This article presents the result of a study whit the objective to identify and measure the impact of the factors that the citizens uses to evaluate the public management performance in a specific territorial and temporary space in the sphere of action of local government. With a sample of 250 Mexican citizens that normally live in Guadalupe, Nuevo Leon, Mexico conformed by 126 (50,4%) women of between 23 and 73 years with a mean of 43 years old and 124 (49,6%) men of between 18 and 71 years with a mean of 38 years old,the most important findings allowed to identify the factors that mainly influence the evaluation that the citizen does about the local government performance are: the effectiveness of the public services, the honesty of the public workers and the accountability just only linked to the access of public information. The study also offers evidence that confirm variation does not exist between men and women in their way of local government performance evaluation.Palabras clave: Acceso a la información pública, desempeño de la gestión pública, efectividad de servicios públicos, gobierno municipal, percepción ciudadanaResumen. Este artículo presenta los resultados de un estudio cuyo objetivo fue el de identificar y medir el impacto de los factores que utiliza el ciudadano para evaluar el desempeño de la gestión pública en un espacio territorial y temporal especifico referido a la esfera de acción del gobierno municipal. Con una muestra de 250 ciudadanos mexicanos que habitualmente residen en Guadalupe, Nuevo León, México conformada por 126 (50.4%) mujeres de entre 23 y 73 años con una media de edad de 43 años y 124 (49.6%) hombres de entre 18 y 71 años con una media de edad de 38 años, los hallazgos más importantespermitieron identificar que los factores que mayormente influyen en la evaluación que el ciudadano hace sobre el trabajo que realiza su gobierno municipal son: la efectividad de los servicios públicos, la honestidad de los servidores públicos y la rendición de cuentas referida solo como el acceso a la información pública. El estudio ofrece también evidencia de que noexiste variación en la forma en que los hombres y las mujeres evalúan el desempeño de la gestión pública municipal.

Resumen: El objetivo de la investigación es determinar el impacto de la publicidad en los hábitos alimenticios en niños. Metodología descriptiva – cuantitativa y la encuesta como técnica de investigación; los su­jetos de estudio fueron niños y niñas de 9 a 12 años de edad. Se tomó como universo escuela pública de Monterrey, Nuevo León, México. El tamaño de la muestra consta de 176 alumnos, del ciclo escolar 2014 – 2015. Resultados: se percibe que la publicidad impacta en los hábitos alimenticios de los niños, al mostrar signos de ser persuadidos por las diversas marcas y comerciales de productos no saludables. Se demostró influencia por la publicidad de comida chatarra, toman decisiones erróneas en cuanto a los alimentos con alto valor nutricional. En la categoría de los medios masivos de comunica­ción, encontramos que el 94% de los niños respondieron que les gusta ver televisión; mientras que la frecuencia para verla es de 1 a 2 horas al día, de acuerdo al 76%. Conclusión: los medios cambian actitudes en el público, de manera que esto se aprecia en los prejuicios, los estereotipos, u otro tipo de problemas sociales como la obesidad.Palabras clave: Impacto; publicidad; hábitos alimenticios; salud pública.Abstract: The objective of the research is to determine the impact of advertising on children’s eating habits. Des­criptive - quantitative methodology and the survey as a research technique. The study subjects were boys and girls from 9 to 12 years of age. It was taken as public school universe of Monterrey, Nuevo León, Mexico. The sample size consists of 176 students, from the 2014 - 2015 school year. Results: it is perceived that advertising impacts on the eating habits of children, by showing signs of being persua­ded by the various brands and commercials of unhealthy products. It was shown to influence the adver­tising of junk food, make wrong decisions regarding foods with high nutritional value. In the category of the mass media, we found that 94% of the children answered that they like to watch television; while the frequency to see it is 1 to 2 hours a day, according to 76%. Conclusion: the media change attitudes in the public, so that this is seen in prejudices, stereotypes, or other social problems such as obesity.Keywords: Impact; advertising; eating habits; public health.

This paper reports key findings from a series of structured public sector practitioner panel seminars, convened at the Open University Business School (OUBS) as part of a three-year study assessing the meaning and significance of entrepreneurship for the practice of public management. The seminars were structured around issues emerging from a detailed literature review. Reflecting the structure of the seminars, findings are presented around four themes: (a) the meaning of entrepreneurship as applied to public services; (b) the impact of entrepreneurial behaviour on traditional public service values; (c) contingencies that relate to entrepreneurial public management; and (d) outcomes of entrepreneurship. In the initial section of the paper traditional theories of the entrepreneur are contrasted with the way in which entrepreneurship has recently been linked to social, rather than individual goals. Methodology is then discussed, exploring the way in which field notes were generated and analysed. Key outcomes are then presented. The research reveals a balance between entrepreneurial behaviour and bureaucratic accountability, and a concern that public services, rather than individual goals are achieved. Entrepreneurial behaviour is found to exist across the public services, but it is recognized that there may be a core of activities that do not lend themselves to entrepreneurial behaviour. In the discussion section a number of implications emerging from the research are presented.

