The article is devoted to the definition of one of the typical features of the modern era - an increase in the scale, a variety of types and directions of international migration. International movements of the population have become an important factor in social transformations in countries of destination and origin of migrants, and affect interstate relations. These conditions have led to an increase in the importance of migration policy as an obligatory component of the activities of national governments, interstate associations, and the entire world community. As a result, the relevance of scientific research on migration policy, which has theoretical and practical significance, has increased.

Задача создания концепции национально ориентированного лингвострановедческого словаря для вьетнамских граждан, изу-чающих РКИ, заставляет обратиться к ряду вопросов теоретического плана, без рассмотрения которых невозможно обозначить вектор дальнейшей деятельности. Определение цели обучения любому иностранному языку неотделимо от особенностей языка как предмета обучения. В контексте современной цивилизационной парадигмы, несмотря на возникшие в последнее время проблемы медико-биологического характера, овладение языком как средством, обеспечивающим возможность взаимодействия стран и народов, остается условием существования всего мирового сообщества как такового. Особенности языка как предмета изучения и обучения неразрывно связаны с понятием речевой деятельности, учение о которой было заложено отечественным лингвистом и психологом, профессором А.А. Леонтьевым, его коллегами и учениками, к которым принадлежит один из авторов настоящей статьи, а также с национально-культурной спецификой языкового сознания. The task of creating the concept of a nationally oriented linguistic and regional vocabulary for Vietnamese citizens studying Russian as a foreign language, the authors of this article are forced to turn to a number of theoretical issues, without which it is impossible to identify a vector for further activities. The definition of the purpose of teaching any foreign language is known to be inseparable from the characteristics of the language as a subject of study. As for the first, in the context of the modern civilizational paradigm, despite the recent problems of a biomedical nature, mastering it as a means of ensuring the possibility of interaction between countries and peoples remains an urgent need, and, perhaps, a condition for the existence of the entire world community as such. The features of language as a subject of study and training are inextricably linked with the concept of speech activity, the teaching of which was laid down in Soviet times by the famous domestic linguist and psychologist A.A. Leontyev, his colleagues and students, to whom one of the authors of this article belongs, as well as with the national and cultural specificity of linguistic consciousness.

Migration processes are highlighted as a social phenomenon that determines the state of both individual states and the entire world community. It is emphasized that today migration is one of the most urgent problems not only of social, but also economic and political spheres. In recent decades, there has been a significant revival of migration processes associated with political and socio-economic upheavals in the lives of many countries in the world. The complexity of this phenomenon often leads to contradictions between the interests of the state (including the entire world community as a global mechanism of social organization) and the rights of an individual, nation, ethnic group. In this regard, migration processes are a means of adapting people to the changes that are happening, which explains the relevance of their comprehensive research. Numerous statistics on migration processes, as well as other data in the field of migration research, need to be considered, which will make some migration fluidity more understandable and possibly more controlled and manageable. Concepts such as «migration», «migration process» and their relation are considered. The basic conceptual models (bases) of migration policy are investigated. Keywords: migration; migration policy.

The subject of the study is the mechanism for determining the fiscal fee forthe main transportation of hydrocarbon goods as a resource concept. The purposeof this article is to justify the nature and prospects of using, instead of currentrent, hydrocarbon fiscal-main income as a fiscal payment, which is brought intothe state budget by operators of the main hydrocarbon-transport system as business entities for their transportation of hydrocarbons and products of their processing through main pipelines appropriate to the economic requirements. Theresearch methodology is determined by a combination of methods: a) cognition:legal analysis (study of the regulatory framework for the use of rent); b) justification: abstract logical analysis (definition of the concepts of hydrocarbon fiscalmain income); c) generalization (substantiation of conclusions and proposals).Results of work. In the process of analyzing the regulatory legal acts that regulate the use of current annuity as payment to the budget for the main transportation of hydrocarbons, it was established that it is not a tax in the interpretationof PKU, since the essence does not meet the official definition of tax, does notmeet the accepted definition of the concept of rent. The accepted nature andmechanism of paying rent for the transportation of hydrogen resources and associated revenues of the state and users of the main hydrogen transport systemand the unpromising nature of its use as a fiscal payment are analyzed. Conclusions.It is proposed that the state pay for the territorial pumping of hydrocarbon resources according to our triple principle as hydrocarbon fiscal-main income, whichcorresponds to its essence, and accordingly change the mechanism for calculatingand depositing funds to treasury accounts. Since the funds come to the revenueside of the state budget, that is, inherently belong to state revenue. The creationof such a mechanism needs certain studies, justifications and government decisions. The same applies to land use, since the quality indicators of soils, wherethe laid pipelines are territorially different. In addition, there is a process ofchanging land for its intended purpose, for the property. The fee for movinghydrocarbon resources should be calculated depending on the type of transport,including pipelines, for a set of indicators: quantity and quality of goods, time,main tariffs and distance of its movement. The amount may be adjusted usingfactors officially established by the CMU. Since the pipelines are located in territorial lands, part of this fee should be transferred to the territorial local budgets.Theoretically, the economic use of trunk pipelines should be considered as a typeof economic environmental management. Therefore, this type of government revenue should be determined by a set of indicators, as well as taking into account the economic interests of business entities authorized by the CMU. Thus, theimplementation of our proposed fiscal payment is relevant, has scientific noveltyand promising practical significance, therefore, for state recognition it is proposedto include it in the Tax Code of Ukraine.

