scholarly journals The “Garbological Mission” of Kharkiv’s Municipal Self-Government in the Late 19th and Early 20th Centuries

The article analyzes the evolution of waste disposal practices in the activities of Kharkiv’s municipal self-government. At the end of the 19th century, keeping the urban space clean was still primarily the responsibility of homeowners. The city government issued regulatory decrees and the police monitored their implementation. For their part, homeowners hired private nightmen to remove garbage to dumps. The study clarifies the procedure for organizing the solid waste processing cycle. During this period, rag and bone collectors were important agents of waste utilization. Companies of these peculiar professionals sorted garbage and prepared it for further processing. At the turn of the 20th century, active industrial development and urbanization led to the devaluation of the secondary materials market and the worsening of the sanitary and epidemiological conditions in the city. The article delves into the details of the formation of the new garbological strategy of the municipal self-government and traces the changes in how members of the city council and engineers viewed the development of this industry. The city authorities revised their approach to keeping Kharkiv’s environment in order. New special departments inspected the condition and cleanliness of streets, sidewalks, squares, and sewers. The first significant technological component of the waste disposal infrastructure was a water supply system. The development of this network allowed the municipal government to begin creating a closed cycle of liquid waste filtration. Meanwhile, the construction of a sewer system did not solve all the problems of cleaning up Kharkiv. In the 1910s, the city authorities set up regular municipal solid waste caravans. During this period, a waste utilization plant was opened, not only contributing to the liberation of the city from animal waste, but also doing anti-epidemic and anti-epizootic work. The author concludes that during the period under consideration Kharkiv’s authorities addressed the new challenge to the community by implementing modern garbological projects and waste disposal methods.

The article describes the structural characteristics of the urban communities of the city of Krasnodar and the related features that impact their participation in urban conflicts. This issue is considered in a number of scientific publications, but there is a need to expand the empirical base of such studies. On the base of expert interviews conducted with both city activists, their counterparty (representatives of the municipal government) and external observers (journalists), the parameters of urban communities functioning in the process of their interaction with other conflict actors are revealed. The communities characteristics such as the predominantly territorial principle of formation, the overlap of online and offline communications in their activities, the presence of a “core” with a relatively low number of permanent participants and others are determined. Their activities are dominated by neighborly and civilian models of participation in conflicts. The possibilities of realizing one’s own interests through political interactions (participation in elections, the activities of representative bodies of power, political parties) are not yet sufficiently understood. Urban communities, as a rule, operate within the framework of conventional forms of participation in solving urgent problems, although in some cases it is possible to use confrontational methods, in particular, protest ones. In this regard, the most often used compromise, with the desire for cooperation, a strategy of behavior in interaction with opponents. The limited activating role of conflicts in the activities of communities has been established. The weak manifestation of the civil and especially political component in their activities determines the preservation of a low level of political subjectivity. This factor restrains the growth of urban communities resources and the possibility of applying competitive strategies in interaction with city government and business.

The management of municipal solid waste (MSW) appears to be one of the major ecological problems at present. Selecting sites for the disposal of municipal solid wastes or waste utilization facilities is one of the most contentious aspects of waste management. The present study aimed to develop the methodology to assess the natural protection of the geological environment from contamination upon the implementation of large ecological projects due to the allocation of MSW utilization facilities. The case of the Central Federal District of Russia (CFD) is taken as an example. The suitability of territories for municipal solid waste disposal is assessed according to the presence of weakly permeable deposits in the geological cross-section and their occurrence mode. A “map of engineering geological zoning CFD by the conditions of allocation MSW disposal sites and utilization facilities” has been compiled to a scale 1:2500000. The map gives a general indication of the suitability of the planned sites for waste disposal within the regarded region and showed that, for the bulk of territory, the allocation of MSW disposal and management facilities requires undertaking additional measures for the geoenvironmental protection from contamination.

