ACTUAL PROBLEMS OF ENSURING ECONOMIC SECURITY IN THE DIGITAL ECONOMY

This article discusses the current problems of ensuring economic security in the context of the development of the digital economy. It is noted that the digital economy is a new tool for stimulating economic activity. At the same time, there are a number of problems that limit the use of the potential of the digital economy in practice. It is concluded that these problems were formed in the real sector of the economy, while in the digital sphere they cannot be eliminated. It is necessary to develop a fundamentally new approach to ensuring the economic security of economic activities. Considering the problems of implementing the digital economy, economic security specialists faced the problem of having an economic effect only at the final stage of digitalization projects. At the same time, a significant part of the costs associated with user training, the introduction of funds into the life processes of individuals and society, and the elimination of the consequences of the unsuccessful implementation of such systems are frankly not taken into account. The main indicator remains the economic effect calculated on the basis of a limited number of indicators.

This article discusses the current issues of the development of the digital economy. The significant role of information technologies in the development of modern production and services is noted. The development of digital means of economic activity creates new risks that are not yet sufficiently taken into account by modern economic mechanisms. The digitalization of economic activity is the basis for the emergence of new types of economic activity, as well as a fundamental change in traditional ones. The Digital Economy of the Russian Federation program is a set of measures in various fields of activity aimed at stimulating the creation of an information society. According to the" Strategy for the Development of the information Society in the Russian Federation for 2017-2030", a distinctive feature of the information society is the critical level of influence of information on the economic, socio-cultural living conditions of citizens. Such a definition takes into account the possibility of applying certain information in economic activities. Consideration of such changes should be reflected in the Information Security Document, the updating of which is an actual issue of national economic security.

Abstract Difficulties related to the problem of evaluating the economic security / insecurity, including the threshold of economic security / insecurity, namely the impossibility of giving an analytical description of a criterion entirely made up of a set of indicators describing the degree of economic security / insecurity, makes more and more researchers, including the authors, to seek indirect ways of finding solutions, for example considering systemic risk., as a measure of evaluation. Thus, starting from a new approach, and given the specific components of systemic risk to financial stability: the banking sector, corporate sector, public sector, volume of credits, economic activity index the threshold vector of economic security / insecurity can be developed. The study shows that systemic risk can be used to measure the threshold of economic security /insecurity.

Forecasting plays a significant role in organizing the economic activities of executive authorities using the example of customs authorities, since this is associated with the ongoing policy of optimizing customs payments administered by customs authorities, ensuring the economic security of the state, improving the quality of customs services and compliance with customs legislation. A wide range of forecasting methods allows them to be applied on the basis of assessing the feasibility of applying one method or another to forecast the main economic indicators of the activities of executive authorities. The analysis of the scientific and methodological base made it possible to form and propose a generalized algorithm for forecasting the indicators of the economic activity of executive authorities. Goal is to develop a generalized algorithm for predicting the indicators of the economic activity of executive authorities using the example of customs authorities.

The article clarifies the essence and features of the digital economy. It was found (according to the European Commission) that Denmark, Sweden and Finland have taken the lead in the digital economy over the last three years; the lowest level of digitization is in Bulgaria, Romania and Greece. The necessity of development and introduction of the system of financial and economic security of the enterprise in the conditions of development of digital economy is substantiated. The essence of the concept of financial and economic security of the enterprise in the conditions of digitalization as protection of activity of the enterprise from external and internal negative factors and introduction of innovative information technologies and software for the purpose of its stable and dynamic development is defined. The priority directions of ensuring the financial and economic security of enterprises in the new realities of digitalization of economic activity are given.

The digital economy is a new trend in the development of economic activity. Its main feature is the use of information technologies and electronic devices in the implementation of all business processes. Technological progress makes it possible to automate many areas and thereby modernize and optimize the solution of basic issues. The introduction of digital systems not only simplifies many activities, but also contributes to the emergence of new forms of economic activity. So, for example, one of the main concepts of the new time was the conduct of electronic business. This type is the management of electronic affairs: online stores, virtual money, and more. It has a number of advantages, but it is not the only innovative element of the digital economy. Almost all countries are focused on maximizing the use of innovation in economic activities. You can already see some positive results of the functioning of information systems: for example, an increase in world GDP. However, the spread of economic information technologies is uneven. There are advanced leading countries that use technology in their activities by more than 50%. Russia has average results, but the conditions of modern times are such that in order to conduct business without losses, it is necessary to reduce the gap as soon as possible. However, the introduction of information technologies requires a large amount of costs, both financial and time. The first aspect is dominant and reduces the availability of technology, and with it the development of the digital economy.

The unstable conditions of the market economy force the leadership of economic entities to especially carefully monitor the provision of economic security. An important tool in the activities of the economic security services (ECS) of enterprises can be management analysis tools. The goal of the study is to identify the most effective elements of the management analysis method, through which economic security specialists can protect firms from internal threats as effectively as possible. In article the author systematized theoretical aspects of ensuring economic security of the enterprises, presented results of observation and the analysis of work of services of economic security in 40 firms of the real sector of economy of the Central Federal District (CFD) and also offered key indicators for assessment of the weakest points in activity of experts of ECS. The author recommended key indicators for evaluation: forecasting the activities of enterprises, their effectiveness in terms of alternative projects, investment security. The author believes that key indicators should be calculated and analyzed as part of the express monitoring of enterprises in order to identify potential economic threats as quickly as possible, but easily. In order to assess the forecasting of the financial and economic activities of enterprises and the effectiveness of their functioning in the context of alternative projects, specialists of economic security services should, first of all, subject the operating processes of the company to checks: supply, production, sales.

