. The currently known approaches to assessing the psychological potential of entrepreneurial activity are analysed. The necessity of identifying diagnostics of motivation as a key element for predicting the success of a serviceman who is transferred to the reserve in creating his own business is noted. Based on the analysis of the research results obtained during the implementation of the national project “Small Business Course” for military personnel and members of their families, the most significant motivators for two types of entrepreneurs were identified: innovators (capable of generating new ideas and modifying them from a business plan) and imitators ( who prefer to distribute previously developed technologies).

Support and stimulation of the development of small business in our country today is of the most urgent importance in comparison with other periods of economic development in Russia. It is for this purpose that the Presidium of the Council under the President of the Russian Federation for Strategic Development and National Projects in 2018 approved the national project «Small and Medium Enterprises and Support for Individual Entrepreneurial Initiatives», the implementation period of which is from October 2018 to 2024 inclusive. In 2019, the national project was launched in a number of regions of our country. The main purpose of writing a scientific article was the desire of the authors to make a number of practical recommendations to the Moscow Chamber of Commerce and Industry of the Russian Federation in providing assistance and assistance to young entrepreneurs, as well as to the population showing economic initiative. In this scientific article, its authors consider the objective possibilities for the development of small business on the territory of Moscow, about the role and contribution to this process of the Chamber of Commerce and Industry of the Russian Federation and its territorial associations. In particular, having analyzed the activities of the Moscow Chamber of Commerce and Industry, as well as the Headquarters for the protection of the rights and legitimate interests of subjects of investment and entrepreneurial activity in Moscow, the authors offer their vision of the process of developing small business in the capital and give a number of practical recommendations that have already found real implementation in the work of the RF Chamber of Commerce and Industry.

<p>In Albania, during the last decades entrepreneurship has been in focus. It is commonly agreed that developing entrepreneurship in the long term would be translated into sustainable economic development. Albanian economy, being an economy in transition greatly and urgently needs to invest into increasing the number of entrepreneurs in the country. Entrepreneurial intention is considered to be really important. Thus, the purpose of this paper is to observe the determinants of entrepreneurial intention in Albania. The target is university students. Many programs that foster entrepreneurship such as incubator centers, business plan competitions along with new educational practices have been developed. In addition, even though studies conducting in this field are few, Albanian education institutions have shown a willing to study the factors influencing entrepreneurship development. The reason is the belief that developing and supporting entrepreneurial activities among youth will positively influence the economy of the country in terms of economic growth.</p><p>This study widely represents the Albanian students and shows the deteminants of entrepreneurial intention they have. Hopefully the findings of this study would be useful to the policy makers and the Albanian government to undertake effective policies focused on entrepreneurial activity; targeting economic development of the country. </p>

AbstractSchool prayer represents a curiosity of Reagan era politics. Reagan and the social conservative movement secured numerous successes in accommodating religious practice and faith in the public sphere. Yet, when it came to restoring voluntary school prayer, conservatives never succeeded in securing the judicial victory that they sought despite conditions that seemingly favored change. Herein, we attempt to reconcile Reagan era successes with Reagan era failures by exploring Reagan's entrepreneurial activity to affect both the demand (i.e., judges) and supply (i.e., litigants) side of legal change. Identifying Reagan's entrepreneurial activities in his attempt to alter national social policy reveals the resilience of legal institutions to presidential and partisan regimes. Reagan's efforts to change national school prayer policy gained some measure of legislative success by securing the Equal Access Act but it failed to garner a change in school prayer jurisprudence. We conclude by noting that the difficulty of influencing both the demand and supply side of legal change in a timely manner and its implication for reconstructing policy through the courts.

Given the volatile economic climate faced in the United States and globally since 2015, there is a desire by politicians in 2016 to increase state economic and business growth.  As small businesses are the main driver of business growth in state economies, focus is placed upon the policy environment of a state to encourage state level growth in entrepreneurial activities aimed at small business creation and survival.The Small Business and Entrepreneurship Council an advocacy and research organization dedicated to protecting small business and promoting entrepreneurship has annually prepared a “Small Business Policy Index” that ranks states according to some of the major government-imposed or government-related costs affecting investment, entrepreneurship and business.  This study presents updated results to 2016 from an original 2013 analysis of the rankings of states on the Small Business Policy Index (SBPI) from 2000 to 2016 that focuses upon three categories of states: overall ranking gainer states, those states that are stable in ranking, and overall ranking decliner states, the percentage in each category, and conclusions.  The paper also includes a rank correlation analysis of periods of time to measure the extent of traction and mobility in the SBPI state rankings. As states vary by governor length of years in their governor term and also by term limits or not on governor terms allowed there is an analysis of impact of governor years of term on changes in SBPI ranking and an analysis of impact of governor term limits on changes in SBPI ranking.

