The large-scale changes in the life of modern society caused by digitalization, as well as numerous studies of various manifestations and aspects of this process, give rise to the need to develop a concept of a digital society. The attempt to solve this research problem, implemented in the article, represents one of its possible models.In the proposed model, the digital society is considered as the next stage of post-industrial development and an element of modern global technogenic civilization. The implementation of the plan is based on the institutionalization of digital public relations. The basis of the process is the construct “human – knowledge – communication networks – computer technology”. Its elements in the course of interaction give rise to digital formal and informal institutions in the economy, politics, culture, and social life; form a new structural element of society – the digital information sphere; develop into a whole as a digital society. Digital institutions and the digital sphere, acting as mechanisms for the emergence of society, rely on their own type of activity, have a new type of personality as a subject – “information person”.The analysis, undertaken within the framework of the neo-institutional approach, the features of the socialization of e-Homo Sapiens are revealed, based on the need for presence and activity in the information space, taking into account the impact of modern information technologies, which ultimately contribute to the inconsistency of the emerging typological properties. The decisive role of the human factor in the emergence of the digital society as a knowledge society made it necessary to rely on the principle of social determinism for the entire research structure. This technique allowed us to substantiate the conclusion about the human creator, the subject of social existence as the main characteristic and source of development of the digital society. Any changes in the indicators of subjectivity will serve as factors for the appearance of components of a future civilization based on this society, the contours of which are not transparent today.

In modern conditions of overall informatization, the majorities of children of older pre-school age actively use gadgets and have access to the Internet. However, just one-fourth of parents demonstrate concerns about digital security. That is why the issues associated with cybersecurity training in preschool education, legislative regulation in ensuring the security and development of children in a digital environment are relevant for present-day pre-school education. The study was based on the activities carried out by teachers and psychologists of the methodology association of the Leninsky district of Yekaterinburg. The methods used in the study involved observations, the analysis of information obtained through counseling and psychological checks, interviews, surveys of instructors and specialists dealing with parents in kindergarten. As a result, we revealed the problems with digital competence among all the participants of the process of upbringing and education and defined the impact of parents on the formation of digital literacy. Of special interest is a new position when the modern parent is given a “relief” from a child with the help of gadgets, which calls for family psychological support on pre-schoolers’ secure use of digital technologies. The main task of working with parents is to shape perceptions of the problems associated with free contacts of the child with information technologies and the necessity to control digital information received by the child.

The process of implementing information technologies in all areas of economic, political, social life, etc. in the Republic of Moldova has also determined the evolution of cybercrime. New “virtual” dimensions of national infrastructure are being formed, which are becoming more and more important for local and international politics. As a result, in recent years it has been found that computer systems, networks and data are being used more and more frequently for criminal purposes, and the materials that could be evidence of these crimes are also stored and transmitted through these networks by perpetrators. Cybercrime, espionage, propaganda, diversion and excessive exploitation of personal data through electronic communications networks are used as basic tools at all stages of designing a hybrid security threat. Cyberspace-specific threats are characterized by asymmetry and accentuated dynamics and global character, which makes them difficult to identify and counteracted by measures proportional to the impact of the materialization of risks. Moldova is currently facing threats from cyberspace at the address of critical infrastructures, given the increasing interdependence between cyber infrastructures and infrastructures such as those in the financial banking, transport, energy and national defense sectors. The globality of cyberspace is likely to amplify the risks to them by affecting both the sector to the same extent private as well as public. Threats to cyberspace can be classified in several ways, but the most commonly used are those based on motivational factors and the impact on society. In the prevailing conditions cybersecurity is becoming one of the most important areas for ensuring internal security and the effective operation of state institutions in all spheres of social and economic life.

