The present article deals with maintenance and features of the using of ecological financial and credit instruments which predetermine to the incipience of the ecological economy in the world and in Ukraine. We’ve found its influence to reduction of emissions of greenhouse gases and development of renewable energy sources. It was analyzed socio-economic problems of financing events for the establishment of the "green" economy in the countries of the world. The ways of decision of these problems by using “green” finance and their elements such as climatic finances, climatic positive and negative stimulus, carbon tax, "green" bonds, "green" tariff, "green" certificate etс are offered in this article. We have investigated socio-economic preconditions of receiving financial support from the Green Climate Fund and other international financial organizations to individual Ukrainian enterprises, territorial communities and households in modern terms. We educed the problems of application of "green" tariff in the countries of the world and in Ukraine and explained ways of decision these problems.

In our study, from a theoretical and practical standpoint, the directions of green financing in various elements of the green economy were analyzed. In Russia, by the beginning of 2015, the portfolio of investment projects in the field of renewable energy sources amounted to more than 100 billion rubles. Until 2025, the Ministry of Natural Resources intends to attract about 3.5 trillion rubles in the development of renewable energy sources. In January 2019, the national project «Ecology» was approved in Russia, where 19.9% is government funding, the rest is a great potential for the development of green financing for all 11 Federal Projects, especially BAT. The article presents successful green finance projects in Russia and abroad.

The article addresses the development of a green economy through the prism of renewable energy. Currently, interest in the development of renewable energy is growing dramatically, as evidenced by the highest growth of renewable energy among all energy sources in the world balance. The aim of this article is to carry out the quantitative assessment and to estimate economic potential from introduction of promising energy-saving and energy-efficient technologies, new energy sources. This paper considers the energy sector through the renewable energy sources, with a particular focus on the Barents region in view of its specific. The article gives a brief overview of the main types of renewable energy sources in this territory. The article is completed with the evaluation of the energy potential in Russian part of the Barents region.

Decarbonization of economy, allowing to decrease so called carbon footprint – carbon dioxides emissions due to application energy sources with low carbon content, is one of effective measures to decrease greenhouse gas emissions into atmosphere. Most of countries of the world had ratified the Paris Agreement and confirmed intention to decarbonize economies. It was noted that still in 2020 many countries began to decrease coal consumption and use renewable energy sources for coal substitution for energy generation. Data on the world production of coking coal, export and import of it presented, as well as place of Russia at the world market of coking coal described. Influence of the modern climate “agenda“ in basic countries of the world on the development of coal mining shown. New standards of investment projects financing and their influence on restriction of mining and utilization of coal, considered. Also measures to decrease greenhouse emissions at the production of ferrous metallurgy products, including introduction by EC countries of carbon tariff – European border carbon tax considered. It was highlighted that application of the transborder carbon tax, hydrogen technologies and announced decarbonization can become instruments of effective impact resulting in considerable decrease of market of both energy and coking coals. In the Center of study of coal industry of the world and Russia of the Institute of energy studies two variants of forecasting of world mining of coal elaborated, taking into account existing tendency of transfer to “green” metallurgy and application of hydrogen technologies instead of coke. Due to the first variant a further expanding of steel industry capacities is provided for production of metal with stabilization by 2035 of coking coal mining at the level of 1470 million tons. Beyond the period, the world mining of coking coal most probably will slightly decrease by 2036–2040 down to 1390 million tons. According to the second variant, a decrease of coking coal consumption will take place due to decrease of steel production volumes and due to the transfer to metallurgy decarbonization, implementation of “green” energetics and hydrogen technologies. This variant is characterized by systemic decrease of coking coal mining by 2036–2040 down to 580 million tons.

At present, the problem of environmental protection has come to a global level. In conditions of globalization of the world economy, population growth, massive urbanization, the level of exhaustion of natural resources increases. The requirements for resources used in production or for the organization of favorable social conditions far exceed the speed and volume of natural replenishment. This leads to the inevitable depletion of natural resources, which causes such problems as resource shortages, water and air pollution, lack of freshwater, climate change, loss of biodiversity, and so on. Proceeding from the aggravation of the listed issues, recently the concept of a "green" economy has been actively promoted in significant international platforms, in the world social-political and scientific circles. The growth of the popularity of the concept of a "green economy" is largely due to the numerous crises that the world faced, including Ukraine, in recent years, – above all, ecological, financial and economic. The implementation of the new green course involves minimizing the use of non-renewable resources for electricity production through investments in renewable energy sources. One more pressing issue related to the "green economy" is energy saving. Today, Ukraine's economy depends on the energy sources that need to be imported. In this regard, the problem of energy supply has always been and is one of the most urgent. Only through constant search for internal reserves, using work on technologies that in turn will reduce the energy intensity of productions, and using alternative energy projects will help to change the situation in the near future for the better. Ukraine has all the prerequisites for intensive development, extraction and use of non-traditional energy sources. The transition of the Ukrainian industry to a market economy makes large and enterprises of all sectors and leaders of all ranks think about the need to save fuel and energy resources.

