Karazin Kharkiv national University for long distance learning; consider the consequences of questionable identification and authentication of subjects of educational process and the prosecution of scientific and pedagogical workers in the unfair execution of control functions; the proposal to improve the system of distance learning in General; analyzes information resources zakon.rada.gov.ua, mon.gov.ua, mon-covid19.info, osvita.ua, pedpresa.ua; analyzed decree of the Cabinet of Ministers of Ukraine, Orders, letters of the Ministry of education and science of Ukraine, the Regulations on distance education, decrees of the President of Ukraine, Laws of Ukraine "On higher education", "On education", "On secondary education", "On higher education" described as, thanks to the consolidated position of the teaching staff, aimed at achieving a common goal, in General, the implementation of the recommendations of the Ministry of Education and Science at the law faculty of Karazin University formally occurs; provided that the legislative regulation of the issue regarding the implementation of distance learning, in addition to these laws and Regulations on distance learning, until today does not exist, and normative documents of the Ministry of education and science of Ukraine and letters are Advisory in nature and do not have binding normative force; expressed concern about the fact that there is no unified authentication of applicants for higher education, especially for distance learning; provided, what remote technology are not acceptable for exams, state certification, and protection of final qualification works, because there is no effective technical and organizational means and methods of identification/authentication of the entity; noted that since state certification of legal specialties is a long time in writing, in terms of quarantine, it can be done cool subject to social distance not less than 1.5 m or the minimum area per person – 10 sq m and the use of personal protective equipment.

The organization of the educational process in higher education institutions in a pandemic is analyzed. It is focused on the relevance of using distance learning. It operates on the basis of modern psychological, pedagogical and information and communication technologies. Based on the researches of scientific and pedagogical sources, global and national trends in the development of distance education in Ukraine are named according to certain features. Global trends include globalization, integration, internationalization, informatization. National trends identify the renewal of regulatory and legislative support for distance education, regulatory policy for the provision of distance learning and educational services and practices for ensuring their quality. Attention is drawn to the problem of teachers’ digital competencies development, finding ways to form and develop the readiness of teaching staff in the field of adult education to carry out professional activities in terms of distance learning. The analysis of normative documents regulating distance learning is carried out. The results of the Polish-Ukrainian study on “Students in the terms of the COVID-19ˮ, organized by the Institute of Philosophy and Sociology of the Pedagogical University to determine the features of distance learning in the terms of COVID-19 pandemic is described. The study covered 412 various specialties students of the Faculty of Pedagogical Education. The survey reflected the issue of distance learning assessment and the tools used by teachers. It was found that the most teaching staff used Zoom, Viber and the MOODLE platform, which meets all the basic criteria for e-learning systems. During the quarantine period, the University administration created all the conditions for the use of this platform. It is concluded that it is necessary to update the legal framework for distance learning, to adapt practical and seminar classes to the conditions of online learning, to increase the level of digital literacy and readiness teaching staff to use distance technology, to provide scientific and methodological support for the educational process in terms of distance learning. In the context of the digital economy and the globalization of the social sphere, the introduction of distance learning technologies in the educational process, as well as the legal regulation of distance education and assessing its quality are the most relevant. Mass quarantine restrictions associated with the COVID-19 coronavirus pandemic, on the one hand, challenged existing distance learning systems, on the other hand, created a serious impetus for its further development. The first goal of the study is to analyze the regulatory legal acts regulating distance education in the Russian Federation with a view to establishing its place and role in the educational process. The second goal of the study is to assess the quality of distance education in modern conditions. To achieve these goals, regulatory legal acts were analyzed, an assessment of distance education in the Russian Federation at the present stage was given, a system of indicators for assessing the quality of higher education was developed. To conduct the study, methods such as the deduction method, methods for calculating relative values and a graphical analysis method were used. Based on the study of normative legal acts, it was concluded that distance learning is an educational technology and, accordingly, can be used as a means of organizing the educational process in the implementation of the educational program for any form of training, including full-time, in accordance with local educational normative acts organization. At the same time, modern services for the implementation of distance learning have wide functional capabilities, which, if used correctly, allows achieving the proper level of quality. Based on the analysis of fundamental legal documents and available sources of information, the authors developed a system of indicators for a comprehensive assessment of the quality of higher education, which includes three groups of indicators: the quality of students, the quality of the teaching staff and the quality of the educational process.