The BOT (Build Operate Transfer) Agreement between Bogor Municipal Government and PT Pancakarya Grahatama Indonesia is an agreement to optimize Baranangsiang terminal assets as stated in the agreement Number: 601 / Perj.418-BPKAD / 2012 / Number: 005 / PGI / DIR / VI / 2012 . Until now, the agreement of both parties has not been able to be considered because of the change of authority of the terminal which formerly the authority of the City Government of Bogor to switch to the Central Government, resulting problems Whether the Government / Mayor Bogor can cancel the unilateral agreement BOT in the construction of Terminal Baranangsiang viewed from the point Civil Code? The research method used is normative legal research method supported by interview and field data. Based on the analysis that the BOT agreement between Bogor City Government and PT Pancakarya Grahatama is a valid and binding agreement between both parties and can not be canceled unilaterally by Bogor City Government, although there are new regulations that change the authority of terminal A Baranangsiang become the authority of Central Government . The Agreement may be canceled if it violates Article 1320 of the Criminal Code or violates the subjective and objective terms of the validity of the agreement. When the agreement is mutually agreed upon by both parties, the agreement must continue and act as a binding law as regulated in Article 1338 of the Criminal Code. Bogor City Government should immediately provide certainty to the PT Pancakarya Grahatama Indonesia for Baranangsiang terminal revitalization project can be immediately realized and need a revision (adedendum) agreement between the Government of Bogor City with PT Pancakarya Grahatama Indonesia related to changes in authority of terminal A Baranangsiang between PT. PGI with the Central Government.

The city of Cincinnati, we know, can be an engaging place, but federal judge Arthur Spiegel also found, in the mid-'90s, that it could be quite a vexing place. The city council of Cincinnati had passed what was called the Human Rights Ordinance of 1992, which barred virtually all species of discrimination—including discrimination on the basis of “Appalachian origin.” But the bill also encompassed a bar on discrimination based on “sexual orientation.” This kind of bill, in other places, had been turned into a club to be used against evangelical Christians who might refuse, on moral grounds, to rent space in their homes to gay or lesbian couples. And so a movement arose in Cincinnati, modeled on a similar movement in Colorado, to override the ordinance passed by the council: this would not be a referendum merely to repeal the law, but a move to amend the charter of the municipal government and remove, from the hands of the local legislature, the authority to pass bills of this kind. In effect, this was an attempt to override an ordinary statute by changing the constitution of the local government. The amendment did not seek to make homosexual acts the grounds for criminal prosecutions; it sought, rather, to bar any attempt to make gay and lesbian orientation the ground for special advantages, quotas, or preferential “minority status” in the law. The framers of the amendment objected to the tendency to treat gays and lesbians on the same plane as groups that have suffered discrimination based on race, religion, or gender. The proposal, known as Issue 3, drew wide support and passed in a referendum in 1993. It was, of course, challenged in the courts, which is why it found its way into the hands of Judge Spiegel.

This article analyzes the 2018 local elections in Jerusalem, the contested capital of the State of Israel. These elections were unique in terms of their level of competitiveness and fragmentation as well as producing a highly divided local government in the wake of the incumbent mayor’s, Nir Barkat’s, decision to leave the local political scene and enter national politics. While his party has no representation in city council, the new mayor of Jerusalem, Moshe Lion, built a broadly based new coalition that includes all parties in the council except for Hitorerut, the party that won the most seats and whose mayoral candidate, Ofer Berkovitch, was the runner-up to Lion. With the exception of the ultra-orthodox parties, national political parties that sought to interfere with the local electoral process to promote their candidates and lists by and large failed. Therefore, the governance of the city of Jerusalem once again fell under the control of the ultra-orthodox majority. Furthermore, even though the Arab population of East Jerusalem largely continued its traditional abstention from the electoral process, there was some evidence to suggest that a slight shift was taking place in that community in favor of participating in the institutional process of municipal government and democracy.

This chapter examines how the Chicago Police Department figured in the native-born Protestant elite's attempt to control urban life in the city during the 1870s. In the 1870s, it became increasingly clear that the promise of “free labor” would not be met. Native-born Protestant urban elites across the country felt as if the cities were slipping into the grasp of immigrant workers and unemployed vagrants. This chapter describes the efforts of Chicago's traditional native-born, Protestant urban elite to enforce stricter temperance laws, regulate economic life, especially construction, and gain tighter control over the municipal government itself. It begins with a discussion of the responses of Chicago's business elite and politicians, the city government, and the police to the Great Chicago Fire of 1871 as well as to the fear of crime that gripped Chicago in the summer of 1872. It then considers the Committee of Seventy's attempts to control the police and their divided stance over temperance and concludes with an assessment of the power struggle in the Chicago Police Department that would continue through 1873.

