For successful development serious support is required most new scientific directions at the level of the state. In 2007 nanotechnologies got in the group of such perspective directions. After almost ten years there is a need to assess the pace of industry development and efficient use of budget funds. When searching for information placed in the public domain, the authors faced the problem of its closeness. As a result, the analysis was built on the data of Federal Service of State Statistics and statements of JSC «RUSNANO» for 2010–2015 years, in particular, we studied the dynamics of devised and used nanotechnology, nanotechnology industry in output production, and distribution enterprises producing nanoproducts for subjects of the Russian Federation. The executed research allows to say that the nanoindustry in the Russian Federation in the period from 2010 to 2015 was developed, but the growth rate is constantly decreasing. The economic crisis that has evolved over the years 2014–2016 showed the ability of enterprises to ensure the development of the nanoindustry in a difficult situation.

One of the most widespread directions of counterterrorism efforts is a targeted influence on the potential terrorists before they actually start their terrorist activity. To perform this complicated task, it is necessary to have the exact information about the characteristics of such personalities, which can be collected only by means of scientific interpretation of various significant data. It can help to find out what factors promote the formation of a personality of a terrorist and choose the measures aimed at their elimination thus preventing terrorist organizations from recruiting new members. The author studies such factors as the motive and the circumstances characterising the personality of a convict, which are subject to proving in the course of criminal proceedings according to part 1, article 73 of the Criminal Procedure Code of the Russian Federation. The author formulates the following conclusions: crimes of terrorism are ususally committed by young men (under the age of 30) with a low level of education; the increase of immigration to the Russian Federation leads to the increase of the number of the members of international terrorist organizations in the country; the reasons and  conditions leading to terrorist crimes are not being studied sufficiently enough; there is an interrelation between the criminological characteristics of terrorists’ personalities and the mechanisms of their involvement into terrorist activity, and the specificity of the roles performed by them in an organized crime group; the social sphere of regular terrorists is narrow, which determines their susceptibility to the terrorist ideology.

Purpose: The objective of this paper is to analyze the dynamics of change in industrial production in Russia from 2008 to 2019 across a set of indicators characterizing structural changes in industry, specifically its extractive, manufacturing, and production and distribution of electricity, gas, and water sectors. Design/Methodology/Approach: The work provides a forecast of output in the three sectors of industry using methods such as Holt’s method and factor analysis, with structural shifts projected using the methods of Szalai, Ryabtsev, Gatev, and Kazinets. Findings: The empirical results show further changes in the structure of industrial production in the Russian Federation and an increase in manufacturing production at the same time due to a decrease in production by the type of activity "Mining". Practical Implications: Investors who plan to invest in the Russian Federation should bear in mind that investments in manufacturing production are advisable. Originality/value: To initiate progressive structural changes, the development and qualitative transformation of the structure of the manufacturing industry is necessary

Areas of application of zirconium, the main of which are metallurgy, the production of refractories and ceramics are given. The sources of production and distribution of reserves and resources of zirconium dioxide in Russia are indicated. It is noted that Russia, which occupies the fourth place in the world in terms of zirconium reserves, does not have any industrially developed deposits with zirconium production, and Russian consumers are fully working on imported raw materials. The possibility of ensuring the import independence of Russia in zirconium raw materials by commissioning their own explored placer deposits of zirconium and secondary raw materials is shown.

In the context of the formation of a digital society in the Russian Federation, in addition to the introduction of digital technologies in the economy, production and distribution, great importance is attached to the digitalization of the population by organizing its access to various services based on the use of the Internet. This is the appeal of citizens to employees of state and municipal government bodies through the use of virtual reception rooms, this is an appeal to various medical institutions, institutions of higher and secondary education, the purchase of travel documents, etc. However, the most popular technological tool that fully covers almost all the needs of the population of the Russian Federation is the port of state and municipal services, which is fully harmonized with the current legislation. Unfortunately, the demand for the portal in various regions of the Russian Federation is heterogeneous, both in general, in terms of the total volume of services provided, and in their structural content. To date, Rosstat has formed a fairly extensive empirical base that allows us to assess the uneven use of the portal of public services by various regions of the Russian Federation and to outline ways to overcome this inequality. This study is devoted to the consideration of the presented problem. In this paper, nonparametric methods for assessing the presence of a statistical relationship between features based on the use of conjugacy tables, frequency and comparative analyses are used as research methods.

