<p><em>This study aims to examine the legal analysis of the conversion of agricultural land into housing development in Kabupaten Bima. This research is structured as an empirical legal research based on the consideration that this research in problem analysis is carried out by combining secondary and primary legal materials obtained in the field. The approach used is the statute approach, conceptual approach, and the sociological approach to law. Based on the results of the study, it can be concluded that the mechanism for changing the function of agricultural land into housing development is divided into two mechanisms, namely through a location permit if the land requested is more than 10,000 m2 while the land use change permit is used if the land use is less than 10,000 m2. With the provision that a treatise is required for technical land considerations issued by the National Land Agency of Bima Regency and a decision from the regional spatial planning coordination team regarding recommendations for space utilization permits for housing development. The policy issued by the Bima regency government is to become a reference in the conversion of land functions in line with the main agrarian law regulations and regional regulations on the spatial plan for the Bima district.</em></p>

Intensive agriculture causes nutrient leaching and accelerates erosion processes, which threatens the good quality status of surface waters, as proposed by the European Union (EU) Water Framework Directive. The purpose of this study was to define the impact of two alternative agricultural land-use change scenarios defined in a Municipal Spatial Plan on surface water quality by using the Agricultural Policy/Environmental eXtender (APEX) model. As experimental area, we chose a small Kožbanjšček stream catchment (1464 ha) situated in the Goriška Brda region in Slovenia. The area, due to favorable conditions for vineyards, is facing increasing deforestation. The change of 66.3 ha of forests to vineyards would increase the sediment, nitrate, and phosphorus loads in the stream by 24.8%, 17.1%, and 10.7%, respectively. With the implementation of vegetative buffer strips as a mitigation measure of the current situation, we could reduce the sediment, nitrate, and phosphorus loads by 17.9%, 11.1%, and 3.1%, respectively, while a combination of the two land-use change scenarios would result in a slight increase of the above-mentioned loads, corresponding to 0.61%, 2.1%, and 6.6%, respectively, compared to the baseline situation. The results confirm that, as we can increase pollution levels with deforestation, we can also reduce water pollution by choosing proper types of land management measures.

Banjarbaru City is one of the cities in South Kalimantan Province which is developing quite rapidly from year to year. Hence,  it is necessary to research and study changes in land use and their suitability with the city development plan. The purpose of this study is to examine changes in the area and types of land use changes in Banjarbaru City within a period of 8 years, from 2013 to 2021, determine the rate of land use change, and assess the suitability of land use changes to the applicable Banjarbaru City spatial plan. This research method is an overlay to see changes in land use and the suitability of changes in land use with the direction of spatial functions in the Regional Spatial Plan. The result of this research is that in an area of ​​16,414.00 ha (53.7%) there is a change in land use in Banjarbaru City in the period 2013-2021. The biggest land use changes are dry land agriculture, vacant land, wetland agriculture, housing, and villages. The use of dry land  and agricultural land has the largest decrease in area, which is 15,090.71 ha or a decrease of 365.5%. The use of vacant land increased in an area of ​​14,715.684 hectares or an increase of almost 4 times. Wetland agriculture has decreased in an area which is reduced by 986.55 ha or decreased by 65.8%. The use of land for housing/residential in the form of housing or villages has also undergone considerable changes. The use of residential land has increased by 528.105 hectares (44.626%) and the village area to 444.32 ha (21.2%). The suitability of land use with the RTRW in Banjarbaru City is 16,742.86 ha (54.8%) categorized as appropriate, while an area of ​​13,779.69 ha (45.2%) is categorized as not in accordance with the applicable RTRW.

The objectives of this study are 1) To identify and analyze the concept and politics of enclaving abandoned land ex-land use rights (HGU) in Indonesia 2) To find out and conduct legal analysis regarding the development of an enclaving model of abandoned land ex-land use rights (HGU) of PTPN VIII for the development of a Pondok Pesantren business in the Bopunjur area. The research method used in this research is normative juridical analysis research with a qualitative approach combining secondary legal materials with primary legal materials so as to produce a fact analysis that occurs in the field. The results of this study are: 1) the concept and politics of enclaving on ex-plantation and agricultural land in the Bopunjur area can be utilized as a business development for a Pondok Pesantren, taking into account the 3-year period the land is not suitable for its purpose. And even tend to be neglected or have experienced several cultivated operations. 2) an enclaving development model for abandoned PTPN VIII land, namely by following the asset empowerment cooperation procedure for 5 years, on the way it can be upgraded to a right of use certificate and for 3 consecutive years you can request enclav to the Provincial BPN because Bopunjur is a direct area under the auspices of the Provincial BPN by observing the principle of benefiting the abandoned land into productive activitiesKeywords : Enclaving Model Development, Utilization Principles, Abandoned Land