Purpose. The article analyzes the normative documents of the Ministry of Education and Science and the Ministry of Labor, which underlie the development of the basic educational curriculum for the new Federal State Educational Standard 3 ++ majoring in 20.05.01 “Fire safety”. The types of professional activity in the specified specialty are considered, the range of tasks is outlined when introducing an independent assessment of qualifications into the institute system of specialists training. The principle has been determined, which, if not observed, will result in the unbalancing of specialist program. Methods. Theoretical level methods were used within the framework of the research, in particular, analysis, as well as methods of the empirical level – description, comparison and testing. Findings. The research resulted in the development of a scheme for a two-stage education system in the implementation of the Federal State Educational Standard of Higher Education 3 ++, and the direction of specialization for a specialist program has been determined as well. Research application field. The results obtained will help to further develop the main professional educational curricula of a specialist program in two areas, in which graduates will be equally in demand. Conclusions. Taking into account the above said, the study will progress in developing a separate specialist program, aimed at the needs of the labor market in the field of fire safety (engineering, preventive and managerial personnel of the services providing fire safety in an organization).

The relevance of the chosen topic is determined by the importance of interaction between teachers and students in modern higher education, as well as the need to cover the psychological features of such interaction from the point of view of developing a qualitative assessment of their role and place in the educational process of a higher educational institution. The purpose of the study is to formulate psychological aspects of “teacher-student” communication within the educational space to identify methods of its regulation. The leading approach of the research is a combination of theoretical analysis of the main aspects of pedagogical interaction between teachers and students in an educational institution taking into account the main functions and tasks of each of the groups under consideration and structural synthesis of the features of this type of interaction based on psychological factors of communication on the scale of a higher educational institution. The research considers issues related to the psychological features of pedagogical interaction between teachers and students in modern higher education. Qualitative indicators of communicative relations of subjects of the educational process, in particular teachers and students, are determined. The key psychological features of pedagogical interaction in the “teacherstudent” system are highlighted, including the development of trust in the authority of the teacher, taking into account students' individual factors in the process of studying subjects within the programme, maintaining a positive psychological climate in subject-subject relations. The necessity of developing a qualitative assessment of the level of communication between teachers and students as an objective factor for further assessment of the overall level of their pedagogical interaction effectiveness and the psychological characteristics of each of the groups under consideration is emphasised. The results and conclusions of the research are of practical value both for modern applicants for higher education and for representatives of the teaching staff of modern higher educational institutions concerned with the problems of building high-quality communication among each other, taking into account the individual characteristics and qualities of each group