Economic activities including production, distribution and consumption are one of the ways humans meet their daily needs. Economic development is inseparable from the three economic activities, development is a multidimensional process that involves fundamental changes in social structures, social behavior and institutions. So, people can participate in the economy by creating full employment opportunities, everyone has the same abilities (equal productivity, equal access), and each behaves rationally (efficient). This study examines the Islamic economic view of the concept of entrepreneurship with an empirical literature approach, to explore the concept of entrepreneurship according to the tijarah concept contained in the Qur'an. In this study it can be understood that Islam views entrepreneurial activities as part of the work recommended in Islam to meet human economic needs. Entrepreneurial activity in Islamic view uses the equivalent of the word tijarah, there are provisions in Islam regarding the limitations that can be carried out in economic activity. Entrepreneurship that is driven by natural values ​​will become an economic activity that will be calculated before Allah, because Allah actually sees and takes into account what is done, including in economic activities

The paper analyzes conditions and requirements for production activities organization at penitentiary system institutions at the present stage of social and economic relations development that imply the necessity for entrepreneurial activities organizational skills. The authors consider approaches to the definition of entrepreneurial activity organizational abilities and their own definition of this concept is given through the individual psychological characteristics of the individual that is necessary for successful productive activities organization that involves effective production resources and factors use to achieve economic goals. For effective professional competencies development in the field of production the authors propose to identify the composition and structure of cadets and students organizational abilities, including cognitive, emotional-volitional and behavioral components. They suggest organizing educational process of Economics and Fundamentals of Management in Law Enforcement students that could study nature and structure of production relations in the penal correction system, identify mechanisms, conditions and factors for convicts professional resources management. In elective classes the authors propose to introduce technology of organizational skills development in entrepreneurial activity through a practice-oriented model of training, which assumes the inter-faculty nature of education where the educational process has a continuous formative character. At the training sessions the authors propose to use integrated tasks that develop cognitive component of organizational abilities in business activity among cadets.

Іntroduction. The stable functioning and qualitative development of enterprises of the small business sector largely depend on the state's effective regulatory policy in a modern economy. Necessary are regulatory measures of the state in relation to entrepreneurship development, increase their efficiency, improvement of methods of influence on entrepreneurial activity, which will help to equalize cyclical tendencies in the functioning of small businesses, increase their social role in the social and economic development of regions and the country as a whole. In this regard, it is expedient to study the current state of small business development through the prism of identifying the advantages and disadvantages of regulatory policy in this area. Methods. General scientific and special methods are used: statistical analysis and systematization; empirical synthesis and generalization in the process of research. Results. The article covers the existing manifestations of improvement of certain important economic indicators: increase of sales volumes, growth of the share of small business in GDP and in the total number of economic entities, increase of assets and capital, increase of labor productivity and social parameters. The shortcomings of small business development in Ukraine were identified, among them: a decrease in the number of small business entities, low financial and economic efficiency, weak financial and economic status of small enterprises, high level of profitability of economic activity, small number of employed and self-employed in this sector of the economy, reduction of available workers places, critical imbalances and deformations in the development of the small business sector in the spatial and sectoral aspects. Discussion. Since regulatory policy plays a strategically important role in the functioning of the small business sector, the study of its effectiveness and the identification of deficiencies will allow to form a high-quality business environment favorable for the activation of the entrepreneurial activity of the population, the emergence of new ones, and the improvement of the efficiency of business activities of the small business actors, balanced development of the entrepreneurial sector of the national economy as a whole. The requirement to contextualize research in the field of entrepreneurship has converted into the main theme from the last two decades. Therefore, this study bridges the gap by analyzing the relationship between the entrepreneurial activity in northern Europe and the Asian region countries in perspective of an individuals’ perception skills, attitudes, and the subjective norms. Based on our research, we propose a new conceptual framework to analyze EI in the context of entrepreneurship by using the theory of planned behavior (TBP) and the Global Entrepreneurship Monitor (GEM). We empirically examine the influence of key developmental differences on the entrepreneurial intentions (EI) model with structural equation modeling (SEM). In the studied GEM countries, our findings affirm the applicability of the EI model across countries confirming that entrepreneurial activities are the key drivers of economic growth. The findings also recommend that the progression from perception to intent is modified across the 23 European and Asian countries, though there exist several cultural differences to the extent of casual effects also including the differences of influential factors. This study contributes to the debate on entrepreneurship by analyzing key factors influencing the EI model and extends our understanding of entrepreneurship.

This study attempts to sketch a profile of young female entrepreneurs in the Arab region as they start their business organisations and take the first few steps in the development of their business. It attempts to draw a profile of a number of local Emirati women entrepreneurs and their characteristics, what attracts them to their businesses, and the hurdles they face as they enter into their line of business. In addition, it outlines the makeup of their entrepreneurial businesses, and identifies some barriers that women face at the start-up stage, in addition to their entrepreneurial motivations and driving forces, satisfactions, and frustrations. This is preceded by a brief overview of models of female entrepreneurship and an exploration of previous research into female entrepreneurship and women status in the Arab region. To accomplish this, we conducted thirteen interviews with young female entrepreneurs to assess the special challenges facing them as they go about starting and running their business ventures. We tried to gauge the interviewees’ entrepreneurial activities, their satisfaction with their business ventures, and the perceived opportunities and obstacles that they face. While this study explores the specific case of the UAE, the wider implications on young female Arab entrepreneurs are discussed.
