The relevance and novelty of the topic is justified by the increasing importance of various forms and types of cooperative entrepreneurship and the organization of agricultural products in rural households and other small farms in the modern period. The purpose of the work is to identify the role and usefulness of consumer cooperation in the formation of food resources of the country. Statistical data on the activities of societies and unions of the Central Union of Russia were used to highlight the problems of this topic, various methods of economic research were used. As a result of generalizations the conclusions emphasizing the role of cooperative entrepreneurship, milestones of expansion of application and use of advantages of consumer cooperation in economy of Russia are edited.

With the aim of developing the national economy in the Russian Federation, economic regionalization has been widely used, which contributes to increasing the economic efficiency of regulating the productive forces in the country. The aim of the study is to assess the place and role of the Central Black Earth region in the economy of the agro-industrial complex of Russia. The research methodology is based on economic-statistical and correlation-regression analyzes. The scientific novelty of the research consists in identifying the patterns of development of the Central Black Earth region as an agrarian region. The practical significance of the study lies in the fact that taking into account the revealed patterns when developing strategies for the development of individual sectors of the agro-industrial complex will allow us to overcome the identified negative trend of reducing the production of certain types of agricultural products. The Central Black Earth region occupies a special place among 12 economic regions of Russia. It occupies no more than 1.0% of the total land area of the country, but ensures the production of 16.3% of agricultural products manufactured in the Russian Federation. The share of agricultural production in the gross regional product of the Central Black Earth region in 2019 remained 27.9%, which makes it possible to consider the Black Earth region as a region with a predominance of agaric production. An analysis of the indices of agricultural production in Russia and in the Central Black Earth region showed that the average growth index of agricultural production in 2011-2018 in the Central Black Earth region amounted to 116.1%, however, the dynamics of changes in these indices reflects a negative trend of deceleration, which can be described by a linear equation of the form y = -3.4867x + 131.8. Among the subjects of the Central Black Earth region, the maximum growth in the volume of agricultural production for 2005-2019. observed in the Belgorod region - 8.3 times, and the minimum in the Lipetsk region - 6.8 times

Problems of illegal export of funds abroad are relevant for Russia. Offenses related to the non-return of exported foreign currency earnings to the country, transfers of foreign currency abroad under fictitious contracts for the supply of goods, smuggling of cash currency and other forms of illegal export of funds pose a real threat to the country's economic security. The article considers the main areas of currency control carried out by customs authorities, analyzes the activities of customs authorities in the implementation of currency control for the period from 2014 to 2018. When writing the work, the following research methods were used: expert assessments, analysis, synthesis, system analysis, statistical analysis, formal legal, comparative legal methods. Based on the analysis of statistical data of the Federal Customs Service of the Russian Federation, the opinions of scientists and experts in the field of customs, conclusions are drawn about the most common violations of the currency legislation of the Russian Federation identified by customs authorities.

Abstract. The purpose is the analysis of the current state and prospects for expanding the geography and nomenclature of organic exports from the Ural-Siberian region. Methods. Commodity and country analysis of exports of agro-industrial products from Russia over the past few years based on data from the Federal Customs Service of Russia. Evaluation of data on the dynamics of income from the export of agricultural products from Russia in comparison with income from the export of weapons and other non-primary goods. Assessment of the planned prospects for a multiple increase in export revenue for many commodity items until 2030. A grouping was made by the main importing countries of agricultural products from Russia, where China, Turkey and Kazakhstan are in the top three, and the Ural region, where the TOP 3 importers look different: Kazakhstan, Uzbekistan and China. The grouping of the main export products in the agro-industrial sector was also carried out, where the Urals nomenclature of export agricultural products differs markedly from the all-Russian one. There has been a significant increase in the share of organic products in the global food market. The data of the Research Institute of Organic Agriculture (FiBL) on organic certification of agricultural land in the world are presented. The authors analyze the rapid growth of the organic products market in China and its features in the regulatory regulation of organic food production. The role of agro-industrial exports for the implementation of national development projects of the Russian Federation until 2030 is revealed. The scientific novelty of the work lies in the analysis of the rapid growth of the market for organic products outside the traditional area of their consumption in the West at the expense of developing economies in Asia (primarily China) and the features and differences in the regulatory regulation of organic food production in China, compared with the European Union and the United States. The role of agro-industrial exports in solving the broader tasks of implementing national development projects of the Russian Federation until 2030 is also revealed. The practical results of the work are the substantiation of the thesis that the development of new export directions and modern logistics technologies will allow exporters of organic agricultural products in the Ural region to significantly increase the volume and profitability of exports. The article substantiates the need for exporters of the Ural region to use the Transcaspian route of the International Transport Corridor “North – South” and logistics technologies of “agroexpress” and container trains to gain competitive advantages over suppliers of the South of Russia and the Far East, located closer to ports and border crossings.

