The article covers the main directions of joint work of scientific-research institutions (SRI) of agricultural profile in the Siberian region and Siberian Scientific Agricultural Library (SibSAL) functioning within the structure of the Siberian Branch of VASKHNIL (Russian Agricultural Academy) since its establishment in 1969 up to the reorganization period of science reform (2013-2021). The specificity of library and information activity of departmental library and multilevel model of interaction with institutes to satisfy information needs of scientists and specialists of agrarian research institutes in pre-reform period is presented. The results of monitoring the state of library and information activities in the institutes that have influenced the development of the new concept of interaction with SRI are presented. Based on the analysis of reorganization processes, a new structure of scientific organizations of the agricultural profile of Siberia is presented, which is the basis for the development of a new paradigm of interaction between research teams and the Siberian Scientific Agricultural Library, which received the status of a branch of the State Public Scientific and Technical Library of the Siberian Branch of the Russian Academy of Sciences as a result of the reorganization. The analysis carried out in the conditions of reform and reorganization changes on the basis of a questionnaire shows new trends in expanding the range of interests of scientists to the possibilities of the information potential of the SibSAL as the largest branch library in the region. In the context of the change of management and the destruction of organizational and functional ties of agricultural research institutes that have become part of the regional centers of the SB RAS, the orientation to the development and strengthening of communications with the central academic libraries of the regions and the restoration of interaction with libraries of agricultural education on a new basis is noted. The definition of the system structure of agricultural research institutes and educational institutions of the region within the new boundaries of departmental relations of the Ministry of Agriculture, the Ministry of Science and Higher Education will allow establishing the vector of interaction of the SibSAL as a system-forming link. This will enable the development of the main functional areas of library and information activities in the Siberian region.

CARTOGRAPHS OF VITICULTURE IN MINAS GERAIS: from South genesis to North expansionCARTOGRAFÍAS DE LA VITICULTURA EN MINAS GERAIS: de la génesis en el Sur a la expansión al NorteRESUMOO presente artigo tem como objetivo analisar a reorientação no deslocamento do padrão espacial do cultivo de uvas no estado de Minas Gerais, originalmente localizado no Sul, mas expandiu-se para o norte mineiro nas últimas décadas. Os procedimentos metodológicos centraram-se na revisão de literatura sobre a viticultura no Brasil, e na coleta em dados secundários na Pesquisa Agrícola Municipal/PAM/IBGE, nos Censos Agropecuários do IBGE, além do Banco de Dados de Uva, Vinho e Derivados/VITIBRASIL. Os mapas temáticos demonstraram a dinâmica da viticultura em Minas Gerais, evidenciando uma mudança no padrão espacial, ou seja, historicamente concentrada no sul do estado, mas verificamos no pós-1990 uma expansão geográfica para o norte, principalmente em direção ao Cerrado e vale do Rio São Francisco. O papel desempenhado pela pesquisa, na busca de novas técnicas para a viticultura em regiões tropicais, tem uma grande centralidade nesse processo, uma vez que estamos diante de um novo paradigma para a produção de uvas e vinhos.Palavras-chave: Viticultura; Regionalização; Geografia do Vinho; Minas Gerais.ABSTRACTThis article has the goal to analyze the reorientation in the displacement of the spatial pattern of grape cultivation in the state of Minas Gerais, originally located in the south, but has expanded to the north of Minas Gerais in recent decades. The methodological procedures focused on the literature review on viticulture in Brazil, and the collection of secondary data from the Municipal Agricultural Research/PAM/IBGE, the IBGE Agricultural Census, and the Grape, Wine and Derivatives Database/VITIBRASIL. Thematic maps showed the dynamics of viticulture in Minas Gerais, showing a change in the spatial pattern, that is, historically concentrated in the south of the state. Sao Francisco River. The role played by the research in the search for new techniques for viticulture in tropical regions has a great centrality in this process, since we are facing a new paradigm for the production of grapes and wines.Keywords: Viticulture; Regionalization; Wine Geography; Minas Gerais.RESUMENEl presente artículo tiene como objetivo analizar la reorientación en el desplazamiento del patrón espacial del cultivo de la uva en el estado de Minas Gerais, originalmente ubicado en el sur, pero se ha expandido al norte de Minas Gerais en las últimas décadas. Los procedimientos metodológicos se centraron en la revisión de la literatura sobre viticultura en Brasil, y en la recopilación de datos secundarios en la Investigación Agrícola Municipal/PAM/IBGE, en los Censos Agrícolas del IBGE, además de la Base de Datos de Uva, Vino y Derivados/VITIBRASIL. Los mapas temáticos demostraron la dinámica de la viticultura en Minas Gerais, mostrando un cambio en el patrón espacial, es decir, históricamente concentrado en el sur del estado, pero en la década de 1990 verificamos una expansión geográfica hacia el norte, principalmente hacia el Cerrado y Vale do Río São Francisco El papel desempeñado por la investigación, en la búsqueda de nuevas técnicas para la viticultura en las regiones tropicales, tiene una gran centralidad en este proceso, ya que nos enfrentamos a un nuevo paradigma para la producción de uvas y vinos.Palabras-clave: Viticultura; Regionalización; Geografía del Vino; Minas Gerais.