The purpose of this paper is to develop a strategy for managing the innovation and investment activity of an industrial enterprise at various stages of its life cycle. Based on the analysis and assessment of the efficiency of the implementation of existing strategies, the relevant features of innovation and investment activities of enterprises have been identified. A methodological approach to assessing the meso- and macroeconomic effect of the implementation of transformations at the enterprise depending on the stage of the life cycle is proposed, and an algorithm for determining the most optimal development strategy, which is based on an analysis of the parameters of predicted stability, is compiled. As a result of the study, a new approach to the formation of innovative and investment development of an enterprise was formed, which allows taking into account not only the change in the internal indicators of the economic activity of an enterprise, but also the change in external parameters. In addition, the proposed approach allows determining the economic effect on the basis of a combined assessment of the dynamics of introducing product, technological and managerial innovations, taking into account the efficiency of attracting investment resources that ensure the implementation of innovative transformations.

Innovative activity has always been a sphere of economic activity with a difficultly predicted ratio of costs to the resulting economic effect. The size of the costs of implementing innovative activities is often determined by many factors and the effective management of these costs determines the economic success of the organization. The volume of expendable resources is one of the most important indicators of the effectiveness of any enterprise, and the expenditure of money on innovative activities is also the basis of economic security of any organization. The effectiveness of cost management is determined by how little resources have been used up and how much effect has been achieved. Uncontrolled spending of resources, and senseless spending on the modernization of the entire range of products can lead to the collapse of even the most successful innovative enterprise. The economic security of any organization associated with innovation is primarily dependent on the effective management of the costs of implementing this innovation.

The digital economy is a new, quite fast developing, social and economic phenomenon. The economic theory lags significantly behind the dynamics of this phenomenon. Until now, the term digital economy has been understood by analytical and empirical specialists as various phenomena and processes. In this article, we propose a new approach to defining the essence of the digital economy. Thus, we analyse available definitions of the term digital economy based mainly on the sectoral approach. Here arise problematic issues when using this approach to the definition of the digital economy. Besides, we make a distinction between the terms the digital economy and the digital sector of economy, as well as a criterion to distinguish the digital and non-digital economy. We pay much attention to new approaches to defining the digital economy. Some researchers based the research and the definition, taking into account the impact of a man as an operator of production processes acting on objects and instruments. On the contrary, in this article we define the digital economy as an economic activity of people focusing on a feature that the impact of a person as a manufacturer of products is not on objects of labour and instruments but management systems of such instruments. So, the non-digital economy is characterised by the impact of a person on objects or instruments. Firstly, the digital sector of the economy is production where a person influences the systems of instrument management. Secondly, the development and design of new systems of instrument management. Results of theoretical studies of the essence of the digital economy have essential applications. First of all, it concerns the issues of state policy development in the digital economy.

Introduction: crimes in the sphere of housing and communal services pose a serious social danger and are of acute social nature, since they affect the interests of the state and society. Crimes in this economy sector lead to violations of the legal property rights of tens of thousands of citizens, their socio-economic security. The facts of criminal activity in the sphere of housing and communal services, less-than-prompt response to them by the law enforcement agencies, protraction or delay in the investigation of these facts form the prerequisites and contribute to the protest activity of the population, which destabilizes the sociopolitical situation. In this regard, the effective counteraction of the considered category of illegal acts requires prompt and full investigation of all facts of criminal activity committed in the sphere of housing and communal services in order to ensure the inevitability of punishment for their commission and compensation for material damage. Investigating crimes of the specified category, as a rule, is impossible without carrying out different judicial economic expertise, the commission, production and assessment of which conclusions in many respects predetermine the prospects of successful resolution of a criminal case in court. In this regard, the authors set a goal to reveal the tactical features of the commission of such an investigative action as judicial economic expertise which is so important for the investigation of most crimes committed in the field of housing and communal services. Methods: the methodological framework for this study is a set of methods of scientific knowledge, among which the main ones are the methods of information processing and logical analysis, synthesis, induction, deduction and generalization. Results: presented in the paper the author’s content of the tactical features of the commission of judicial economic expertise on the facts of crimes related to the financial and economic activity of the subjects of housing and communal services which relies on the judicial and investigative practice gives the chance to use them in practical activity of the authorized law enforcement officials during the identification and investigation of the above-mentioned facts. Conclusions: as a result of the study, the authors have determined the tactical features of the commission of judicial economic expertise on the facts of crimes related to the financial and economic activities of the subjects of housing and communal services in order to inform law students, the teaching staff of law schools, as well as practitioners to better understand the investigation features of crimes related to the financial and economic activities of the subjects of housing and communal services.
