<p>The CIO role is changing and becoming more strategic, in fact some CIOs even have a role in formulating their organisations strategic direction based on technology innovations. Yet the research that indicates this new role for CIOs is often reporting the experience in large private sector organisations. Is the experience similar in the public sector, especially what are the role expectations of CIOs in small local authority organisations where resources are tight and IT expenditure is subject to public scrutiny? This research explored the expectation of the CIO role in the NZ local government context through the eyes of the CIOs themselves and their business colleagues. It found that, in this context, there was both an operational and strategic expectation of the CIO. While CIOs have a strategic role it is not in formulating strategy, but rather in advising potential technology solutions once strategies are formulated. The focus of the CIO's advice is "value-for-money" as much as it is "value-add", as councils deliver as set of defined services to a "captured" customer base. Operational aspects of the CIO role can take priority over the strategic aspects especially in smaller councils with limited resource where the CIO may need to assume a "hands on" role. The study used resource based theory (RBT) to identify which knowledge, skills and attributes CIOs required for each role they performed. Technology skills, general management and IT management experience are valued for the operationally focused roles while leadership, and high-level organisational and IT industry knowledge are needed for the more strategic roles. Highly developed interpersonal skills and attributes are essential for both types of role.</p>

BACKGROUND: Contraception is the procedure of preventing pregnancy when it is not desired (MedicineNet, 2018). It is broadly divided into natural and artificial methods of which the artificial is further subdivided into Temporary and Permanent methods. METHODS: This research exercise was conducted in Awka South Local Government Area in Anambra State, Nigeria consisting of Nine Towns namely Amawbia, Awka, Ezinato, Isiagu, Mbaukwu, Nibo, Nise, Okpuno and Umuawulu (Wikipedia, 2018). Questionnaires were administered by an interviewer which consists of 5 sections while data was analyzed using SPSS (Statistical Package for Social Sciences) and the results were chi-squared at appropriate times and data were presented in forms like prose, tables, and charts. RESULTS: 78.9% of the respondents were aware of temporary artificial methods of contraception; 44.3% of correspondents with knowledge of temporary artificial contraceptives got their information from friends while 22.4% of the correspondents got theirs from school which reflects a low level of sex education in our homes and religious institutions. Only 18.4% could actually identify intra-uterine contraceptive devices from a list of options While 43.2% could actually identify a contraceptive pill within a list of options. The study also showed that the oral contraceptive pill most known to 50.4% of the correspondents is postinor-2 while the intra-uterine device most commonly known to those with knowledge of intra-uterine contraceptive device was Mirena which is about 65.8% of the correspondents. Also, this research revealed that 49.2% admitted to having used temporary artificial contraceptives. CONCLUSION: Despite the high level of awareness of temporary artificial contraceptives methods, its level of practice is quite low in this part of the country and the major factors influencing the knowledge and attitude of the participants towards temporary artificial contraceptives are marital status and educational level.

The high level of corruption in the Indonesian government sector makes good governance difficult to achieve. Accountability and transparency is a must in the effort to realize good governance. The efforts to reduce the level of corruption in Indonesia is the awareness of civil servants to disclose the fraud in the workplace agencies. This research uses qualitative methods with the aim to describe the implementation of accountability and transparency of local government financial reporting as well as identify potential whistleblowing for misuse of funds. This research uses primary data in the form of in-depth interviews with informants and secondary data in the form of financial statements of Salatiga local government that has been audited by BPK. The resource persons in this research are civil servants domiciled in Salatiga City and work in SKPD Salatiga City in the finance department of each SKPD. The results of this research indicate that Salatiga City Government has been accountable and transparent in local government financial reporting as well as there is no potential whistleblowing for misuse of funds. The results of this research can be used as an evaluation material for government agencies to establish a good whistleblowing mechanism so that civil servants working in government agencies are more willing to disclose the fraud. Since local autonomy regulation have been implemented efectively in one year, but empirically it still has many euphoria coming from institution process and Local Government management. Weak commitment and unclear strategic implementation of Local Government for value creating system cause poor quality of good governance and public accountability. Purpose This study aims to understand and compare how the mechanism of innovative processes in the information technology (IT) industry – the most innovative industry worldwide – is shaped in Poland and the USA in terms of tacit knowledge awareness and sharing driven by a culture of knowledge and learning, composed of a learning climate and mistake acceptance. Design/methodology/approach Study samples were drawn from the IT industry in Poland (n = 350) and the USA (n = 370) and analyzed using the structural equation modeling method. Findings True learning derives from mistake acceptance. As a result of a risk-taking attitude and critical thinking, the IT industry in the USA is consistently innovation-oriented. Specifically, external innovations are highly correlated with internal innovations. Moreover, a knowledge culture supports a learning culture via a learning climate. A learning climate is an important facilitator for learning from mistakes. Originality/value This study revealed that a high level of mistake acceptance stimulates a risk-taking attitude that offers a high level of tacit knowledge awareness as a result of critical thinking, but critical thinking without readiness to take a risk is useless for tacit knowledge capturing.