Classical statistical methods are limited in the analysis of highdimensional datasets. Machine learning (ML) provides a powerful framework for prediction by using complex relationships, often encountered in modern data with a large number of variables, cases and potentially non-linear effects. ML has turned into one of the most influential analytical approaches of this millennium and has recently become popular in the behavioral and social sciences. The impact of ML methods on research and practical applications in the educational sciences is still limited, but continuously grows as larger and more complex datasets become available through massive open online courses (MOOCs) and large scale investigations.The educational sciences are at a crucial pivot point, because of the anticipated impact ML methods hold for the field. Here, we review the opportunities and challenges of ML for the educational sciences, show how a look at related disciplines can help learning from their experiences, and argue for a philosophical shift in model evaluation. We demonstrate how the overall quality of data analysis in educational research can benefit from these methods and show how ML can play a decisive role in the validation of empirical models. In this review, we (1) provide an overview of the types of data suitable for ML, (2) give practical advice for the application of ML methods, and (3) show how ML-based tools and applications can be used to enhance the quality of education. The present paper presents the results of an author’s research on the influence of social information environment on the speech development and communication skills of five-to-seven-year-old children. It outlines the aspects of the impact of virtual space created through digital information technologies and analyses their effects on children’s speech development. Reasons are given for a discussion on the possibilities for overcoming the communication deficits provoked by the excessive use of electronic media.

In the traditional philosophy of technology, the two main modus operandi found in conventional technology are categorised and described under the terms ‘control’ and ‘regulation’ as a way of differentiating between them. This occurs for two reasons: on the one hand, in order to specify the difference between the forms of technology that have been developed by since the Neolithic revolution and the ‘accidental’ technology (as discussed by Ortega y Gasset) of higher species or prehistoric man, and on the other to reveal the relationship between technology and (natural) science more precisely. In the meantime, however, modern technologies and new epistemic practices are challenging historical descriptions of the nature of technoscience and the dichotomy between ‘control’ and ‘regulation’ respectively. Bearing in mind the so-called new emerging sciences and technologies (NEST) and other developments in IT, cognitive technology, nanotechnology and biotechnology, this volume examines who or what can be conceptualised as the subject of processes of control and regulation. In terms of large-scale systems and the organisation of large social structures, methods of control are becoming increasingly problematic because digital information technologies especially are creating new, diverse ways of manipulating and regulating processes or conditions, for example monitoring, big data and profiling, while the counteractive consequences of the same development, for example the ever-increasing amount of data, acceleration, automatisation and the logic of sociotechnical infrastructures, are increasingly throwing the possibility of coordinated control into doubt.

The purpose of the work is to investigate the formation of information culture as a defining characteristic of modern communicative practices and socio-cultural existence of man in the digital environment. The research methodology consists in the application of analytical, semiotic, systemic, culturological methods in the study of information as a fundamental factor in the formation of information culture and in general the digital environment of the information society. Information is a subsystem capable of transforming all spheres of society, while forming the needs and skills in obtaining, processing and transmitting information. Oversaturation and rapid circulation of information encourages the introduction of the concept of information culture, which can become a cognitive filter in the selection of information. The scientific novelty of the work is to expand information on the impact of information on the deepening of socio-cultural competencies, the level of socialization and education of the individual due to the information factor, as well as the ability to resist the negative effects of information on society in various forms. Information culture should become the core of the modern digital environment not only as an indicator of literacy and competence, but also as a general worldview vector that can influence the explanation of reality, commenting on current events, promoting important norms and values. Conclusions. In recent decades, information culture has become increasingly relevant as a phenomenon generated by the information society, mediated by Internet communication and modern communication practices in general. The development of modern digital information space generates a huge amount of information that is transmitted from person to person, but, at the same time, grows into a social phenomenon that shapes the thinking, behavior and actions of communities. The information culture of society becomes tangential and affects various spheres of life, which can no longer be understood and defined outside the information context, while serving as an effective factor in human perception of the surrounding reality, the world at large. Information culture is directly related to the social nature of the individual, due to the relevant values ​​and worldviews. Modern information culture is inextricably linked with technological progress and means of communication, which are the determining factors of social development that can influence the way of social life and worldview. Thus, the formation of information culture of society becomes an important and continuous process, mediated by the influence of information of human existence. COVID-19 is a novel coronavirus that emerged in Wuhan-China during the last quarter in 2019 and caused an infectious respiratory disease pandemic. The strategy of “Attack and Defend” was attempted to mitigate COVID-19 crisis worldwide. A list of precautionary measures were set by healthcare professional experts to protect public from infection, social physical distancing measures being the most efficient. On the other hand, Occupational Safety and Health Administration (OSHA) has established protective guidelines for healthcare workers to guarantee a healthy workplace and safe environment. The physical distancing measures have obviously reshaped the relationship between family members leading to better quality of family life. Meanwhile, travel suspension also led to slightly higher health standards with less air pollution, lower traffic induced stress levels and subsequently a greener footprint. Herein, we intend to highlight the impact of COVID-19 pandemic protective measures on family connections, as well as on environmental health. Moreover, we aimed at pointing out the effect on Saudi Arabian cultural and humanitarian behavior in dealing with the pandemic under the governance care of the custodian of the two holy mosques; King Salman Al-Saud. In fact, a combination of restrictive and protective measures is the most efficient to curb COVID-19 spread. In addition to improving the quality of social life, this pandemic revealed a healthier climate, which will certainly be visible on a large scale. Certainly, all together with solidarity we will be able to restrain COVID-19 pandemic and have a better quality of life.

