Civil apparatus of the state should remain optimal in providing service to the community at the time of running work from home as a pandemic impact of Covid-19. Bureaucratic performance should also be maintained to ensure government programs can be directly perceived by the public. Governments are required to be able to apply flexible work patterns from two sides. That is flexible from the side of the work implementation, and flexible from the user side that in this case is the community.  Despite working from home, the state civil apparatus is required to be able to provide optimal performance. This research seeks to see the motivation influence of state civil apparatus on their performance either directly or through disciplinary variables. Quantitative design has been adopted for this study using survey questionnaires prepared based on the Likert Scale (strongly disagree -1 and 5 to strongly agree). The sample size consists of 100 state civil apparatuses and is processed using PLS. The results of this study concluded that direct motivation does not affect performance, but indirectly through discipline, motivation can influence a significant effect at the overall performance of civil apparatus of the state

The author of labor, through an in-depth considiration, tries to understand, capture and notify the essential elements and immanent features of the principles of hierarchy and subordination in the public administration. Administration is one of the key entities in the physiognomy of the state system. It is a complex mechanism and, in general, a hierarchically profiled structure, which forms the "spine" of the state. Hierarchy and subordination are the basic substrate of administrative architecture. In an organizational sense, the hierarchical principle is a system of eldership, whose essence is expressed in the obligation of the subordinate entity (individual or authority) to conform to the orders of the superordinate elder in a strictly formalized system of mutual relations that arise in connection with the performance of the working tasks within an organization. The hierarchical pyramid is a stratified (layered) system of functions, ranging from the more specific to the more general. Within that system, carriers of more general functions control the work of carriers of closer functions. The hierarchical structure has the form of a vertical chain, in which each higher level has authority over the lower one, and each lower level submits to the orders and the directives at the higher level. Hierarchical placement allows vertical process management, providing easier management, effective control, as well as locating the responsibility and dysfunctionality of each link in the administrative chain. According to modern understandings, which occurred with the establishment of the legal state, there is a legally established border and a demarcation line to which the elder can move when issuing specific orders to the subordinates. That limit implies that the elder can not issue orders to the subordinates. This means that in modern-established states, in which the administration is based on the pivotal principle of legality, subordination actually arises as a kind of counterbalance to the hierarchy. In accordance with the principle of subordination, when the duty of the civil servant is prescribed to perform the orders of the head of the body, as well as the orders of the immediate superior officer, it is noted that the civil servant is obliged to act upon those orders, but exclusively in accordance with the Constitution , by law or by other regulation. The fundamental dilemma that is put in front of the author of the labor and on which the focus of the scientific-research interest is placed is by determining and clarifying the essence of the principles of hierarchy and subordination, to answer the question: is the hierarchy and subordination synonyms, dichotomous categories or predestined two sides of the same medal?

Timely implementation of the state innovation programs requires a large financial investment on account of private sector investment of the economy. In this regard, the present article is devoted to the study of public-private partnerships as a source of extra-budgetary funding for the state innovation programs in Russia. The author analyzed the possibility of involvement of various extra-budgetary sources to finance public innovation programs, which allowed to conclude that the public-private partnership is one of the most effective mechanisms of financing the implementation of government programs. The article considers the characteristic features of public-private partnerships, and identified key issues of implementation of public-private partnership in the Russian Federation. Based on the conducted research the author developed a complex of measures which implementation may contribute to increasing the attractiveness of the mechanism of public-private partnerships to Finance public innovation programs.

The public demand for health service professionalism and transparent financial management made some Puskesmas in Semarang regency changed the status of public health center to BLUD. The implementation of Puskesmas BLUD and non-BLUD requires resources that it can work well in order to meet the expectations of the community. The aim of this study is to know the difference of work motivation and job satisfaction of employees in Puskesmas BLUD and non-BLUD. Method of this research is a comparative descriptive with a quantitative approach. The object of this research are work motivation and job satisfaction of employees in Puskesmas BLUD and non-BLUD Semarang regency. This Research showed that Sig value. (P-value) work motivation variable was 0.019 smaller than α value (0.05). It showed that there was a difference of work motivation of employees in Puskemas BLUD and non-BLUD. Sig value (P-value) variable of job satisfaction was 0.020 smaller than α value (0.05). It showed that there was a difference of job satisfaction of BLUD and non-BLUD. The average of non-BLUD employees motivation were 76.59 smaller than the average of BLUD employees were 78.25. The average of job satisfaction of BLUD employees were 129.20 bigger than the average of non-BLUD employee were 124.26. Job satisfaction of employees in Puskesmas BLUD was higher than non-BLUD employees.