Academic Gymnasium was found in October 1784 at the University of Lviv. This is a state secondary educational institution of the humanitarian direction. The graduates-maturists had the opportunity to continue their studies at the university after its completion. The Academic Gymnasium was the oldest gymnasium with the Ukrainian language of instruction. The information concerning the gymnasium's organization's functioning and principles till 1848 was lost due to revolutionary events. We can find the data about the organization of the institution's functioning, the number of teachers and students, and their social origin from 1849. At the same time, this date coincides with the secondary school's reform in 1849 based on the «Organizational Essay of High Schools and Actual Schools of Austria» and the «Normative Plan of Education for Gymnasia», which functioned until 1910 with minor changes. Exactly these normative documents regulated the functioning of the gymnasium - the organization of the educational process, the language of teaching, the priority of disciplines, the number and load of teachers, the organization of extra-curricular activities of high school students. Since 1907, the gymnasium is reorganized into the Main Gymnasium due to the number of students' growth and moving into a newly built building on L. Sapieha street and the Branch in the premises of the Narodnyi dim (People's Hall). The educational process in the gymnasium was carried out based on ministerial plans. By the end of the 20th century, more than 60% of the educational time was spent on learning languages, and the natural and mathematical cycle reached 25%, which indicates the humanitarian direction of gymnasium preparation. The situation was changed by the curriculum for classical gymnasiums in 1909, according to which the disciplines of the natural-mathematical cycle were synchronized with the requirements of universities. The article's main thesis is that during the 1849-1914 years, the Tsissar-Royal Academic Gymnasium in Lviv developed into a leading secondary educational institution. Mostly Ukrainian Greek Catholics, natives from Halychyna, studied here. The headmasters of the gymnasium were experienced teachers, skilled administrators. During the second half of the 19th century - at the beginning of the 20th century, the gymnasium was headed by Franz Brugger (1848-1858), Ivan Piontkovskyi (1858-1868), Vasyl Ilnytskyi (1868-1892 ), Edvard Kharkevych (1892-1911) and Illia Kokorudz (1911-1927). The teaching staff was increasing quantitatively and qualitatively. Careful selection, education requirements, and teaching methods provided the gymnasium with qualified specialists and responsible officials. The institution's educational process was provided by about 23-25 ​teachers, 70% of whom were gymnasium professors. Teachers of gymnasium conducted classes on a high professional level with students and created original textbooks in their native language, literature, history, and geography. Many teachers of the gymnasium and later graduates became well-known socio-political figures, scientists, and artists.So, Academic Gymnasium in Lviv is a secondary educational institution of the second half of the 19th and early 20th centuries. It functioned following Austrian secondary school legislation. The Academic Gymnasium, being in the structure of the Lviv University, provided it with well-prepared entrants. Students received a profound knowledge of normative disciplines in the gymnasium and a good national and religious education. The heads of the educational institution were experienced teachers and organizers who took care of the proper provision of the educational institution with teaching staff. The educational and methodological literature was supported, developed, and implemented in the educational process, together with teachers and public figures. Teachers of the gymnasium constantly worked on self-education and were active socio-political leaders. The article substantiates the organization of the educational process of physical education of students of higher education institutions in the conditions of quarantine restrictions. The need for urgent adaptation of the process of physical education to the new challenges that accompany the "quarantine" training, requires solving the problems of pedagogical, methodological and organizational content of the educational process of higher education. The purpose of the study is to identify the main aspects of the organization of the educational process of physical education of students by means of remote technologies. The research is based on the use of a set of general scientific theoretical methods: analysis, synthesis, systematization, generalization. The views of researchers on this issue, set out in the latest scientific literature. The didactic potential of distance learning technologies in the formation of information educational environment of physical education of students is determined. It is established that the transition from traditionally used to multidimensional distance learning expands the use of vector information technology, opens new prospects for the development of physical education of students in higher education. The factors of organization of the educational process in the conditions of distance learning are singled out and ranked. The influence of the latter is multi-vector, which necessitates timely detection and prompt response to them to avoid them if possible. Among the advantages of organizing the educational process of physical education of students by means of distance technologies: the possibility of using leading educational technologies; increasing the efficiency of the educational process by intensifying the process of cognition and interpersonal interactive communication; development of a conscious and motivated approach to classes; the possibility of diversifying the educational process; increasing the efficiency of students' independent work; realization of the educational function of physical culture; development of the need for self-education through the mobility of knowledge and ideas; expanding and updating the role of the teacher, who must coordinate the process of physical development and improvement of students. It is proved that the introduction of new pedagogical technologies of distance learning will change the paradigm of physical education and creates the conditions for the most effective implementation of the opportunities inherent in such forms of physical education.

