Pemerintah lewat Dinas Ketahanan Pangan dan Pertanian Kota Surabaya telah mengupayakan berbagai program yang diharapkan mampu mengatasi permasalahan terkait pemenuhan kebutuhan pangan pasca pandemi COVID-19 yang sedang terjadi, contohnya dalam pemanfaatan program Urban Farming yang bertujuan mengatasi permasalahan kebutuhan pangan pasca pandemi. Sehingga dari permasalahan tersebut tujuan yang ingin dicapai ialah dapat mengetahui, menggambarkan serta mendeskripsikan bagaimana upaya strategi ketahanan pangan melalui program pertanian perkotaan yang digagas oleh DKPP Kota Surabaya. Urban Farming awalnya ditujukan kepada masyarakat miskin untuk bekal memulai pembudidayaan tanaman yang dimanfaatkan guna pemenuhan pangan mandiri untuk menuju kesejahteraan. Teknik pengumpulan data yang digunakan dalam metode penelitian kualitatif deskriptif ini ialah studi kepustakaan. Fokus yang diambil oleh peneliti merujuk pada 5 strategi utama menurut (Hanafie,2010). Hasil penelitian menunjukkan bahwa dalam lima indikator yang dianalisis ditemukan fakta yang meliputi, prioritas pembangunan ekonomi berbasis pertanian yang dimanfaatkan di perkotaan; pemenuhan pangan pasca pandemi COVID-19; pemberdayaan masyarakat terkait program Urban Farming; promosi dan edukasi terkait program tersebut; dan penanganan keamanan terhadap jaminan mutu pangan yang segar; bahwa peran dan langkah yang dilakukan Pemerintah Kota Surabaya dinilai sangat efektif. Hal ini ditinjau lewat meningkatnya tren positif dalam pemanfaatan program Urban Farming oleh masyarakat Kota Surabaya. Namun perlunya perbaikan proses sosialisasi serta promosi agar program dapat berjalan dengan baik tanpa hambatan dan kendala. Kata Kunci: Strategi, Ketahanan Pangan, Urban Farming   The government, through Food and Agriculture Service Office, has pursued various programs that are expected to be able to overcome problems to meeting food needs after the COVID-19 pandemic, for example in the Urban Farming program which aims to address the problem of post-pandemic food needs. From these problems, the goal to be achieved is to be able to find and describe how the food security strategy efforts through the urban agricultural program. Urban Farming was originally aimed at the poor to provide supplies to start cultivating plants that are used to fulfill independent food for prosperity. The data collection technique used in this research method is literature study. The focus taken by the researcher refers to the 5 main strategies according to (Hanafie, 2010). The results showed that in the five indicators analyzed, facts were found which include, agricultural-based economic development priorities that are utilized in urban areas; fulfillment of food after the COVID-19 pandemic; community empowerment related to the Urban Farming program; promotion and education related to the program; and security handling of fresh food quality assurance; that the roles and steps taken by the Surabaya City Government are considered very effective. This is observed through the increasing positive trend in the use of the Urban Farming program by the people of the City of Surabaya. However, it is necessary to improve the socialization and promotion process so that the program can run well without obstacles and obstacles. Keywords: Strategy, Food Security, Urban Farming

Food security is inseparable from the factors of availability, quality, and affordability of food, where the condition of a country is able to meet the food needs of society ranging from families to individuals. This is in accordance with the contents of the latest Law number 18 of 2012 concerning Food which states that food security includes availability in quantity, quality, and affordability, the aim is to create a healthy, productive and sustainable life. This paper discusses how much influence the urban farming program as one of the government programs to achieve food security, especially family food. This research was conducted in several villages in five districts of Malang, namely Klojen, Suku, Lowokwaru, Blimbing, and Kedungkandang. The research method used in this paper is qualitative descriptive, with primary data collection techniques conducted by interviews and field observations. While secondary data collection is done by library and documentation techniques. Through the research conducted, the results show that this urban farming program has an influence on several points regarding food security contained in Law number 18 of 2012 including availability, quality, and affordability. Besides that, there are also locations that are less able to develop urban farming programs effectively, due to several obstacles encountered in implementing the program.