The low level of discipline among elementary school students has resulted in a sustainable impact on students. The problem in this study is the level of student discipline which is less influenced by the lack of attention to the position of parents towards children. This study aimed to find out more about the position of democratic parents in the formation of discipline in learning for grade III SD students. This study used a qualitative approach and descriptive type in presenting the research data. The method used in data collection was using the method of observation, interviews, and field notes. The results showed that the position of democratic parents has a very strategic role in the formation of learning discipline for third grade elementary school students. Through the democratic parenting style, parents are able to provide learning assistance and the formation of student character. Not only have that students also been accustomed by parents to have regular activities in the family environment, especially in the discipline of learning. Therefore, the position of democratic parents plays a very important role in the formation of student learning discipline. The suggestions that can be taken from this study for parents are expected to be able to provide good learning assistance to children so that children have a high level of discipline and interest in learning.

Orientation: A key role of local government in providing transparent, honest, accountable, efficient and effective service delivery to the communities they serve is determined by a number of plans, designs, actions and implementation. Trust among communities in the organisational set up is key in the success or failure of the efforts of the municipal entity and affects their individual and group performance.Research purpose: This study examines the relationship between trust and performance within a municipal environment and its effect on service delivery.Motivation for the study: The lack of sufficient and usable knowledge and information on the issue created the need for this research project that is an on-going effort dissecting and analysing key human resources challenges in the public sector.Research approach/design and method: Following a brief outline of the legislation, rules and regulations that determine the responsibilities of local government in South Africa and the context of the study, the qualitative method and design of focus groups as the key instrument of data collection was identified and analysed.Main findings: The results of the study pointed to the lack of trust among leadership and employees at all organisational levels.Practical/managerial implications: The existence of mistrust and problems identified in the process of performance management and evaluation has negative consequences on employee performance in the municipality.Contribution/value-add: The study findings have opened new doors to understanding key elements of organisational performance as the topic has received very scant attention in South African research literature.

The area of centre-local relations in local government is a contemporary and topical debate in Zimbabwe. It was on this background that the research on centre-local relations was undertaken with a view to assessing the implications of service delivery in Chitungwiza Municipality (CM). The views of different authorities on centre-local relations were reviewed to further analyse the implications of centre-local relations on service delivery in municipalities. The study triangulated different data collection methods such as key informant interviews, documentary search, in-depth interviews, observation and survey to obtain detailed data on the state of centre-local relations and its implications on service delivery in CM. The findings of the study revealed that centre-local relations between the Ministry of Local Government and the CM are highly centralised. The parent ministry retains overall powers and control over the municipality. The Minister who is supposed to play a strategic role in policy formulation and implementation is involved in the day to day running of the municipality leaving little room for elected councillors and residents in general to determine their own destiny. It has been established that centre-local relations that are supposed to foster independence and autonomy of the municipality has turned into a master-subordinate relationship that has negatively affected service delivery. The study concluded that hyper-centralised governance relations are hindering effective service delivery in the municipality. This has been evidenced by erratic water supply, potholed roads, poor refuse collection and bursting of sewer pipes. The study recommends that the central government through the Ministry of Local Government must grant the municipality more autonomy as a measure of improving service delivery.

ABSTRACT Local governments play dual, but conflicting, roles in China's tax system. That is, they are both tax collectors and controlling shareholders of firms subject to tax payments. We investigate how local governments balance their tax collection and tax avoidance incentives. We find that the conflicts between central and local governments arising from the 2002 tax sharing reform have led to more tax avoidance by local government-controlled firms, particularly when the local government's ownership percentage of the firms is higher than the tax sharing ratio. We also find evidence that the overall level of tax avoidance by local government-controlled firms in a region is positively associated with local fiscal deficits. As a high level of government ownership of corporations and intergovernmental tax sharing are common phenomena in many transitional economies, this study offers valuable insights into how the dual roles played by local governments affect tax policy enforcement in these economies. AbstractThe U.S. Department of Energy (DOE) is currently processing high-level waste (HLW) through a Joule-heated melter (JHM) at the Savannah River Site (SRS) and plans to vitrify HLW and Low activity waste (LAW) at the Hanford Site. Over the past few years at the Defense Waste Processing Facility (DWPF), work has concentrated on increasing waste throughput. These efforts are continuing with an emphasis on high alumina concentration feeds. High alumina feeds have presented specific challenges for the JHM technology regarding the ability to increase waste loading yet still maintain product quality and adequate throughput. Alternatively, vitrification technology innovations are also being investigated as a means to increase waste throughput. The Cold Crucible Induction Melter (CCIM) technology affords the opportunity for higher vitrification process temperatures as compared to the current reference JHM technology. Higher process temperatures may allow for higher waste loading and higher melt rate.Glass formulation testing to support melter demonstration testing was recently completed. This testing was specifically aimed at high alumina concentration wastes. Glass composition/property models developed for DWPF were utilized as a guide for formulation development. Both CCIM and JHM testing will be conducted so glass formulation testing was targeted at both technologies with a goal to significantly increase waste loading and maintain melt rate without compromising product quality.