Using published estimates of inequality for two countries (Russia and USA) the paper demonstrates that inequality measuring still remains in the state of “statistical cacophony”. Under this condition, it seems at least untimely to pass categorical normative judgments and offer radical political advice for governments. Moreover, the mere practice to draw normative conclusions from quantitative data is ethically invalid since ordinary people (non-intellectuals) tend to evaluate wealth and incomes as admissible or inadmissible not on the basis of their size but basing on whether they were obtained under observance or violations of the rules of “fair play”. The paper concludes that a current large-scale ideological campaign of “struggle against inequality” has been unleashed by left-wing intellectuals in order to strengthen even more their discursive power over the public.

The centerpiece of New York State’s 150th anniversary of the Sullivan Expedition of 1779 was a pageant, the “Pageant of Decision.” Major General John Sullivan’s Revolutionary War expedition was designed to eliminate the threat posed by Iroquois allied with the British. It was a genocidal operation that involved the destruction of over forty Indian villages. This article explores the motivations and tactics of state officials as they endeavored to engage the public in this past in pageant form. The pageant was widely popular, and served the state in fixing the expedition as the end point in settler-Indian relations in New York, removing from view decades of expropriations of Indian land that occurred well after Sullivan’s troops left.

One of the main criteria for economic development is the size of the public debt and its dynamics. The article considers the impact of public debt on the financial security of Ukraine. The views of scientists on the essence of public debt and financial security of the state are substantiated. An analysis of the dynamics and structure of public debt of Ukraine for 2014-2019. It is proved that one of the main criteria for economic development is the size of public debt and its dynamics. State budget deficit, attracting and using loans to cover it have led to the formation and significant growth of public debt in Ukraine. The volume of public debt indicates an increase in the debt security of the state, which is a component of financial security. Therefore, the issue of the impact of public debt on the financial security of Ukraine is becoming increasingly relevant. The constant growth and large amounts of debt make it necessary to study it, which will have a positive impact on economic processes that will ensure the stability of the financial system and enhance its security.

The article is devoted to the clarification of the peculiarities of risk management during the implementation of PPP projects. The author identifies a set of risks for a private partner, business risks of PPP projects and the main risks associated with the protests of the public, as well as public and international organizations. The typical risks of PPP projects are presented, including force majeure, political risks, profitability risks, operational, construction, financial risks, and the risk of default. The world experience of sharing risks between the partners is presented. Also named are the main methods for assessing the risks of PPP projects. It has been determined that the conditions on which the parties should reach agreement in order for the contract to be concluded are essential. Risk management can be implemented within the framework of the essential conditions for the allocation of risks. However, the provisions of the law provide for the allocation of only those risks identified by the results of an analysis of the effectiveness of the PPP project. Legislation does not directly determine how risks can be allocated to the risks identified during the pre-contract negotiations (or even at a later stage), but not taken into account in the analysis of efficiency. For example, suggestions on the terms of the partnership agreement as part of the bidding proposal may include suggestions on risk management mechanisms. There are no definite and can not be fully defined possible ways of managing risks in view of their specificity for a particular project. For this purpose, it is advisable to provide for a period of familiarization with the draft tender documentation and the possibility of making changes to it based on the findings received from potential contestants. It is also advisable to foresee cases in which it is possible to review certain terms of the contract without a competition. It is substantiated that the law does not restrict the possibility of foreseeing specific terms of an agreement on the implementation of the PPP project or to conclude additional (auxiliary) contractual instruments (for example, an investment agreement). At the same time, when laying down conditions not provided for by law, it is necessary to take into account the scope of competence of the state partner. Also, in order to ensure the principle of equality of conditions, the state partner should provide such additional conditions in the tender documentation.