Topicality. The urgency of the problem of planning the "green" development of the economy of the amalgamated territorial communities is compounded by the need to combine economic growth with the protection of the environment in view of the current world trends that direct the policy of local economic development to the concept of sustainable development. Aim and tasks. The aim of the paper is to develop theoretical principles and practical applications, that should justify the expediency of introducing local economic development instruments in the context of the concept of "green" development. Proposals can be taken into account and implemented on the territory of any region or territorial community of Ukraine. Research results. The role of the state in identifying priority areas and areas of "green" growth, in particular at the level of voluntarily amalgamated territorial communities, has been marked by the introduction of a participatory approach to planning. These instruments of state economic policy, which are used as an instrument of transition to the principles of the "green" economy. The possibilities of increasing energy efficiency through the use of clean renewable energy sources and energy-efficient technologies in the key sector of the "green" economy have been determined. The market of renewable energy sources in Ukraine has been analyzed and the possibilities of financial support of electricity producers from the funds of international institutions have been indicated. It has been noted that the technical and economic opportunities of green energy projects at the level of voluntarily united communities should summarize the "road" map, which should include a perspective plan for the development of green energy, costs for the implementation of the project, justification of the feasibility of their implementation, the effects of positive or negative impact on the environment. Proposals have been developed regarding the institutional support of the "green" economy at the level of the amalgamated territorial communities and identified services that could be provided by the "green" chambers in the communities. Conclusion. Local governments, making a policy of boosting local economic growth, should lay the foundations for the implementation of the concept of "green" development, the use of green technologies, green production, etc., in order to achieve harmonious economic and environmental development and contribute to raising the standard of living of the population. Local authorities are obliged to strengthen the local economy and introduce the green economy model by gradually reducing the use of organic fuel and promoting the development of green technologies and green production. Encouraging all stakeholders to implement the concept of "green" growth and supporting their activities requires local authorities to introduce a number of measures aimed, in particular, at raising awareness and promoting the concept of "green" development among the local population, as well as by providing informational and financial support to enterprises, citizens and non-governmental organizations. The development and implementation of measures to ensure the green development of the economy of the amalgamated territorial communities should take into account local features and conditions, as well as assess the impact of such plans on the implementation of the concept of "green" development.

The article is devoted to determining the place of renewable energy sources (RES) in the new industrial revolution. The peculiarity of the Fourth industrial revolution, unlike the previous ones, is a particular account of the anthropogenic impact of human activities on the environment. One of the ways to reduce carbon dioxide emissions into the atmosphere is the use of renewable energy technologies. In the article, the author outlined the prerequisites and prospects for the development of renewable energy in Russia and the world, as well as considered the world and domestic experience in the use of renewable energy. On this basis, the author concluded that it is expedient to develop renewable energy sources in Russia. Besides, the author showed that the development of renewable energy technologies could act as a driver of innovative modernisation of the economy and a source of formation of a low-carbon (green) economy characterised by high energy efficiency, energy independence and minimal impact on the environment.

The relevance of the article is determined by the fact that in Russia there is no effective mechanism of state support for the activities of non-profit organizations in the field of “green Finance”. The role of non-profit organizations is leveled, which can become a serious help in solving economic problems, in particular, the problems of recycling and processing of secondary raw materials, the placement of industrial waste and household garbage, and landscaping of large megacities. The main financial burden in the field of “green economy” falls on States and large enterprises. Meanwhile, we cannot ignore the important role of non-profit organizations that can not only draw attention to environmental problems to the public, but also offer their own measures to solve environmental problems. In this regard, it becomes relevant to consider the participation of non-profit organizations in the implementation of environmental projects by attracting “green Finance”.

The growth of renewable energy sources (RES) shows the desire of the government of Kazakhstan to meet challenges that affect the welfare and development of the state. National targets, government programs, policies influence renewable energy strategies. In the future, renewable energy technologies will act as sources of a green economy and sustainable economic growth. The state policy in the field of energy in Kazakhstan is aimed at improving the conditions for the development and support of renewable energy sources, amendments are being made to provide for the holding of auctions for new RES projects, which replaces the previously existing system of fixed tariffs. It is expected that the costs of traditional power plants for the purchase of renewable energy will skyrocket, provided that the goals in the field of renewable generation are achieved. This article provides an assessment of international experience in supporting renewable energy sources, as well as analyzes the current situation in the development of renewable energy in Kazakhstan and the impact on sustainable development and popularization of the «green» economy. The study shows that by supporting the development of renewable energy sources, economic growth is possible, which is achieved in an environmentally sustainable way.

The article describes the main factors determining the development of renewable energy sources in the world. The assessment of the applicability of foreign RES development strategies to Kazakhstan’s energy system has been made. The main tasks facing Kazakhstan’s energy system with large-scale implementation of renewable energy were formulated. On the basis of the analysis and performed calculations recommendations and basic principles have been made on development strategy of renewable energy sources in the Republic of Kazakhstan.

At present, the totality of global environmental and economic threats and challenges has put the world economic science in front of the need to find a new way of developing the world economy. The new model of economic growth must satisfy two main criteria: firstly, to find a qualitatively new direction of growth, and secondly, to ensure the preservation and improvement of the quality of the environment for human life, that is, to ensure new economic growth without negative consequences for the environment. Many modern scientists see the solution of these problems in a relatively new direction in the economy, which has existed for just over 30 years - the "green" economy. Their opinion is shared by leading politicians and civil servants of the world's economic powers. The directions of the "green" economy system are considered: introduction of renewable energy sources; improvement of the waste management system; improvement of the water resources management system; development of "clean" transport; organic farming in agriculture; energy efficiency in housing and communal services; conservation and effective management of ecosystems. As a result of the analysis, key ones were identified directions in which the green economy is moving, systematized basic support tools that divided into price and non-price, in more detail characterized by price with the separation of financial tools that experts focus on international organizations for sustainable development. The main elements of the state are defined green growth strategies and analyzed the situation harmonization of the influence of developed countries on the development of "green" economy. An understanding of the essence and description of the goals of "green" technologies is proposed, which implies work not with the consequences, but with the causes of environmental problems. Considered the "green" experience of developed countries and global companies. In conclusion, the author emphasizes that the concept of a "green" economy is an innovative development project, but to achieve sustainability it is necessary to use the experience of other companies. One of the main problems was noticed, this is the use of pseudo environmental friendliness by companies for their own commercial purposes.