Mastery theory of law is one of the criteria for a good court. One of the law theories currently being developed is economic analysis of law theory. One of the decisions that the judge considered was using economic analysis of law theory in making a decision is a decision of 45/Pid.Sus/TPK/2011/PN.BDG. Therefore, this article will analyze further into the decision of 45/Pid.Sus/TPK/2011/PN.BDG. This research is legal research that uses statute approach, conceptual approach, and case approach. Based on the research, it showed that the features of economic analysis of law theory are: 1) Focused on the philosophy of justice utilitarianism which is the fundamental concept based on felicific calculus, 2) Using the basis of consideration: a) Economic theory as a foundation for legal analysis, b) Using analysis of cost-benefit to create a law and/or c) Consideration of opportunity cost which law will be formed, and 3) Output which is achieved is wealth maximization. Related to the Decision Number Register 45/Pid.Sus/TPK/2011/PN.BDG. in fact, arguable that judges make the decision based on economic analysis of law theory because related to ratio decedendi has fulfilled 3 (three) characteristic economic analysis of law theory.

Pacitan Regency is a region in East Java Province with varied landforms and high disaster potential, including drought. The drought hazard in this region has not yet been determined. This study was conducted to analyze the potential of drought in Pacitan Regency in 2018 with the previous two decades (1998 and 2008) to predict future droughts. The study also focused on verifying how land-use changes impact drought potential. Mapping drought potential was based on the Ministry of Forestry method and was modified for this study. Drought potential was determined by scoring features and analyzing with a weighted overlay. Reference parameters and patterns of land-use change, as determined by Landsat 5, 7, and 8 satellite imagery, were analyzed. Then, the changing pattern was used to predict future 2030 land-use patterns using business as usual (BAU) analysis. For comparison, a land-use analysis was also done using the land capability class (LCC) and regional spatial plan (RSP). Data was validated using a confusion matrix. The accuracy of the drought estimation for Pacitan Regency was 75%. The results showed that the drought potential high and very-high level risk groups increased. The increase occurred due to changes in land use, specifically land management and plant species selection. Based on the results of the predicting BAU analysis, the level of potential of drought will increase by 2030. The regional spatial plan (RSP) and LCC analysis determined that, with no drought intervention, drought hazard in Pacitan Regency will increase.

The study seeks to explore the need for deregulation of the downstream sector of the Nigerian petroleum industry and to address the various inefficiencies in the sector to promote adequate supply of petroleum products in Nigeria. The aim is to enhance efficiency in the sector through institutional and regulatory reforms, to promote healthy competition by making reference to the experiences of other relatively advanced jurisdictions to refocus and strengthen Nigeria's downstream Petroleum sector's regulations. The work adopts a conceptual approach relying on extant literature with the application of the doctrinal legal research method. The study also makes use of primary and secondary sources of laws such as statutory and judicial authorities. A key finding is the overbearing presence of the federal government in the sector and inappropriate pricing of petroleum products which have made the sector unattractive to investors to establish private refineries that will guarantee adequate supply of petroleum products and fair returns on their investments due to excessive regulation.