Introduction: the paper deals with the study of the intellectual aspect of law, its democratic nature in the context of the introduction of innovative technologies in electronic law. The digital transformation of society is based on the “breakthrough” innovations in the economic, political, social and legal spheres. The purpose of the study is to show the influence of mental processes on the origin and change of law. The objectives of the research are to identify the true nature of law, its purpose, the need to create electronic law, to show the opportunities and risks of the digitalization of law, the impact of information technologies on the disclosure of its potential. Methods: a pluralistic methodology that combines universal, general, and specific scientific research methods. The main methods were the dialectical and materialistic, synergetic and transdisciplinary ones. Results: being reasonable in its nature and purpose law is a combination of mathematically precise forms (sources) of law and natural human rights and freedoms, as a condition for the implementation of genuine democracy in a state-civil society. The legal world is a special, abstract, metaphysical reality artificially created by the conventional, creative genius of man. The technology expands the possibilities of the human mind, creating both challenges and risks. Many modern social processes in the conditions of synergetic, nonlinear development, the growth of entropy, disorder, risk, and a massive increase in digital information (BigData), can only be managed and predicted with the help of artificial intelligence (AI). Conclusions: the language of the human brain, neurophysiology, and digital society must be translated into the language of electronic law. To do this, it is necessary to adapt the legal engineering, to digitize the forms (sources) of law, to use the information and communication technologies, the educational platforms in the training of lawyers, to develop the special legislation on the electronic state, electronic government, AI and robotics. The metatheory of digital law, its legislative consolidation, and the mechanism of the law enforcement implementation (including the automatic one) will help to solve this problem.

Based on assessments of the meteorological services of the CIS countries, the skill scores of the consensus forecast for the territory of Northern Eurasia for the summer of 2021 are presented. The results of monitoring circulation patterns in the stratosphere and troposphere over the past summer season are discussed. Climate monitoring and seasonal forecasting results for the current situation are presented. A probabilistic consensus forecast for air temperature and precipitation is presented for the upcoming winter season 2021/2022 in Northern Eurasia. Possible consequences of the impact of the expected anomalies of meteorological parameters on the economy sectors and social life are discussed. The beginning of the information age is associated with the intensive development of fundamentally new information technologies. On their basis, the screen culture is formed generating the formation and development of the virtual reality sphere. This artificially created space is a consequence of scientific progress, the result of technological innovations. Virtual reality is currently perceived as an integral part of social life, as a socio-cultural environment, as a living space of a person. In turn, the virtual environment affects the man himself. The impact of this sphere is one of the central moments in the profound transformations of the lifestyle and mentality of our contemporary. In this regard, there are complex problems associated with understanding the expansion of screen technology, with the paradox of the existence of artificial worlds. Virtual reality is becoming more and more widespread in various fields, including art, especially cinema, gaming and entertainment. Being an integral attribute of modern civilization, it has a contradictory, paradoxical character. It is marked by an anthropic principle, a variety of interpretations, and polarization of social assessments. The article considers its genetically mediated features, ontological, social, axiological and communication aspects. As a result of this analysis, conclusions are drawn about the emergence of new trends in social life and in art.