The Indonesian government developed the Food Estate program as one of the spearheads in a food security strategy during the COVID-19 pandemic. The Food Estate concept is a food development on a wide scale carried out in an integrated manner, including agriculture, plantations, and livestock in an area. This study uses descriptive and qualitative approaches to explain and analyze research problems. Data collection was obtained from the literature study regarding previous research and expert opinion. Overall, food estate development can increase per capita income and reduce the percentage of income for daily food needs, which is essentially very important if the government is to have more policy options in the event of a global food crisis due to COVID-19. However, there should be an improvement in the smooth distribution so that there is no longer a shortage of food, which impacts hoarding for consumer groups, causing shortages for other groups. The COVID-19 pandemic, of course, has taught the relationship between the health of the environmental system and the food system. Therefore, the synergy between food, ecological systems, and economic systems is an obligation.

Urban farming is one of the new cultivation methods in the urban area. It becomes one of Semarang City government’s efforts to fulfil urban society food needs. The background of the urban farming concept is the limitations of land in agriculture production by people living in the urban area. Urban farming in Semarang City consists of hydroponic and aquaponic. Hydroponic cultivation is easier to do because of the nutrients needed measurably derived from artificial nutrients (non-chemical). While in aquaponic have two elements, they are aquaculture and vegetables grown. Both of these urban farming concepts have the principle of planting media with no use of land and are appropriately implemented in urban areas. The purpose of this research is to know how urban farming management system in Semarang City. The research method used is quantitative descriptive and conducted in Semarang City. The primary data were collected by questionnaires and field observations, while the secondary data came from the literature study and previous research. From the result of this research recommend the application of urban farming technology that prioritizes environmental protection with social and economic aspects.

Abstract Rutan Boyolali is an institution that organizes guidance activities for prisoners as a social reintegration process. The guidance that is carried out recently leads to a productive one. One of the efforts to realize the productive correctional institutions can be done through agricultural activities. However, the location of the correctional institutions that are in the middle of urban areas faced the challenge of limited agricultural land. One of the solutions is to carry out the concept of urban farming. Through urban farming, it is hoped that prisoners can become skilled and ready to work when they are free. This concept also can be an innovation and solution in overcoming various problems in prisons. On the other hand, the benefits of urban farming are maintaining food security. The rate of urban development eliminates agricultural land and results in cities no longer being able to meet their food needs independently.

COVID-19 is a pandemic disease that has infected many cities in Indonesia, the impact caused by the spread of COVID-19 involves many aspects including economic, social, cultural, tourism and many more. Based on the problems mentioned above, this article is intended to describe the impact of COVID-19 on tourism in the city of Bandung which is one of the tourism city in the province of West Java, this article is also intended to recommend what policy should be made by the government of the Bandung City to restore tourism to the condition before the COVID-19 outbreak. This study uses a model building method with a descriptive analysis approach. The results revealed that tourism is one of the sectors most affected by the COVID-19 outbreak in the city of Bandung, efforts to restore tourism from COVID-19 must be comprehensive and sustainable. Bandung City Government and tourism entrepreneurs are demanded to carry out communication and coordination to develop tourism recovery policy instruments which include internal recovery efforts such as disaster management, organizational capacity building and external recovery efforts such as tourism relaxation policy and tourism promotion. Significance Funds for emergency maize crop purchases from Zambia were allegedly misappropriated, with former Minister of Agriculture, Irrigation and Water Development George Chaponda implicated in the deal. The scandal comes as the government struggles to deal with the impacts of an ongoing food security crisis which has been compounded by the arrival of the fall armyworm (FAW), a pest which has affected maize crops nationwide. Impacts Chaponda’s leading allies in government could lose their positions. Protests and demonstrations against government are likely to increase in urban areas. Projected economic growth of 4.5% for 2017 may prove unachievable.

Garbage is a big problem in Medan City. Therefore, this study aims to find out how the role of government in empowering the community through waste management. In this study, data collection techniques were carried out through interviews, observation, and literature study. The analysis technique used is an interactive qualitative. Qualitative data analysis is carried out interactively and continues continuously until it is complete so that the data is already saturated. The results showed that the government did not have a special program for the development of this garbage bank. When the government has not optimally developed future development plans, the community will also feel pessimistic and unsure of the existence of this garbage bank. The community is less interested in getting involved in this garbage bank. The community felt that the training they had received was only knowledge and did not have a great opportunity to be developed. This relates to the statement that one of the obstacles in implementing community empowerment is the rejection of the community itself because the community does not have confidence.