The article raises the topical issue of training competitive professionals capable of working under modern market conditions. The transition to market relations changes the education policy and the system of educational services provision. The professional destiny of a future manager and the success rate of an educational institution depend on the quality of providing educational services to graduate students specialised in educational institution management. The purpose of the article is to analyse the results of a survey of graduate students aimed at determining the status of educational services given within the specialty 073 "Management" (specialization "Educational Institution Management") in various higher education institutions of Ukraine. Monitoring the state of the educational services provided to graduate students majoring in educational institution management has been carried out on the basis of general scientific and empirical cognition methods: comprehensive study of quality training of master-course students, observation, survey in the form of questionnaires, analysis of graduate students’ responses, analogy. The criteria enabling graduate students to assess the quality of educational services provided by higher education institutions have been defined: the fundamental nature of training; level of knowledge and experience of teaching staff; organization of the educational process; culture and communication level of teachers; reaction of teachers and administration of higher education institution to further demands of graduate students, etc. On the basis of the analysis and generalisation of the processed material, the basic demands of master-course students majoring in educational institution management for increase in the level of educational services have been defined: decrease in theorising of educational material; practice orientation; increase in the use of interactive teaching methods by teachers; expansion of the list of optional courses; increase in opportunities for individual counselling at a convenient time; involvement of leading specialists, experts, experienced educational institution managers in teaching; improvement of facilities and resources of an institution; increase in the level of additional educational services provision in higher education institutions. According to the results of the study, it has been concluded that it is necessary to establish a flexible system of training master-course students majoring in educational institution management.

The experience of educational work in conditions of quarantine and lockdowns allowed in practice to study the possibilities of distance learning and to form an objective assessment of it in the structure of continuous medical education (CME) for doctors. The survey participants noted the following disadvantages of online distance learning events: the lack of an opportunity to receive information that is of interest to the listener in an in-depth format and in a specific form, because the prevailing volume of videoconferences does not allow for discussions, exchange of experience, review of clinical cases, etc. Distance learning significantly limits the possibilities of practical skills and abilities, the mastering of which is up to 75% of the study time in the format of full-time and part-time education. The positive aspects, from the point of view of distance learning participants, include: the opportunity to get points for registering a teaching staff without interrupting their main work, the ability to choose topics and the modernity of information events. However, the traditional full-time and part-time forms of education also have their drawbacks, namely, for example: to travel and live in the cities where events are held in the absence of state funding for these expenses, that is, at the expense of the doctor himself. The use of innovative educational technologies, such as distance learning and online communication, in the training of doctors cannot fully replace the classical forms of education. The optimal are the combined forms of the educational process organization, which make it possible to rationally use the resource of the participants in the educational process.

Examined are the main development trends in the field of higher education, the originality of their manifestation in Russian society. The specificity of the continuity of learning is revealed, the directions of transformation of the educational process in the context of digitalization are determined. The topic of the effectiveness of the implementation of innovative methods in educational activities, such as case-method, tutoring, interactive training, was touched upon. The duality of the study is noted, since the introduction of innovative methods into the educational activities of Russian universities, on the one hand, has a positive effect on the state of the educational system, on the other hand, it gives rise to a tendency towards an increase in social and digital inequality in education and society as a whole, and also presupposes changes in requirements. to the teaching staff, which is now required first of all to be motivated and ready to master and use modern innovative methods in educational practice.

In the current sanitary-epidemiological situation and the total transition to the distance learning form, the problem of developing the skills and abilities needed for the formation of competencies in students becomes especially relevant. A significant step forward in solving this problem will be the appeal to the algorithmic method of training. The article discusses the features of the use of the algorithmic method of teaching in the construction of the educational process in institutions of higher education are described. The experience of its use in conducting classes in the disciplines of the mathematical cycle with students in undergraduate economic specialties is described. The effectiveness of the application of this method is confirmed by the fact that acting on the basis of the algorithm, the student may not receive the final solution to the problem, but he clearly understands which particular step is causing him difficulty, which makes it possible to purposefully and consciously manage his activities.