In the structure of the gross domestic product of the Russian Federation, industry accounts for about 36 %, including: manufacturing – 18 %, mining - 14.8 %, production and distribution of electricity, gas and water - 3.1%, etc. In fact, about 70 % of oil production in the country belongs to two federal districts: Ural (50 %) and Volga (19 %). Oil production in the Russian Federation for the period from 2010 to 2018 increased by 11%, exports increased by 5.5 %. About 47-49 % of the total volume of oil produced in the country is exported. The level of labor productivity in mining during the studied dynamics turned out to be three times higher than in manufacturing, and 3.5-5 times higher than in the distribution of electricity, gas and water. Currently, various methods of oil production are used, including: using methods of artificial stimulation of the reservoir (42.2 %), using water injection (34 %), using physicochemical methods, including gas (7.5 %) ), using hydrodynamic (7.3 %), thermal (0.7 %) and new methods (8.3 %). At the same time, oil production using the water injection method in the country decreased by 9.8 %, using artificial stimulation methods decreased by 3.8 %, and using hydrodynamic methods, oil production decreased by 1.2 %. In recent years, there has been a growing trend in the use of thermal (2.2 times), physicochemical (+ 27.8 %) and other new oil production methods (+ 32.3 %). The depth of oil refining in the Russian Federation increased from 71.2 % in 2010 to 82.2% in 2018. The novelty of the work lies in the fact that we included both economic and socially significant factors in our correlation and regression analysis. In addition, we found that the key factors influencing the formation of gross domestic product are the level of oil prices, export volumes and industrial production volumes.

Measures are being taken in Russia to improve anti-terrorist legislation, with special attention paid to increasing the counter-terrorism potential of the Criminal Code of the Russian Federation. However, the current anti-terrorism regulations are not without drawbacks. Thus, terrorist activity is interpreted differently in Art. 3 of the Federal Law "On Countering Terrorism" and Art. 205.2 of the Criminal Code of the Russian Federation, which leads to contradictory investigative and judicial practice. The solution is seen in the unification of the definition of terrorist activity and the definition in the wording of the Criminal Code of the Russian Federation looks preferable. It is noted that the legal support for the operational penetration of law enforcement agencies into terrorist structures does not meet the requirements, since the norm of Part 4 of Art. 18 of the federal law "On operational-search activity" (contains an operational-search basis for active repentance) remains inoperative due to the lack of its incorporation into the Criminal Code of the Russian Federation and the Code of Criminal Procedure of the Russian Federation. The article formulates additions to these codified federal laws, which will legitimize the operational-search basis for active repentance.

Companies engaged in the production and distribution of electricity have a significant impact on the financial and economic development of the Russian Federation. In turn, the basis for the functioning of electric power companies are fixed assets, which include transmission devices, the main part of which is power transmission lines, as well as machinery and equipment, including transformer substations, RP, etc. Providing companies with the necessary amount of fixed assets, their full and effective use is one of the most important factors in the growth of the volume of electricity produced and transmitted. The key indicator that reflects the state of fixed assets of companies is the degree of their depreciation. In the article, the authors assess the dynamics of depreciation of fixed assets of companies engaged in the production and distribution of electricity. The authors formed a group of indicators-factors that can influence the state of fixed assets of companies in the field of electricity production and distribution. Through the use of multi-factor correlation and regression analysis, a significant factor has been identified that affects the state of fixed assets of companies engaged in the production and distribution of electricity. Correlation and regression analysis revealed that the degree of depreciation of fixed assets of companies in the field of production and distribution of electricity significantly affects the profitability of their sales.

The article offers recommendationsfor interpretation of the signs of the subject and the objective side of the crime under article 205.2 of theCriminal Code of the Russian Federation and qualification of these crimes.

The subject of the research is the economies of the constituent entities of the Russian Federation and the branches of economic activity functioning in their territories. The aim of the study is to develop methods for assessing the efficiency of economic sectors and types of economic activity within the boundaries of 85 constituent entities of the Russian Federation and to create a rating of the efficiency of the constituent entities by the type of economic activity “Production and distribution of electricity, gas and water”. Economic and statistical methods, system analysis, as well as general scientific methods of comparison were used. The main calculations are based on the tax revenue efficiency index developed by the authors by types of economic activity. It is based on 13 indicators, where each corresponds to the type of economic activity and assesses the level of economic development of a constituent entity of the Russian Federation. The authors analyzed the reports on tax revenues and the number of employed population in the context of economic activities. Data analysis and parameter estimation were carried out by means of the statistical information processing program IBM SPSS Statistics 20, the analytical module of the Russian Taxes regional tax revenue information analysis system and the MS Excel 365 tabular processor. Based on the proposed method, the distribution of the constituent entities of the Russian Federation was obtained according to the values index of tax revenues for all types of economic activity in 2016. The effectiveness of tax revenues for individual indicators included in the index was considered. The distribution of the constituent entities of the Russian Federation by the type of economic activity “Production and distribution of electricity, gas and water” was obtained. The distribution indicators for each constituent entity of the Russian Federation were calculated. Graphs showing the structure of the tax revenues efficiency index in the Moscow region and in the Altai Republic in 2016 were built. The proposed method allows to obtain a comprehensive indicator of the system’s activities and development, to assess its potential, to define goals, to identify infrastructural problems and the shortcomings in economic diversification, as well as to evaluate investment risks and threats.
