Food security of a region is not only a relatively new direction of scientific research, but also a state policy in the framework of ensuring national security. The aim of the study is to develop a food security rating of the Russian Federation regions and to determine the place of the Udmurt Republic in it. Rosstat was the source of statistical information for the study. A linear panel data model was used to construct a food security rating of the regions. When compiling the rating of food security of the regions, statistical data were used on the indicator of food independence for the period from 2010 to 2019, reflecting the current level of self-sufficiency of the territories of the Russian Federation with agricultural products. In carrying out the study, the annual rating of food security of the constituent entities of the Russian Federation was identified, the regions leaders and outsiders were identified, and a proposal was made to improve the approach to compiling the rating. The constructed food security rating of the constituent entities of the Russian Federation is relevant for the federal level to identify problem regions, optimize food flows and adjust federal and regional support programs aimed at financing producers of agricultural products.

The purpose of the study is to provide a comprehensive analysis of the current state of food security in the Russian Federation and identify existing problems in this area, since this problem is more relevant than ever in Russia, given the complex socio-political situation. Used in the work: a system approach (considering food security as an essential element of national security), situational and functional (considering the monitor changes the status of food security as a information technology management), statistical monitoring (provides guidance to build predictive judgments), qualitative (proclaims the need for multi-criteria diagnosis of food security). as well as formal logical and dialectical methods of cognition. Formal-legal and comparative-legal methods of cognition were used as private-scientific methods. The normative base of the study is the national security Strategy of the Russian Federation, as well as the food security doctrine Of the Russian Federation. The study of the state of food security in Russia shows that the Russian Federation has formed an integral system for maintaining this sphere at the proper level. The analysis allows us to conclude that, despite the sanctions imposed on Russia, the system of public administration in General allows us to regulate processes in the food sector and provide the population with basic agricultural products. The guarantee of achieving food security is the stability of domestic production, as well as the availability of necessary reserves and stocks. In this regard, it can be argued to some extent that the food security system operates with a sufficient level of efficiency. At the same time, the sanctions and anti-sanctions imposed have created a number of obstacles to the normal functioning of the interstate system for the exchange of agricultural products.

The article describes in detail two key elements of Russian food security: self-sufficiency and the potential of the domestic food market. It is these two factors that are regulated at the state level through the standards included in their composition. The article shows how the state policy of the Russian Federation for the regulation of food markets changed from the reform period to the present. Our studies have shown that the strengthening of measures for import substitution after 2014 has not yet allowed us to achieve complete self-sufficiency in all types of food. This is partly due to objective restrictions (for vegetables and fruits) and insufficient efforts to develop the industry (dairy and meat cattle breeding). In addition, by those types of food, according to which the thresholds of self-sufficiency are made, the dependence on imports is shifted to the area of industries that provide means of production (seeds, technique, etc.). A detailed analysis of food imports showed that after 2014 its volume decreased (as a result of a reduction in the effective demand and growth in agricultural production), while its commodity structure has practically changed. Analysis of the capacity and structure of the food market of the Russian Federation showed that the Russian population in long-term dynamics due to low income is not balanced. In addition, the reduction of disposable income over the past 6 years leads to a change in the structure of consumption towards an increase in the share of cheap poor-quality products. Thus, the issue of ensuring food security remains relevant and paramountable at the state level.

The modern development of economic relations is unthinkable without obtaining data to make an informed and rational business management decision. This situation determines the significance of statistical information and justifies its primary role. This article presents statistical analytics data that discloses activity directions implemented abroad by commercial offices of the Russian Federation. In turn, the study, analysis, and evaluation of statistical data contribute to the formation and implementation of modern methods for determining the effectiveness of the representative offices' activities of the Russian Federation economic entities. Another generally accepted direction of using statistical data information is to improve the investment policy in advanced research, development, and optimization of the business model. Statistical data processing should be prompt, reliable and efficient. The effectiveness of statistical information is considered through the receipt of economic benefits by an economic entity implementing its activities as the representative offices abroad. By means of statistical data, regularities of changes of the social, economic environment and other external factors influencing the development result of an economic entity are determined, which in turn contributes to the development of effective sustainable development policy.

Ensuring food security of the Russian Federation is one of the most important tasks of state and local government. The modern agro-food policy of the Russian state is focused on the development of agriculture, which is able to provide the population with staple foodstuffs in accordance with rational norms and medical indicators and with minimal imports of agricultural products. The practical implementation of the Food Security Doctrine has contributed to the revival of lost positions in the field of agriculture and more sustainable economic development of the whole agro-industrial complex of the country. How-ever, the economic sanctions imposed on the Russian Federation had a negative impact on the economy of the agrarian sector. At the same time, the counter-sanctions introduced by the Russian state contributed to the transition from imports to accelerated domestic production of agricultural products, raw materials and food. The article discusses the development of Russian agriculture in the context of economic sanctions and their impact on ensuring the country's food security. The problem of ensuring the country's food security includes well-thought-out systemic solutions, researches and the implementation of an effective long-term strategy for the development of food security. Among such solutions is the development of a system of measures to improve reproduction, personnel, tax, credit, price, investment, innovation policies and other areas.

Statistics agencies are the main data provider on the economic position of the macroeconomic level. Most economic decisions on a national scale are based on statistical data. Data processing is a key business process for statistical agencies. At the same time, the quality of statistical data supplied by Rosstat is not always high enough. There are adjustments, a discrepancy between data sets describing the same economic phenomenon is revealed. The purpose of the work is to describe the methods of collecting and processing statistical information that will contribute to improving the quality of the presented data. From the information point of view, the statistical agency is engaged in the organization of information exchange between data providers and consumers, acts as a data aggregator. To organize the information exchange within community you need to create a semantic space to ensure the meaningful filling of the data. The main role in the semantic space is played by the identifiers of objects. The article considers the unified identifiers of statistical accounting objects as a method of collecting and processing statistical information and improving its quality. The international statistical practice use methods of standardizing the turnover of statistical data. Information standards are designed to unify identifiers and namespace for participants of the statistical information turnover and to provide a single semantic space. If you use of unified identifiers, the procedures for processing statistical data become transparent, it allow you grouping by different sections, as well as decomposition of aggregated data into components. The results of the work are recommendations on the use of Core component of the information infrastructure for the collection and analysis of statistical data. In the existing information infrastructure of the Russian digital economy, there are a number of data sources, the use of which will improve the quality of collection and processing of statistical data. To create a semantic space of statistical data in the Russian Federation, the most important section is the registers of Core Components. The use of registers will allow you to organize the binding of statistical data from different domains, as well as to implement the link of aggregated data with microdata. Significant progress is observed in the marking of goods, which allows you to track object’s movement through all stages of the life cycle, as well as the location. The government of the Russian Federation initiated a project on labeling of goods, and this information gives an opportunity to get a clear picture of a significant part of the economy. An additional information source of statistical data can be the corporate sector, where actively used tracking systems that monitor the goods, vehicles, containers, warehousing. Conclusion: There are several options for creation of the semantic space for statistical data. World experience is guided by the use of the Web architecture, which involves the technological identifiers. Semantics of statistical data can be ensured by using the potential of the information infrastructure, which will solve a number of problems of statistical accounting.