The purpose of the article is to analyze some aspects of the state of innovation in Russia, including the state of small innovative business, venture capital financing startups, the dynamics of the creation of business entities by universities and research institutes. The facts of an extremely small number of small innovative enterprises created by universities and research institutes were recorded, as well as a low level of innovative activity of small enterprises over the entire period of statistical observations, a long-term dynamics of a decrease in the share of innovative goods, works and services in 2019 by almost two times (1.7 times) compared to 2013. The presented data indicate the low effectiveness of the idea of direct copying of the American model of technology commercialization, according to which the main player here should be higher educational institutions, as it has historically developed in the United States. It was concluded that in order to create an effective model of an innovation system consisting of proactive owners of research and development results, venture funds financing startups, universities that undertake the organization of research and development for the subsequent release of results to the market, large firms financing a significant percentage of turnover in R&D, in Russia there were no conditions and, unfortunately, until now there are none. The system needs to be corrected taking into account the real state of the Russian economy.The article analyzes several current competitions for the development of innovative activities held by large companies and administrations of Russian regions and makes proposals for correcting the organization of competitions.

The article describes the history of the State Public Scientific and Technological Library of the Siberian Branch of the Russian Academy of Sciences (SPSTL SB RAS) — firstly the State Scientific Library (SSL), established in 1918 in Moscow and transformed into SPSTL SB RAS in 1958. The authors present the stages of its development and main achievements. The library developed its collections, publishing and educational activities, created the network of its branches practically in all industrial regions of the country. During the Great Patriotic war, the Library based its work on the priority satisfaction of the defence information needs. Despite the loss of holdings on the occupied territory, it developed the network of branches, setting the task of bibliographic service for the defence industry.In 1946, given general scientific importance of the Library, it was transferred to the USSR Ministry of Higher Education. The new status of the Library has forced to expand significantly its acquisition to technical literature, publications on natural science, social science and humanities. In 1958, the Library was transferred to Novosibirsk. Its main task became information support of scientific research; it developed its forms and methods, generated its own resources and actively engaged in the automation and informatization of library and information processes. Here the Library began to develop library science, bibliography, book science and applied informatics. In fact, the communication between the user and the library, the librarian and the information resource moves exclusively into the electronic environment. Over 60 years of activity in Siberia, the Library has become a unique scientific and cultural Siberian phenomenon, combining the features of the universal public library, the centre for scientific and technical information and the unified centre for automation of library and information processes of the Siberian Branch of the Russian Academy of Sciences.