This chapter deals with the question of innovation in Indian business from a historical perspective. After a brief survey of the literature, emphasizing how divided scholarly opinion was regarding the existence of forms of innovation in Indian business prior to the colonial era, the focus shifts to the British period. It is shown that Schumpeter’s definition of innovation equating it with technological innovation cannot be fruitfully applied to the Indian business scene. Two case studies are then proposed: Tata Iron & Steel, the largest Indian industrial firm, is shown to have been innovative in the specific context of India’s backward industrial scene, while the Sindwork merchants of Hyderabad are an instance of an Indian trading network which extended its range to the entire world. Concluding remarks interrogate post-Independence developments and stress the limits of the innovativeness of Indian business, prior to the recent liberal reforms.

The quantification for the invulnerability of complex network is a fundamental problem in which identifying influential nodes is of theoretical and practical significance. In this paper, we propose a novel definition of centrality named total information (TC) which derives from a local sub-graph being constructed by a node and its neighbors. The centrality is then defined as the sum of the self-information of the node and the mutual information of its neighbor nodes. We use the proposed centrality to identify the importance of nodes through the evaluation of the invulnerability of scale-free networks. It shows both the efficiency and the effectiveness of the proposed centrality are improved, compared with traditional centralities.

The development of digital technologies, coupled with progress in the development of self-learning programs based on AI (Artificial Intelligence), has obvious advantages in improving the effectiveness of information impact on people around the world. During the 2010s, researchers have documented trends in the use of artificial intelligence for the construction and distribution of media content to indirectly manipulate political discourse at the national and global levels. Special interest in the context of this issue is how the rapid development of AI technologies affects political communication. The object of consideration within the framework of this article is the deepfake technology. Based on this, as a subject, the authors define deepfake as a phenomenon of modern political communication. Accordingly, the purpose of the study is to describe and predict the impact of deepfake technology on political communication at the global and national levels. The paper presents the definition of deepfake, assesses its characteristics depending on the methods and purposes of its distribution, and analyzes the prospects for using this tool to influence political discourse in modern Russia. To study the subject field of the research, methods of systematizing theoretical data, classification, analysis of a set of factors and forecasting have been applied. The practical significance of the work is presented by the authors’ definition and typology of the phenomenon of deepfake and describes its significance as a factor of political communication on the example of a particular country. The results of the work will be useful for researchers studying the problems of digitalization of the media space and modern means of disinformation in politics, both at the local and global levels

The pandemic of the new coronavirus infection, which swept the entire world community in 2020, has made strong adjustments in almost all spheres of life, but first of all, in health care. The great majority of the medical staff at the onset of the pandemic had no clinical experience with the COVID-19 patients. In addition to the lack of practical skills in treatment for the period of the onset of mass infections, doctors faced great physical and emotional stress. The article provides a comparative analysis of the questionnaires results from among nursing staff in SRC Burnasyan FMBC in 2018 and 2020. The research results show that in the process of treatment and rehabilitation of pa- tients with COVID-19 in the professional motivation of doctors some changes took place towards personal motivation associated with serving and helping people.

We consider the issues of correlation between the international law of citizens of different states to travel and national legislation restricting illegal migration, which are the subject of interstate agreements. The issue of combating organized illegal migration for Russia is urgent, since the dynam-ics of this crime indicates an increase in the registration of such crimes and the identified persons who committed them. This is due to the large length of Russian borders and integration with foreign states, which entails an increase in the penetration of foreign citizens into the territory of our country. Illegal migration leads to an increase in ethnic organized crime and related smug-gling, drug trafficking, tax evasion and extortion. The fight against this criminal phenomenon is relevant for the entire world community. States seek to protect their citizens, but at the same time are obliged to comply with in-ternational legal norms on the issue under consideration. This activity of states should be carried out in accordance with the principles of respect for human rights and freedoms. We analyze international and Russian legisla-tion, damage caused by illegal migration, and propose measures to prevent crime related to illegal migration.
