The organization of the educational process in higher education institutions in a pandemic is analyzed. It is focused on the relevance of using distance learning. It operates on the basis of modern psychological, pedagogical and information and communication technologies. Based on the researches of scientific and pedagogical sources, global and national trends in the development of distance education in Ukraine are named according to certain features. Global trends include globalization, integration, internationalization, informatization. National trends identify the renewal of regulatory and legislative support for distance education, regulatory policy for the provision of distance learning and educational services and practices for ensuring their quality. Attention is drawn to the problem of teachers’ digital competencies development, finding ways to form and develop the readiness of teaching staff in the field of adult education to carry out professional activities in terms of distance learning. The analysis of normative documents regulating distance learning is carried out. The results of the Polish-Ukrainian study on “Students in the terms of the COVID-19ˮ, organized by the Institute of Philosophy and Sociology of the Pedagogical University to determine the features of distance learning in the terms of COVID-19 pandemic is described. The study covered 412 various specialties students of the Faculty of Pedagogical Education. The survey reflected the issue of distance learning assessment and the tools used by teachers. It was found that the most teaching staff used Zoom, Viber and the MOODLE platform, which meets all the basic criteria for e-learning systems. During the quarantine period, the University administration created all the conditions for the use of this platform. It is concluded that it is necessary to update the legal framework for distance learning, to adapt practical and seminar classes to the conditions of online learning, to increase the level of digital literacy and readiness teaching staff to use distance technology, to provide scientific and methodological support for the educational process in terms of distance learning. The results of the study of distance learning of disciplines on the example of inclusive education of students of the International Open University of Human Development "Ukraine" in a pandemic are presented. Theoretical and practical developments in the use of mass media are analyzed, approaches and understanding, communication through information and communication technologies, which significantly changed the educational process, thanks to new tools and channels of influence on the student audience, are comprehended. The versatility of communication is traced through the analysis and comparison of different approaches to understanding mass communication as a form of indirect communication through technical means to disseminate information to a mass student audience, the variability of communication tools. At the present stage of its development, mass communication promotes change (sometimes irreversible), dominated by tendencies of depersonalization and unification, which simultaneously affect the increase of student audience and reduce the dialogic quality of communication. Emphasis is placed on the ambiguity of this phenomenon, its shortcomings (dangerous viruses, lack of motivation, confidence, teamwork skills, difficult student identification, etc.) and advantages over traditional teaching of disciplines. Communication serves to unite the audience around a common goal, has an open, public nature, aimed at large student audiences, increasing information platforms, modularity, a large amount of educational information, no geographical boundaries, individual approach, webinars, videos, audio scripts, forums, on-line testing, interactive textbooks, boards, etc. The main factors of e-education implementation in the conditions of inclusion are given, examples of educational Internet environment, key tendencies of distance learning that transform learning with the help of technological innovations are highlighted, the need to reveal the experience of higher education institutions on special methods of teaching students is emphasized. special needs.

Distance education requires the teacher to conduct systematic classes with the student, methodologically competent use the developed content for distance learning, means of communication, and educational resources of the Internet, as well as implement technical support for the educational process. The purpose of the study is to develop educational and methodological support for the process of professional self-improvement of teachers in higher education institutions when working remotely. The study analyzes the role of a teacher in the distance learning system, identifies the types of teacher’s activities, as well as the requirements and conditions for their successful work. Working online expands and renews the teacher’s role, makes them a mentor-consultant who coordinates the cognitive process, constantly improving their course and increasing creativity and qualifications in accordance with innovations. Based on empirical research using the survey method, the dynamics of teachers’ readiness to work online before and after passing the interdisciplinary course “Distance Education Technologies in the Educational Process of the University” were determined. Positive results in the formation of teachers’ readiness to work online after completing the course were obtained. The study concluded that the readiness of teachers to work remotely can be increased if the appropriate educational and methodological support is developed and implemented in higher education institutions, which will lead to an increase in the effectiveness of teachers’ work.

The study aims to assess the effectiveness of the current distance learning process in the higher education institutions, to identify the types of distance learning, negative and positive aspects of its implementation, to describe the prospects and approaches to solving the problems of distance education at universities. The study was based on the analysis of the questionnaire survey of lecturers throughout Ukraine and the Kyrgyz Republic results, which were received in the period from March to April 2020. The novelty of the research conducted in the article was to find solutions to the emerging difficulties in the pedagogical staff of Ukraine and the Kyrgyz Republic during the first periods of the pandemic outbreak. The proposed methods can be used to achieve long-term practical results in providing support to higher education institutions, their leaders, lecturers and students in organizing distance learning, as well as to overcome barriers to lecturers' access to information on the usage of digital tools for distance learning.