В современной методологии юриспруденции происходит переход от изучения состо­яний ее объекта, которыми выступают право и государство, к постижению этого объек­та в его изменениях и превращениях. Две подсистемы методологии юриспруденции, подсистема обращенная к состоянию права и государства; и подсистема обращенная к изменениям права и государства, — получают свое отображение в концептуальной форме, методологических подходах, методах, специфических понятиях. Показательны перемены в содержании методологии юриспруденции, где определяю­щее значение имеют методологические подходы, определяющие стратегию исследова­тельских поисков во взаимосвязи юриспруденции с правом и государством. Среди наи­более характерных подходов антропологический, аксиологический, цивилизационный, синергетический и герменевтический — определяют плюралистичность современной методологии и свидетельствуют о становлении новой парадигмы методологии юриспру­денции.   In modern methodology of jurisprudence there is a transition from the study the states of its object to its comprehension in changes and transformations. Hence the two subsystems of methodology of jurisprudence: subsystem facing the states of the law and the state as well as their components and aspects; and subsystem facing the changes of the law and the state in general and their constituents. These subsystems of methodology of jurisprudence receive its reflection in conceptual form, methodological approaches, methods, specific concepts. Methodology of jurisprudence should not be restricted to the methodology of legal theory. In this regard, it is an important methodological question about subject of jurisprudence. It is proposed to consider the subject of jurisprudence as complex, covering both the law and the state in their specificity, interaction and integrity. Indicative changes in the content methodology of jurisprudence are the usage of decisive importance methodological approaches that govern research strategy searches in conjunction with the law and the state. Among the most characteristic of modern development approaches: anthropological, axiological, civilization, synergistic and hermeneutic. Modern methodology of jurisprudence is pluralistic in nature alleging various approaches to the law and the state. Marked approaches allow the formation of a new paradigm methodology of jurisprudence.

SQL Server Reporting Services is a way to analyze data, create reports using the indicators and gauges. Indicators are minimal gauges that convey the state of a single data value at a glance, and most are used to represent the state of Key Performance Indicators. Manage and harmonize the performance of an institution's educational institutions, especially universities with the performance of individuals or resources, no doubt is one of the essential elements for the success of an entity of the institution. Integrate the performance of an educational institution with individual performance is not an easy process, and therefore required a systematic approach to manage it. Implementation of a strategic management system based Balanced Scorecard can be used as a performance measurement system that will continuously monitor the successful implementation of the strategy of any public educational institution and measure the performance of its resources in a comprehensive and balanced, not the quantity but the emphasis is more concerned with the quality, so the performance of educational institutions at any time can be known clearly. Contribution of Key Performance Indicators to manage and harmonize the performance of any public institution is a solution in providing information to realize the extent of work that has set targets, identify and monitor measures of success, of course, with performance indicators show a clear, specific and measurable.

With the enactment of the Education System Act no 20 of 2003 (better known as the Sisdiknas Act), the State has determined that educational institutions should have a legal umbrella in the form of a legal entity, or better known as the Legal Entity Education. As a non-profit organization, the Foundation is the right legal entity that becomes a place for educational institutions, especially private schools. Therefore, of course, Notary has a very crucial role in making notary deed in the form of establishment and deed of change, such as example how in making the right basic budget and not multi interpresatasi for stake holders in the foundation. Presented is the research in a large number of studies, devoted to the study of state policy in relation to compatriots living abroad, at the same time, today there are practically no data on the state and assessment of the state and non-state support. In this regard, the authors have classified the forms of support into two groups - state and non-state, investigate the specific features of these forms of support, and analyze their effectiveness. Empirical analysis carried out in this research study includes qualitative data from expert interviews collected in 2021. In total, 31 interviews were conducted with experts from sixteen countries (Russia, Ukraine, Republic of Kazakhstan, Republic of Moldova, Republic of Kyrgyzstan, Armenia, Tajikistan, USA, Germany, Czech Republic, Turkey, Great Britain and Northern Ireland, Cyprus, Panama, Uganda, New Zealand). Representatives of Russian and foreign public authorities, heads of the Coordination Councils of organizations of Russian compatriots abroad, heads of Russian youth public organizations abroad, heads of higher educational institutions, teachers and educators, and public figures acted as experts. In conclusion, the authors summarize the effectiveness of state and non-state support for young students of compatriots abroad, form a set of practical recommendations for improving these forms of support.
