The management of public real estate has been regulated in many legal acts, among which the Act of August 21, 1997 on real estate management plays the greatest role. The definitions contained in it are intended to explain the most important concepts related to the subject of this act. However, with regard to the definition of land real estate, we are dealing with a repetition of what was defined by the provisions of civil law. Such a situation raises justified interpretation doubts, which may have significant consequences in the application of this act. The existence of two definitions for the same object is undesirable and the Real Estate Management Act should be amended in this respect by including an appropriate reference to the provisions of civil law.

Energy efficiency has long been an important issue to the global economic and political theaters; however, searching for an effective and concise measure for efficiency remains a contentious and intriguing topic. There are two obvious flaws with the commonly used metrics in existing literature. First, there is a sense of confusion and misunderstanding between the definitions of energy efficiency and efficacy. As a result, the formulae and methods for measuring efficiency are often the subject of criticism. Second, even if the definition of efficiency is clear, the method of estimation can be quite cumbersome, making it difficult to comprehend or implement. This study attempts to address these two issues. With an OECD comparative dataset, it first presents the contradiction between efficiency and efficacy, explains the loss of effectiveness with the existing measurements, and then proposes a new and easy-to-use method for gauging energy efficiency, so that the succinctness and robustness of the measurement can be re-established. The paper serves as a guide to those who are interested in the controversial issues related to measuring energy efficiency. Both practitioners and policy makers will find an easy and reliable tool from this paper for measuring energy efficiency.

The subject of this article is an ideal city in Italy of the Early Renaissance. Starting with the first decades of the 15th century the erecting a new buildings at cities, primarily in Florence which was at that time a very progressive part of Italy, could be seen as a tendency to realize a perfect city on the basis of humanistic conceptions. Even the real situation when medieval patterns of planning and building combined with Renaissance elements in Florence was interpreted from an idealized perspective: the social and political superiority of Florentine Republic seems interflowed with its perfect appearance. Despite the fact that a new type of the city as architectural and planning whole was not devised in Renaissance Italy, the model of an ideal city was being successfully developed there in Quattrocento treatises on architecture and vedutas. The author of this article examines the principles underlying the idea of such city with optimal potentialities for man to fulfill its predestination on Earth as it was presented concepts of humanism.

The subject of this research is the social relations in the context of bringing to legal responsibility, as well as normative legal acts and scientific literature that reflect such relations. The problem of classification of the types of legal responsibility is relevant in the context of substantiation of the autonomy of its individual types. The attempts to substantiate the autonomy of one or another type of legal responsibility entail the revision of the grounds for classification. The goal of this article consists in revealing the natural grounds for definition of the concept of “legal responsibility” to build consistent and exhaustive classification. The main conclusion lies in determination of the criterion for classification of the types of legal responsibility. Emphasis is placed on the social relations underlying the legal relations, namely legal relations in the area of bringing to legal responsibility. On the example of responsibility for committing tax fraud, the article demonstrates the failure of attempts to find qualification criteria on the basis of the normative legal acts outside the entirety of social relations. The article determines the close link between social relations in the economic sphere, as well as their impact upon legal relations emerging in the context of bringing to legal responsibility as a whole and administrative responsibility in particular.

Slavoj Žižek introduces definition of subject through the concept of The Real. He decribes it use the Lacan’s psychoanalys triagle. The process of reaching The Real causes the subject to do something that can be out of the symbolic. Therefore, the position of subject could be decided at this stage. This kind of subject is seen in The Help (2011) film. It is represented by Skeeter. She tries to out from the symbolic order to get the real. In her process to reach the real, she is unable to release herself from the symbolic completely because of her educational background, her thought, and her conscience. Therefore, Skeeter could not be defined as the radical subject based on the process. Still, her effort in order to out from the symbolic is never succeeded. It is because she always does everything with full consideration. In fact, she only moves to the new symbolic order.

One of Jameson’s key concepts is cognitive mapping – which can be understood as a modification of his concept of allegory. In a surprisingly affirmative reformulation of Althusser’s definition of ideology as the subject’s imaginary representation of its real conditions of existence, the term outlines the possibility of a political aesthetics under the conditions of an a-historical postmodernism. The Lacanian triad of the imaginary, the symbolic and the real also plays an important role in Jameson’s work. By means of the imaginary image function as well as the symbolic sign function of cartography, the subject can navigate its position towards the real of totality. Antonioni’s Blow Up is analyzed as a key film in the transition from modernism to postmodernism.
