This paper presents the conclusion of the Financial university expert group on the socio-economic development forecast for the Russian Federation in 2019–2024 (developed by the Ministry of Economic Development of Russia). The forecast has been evaluated according to the task set in the Decree of the President of the Russian Federation on May 7, 2018 No. 204 “On National Goals and Strategic Objectives of the Russian Federation through to 2024”, regarding achievement breakthroughs in science and technology and socioeconomic development in the Russian Federation. Special attention has been paid to the analysis of forecasted rates and projected sources of economic growth and prospects for social development. According to the analysis, it has been concluded that the proposed forecast indicators are not adequate to the task of “achievement breakthroughs in science and technology and socioeconomic development in the Russian Federation”, provided by the Decree of the President of Russia of May 7, 2018, No. 204.

The adoption of the Strategy for the Spatial Development of the Russian Federation marked a new stage in the development of the practice of territorial strategizing. However, the lack of terminological clarity is one of the factors limiting the potential of this institution. Thus, the sustainability of socio-economic development, which is somehow present as the main goal in most territorial strategies, raises a number of questions. Taking into account the accumulated domestic and world experience, there are several interpretations of this concept: sustainability as stable rates of economic growth; sustainability as a concept developed at the UNO, requiring a balanced account of the environmental, social and economic components of social development; resistance to counteraction to various challenges and shocks. This article attempts to outline the main problems that arise due to the lack of clarity in the “dilution” of these concepts. In the world scientific literature and practice, the territorial potential for resilience to disasters has long been described by the concept of “resilience”, the content of which is considered in the paper.

The fishery complex of the Russian Federation, due to its natural and climatic conditions, has tremendous potential both for saturating the food market with high-quality products and for the socioeconomic development of the region due to the creation of a large number of highly paid working places and conditions for the provision of services for organizing sports fishing. One of the largest fishery complexes in the Russian Federation is Rostov region where biological resources are extracted by fishery enterprises in the Azov and Black Seas, Taganrog Bay, Tsimlyansk, Veselovsky and Proletarsky reservoirs and numerous pond farms, the capabilities of which are not fully used. Oktyabrsky district has enormous resources of pond fishing and fish farming. On the example of this region, one can observe the influence of all the shortcomings that impede the further increase in the level of development of the fishing industry. The elimination of these shortcomings will not only increase this level, but also contribute to the socio-economic development of theregion.

The article is devoted to the visualization features on the maps of indicators of the socio-economic development of the Arctic territories. In recent years, issues of the development of the Arctic territories of the Russian Federation have been one of the priority directions for the development of the state. That explains the relevance of research in this area. It is proposed to use modern geographical information systems as a method of displaying socio-economic indicators in space. This choice led to the availability of a large array of data necessary for analyzing the opportunities and priorities of the socio-economic development of the Arctic territories. As an example, an indicator is considered - the payroll of all employees of organizations. According to the presented results, we can conclude that there is a strong differentiation of the Arctic territories by the level of financial security.

In this article, the authors consider the problem of reducing the population in the Russian Federation due to insufficient birth rate and high mortality. In turn, this leads to a reduction in labor resources in the economy. Solving this problem, the authors come to the conclusion that such a factor in the economy, such as labor resources, gradually becomes insignificant and loses its dominant value. The next leading factor in economic growth can be knowledge and innovations that are capable at the present stage of the country's development to give impetus to the onward movement forward and determine the future features of the new economy.

At the present stage, the Russian Federation is at a fundamentally new stage of socio-economic development, a clear manifestation of which is expressed in the growth of economic recovery indicators, an increase in investment potential, a reorientation to domestic producers and domestic products. In this connection, the tourism sector can act as a serious tool for the socio-economic development of the Russian Federation. Tourism has a significant impact on ensuring sustainable socioeconomic development. Tourism, developing at a rapid pace, contributes to the development of related industries. The development of the tourism sector should proceed along the path of sustainable development of the constituent entities of the Russian Federation, and is aimed at removing infrastructural restrictions for the full use of the potential of the territories of Russia. In order to identify internal unused natural reserves, preserving the uniqueness and ensuring the environmental safety of the territories of advanced development. In this connection, it is advisable to use the cluster approach to clearly define the strategic territories for the development of the tourism sector. A “tourist cluster” is a collection of enterprises assembled into a single, logically structured system. They provide development, production, promotion of a tourist product. At the same time, one of the main guidelines for the development of the tourism sector is the provision of world quality standards.

The author studies the problems of socio-economic development of municipalities included in the conditional boundaries of urban agglomerations. When developing the foundations of the state policy of the Russian Federation for the development of local self-government, these issues come to the fore. Their solution is the key to the successful achievement of the goals of national projects and strategic objectives of the spatial development of Russia. The article considers models of management of urban agglomerations, generalizes regional experience on the use of mechanisms of socio-economic development of municipalities within agglomerations, identifies tools that contribute to the integrated development of agglomerations and obstacles that prevent it, substantiates the need to improve federal regulation of the formation and development of agglomerations, preferably in the form of a federal law.

Subject. This article explores the various aspects of the concept of Spatial Development. Objectives. The article aims to develop a conceptual basis for the spatial socio-economic development of the collaborating regions. Methods. For the study, I used the methods of comparative and statistical analyses. Results. The article shows how cooperation between the subjects of the Russian Federation increases the potential of economically united regions. Conclusions. When preparing national strategic planning documents, it is necessary to take into account the specifics of regions, their capacity, available resources, and focus on the relationship between regions.

The author touched upon topical issues of inter-budget alignment, budget provision of regions with financial resources, focusing on factors that directly affect the stability of the budget system, as well as highlighting problems in the budget sphere that require urgent attention from the authorities. It is concluded that the level of interregional differentiation continues to increase, and the modern mechanism of budget equalization requires urgent amendments and adjustments. It is emphasized that the main goals of socio-economic development of the Russian Federation related to the transition to an innovative type of development, changes in the structure of the national economy, set out in strategic documents and messages of the President of the Russian Federation and declared since 2009, are not being implemented, and the effectiveness of state economic policy and Federal budget expenditures for its implementation remains low. This indicates the need to review the current system.