The author seeks to outline the future of libraries in Russia, to determine what information challenges they have to meet in the first place, what groups of population are most appealing to the activities of libraries. There is examined the status of libraries of different profile, as well as the actions that help bringing the libraries to the level that ensures the effective performance of their tasks. There are presented statistical data on the Russian and foreign libraries.

The author examines the problems connected with the position of the prosecutor in a criminal process from the standpoint of the effectiveness of the prosecutor’s work. Specifically, using statistical data on the situation with the legality and the quality of preliminary investigations and the results obtained by other Russian scholars who researched this issue, the author shows that the transfer of investigators from the jurisdiction of the prosecutor’s office to a newly created independent Investigation Committee of the Russian Federation, the transfer of the right to the procedural guidance of the investigation from the prosecutor to the head of the investigation body, revoking the prosecutor’s right to coordinate the decision of the investigator, inquirer, or an inquiry body to initiate a criminal case, and in general the right to do it — all of these, in fact, improved the effectiveness of the supervisory function and, consequently, improved the legality and quality of preliminary investigations. At the same time, the author presents his own view on the directions of improving the effectiveness of the role of the prosecutor in the pre-trial proceeding, which should ensure a general sustainable development of Russian criminal procedure legislation.

The article overviews the peculiarities of migration in the Russian Federation in the modern period and analyzes the situation faced by people with a migrant background in Russia. The study provides a detailed description of the regions that are popular among immigrants and the underlying reasons for their choices. The main directions of migration flows in Russia are studied (Moscow, Moscow Region, St. Petersburg, Leningrad Region, Krasnodar Region, Novosibirsk and Tyumen Regions); the reasons for the popularity of these regions among migrants are revealed. The goals of the arrival of foreign migrants in Russia, as well as the information about their level of education and age category, are presented. It was revealed that more than 80% of migrants who arrived in Russia were males of working age. The article also presents statistical data on refugees and stateless persons in Russia, as well as information on national diasporas organized in the territory of the Russian Federation.

Based on the results of the generalization of investigative practice, the features of mass riots of the modern period of the development of society and the state are highlighted. The author provides statistical data and examples of investigative practice.

Food security of a region is not only a relatively new direction of scientific research, but also a state policy in the framework of ensuring national security. The aim of the study is to develop a food security rating of the Russian Federation regions and to determine the place of the Udmurt Republic in it. Rosstat was the source of statistical information for the study. A linear panel data model was used to construct a food security rating of the regions. When compiling the rating of food security of the regions, statistical data were used on the indicator of food independence for the period from 2010 to 2019, reflecting the current level of self-sufficiency of the territories of the Russian Federation with agricultural products. In carrying out the study, the annual rating of food security of the constituent entities of the Russian Federation was identified, the regions leaders and outsiders were identified, and a proposal was made to improve the approach to compiling the rating. The constructed food security rating of the constituent entities of the Russian Federation is relevant for the federal level to identify problem regions, optimize food flows and adjust federal and regional support programs aimed at financing producers of agricultural products.


Small and medium-sized enterprises in the modern market economy play the role of one of the main sectors that determine the vector and rates of economic growth of the gross domestic product. All developed countries strongly support the small and medium-sized business sector, since the structure and quality of GDP directly depends on it. This article examines the impact of small and medium-sized businesses on the economy of the Russian Federation and the Slovak Republic. The article compares the analysis and identifies the necessary conditions for starting business in the countries under consideration. The authors provide statistical data on the structure of small and medium-sized businesses identifies problems that slow down the development of small businesses and suggests ways to solve existing problems in this sector of the economy.

In modern conditions of constantly arising global economic risks, which sharply affect the development of world commodity markets, the role of developing its non-resource exports is increasingly becoming more visible in strengthening the economy of the Russian Federation. This study poses a question and proposes a scenario for improving the country's balance of payments based on increase in Russian food exports. The importance and necessity of solving this issue is reflected in the Message of the President of the Russian Federation of February 20, 2019 and his instructions to the Government of the country. In this regard, the purpose of the study was to consider and forecast possible scenarios for the implementation of approved plans for the development of agricultural exports. Achieving this goal several interrelated tasks had been solved: 1) identifying the ratio of export and import of agricultural products in the Russian Federation; 2) analysis the structure of export agricultural products; 3) forecasting the real possibilities of achieving the target indicators for the export of agricultural products, as well as the processing and food industries; 4) the proposal of options for improving the system of state regulation of agricultural exports or its elements. The result of the study was the confirmation of hypothesis that state regulation of agricultural exports is, in general, effective.
