Public associations of the Cossacks of modern Russia (early 1990s – early 2020s)

The article is devoted to the consideration of modern Cossack public organizations, the dynamics of their formation, the goals of their activities. The relevance of the topic is that representatives of the Cossack movement live in all regions of the country. They are actively involved in social, political, economic and cultural life. Today in Russia there are two main organizational forms of the Cossack movement - public Cossack organizations, acting on the basis of the Federal Law “On Public Organizations”, and Cossack societies, which are included in the state register for carrying out civil service, they operate on the basis of the Federal Law “On Civil Service Russian Cossacks “. The purpose of the article is to study all-Russian public associations of the Cossacks on the basis of considering their development, formulated goals and objectives. In the course of the study, methodological principles such as historicism and scientific objectivity were used, comparative, historical-genetic, problem-chronological and “oral history” methods were used. In modern Russia, the largest and most authoritative are two public organizations of the Cossacks: the All-Russian public organization “Union of Cossacks” and the All-Russian public organization for the development of the Cossacks “Union of Cossacks-Warriors of Russia and Abroad”. These organizations demand the revival of the Cossacks as a “special nation”, participation in strengthening statehood, socio-political stability and interethnic harmony, participation in the organization of military-patriotic education of youth and educational activities, the development of the economic base of the Cossacks and the promotion of its cultural and historical characteristics.

The article is devoted to the study of modern trends of integration processes. We studied the methodological principles and approaches to the study of the integration of subjects. Specifically analyzed integration levels: individual, regional, domestic, interstate, global. Also, isolated and characterized various forms of integration: political, economic, informational, cultural and others. We analyzed the integration process as a result of the relationship, cooperation, convergence and integration into a single unit of any parts, components countries, their economies, social and political structures, cultural, social and political groups, ethnic groups, political parties, movements and organizations. It is proved that integration has several levels of development. Interaction at the level of enterprises and organizations (first level) – directly to producers of goods and services. The integration of the economies of the main links of different countries is complemented by the interaction at the country level (the second level). The third level of development of integration processes – interaction at the level of parties and organizations, social groups and individuals from different countries – can be defined as a social and political one. Fourth level – is the level of the actual integration group as an economic community, with its characteristics and peculiarities. It was noted that today is used by political science approaches to the study of integration. It is important to the following principles: federalism, functionalism, communicative approach, and others. Contrasting styles of leadership, organizational behavior, and communication are highlighted in a brief drama meant to illustrate how difficult it is sometimes to move beyond such issues to the more fundamental tasks of defining and executing one's responsibilities to serve the greater public good.

This study assesses whether improving governance standards affects environmental quality in 44 countries in sub-Saharan Africa for the period 2000–2012. The empirical evidence is based on generalized method of moments. Bundled and unbundled governance dynamics are used, notably: (i) political governance (consisting of political stability and “voice and accountability”); (ii) economic governance (entailing government effectiveness and regulation quality), (iii) institutional governance (represented by the rule of law and corruption-control); and (iv) general governance (encompassing political, economic, and institutional governance dynamics). The following hypotheses are tested: (i) Hypothesis 1 ( improving political governance is negatively related to carbon dioxide (CO2) emissions); (ii) Hypothesis 2 ( increasing economic governance is negatively related to CO2 emissions); and (iii) Hypothesis 3 ( enhancing institutional governance is negatively related to CO2 emissions). Results of the tested hypotheses show that the validity of Hypothesis 3 cannot be determined based on the results; Hypothesis 2 is not valid, while Hypothesis 1 is partially not valid. The main policy implication is that governance standards need to be further improved in order for government quality to generate the expected unfavorable effects on CO2 emissions.

A prohibition for persons holding government (municipal) positions, for government (municipal) employees, and some other employees of the public sphere who are public officials to receive remuneration (gifts) is aimed at preventing bribery (Art. 290, 291, 291.2 of the Criminal Code of the Russian Federation), and could be viewed as a measure of anti-corruption criminological security. However, the existing collisions of civil, administrative and criminal law norms that regulate this prohibition lead to an ongoing discussion in research publications and complexities in practice. The goal of this research is to study the conditions and identify the problems of the legal regulation of receiving remuneration (gifts) in connection with the performance of official duties that prevent the implementation of anti-corruption criminological security. The authors use the legal theory of security measures to analyze the provisions of Clause 3, Part 1, Art. 575 of the Civil Code of the Russian Federation and Clause 6, Part 1, Art. 17 of the Federal Law «About the Public Civil Service in the Russian Federation», examine the doctrinal approaches to defining the priority of enforcing the above-mentioned norms, study the significant features of the category «ordinary gift» and conduct its evaluation from the standpoint of differentiating between gifts and bribes, also in connection with the criteria of the insignificance of the corruption deed. The empirical basis of the study is the decisions of courts of general jurisdiction. The authors also used their experience of working in Commissions on the observance of professional behavior and the resolution of conflicts of interests at different levels. The conducted research allowed the authors to come to the following fundamental conclusions: 1) the special security rule under Clause 6, Part 1, Art. 17 of the Federal Law «About the Public Civil Service in the Russian Federation», which sets a full prohibition for government employees to receive remuneration (gifts) in connection with the performance of official duties, contradicts Clause 3, Part 1, Art. 575 of the Civil Code of the Russian Federation (the existing legal-linguistic vagueness of categories in Art. 575 of the CC of the RF leads to problems in law enforcement and makes a negative impact on the anti-corruption mentality of people); 2) as the concepts «gift» and «bribe» do not logically intersect, the development of additional normative legal criteria for their delineation seems to be unpromising and will lead to a new wave of scholastic and practical disagreements; 3) the introduction of a uniform and blanket ban on receiving remuneration (gifts) in the public sphere by eliminating Clause 3, Part 1, Art. 575 of the CC of the RF seems to be an effective measure of preventing bribery, and its application is justified until Russian society develops sustainable anti-corruption mentality.

