This study aims to obtain a comprehensive picture of the synergy of banana sale stakeholders in Kab. Southeast Aceh. The Quadruple Helix model is one suitable model for social research and innovation. This study uses a qualitative research design with a phenomenological approach that seeks to understand the perspectives, thoughts and experiences of stakeholders regarding the synergy of Quadruple Helix stakeholders in realizing the development of the banana sale business in Kab. Southeast Aceh. The results show that there are a number of problems related to synergy in the development of banana sale in Kab. Aceh Tenggara is partly because there is no common vision of stakeholders and cooperation and coordination between banana sale business actors, the government and stakeholders. Each stakeholder translates the sale of bananas, causing a debate on how to develop the sale of bananas in the future. In particular, the government should pay special attention to banana sale managers equally to develop the banana sale business and support from the wider community. The key to the successful implementation of the banana sale business development in Kab. Aceh Tenggara, among others, unity of mission, joint commitment and coordination among stakeholders.

The Quadruple Helix concept is the development of Triple Helix by integrating civil society. The Quadruple Helix approach is far from being considered a definite and established concept in research and innovation policy. The purpose of this study is to describe the Quadruple Helix application which can be used as a system framework to increase creative economic growth as a tourism attraction in the city of Yogyakarta. The method used in this research is descriptive qualitative, primary data obtained from observations, interviews, and FGDs with representatives from academia, fashion creative economy actors, communities, and the government. The location of this research is the Ngasem Market and Malioboro areas. The results of this research are skills development training that focuses only on certain groups such as designer groups, pencorek groups or other groups, so that training participants can learn according to their interests and talents, hold batik fashion exhibitions near tourist objects that are visited by many tourists, and marketing strategy training that is oriented to the environment and changes in consumer behavior.

Early Initiation of Breastfeeding (EIB) is placing the baby in the mother's stomach immediately after birth in a position of skin contact with the mother in an hour after birth, if there is no medical indication. RSUP Haji Adam Malik Medan was one of the government hospitals, education, national referrals, and plenary status had implementing EIB. Achievement of EIB in this hospital decreased from (27.71%) in 2016 to (23.08%) in 2017. The purpose of this study was to explore the implementation of EIB in RSUP Haji Adam Malik Medan. This was a qualitative research with a phenomenological approach through in-depth interviews. The informants were 6 people, consisting of 2 midwives and 1 structural official in medical services, 2 patients and 1 gynecologist. Implementation of EIB in the hospital wasn’t going well, the factors that influence EIB were communication, disposition and management’s function. The successful implementation of EIB can reduce maternal and infant mortality rates, suggested to RSUP Haji Adam Malik Medan forms a special team to monitoring and evaluates the implementation of EIB, set and carry out sanctions for implementation of EIB, and increases the competence and motivation of health workers.

This policy brief argues that due to the failure of local municipalities, political instability, and corruption, hazards act synergistically with unequal and complex power relationships to reproduce and disproportionately distribute hazardous landscapes, particularly in the low-income communities of South Africa. It argues that when municipal bureaucrats hide behind a façade of claiming to do something about hazards and the associated challenges they present for low-income communities, but in reality take no action, they reveal their “dangerous mindscapes” which have devastating effects on low-income communities. The author defines “dangerous mindscapes” as the deliberate and consistent insistence that municipal bureaucrats are distributing and will distribute basic services to everyone in South Africa. This consistent insistence is rooted in an ideological mantra that the government is committed to distribute basic services, but in order to justify their failings; they construct basic service provision as dependent on class and citizenship. This study adopted a qualitative research design, grounded on the descriptive phenomenological approach. The study covers the period between 2015 and 2019. Twenty-four (24) in-depth interviews were conducted in the greater Mangaung low-income communities. The brief explores and highlights the climate change-urbanization nexus as politically propelled with devastating spatiality outcomes, where low-income community residents of Mangaung are forced to navigate a hazardous landscape that forces them to “walk at their own risk” because when hailstorms come, the residents are exposed to human excreta from improvised toilets that runs inside their houses and on the streets.

Local financial management improvements needs to be realized for good governance. Regulation No. 17 of 2003 requires regional governments to better manage their finances through technology based Local Finance Information Systems (SIKD). In practice, it often causes behavioral problems because it leads to changes in the system in a short time by claiming to gain a better system that complies with the financial administration system in Indonesia. Thus, the government has to pay attention to their apparatus. This study tries to find out factors for strengthening the finance staff for implementing technology-based SIKD. It used a phenomenological approach and the data were collected through observation, in-depth interview, and document analysis. Informants in this study are those who directly involved in technology-based SIKD, finance staff, and policy makers. It shows that there are three important factors for the success of technology-based SIKD. Firstly, the staff’s commitment to self- integrity. Secondly, ethics and morality for staff’s building character, and thirdly, improve the government apparatus’ capacity. In conclusion, the government should be proactive in improving the human resources quality for implementing technology-based SIKD, through socialization or training. Results of this study suggest that regional government regulates human resource development for the successful implementation of technology-based SIKD.