The purpose of this study is to determine the role of urban farming community empowerment to improve food security (A case study of RT 02 and RT 03 Awikoen village, Gending-Gresik Urban Village). The method of analyzing data in this study uses Structural Equation Modeling Parial Least Square (SEM-PLS) using Smart PLS 3 application. The results of this study shows that the variable empowerment of urban farming community members had a real influence to improve food security in Gending urban village, Gresik Regency.

ABSTRAK   Pokok permasalah pada masalah kemiskinan di Indonesia khususnya kabupaten Bengkalis. Kemiskinan adalah masalah klasik dan terjadi hamper di seluruh Negara di dunia. baik itu kemiskinan absolut maupun kemiskinan relatif. Masalah tentang masyarakat  miskin ternyata sangat kompleks, sehingga meskipun sudah banyak program-program dalam upaya pengentasan kemiskinan, namun juga tak kunjung selesai.  Tujuan penelitian ini untuk mengetahui bagaimana manajemen pemberdayaan masyarakat di kabupaten bengkalis dan pemberdayaan masyarakat desa di kabupaten Bengkalis. Metode penelitian menggunakan pedekatan kualitatif studi kepustakaan,  jenis penelitian menggunakan studi literatur dengan mencari referensi teori yang relevan dengan kasus atau permasalahan yang ditemukan. Hasil penelitian ini menunjukkan bahwa manajemen pemberdayaan masyarakat di kabupaten bengkalis belum maksimal, hal ini terlihat dari lemahnya upaya pemerintah dalam upaya melinearisasi kebijakan hingga tingkat desa khususnya desa tradisional yang masih tertinggal, tentu butuh sentuhan-sentuhan khusus yang bisa di tuangkan ke dalam sebuah aturan/kebijakan. Dengan kata lain, factor administrasi dan organisasi sangat mempengaruhi keberhasilan dalam pencapaian tujuan. Pemberdayaan masyarakat desa di kabupaten bengkalis juga belum terlaksana dengan maksimal. Hal ini terlihat dari lemahnya upaya pemerintah dalam upaya menduplikasi strategi dari desa yang berhasil kepada desa-desa lainnya di kabupaten bengkalis. Dalam upaya pemberdayaan masyarakat desa di kabupaten bengkalis perlu menanamkan kesadaran kepada masyarakat yang menjadi sasaran pemberdayaan terhadap pentingnya pemberdayaan tersebut agar dalam pelaksanaan, masyarakat sasaran pemberdayaan dapat lebih partisipasif.   Kata Kunci: Manajemen, pemberdayaan, masyarakat.desa. Abstract: The main problem in the problem of poverty in Indonesia, especially Bengkalis Regency. Poverty is a classic problem and occurs in almost all countries in the world. both absolute poverty and relative poverty. The problem of the poor turns out to be very complex, so that even though there have been many programs in poverty alleviation efforts, it has also not been finished. The purpose of this study was to find out how the management of community empowerment in Bengkulu Regency and village community empowerment in Bengkalis Regency. The research method uses a qualitative approach to literature study, this type of research uses literature studies by looking for theoretical references relevant to the case or problem found. The results of this study indicate that the management of community empowerment in Bengkulu Regency is not yet maximal, this can be seen from the weak efforts of the government in an effort to line up policies at the village level, especially traditional villages that are still lagging, naturally requiring special touches that can be poured into a rule / Policy. In other words, administrative and organizational factors greatly influence success in achieving goals. Empowerment of rural communities in the Bengkulu district has also not been carried out to the maximum. This can be seen from the weak efforts of the government in an effort to duplicate the strategy of the successful village to other villages in the Regency of Bengkulu. In an effort to empower the village community in Bengkulu Regency it is necessary to instill awareness to the people who are the target of empowerment of the importance of empowerment so that in the implementation, the target community of empowerment can be more participatory. The waste management in urban areas should get treatment from various parties (communities, governments, and businesses) to prevent environmental damage increases. Waste management can be done in the management area of the Rukun Tetangga (RT) and Rukun Warga (RW) level, also the village level. The main problem for the current partner that doesn’t spread evenly of knowledge and the capabilities in utilizing waste into something that has economic valuable and the low level of public participation in the program launched by the government especially Kampung Berkebun programs that have been implemented at the level of Rukun Warga (RW). Community Service activity is done by providing assistance to communities to manage organic waste in the local environment (communal scale-Rukun Tetangga) program to support the Urban Farming to utilize all potentials and resources that have been owned and has not been utilized properly.