The process of obtaining compost was developed at the Agroambiental Ricpamba theme park administrated by the Autonomous Municipal Government of Riobamba (GADM, where an organic fertilizer was obtained from solid waste generated in the wholesale market of the city of Riobamba in order to be use in parks, gardens, green spaces and in agriculture, for which, a stack of 1,0 tonne was armed formed with fixed proportions in relation to weight / weight from three organic components of plant type: Organic solid waste wholesale market (600 kg), tree pruning waste of the Polytechnic School of Chimborazo (300 kg), and prunings waste of ornamental palm (Phoenix canariensis) from the city of Riobamba (100 kg) To achieve adequate carbon nitrogen ratio (C/N). The compost was performed using an open stack system and manual turning; during the process a daily control of temperature and humidity was performed, besides that during each dump material samples were taken for analysis of the most important parameters, thus controlling the process. The temperature evolution of the stack in the mesophilic phase reached 45 °C and thermophilic phase temperature was above 60 °C, which was controlled with manual turns. Once the process was finished the quality of the compost was proved by the physical-chemical analysis, chemical-biological to determine its quality. Additionally the solid waste generated in the Public Municipal Market of “San Pedro de Riobamba” (EP-EMMPA) were classified and quantified on a daily basis. The solid waste were classified in 6 groups: organic, plastics, paper, cardboard, wood and others, being organic waste the ones found in a greater amount, in an average of 95.59%. The obtained product has the right physical-chemical, chemical-biological property to be used as an organic fertilizer or soil improver by providing essential nutrients, macro and micro elements required by plants.

The city government of Padang Panjang has developed several tourism objects, one of which is the Lubuk Mata Kucing bath because there are still not many tourism who have not seen the object, due to the location which is on the outskirts of the city and road directions to tourism objects are still lacking, then indirectly affect the level of tourism visits. The Lubuk Mata Kucing bath is indeed very minimal promotion and exposes tourism objects to the crowd, so you do not see this beautiful tourism attraction, in addition to the lack of promotion in the facilities section. The Indonesian government has tried to make Indonesia one of the tourism destinations for tourism and make Indonesia the main destination for tourism, tourism who visit many tourism objects in Indonesia automatically improve the economy of local residents and foreign exchange, as is being done by the Padang government. Panjang In making improvements to one of the tourism objects, namely the Lubuk Mata Kucing bath, to be a better tourism attraction. The development of the world of tourism and increased competition in the Tourism Industry of the Padang Panjang City Government, especially the Tourism Office, should carry out various development strategies so that tourism in the City of Padang Panjang is not left behind as one of the Lubuk Mata Kucing bathing objects that can develop and attract tourism to visit. The Municipal Government of Padang Panjang cooperates with other parties that are expected to increase the level of tourist visits.

The problem of municipal waste is a challenge of global proportion occasioned by exponentially increasing population, rapid urbanization, industrialization, inefficient utilization of natural resources, lack of citizen awareness regarding the environmentally adequate disposal of waste, consumption, socioeconomic status (lifestyle), and others. This study aimed to assess solid waste disposal practices in Yenagoa metropolis, Bayelsa State, Nigeria. The study adopted a descriptive and cross-sectional approach where multi-stage sampling was applied to select the sample communities by a simple random sampling method and the cluster areas for data collection by a cluster sampling method. The study revealed that the residents had a good awareness of 229 (95.4%) of waste management practices. About 86.7% of respondents keep their wastes in the bin while 6.3%, 5.0% and 2.1% practiced burning, throwing into the river or along the roads and keeping in the backyard respectively. Waste collection by the sanitation authority was relatively high (70.4%) in some locations in comparison to areas where wastes were never removed (22.1%). The residents’ attitude towards solid waste disposal was generally good. However, the sanitation level was strongly constrained by limitations on the part of the sanitation authority. The sanitation authority does not cover all areas in the city because of manpower and equipment shortage. Yenagoa is a small city with most areas unplanned and having so many shanties. All wastes in the city are collected without sorting or recycling. The sanitation can be improved if the government would provide at subsidized cost, waste disposal materials such as polythene bags and plastic bins for the residents. More waste collection points should be sited to ease disposal and must be evacuated on a timely basis.