The article discusses the political, economic and cultural cooperation of Pakistan with France in the twenty-first century. Attention is drawn to a peculiar bias towards France in the frequency of political and diplomatic visits by representatives of Pakistan. Due to the fact that France is a traditional donor of the Pakistani economy, attention is drawn to the desire of the parties to increase the role of public diplomacy in the development of trade and economic relations. Meanwhile, France is Pakistan’s long-standing export partner, one of the top ten countries in which Pakistan exports its goods. The importance of developing such areas of cooperation as energy and transport is emphasized. Military-technical cooperation is singled out as a traditional area of cooperation between Pakistan and France. The role of France in the creation and development of the naval forces of Pakistan is indicated. The complicated relations between countries on the issue of nuclear cooperation are shown. The article also discusses security issues, namely, current bilateral documents, joint efforts to combat terrorism, and there gime of non-proliferation of nuclear weapons are presented. Interaction in the field of culture is presented on the example of the work of the three centers of the French public organization Alliance de Frances. Separately, attention is drawn to the interaction of state structures of the two countries regarding the return of relics illegally exported from Pakistan. In conclusion, it is concluded that Pakistan’s orientation towards France is quite justified, since this European state has always been friendly to it, is powerful in its economic potential and resources, and the development of relations with this country does not conflict with the orientation towards the United States.

A set of resource-functional determinants of sustainable management has been determined, substantiated and formed using the scientific-natural and methodological principles of physical economy. They are represented by various forms of organization, development and transformation of the natural environment in the format of a mega- model of purposeful influence and management of four physiocratic resource bases. They recognized: natural resource processes (material, energy and natural resources); production processes (technological resources); societal processes (information base and social communicative alarm connections); economic processes (organizational and economic resources). The applied tools for determining the order of search, accumulation and involvement of four physiocratic resource bases to ensure and targeted localization of efforts of management entities that take care of key sets of tasks in the field of sustainable management at different levels of management of different dynamic systems. The latter are recognized as territorial natural and economic entities, national and regional socio-economic systems, which currently operate in resource constraints with the ever-increasing socio-political, economic and resource threats and risks to sustainable development of the state and its regions. It is recommended to develop applied tools, permanently refining the sequence of procedures when changing external conditions, through the use of scientific and natural provisions of physical economy, systems theory and turbulence in order to: a) initiate signs of laminarity of four basic processes (economic, social, industrial and natural resource); b) prevention of turbulent shifts. Taking into account the principles of identifying the complexity of the trajectories of the channels and their ability to adjust allowed to establish: the sequence of balancing the turbulent features of the channel of the implementation of processes: natural resources, production, societal, economic, priority of adjustment, first of all, of natural resource and production processes among others.

PurposeThis paper looks into the mechanisms that determine (stimulate and limit) the scope for loyal contradiction in organizations through ex ante voice. The paper provides insights into how this essential civil service function and obligation can be maintained and the role that public leadership can play in addressing these issues.Design/methodology/approachThis paper consists of a conceptual analysis of major determinants for constraints on and stimuli of loyal contradiction and provides an interpretational framework of the relevant factors involved.FindingsThis paper examines the mechanisms that determine (stimulate and limit) the scope for loyal contradiction in organizations through ex ante voice and provides insights into how to maintain this essential civil service function and obligation through the contribution of public leadership.Practical implicationsThe findings of this paper offer insight into how to avoid constraints on loyal contradiction within public organizations and point to the way public leaders can, by facilitating and stimulating it, enhance organizational performance and legitimacy.Originality/valueThis paper points to an issue that is increasingly relevant in politics and public administration. By providing a conceptual framework, this paper provides a deeper understanding of how the necessary conditions for loyal contradiction can be created within public organizations.

This chapter examines the underlying democratic and socialist impulses in the German council movements of the early twentieth century. It analyses the emergence of council movements in Russia (from the strikes in February 1917 to the crushing of the Kronstadt uprising in 1921) followed by their spread to Germany (from the heightened revolutionary activity of 1917 to the establishment of the Weimar Constitution in August 1919). It examines the council movements through primary documents such as minutes of council meetings, congress reports, newspaper articles, and socialist journals. The typical Cold War framework for interpreting the council movements has been to view them as a transitional phenomenon leading to either liberal democratic institutions or a single-party dictatorship. Moving away from this binary framework, I show that while a diversity of political views were held by participants in the council movements, there was broad support for the deepening and extension of democratic conditions in major political, economic, and social institutions, including the army, civil service, and workplaces.