The article highlights the features of distance learning and considers the features of the organization of the educational process of students of the Faculty of Physical Education of the State Pedagogical University in quarantine.Quarantine measures impose certain restrictions on the full educational process in higher education institutions and beyond. The question arose: how to provide distance learning for students from different disciplines and physical education is no exception. Therefore, the departments of the Faculty of Physical Education faced the task of more thorough preparation for conducting practical classes, trainings. Students of the Faculty of Physical Education need a special form of education, which would not be inferior to the effectiveness of traditional educational activities adopted in higher education institutions. For sports departments, which provide training for specialists in a particular sport, there is another problem - not using the capabilities of the platform for distance learning. Sports departments work with students mainly in the mode of personal cooperation without providing a distance component of academic disciplines.The article is devoted to one of the current problems of modern education, the organization of distance learning with future specialists in physical education and sports. The article considers the development and current state of distance education in higher education institutions in the process of professional training of students majoring in "Physical Culture and Sports" and "Secondary Education (Physical Education)". The conditions of the educational process using distance technology Moodle. The main advantages of distance learning for students, teachers, as well as the possibility of integrating traditional and distance learning, which generates a new form of learning – blended. The article also presents the negative aspects of using the Moodle system for effective training of future professionals in these specialties.The introduction of distance learning in the teaching of sports and pedagogical disciplines should take place in two directions: in mastering the theoretical section of the curriculum in the discipline using both traditional teaching aids and ICT. When mastering the practical section, it is advisable to use video training, lessons, learning technical elements and motor skills.Modern scientific developments convincingly demonstrate the undeniable advantages of a rational combination of traditional teaching methods with information and communication technologies. The multifaceted problem of formation of research skills in teachers of physical education and sports by means of information and communication technologies is relevant today.Therefore, a modern high school teacher must be mobile, flexible, modern, able to adequately analyze and adapt to new situations and apply existing knowledge, skills and abilities with modern information technology.

The article highlights the results of the practical application of modern information and communication technologies in the management of institutions of higher education on the example of the Kyiv National University of Technology and Design (KNUTD). The constituents of the quality management system of educational activity are considered. The subsystems of the automated control system of educational activity of the university have been characterised and analysed. The key elements of the information systems use dare the following electronic databases: students and their academic performance; results of employment; students’ satisfaction with educational programs; distribution of the teaching load; teachers’ performance; learning and teaching resources, facilities, equipment and their cost; other indicators of university activity. In addition to the popular application packages, such as “iZETA”, "The System of Financially-Oriented Management of Higher Education Institutions", and "Anti-Plagiarism", the software products developed by KNUTD are described. Namely, the "Schedule" package allows one to form directories focused on the drawing up of class schedules which are accessible to all divisions. The software "Electronic Journal" provides monitoring of learning outcomes and prompt response to the failure of individual students; it serves for the formation of final control mark sheets, the evaluation of academic success rates of university students, etc. The electronic rating system "RTS rating" is used for the evaluation of research and teaching staff activity according to the results of their work in the reported year. The modular environment of the University's educational process, based on the Moodle distance learning platform, is described. It accumulates the teaching and methodological support necessary for conducting educational activities. The results of the research are of practical value since the implementation of the considered software products is capable of improving the quality and effectiveness of the management of educational activities of higher education institutions.

In the context of the digital economy and the globalization of the social sphere, the introduction of distance learning technologies in the educational process, as well as the legal regulation of distance education and assessing its quality are the most relevant. Mass quarantine restrictions associated with the COVID-19 coronavirus pandemic, on the one hand, challenged existing distance learning systems, on the other hand, created a serious impetus for its further development. The first goal of the study is to analyze the regulatory legal acts regulating distance education in the Russian Federation with a view to establishing its place and role in the educational process. The second goal of the study is to assess the quality of distance education in modern conditions. To achieve these goals, regulatory legal acts were analyzed, an assessment of distance education in the Russian Federation at the present stage was given, a system of indicators for assessing the quality of higher education was developed. To conduct the study, methods such as the deduction method, methods for calculating relative values and a graphical analysis method were used. Based on the study of normative legal acts, it was concluded that distance learning is an educational technology and, accordingly, can be used as a means of organizing the educational process in the implementation of the educational program for any form of training, including full-time, in accordance with local educational normative acts organization. At the same time, modern services for the implementation of distance learning have wide functional capabilities, which, if used correctly, allows achieving the proper level of quality. Based on the analysis of fundamental legal documents and available sources of information, the authors developed a system of indicators for a comprehensive assessment of the quality of higher education, which includes three groups of indicators: the quality of students, the quality of the teaching staff and the quality of the educational process.