Abstract: The industry has a great influence on the economy of Semarang Regency by becoming the largest contributor to Gross Regional Domestic Product (GRDP). The rapid industrial development from 2011-2017 has an impact on the decrease of agricultural land area, besides that industrial development has implication on land use mismatch of Spatial Plan. This study describes the results of descriptive qualitative analysis with spatial approach from the impact of industrial development on land use change and land use suitability for industry in 2017 against Spatial Plan. The analysis shows that, first, the impact of industrial development on land use change in Semarang regency in 2011-2017 resulted in the amount of agricultural land decreased by 253,32 Ha. The biggest land use change occurred on industrial land use that is 146,10 Ha (28,84%). Second, the use of land for industry in 2017 of 288,05 Ha has been in accordance with the spatial plan is in accordance with the industrial designation area, while the land with an area of 202,02 Ha is used for industries that are not in accordance with the industrial designation area. Pesatnya perkembangan industri dari tahun 2011-2017 berdampak pada penurunan luas tanah pertanian, disamping itu perkembangan industri tersebut berimplikasi pada ketidaksesuaian penggunaan tanah tehadap Rencana Tata Ruang Wilayah (RTRW). Kajian ini menjelaskan mengenai hasil analisis secara deskriptif kualitatif dengan pendekatan keruangan dari dampak pembangunan industri terhadap perubahan penggunaan tanah serta kesesuaian penggunaan tanah untuk industri tahun 2017 terhadap RTRW. Hasil analisis menunjukkan bahwa pertama, dampak pembangunan industri terhadap perubahan penggunaan tanah di Kabupaten Semarang tahun 2011-2017 mengakibatkan jumlah luas tanah pertanian mengalami penurunan sebesar 253,32 Ha. Perubahan penggunaan tanah terbesar terjadi pada penggunaan tanah untuk industri yaitu seluas 146,10 Ha (28,84%). Kedua, penggunaan tanah untuk industri tahun 2017 seluas 288,05 Ha telah sesuai dengan RTRW yaitu sesuai dengan kawasan peruntukan industri, sedangkan tanah dengan luas 202,02 Ha digunakan untuk industri yang tidak sesuai dengan kawasan peruntukan industri. Land use changes in Greater Jakarta area are very dynamic because of the need for settlements and converting agricultural land. It indicates land use inconsistency regard to spatial plan that can cause land damage in the future. Land use which has potential inconsistency in the future are requires for land use control in this region. This study uses spatial analysis to look at the potential inconsistencies by comparing land use projection in the future in two scenarios that is with and without control by policies. Policies in this study are land suitability and forest allocation. The result shows that land use consistency with policies raise until 97,4 % but only 93.9 % without control by policies. Areas that could potentially have inconsistency in the future are Bogor, Bekasi, Tangerang and Jakarta North City for area which is directed as forest and buffer zones of cultivation.

Abstract The Tabanan District Spatial Plan 2012-2032 states that Pandak Gede Village has a role as an environmental center that functions as the center of a residential area that serves the surrounding rural areas. The increase in population in Pandak Gede Village has caused changes in the number and distribution of settlement areas. The reduced area of ​​agricultural land can be an indication of the conversion of agricultural land to non-agricultural land. Given these indications, research is needed to find out how the conditions of land use change in Pandak Gede Village are seen from the social, economic, cultural aspects. Are there developments that are not in accordance with the Spatial Plan for Tabanan Regency 2012-2032, is there any indication of the conversion of agricultural land in Pandak Gede Village and how alternative strategies can be taken to minimize the mismatch of regional development against the Tabanan District Spatial Plan 2012-2032. The method used in this research is the mix method. The analysis included: socioeconomic analysis, socio-cultural analysis, regional development analysis, land use suitability analysis, and analysis of agricultural land use control strategies. The results showed an indication of the conversion of agricultural land by 18.71 hectares into residential and non-agricultural land. Alternative strategies that can be done are facilitative, reeducative, persuasive and power strategies to the government, to Pandak Gede Village, to community owners and buyers of land, to environmentalists, to further research and education.

The purpose of this study is as follows: 1) To determine the role of the Notary PPAT in the process of the transfer function of soil from agricultural to non-agricultural land in the District Land Office Demak.2) To know the obstacles in the process of soil functions from agriculture to non-agricultural land in the Land Office District Demak.3) .To find out a solution to the obstacles in the process of the transfer function of soil from agricultural to non-agricultural land in Demak District land Office.Methods using sociological juridical approach, Research Specs, Types and Sources of Data, Data Collection Methods, Technical Analysis.Based on the results of the study concluded that the procedure of land transfer function of agriculture to non-agricultural land in the National Land Office Demak, do the applicant by way of location permits, licenses and land use permits land use changes. Factors to be an obstacle in the procedure of the transfer function of the land from agricultural land to non-agricultural in the Office of the National Land Demak and how to overcome among others: the permissions that are not in accordance with the plan of spatial Demak, settlement efforts in addressing licensing should be transparent and in accordance with the regional spatial plan Demak. Suggestions Should the Office of the National Land Demak apply policy rules corresponding spatial Demak district in order to avoid the equalizing impact of underdevelopment in the region of Demak, therefore the application mechanism location permits, permit the use of land and permission changes in land use were tightened in order transition of agricultural land into non-agricultural destructive to the environment of Demak.Keywords: Notary / PPAT, Transfer of Functions Land, Agricultural Land to Non-Agricultural.