The Small-Medium Scale Industries (SMIs) is the leading sector that has proven able to absorb labor which is contributed to economic development in North Maluku Region. The potential of SMIs in North Maluku has a very strong probability to develop, so be able to compete with other regions in Indonesia, especially in eastern Indonesia. Consequently, in this paper, we purposed to describe and analyze the development of SMIs in North Maluku and the roles and relationships among actors through the quadruple helix (QH) model approach. This article used literature research methods with a qualitative descriptive approach and systematic review. We found that the SMIs have increased year on year in terms of both the number of SMIs and the labor, however, it has less contribution on GDRB. The government involvement in SMIs development through QH can increase innovation and open opportunities to improving regional economy by increasing the number of SMIs, manpower, and SMIs productivity. Aspects of culture / local wisdom that develop in the community can encourage the successful implementation of collaboration.   Industri kecil dan menengah (IKM) di Provinsi Maluku Utara merupakan sektor penggerak unggulan daerah karena terbukti mampu menyerap tenaga kerja dan berkontribusi pada perekonomian daerah. Potensi pengembangan IKM ini masih memiliki peluang yang sangat tinggi untuk dapat dikembangkan dan bersaing dengan Provinsi lainnya, baik di wilayah timur Indonesia maupun Provinsi lainnya di Indonesia. Artikel ini bertujuan untuk mendeskripsikan dan menganalisis perkembangan IKM di Maluku Utara serta mendeskripsikan dan menganalisis peran dan hubungan antaraktor melalui pendekatan kolaborasi model quadruple helix (QH). Penulisan artikel ilmiah ini menggunakan studi kepustakaan dengan pendekatan deskriptif kualitatif dan systematic review. Perkembangan IKM di Maluku Utara dari tahun ke tahun mengalami kenaikan, baik dari segi jumlah IKM maupun jumlah penyerapan tenaga kerja namun memiliki kontribusi rendah pada PDRB. Upaya untuk mengembangkan IKM melalui QH membuat kolaborasi menjadi lebih terbuka dan meningkatkan inovasi sehingga mampu mendorong peningkatan ekonomi daerah melalui peningkatan jumlah IKM, baikpenyerapan tenaga kerja, serta peningkatan produktivitas IKM baik dari segi kuantitas maupun kualitas produk IKM yang dihasilkan. Aspek budaya/kearifan lokal yang berkembang di masyakarat mampu mendorong keberhasilan pelaksanaan kolaborasi.

E-governance is a paradigm shift over the traditional approaches in Public Administration which means rendering of government services and information to the public by using electronic means. In the past decades, service quality and responsiveness of the government towards the citizens were least important but with the approach of E-Government the government activities are now well dealt. This paper withdraws experiences from various studies from different countries and projects facing similar challenges which need to be consigned for the successful implementation of e-governance projects. Developing countries like India face poverty and illiteracy as a major obstacle in any form of development which makes it difficult for its government to provide e-services to its people conveniently and fast. It also suggests few suggestions to cope up with the challenges faced while implementing e-projects in India.

This study aims at answering the questions what causes many junior high school students fall into drug abuse, and what kind of treatment  must be done so that students have self-control and are not subject to drug abuse. This study employed a phenomenological approach of a qualitative research design.  In this study a semi-structured interview is used to understand how participants experienced the phenomenon. The research revealed that the interpersonal communication has a major role in students' self-control so as not to fall into drug abuse. This study contributes significantly to educational field particularly teachers in secondary schools so that it can be used as a reference to provide counseling to parents about the importance of interpersonal communication to build students’ self-control to prevent teens from falling into drug abuse.

Abstract. The purpose of this research is to analyze the role of Panglima Laot in the management of fishery resources in Sabang Island. To be able to understand the fisheries management that involves the role of the community in the form of local institutions, a series in-depth interview, observation, as well as literature were successfully carried out to local fishery community. Since this study is a combination of qualitative and quantitative method, the data collection was analysed using phenomenological approach and critical interpretation process to see the validity and reliability of the research findings.  Referring to previous research evidence, the results show that the presence of Panglima Laot has played an important role in providing information, invitation, supervision and participation in the management of fishery resources. In addition, the role of Panglima Laot in the management of fishery resources includes carrying out customs, assisting the government, resolving conflicts in the community, preventing illegal fishing, preserving the coastal environment and fighting for the living standards of fishermen is very influential both in centralization and decentralization era.  Therefore, these findings can be categorized as a useful information for any party working in field of fishery program.

For the first time in Russian African studies, the author examines the current state of agriculture, challenges and prospects for food security in Ghana, which belongs to the group of African countries that have made the most progress in achieving the Sustainable Development Goals (SDGs). The SDGs are a collection of 17 global goals adopted by UN member states in 2015 with a view of achieving them by 2030. The SDGs include: ending poverty in all its forms everywhere (Goal 1); ending hunger, achieving food security and improved nutrition, and promoting sustainable agriculture (2); ensuring healthy lives and promoting well-being for all at all ages (3), etc. These goals are considered fundamental because the achievement of a number of other SDGs – for example, ensuring quality education (4), achieving gender equality (5), ensuring sustainable consumption and production patterns (12), etc. – largely depends on their implementation. Ghana was commended by the world community for the significant reduction in poverty, hunger and malnutrition between 2000 and 2014, i.e. for the relatively successful implementation of the first of the Millennium Development Goals (MDGs, 2000–2015) – the eradication of extreme poverty and hunger. However, SDGs require more careful study and planning of implementation measures. In order to achieve the SDGs, the Government of Ghana has adopted a number of programs, plans and projects, the successful implementation of which often stumbles upon the lack of funding and lack of coordination between state bodies, private and public organizations, foreign partners – donors and creditors, etc., which are involved in the processes of socioeconomic development of Ghana. The author determines the reasons for the lack of food security in Ghana, gives an assessment of the state of the agricultural sector, the effective development of which is a prerequisite for the reduction of poverty and hunger, primarily due to the engagement of a significant share (45%) of the economically active population in this sector. The study shows that the limited growth in food production is largely due to the absence of domestic markets and necessary roads, means of transportation, irrigation and storage infrastructure, as well as insufficient investment in the agricultural sector, rather than to a shortage of fertile land or labor.