the article refers to the fact that before educators today is multivariate testing – need to make objective decisions to ensure the (organization and preservation) of the educational process today, the responsibility for the consequences of these decisions in the future; notes that in the face of (high) school stood the test of unwillingness of the transition to long distance training; the author reviewed and analyzed the legislative provision regarding the application of distance learning in educational institutions; characterized the level of preparedness of the law faculty of the KhNU named. Karazin Kharkiv national University for long distance learning; consider the consequences of questionable identification and authentication of subjects of educational process and the prosecution of scientific and pedagogical workers in the unfair execution of control functions; the proposal to improve the system of distance learning in General; analyzes information resources zakon.rada.gov.ua, mon.gov.ua, mon-covid19.info, osvita.ua, pedpresa.ua; analyzed decree of the Cabinet of Ministers of Ukraine, Orders, letters of the Ministry of education and science of Ukraine, the Regulations on distance education, decrees of the President of Ukraine, Laws of Ukraine "On higher education", "On education", "On secondary education", "On higher education" described as, thanks to the consolidated position of the teaching staff, aimed at achieving a common goal, in General, the implementation of the recommendations of the Ministry of Education and Science at the law faculty of Karazin University formally occurs; provided that the legislative regulation of the issue regarding the implementation of distance learning, in addition to these laws and Regulations on distance learning, until today does not exist, and normative documents of the Ministry of education and science of Ukraine and letters are Advisory in nature and do not have binding normative force; expressed concern about the fact that there is no unified authentication of applicants for higher education, especially for distance learning; provided, what remote technology are not acceptable for exams, state certification, and protection of final qualification works, because there is no effective technical and organizational means and methods of identification/authentication of the entity; noted that since state certification of legal specialties is a long time in writing, in terms of quarantine, it can be done cool subject to social distance not less than 1.5 m or the minimum area per person – 10 sq m and the use of personal protective equipment.

The relevance of the research is explained by the necessity of developing digital competence of teachers of Humanitarian disciplines at the higher education institutions in the conditions of the quarantine measures to prevent the spread of COVID-19. It is particularly challenging for teachers of Humanitarian disciplines, who are not specialists in the digital sphere as their profession is focused on humans. The purpose of the paper is to define the influence of the quarantine on the work of teachers at the higher education institutions, revealing the level of the development, challenges and peculiarities of enhancing the digital competence of teachers of Humanitarian disciplines, theirs needs in education and giving recommendations how to arrange education and make administrative decisions. The methods of the research are survey, theoretical analysis, others. The results are to define the peculiarities of the influence of the quarantine on the arrangement of distance learning, the peculiarities of developing digital competence of teachers during the quarantine, their needs in education, the challenges in conducting mass distance learning, the determined complex of scientific approaches to developing digital competence. The practical significance of the research refers to developing electronic educational resource as a set of methodological tools that provides all stages of the educational process, based on the results of diagnosing teachers’ digital competence.

The directions of modernization of the modern system of training of future specialists of physical education and sports and higher education institutions in general are shown. Optimal forms of training have been analyzed, which demanded the updating of training facilities, among which electronic educational resources, which are used both as an auxiliary tool in the classroom process and as the main means of realization of distance learning, are becoming more widespread. The most effective forms of organization of the educational process are determined by combining the lessons with the elements of distance learning. Thanks to the latest information and communication technologies, the teacher implements educational and methodical activities, updates the content of educational resources and improves their digital reproduction with subsequent translation of knowledge in the educational process, choosing channels of knowledge transfer taking into account the physical presence of the student. It is noted that, depending on the status of the subjects, interaction with the information and educational space is as follows: the teacher improves skills by systematically updating knowledge, monitors information on innovations in the field, studies advanced pedagogical experience, establishes two-way communication; and the student broadens knowledge of the subject, tracks information on industry innovations, joins student communities, participates in student projects or e- conferences. Priority measures that facilitate the effective management of the student's cognitive activity within the framework of the information and educational environment of higher education institutions in physical culture and sports are highlighted. The main trends in the educational process are identified.

Background: The relevance of the study is caused by the implementation of modern information and communication technologies into the educational process of higher education institutions, that induces the appearance of new kinds and forms of its organization. Purpose: To analyze of the interpretation of the definitions of “distance learning” and “blended learning”; to identify of problems of their use in professional training of future primary school teachers at the V. O. Sukhomlynskyi Mykolaiv National University. Materials and Methods: Theoretical and empirical methods are used in the work: analysis, classification and generalization of the source base of the research; normative documentation regulating the activity of higher education institutions (educational and professional programs, curricula); experience in the educational process organizing; diagnostics of students majoring in 013 Primary education (questionnaires, observations, introspection). Results: The structure and content of “distance learning” and “blended-learning” are disclosed, considers its advantages and its efficiency. The scientific approaches principles mean and forms of organization of the process of distance learning and blended-learning while training of elementary school teachers are investigated. The advantages of using the Moodle platform at the V. O. Sukhomlynskyi Mykolaiv National University are proved. The possibility and expediency of using distance and blended learning in the process of professional training of future primary school teachers is proved. Conclusions: The development of computer and information and communication technologies, the use of distance and blended learning have significantly changed the role and place of teachers and students in the educational process in higher education institutions. Their implementation promotes the formation of professional competence of future primary school teachers.
