Moral education is the fundamental task of education. It does not only include the inheritance of the fine traditional thoughts of the Chinese nation, but also the deepening of the new era of education concept with the new development in this changing world. Moral education has been widely implemented in the practical education process of colleges and universities and has achieved some outstanding results, but there are still some areas to be improved. Teachers in colleges and universities are the key to implement the concept of moral education, and classroom teaching is the main channel for the implementation of moral education. Therefore, teachers in colleges and universities need to deeply understand the essence and connotation of moral education, accurately grasp the practical problems existing in moral education, focus on the curriculum construction and the main channel of the classroom, and make every effort to exercise curriculum ideology and politics.

In recent years, with the development of "guiding outline of Ideological and political construction of college curriculum" and "five focuses", the ideological and political education in Colleges and Universities has become more and more important. With the development of the strategy of "Ideological and political education of curriculum", the infiltration of traditional culture into the ideological and political education in Colleges and universities has become the focus of the school and society. From the perspective of culture itself, Chinese excellent traditional culture is a vivid teaching material for college students' patriotism education, an important resource to cultivate socialist core values, and an important source to nourish socialist moral construction. Therefore, in the context of the new era, college teachers should base on the actual development of students, grasp the connotation of the times, optimize the curriculum system, wake up the students' sense of cultural identity and belonging, and truly implement the fundamental task of "moral education".

At present, our country has entered a new stage of development. As a base for training talents, colleges and universities must fully realize the importance of school culture construction, and combine their own advantages and characteristics to explore effective ways of campus culture construction. Cultivating compound and applied “four new” talents is the core of college ideological and political education. The all-round education of students’ ideological and political education is important content and carrier of the Three All-round Education. Therefore, it is necessary to mobilize all the positive forces and factors of the whole society to build a dynamic Three All-round Education network. This article analyzes the problems existing in the working mechanism of “human comprehensive education” of ideological and political education in local colleges and universities, and proposes effective countermeasures to promote the mechanism and carrier of ideological and political education in local colleges and universities. The mode of Three All-round Education of college students’ ideological and political education is an important guarantee for strengthening moral education in colleges and universities in the new era. Through a comprehensive narration of the necessity and problems of the Three All-round Education of students’ ideological and political education in the new era, this article proposes a scientific approach to constructing students’ thinking in the new era.

AbstractH.A.R. Tilaar emphasizes to the importance of education based on culture, because education is process of culture. Therefore, between the education and culture has been greatly relation, because the education is not able to be separated from culture that has reflected and grown up dynamically in Indonesian society.The purpose of this research is to determine how the education based on culture according to H.A.R. Tilaar’s perspective. The object of this research was H.A.R. Tilaar’s Perspective which concerns to the education based on culture.The approach of this research was literature review. The source of the data were a text book written by H.A.R. Tilaar and other literatures related to this research. The technique of analyzing data were the content analysis of the text book written by H.A.R. Tilaar and other literatures.The result of this research are : (a) H.A.R. Tilaar conceptualizes the education as an culturing processes; (b) the education process is an culturing process through the interactive process between teachers and students; (c) it is necessary to the Government of Indonesia to correct the National education concept by proposing several aspects such as ; (1) the basic value of education; (2) to notice the function of sociological education; (3) the relation between culture and education; (4) the education as The Agent ofChange, and (5) to get the equalization of education opportunity; and (d) to grow up the creative and adaptive thinking toward education phenomenawhich always move dynamically in the environment of the Indonesian community which has its complexity.Keyword: Education, Culture.

The philosophy of innovative, coordinated, green, open and inclusive development, collectively referred to as the new development philosophy, is an important component of Xi Jinping Thought on Socialist Economy with Chinese Characteristics for a New Era. It plays a vital role in China’s efforts to resolve problems in economic development and cultivate new advantages. Based on a keen understanding of the new development philosophy, we review the literature on the evaluation of a single indicator of the five dimensions of philosophy and that on a comprehensive evaluation of all the indicators of philosophy. The results show varied depths of research in single-indicator evaluation, and a lack of systematic study on comprehensive evaluation. We propose a multi-tier (macro–micro)-indicator evaluation system of new development philosophy, and recommend to establish a smart evaluation platform by integrating big data with traditional data, which will serve as a foundation and provide reference for the development of a scientific, well-conceived indicator evaluation system of new development philosophy that can guide the practice.