Abstract Motivated by the recent availability of extensive electronic news databases and advent of new empirical methods, there has been renewed interest in investigating the impact of financial news on market outcomes for individual stocks. We develop the information processing hypothesis of return volatility to investigate the relation between firm-specific news and volatility. We propose a novel dynamic econometric specification and test it using time series regressions employing a machine learning model selection procedure. Our empirical results are based on a comprehensive dataset comprised of more than 3 million news items for a sample of 28 large U.S. companies. Our proposed econometric specification for firm-specific return volatility is a simple mixture model with two components: public information and private processing of public information. The public information processing component is defined by the contemporaneous relation with public information and volatility, while the private processing of public information component is specified as a general autoregressive process corresponding to the sequential price discovery mechanism of investors as additional information, previously not publicly available, is generated and incorporated into prices. Our results show that changes in return volatility are related to public information arrival and that including indicators of public information arrival explains on average 26% (9–65%) of changes in firm-specific return volatility.

Since the turn of the century, a global trend of re-municipalization has emerged, with cities reversing earlier privatizations and returning infrastructure and public service delivery to the public sector. The reversal of privatization measures is not an entirely new phenomenon. In the US, for example, returning public services to in-house production has been a long-standing feature of ‘pragmatic public management’. However, many cases of re-municipalization that have occurred since the early 2000s represent a distinctive shift from earlier privatization policies. High-profile cases in cities including Paris and Hamburg have thrust re-municipalization into the limelight as they have followed public campaigns motivated by dissatisfaction with the results of privatization and a desire to restore public control of vital services, such as water and energy. Just as the reform of public services towards privatization spawned a vast body of scholarship, the current re-municipalization phenomenon is increasingly attracting the attention of scholars from a number of disciplinary perspectives. The articles contained in this symposium contribute to this emerging literature. They address some of the burning issues relating to re-municipalization, but they also point to issues yet to be resolved and shed light on a research agenda that is still taking shape.

Limited attention has been directed towards understanding the impact of social media in the public sector, particularly in local government organisations. Although social media offer substantial benefits and opportunities to local government, research into the impact of social media remains scant. To address this gap, the authors draw on the technology, organisation, and environment (TOE) framework and propose a model of the determinants of social media impact in local government. The model is tested with data collected via a survey with 173 Australian local government organisations using social media. Data were analysed using the partial least squares-structural equation modelling (PLS-SEM) technique. The results indicate that TOE factors including perceived benefits, perceived security risks, compatibility, and degree of formalisation are important predictors of social media impact in local government.

This study uses a qualitative approach to examine what political and technical leaders of municipalities understand transparency and public information to mean, and what role they believe the different subjects involved (government, opposition, and the public) should have. The websites of 605 Spanish councils with more than 100,000 inhabitants were analysed and three focus groups were held with political and technical leaders from a selection of sample councils. The results show that the technical and political leaders of the councils do not have a clear awareness of their function of management accountability or of the need to apply journalistic criteria to the information they publish, defending with nuances the use of propaganda criteria to focus on the actions of the local government, its information, the lack of space dedicated to public debate and the opposition’s actions. In relation to accountability and citizen participation, they have a negative view of citizens, who they describe as being disengaged. However, they emphasize that internally it is essential to continue improving in terms of the culture of transparency and the public information they provide citizens.

AbstractThe aim of National Anaesthesia Day on 25 May 2000 was to inform the public about the role and training of anaesthetists. We carried out two surveys of patients attending Derriford Hospital, Plymouth to assess the local impact of National Anaesthesia Day and to assess the public’s expectation of the preoperative visit. The first survey was held one month prior to National Anaesthesia Day and was completed by 93 patients. The second survey was held immediately following National Anaesthesia Day and was completed by 70 patients. Thirty five percent of the patients surveyed were unaware that anaesthetists were medically qualified. This result was not altered by National Anaesthesia Day despite a local information campaign. Moreover, knowledge about our role and training was only marginally improved from 1978. The majority of patients expected to see their anaesthetist preoperatively for less than 10 minutes and would not be concerned if they had not been seen one hour before surgery. Style of clothing was unimportant; few preferred a white coat but name badges were desirable. We conclude that the level of ignorance about our profession has not changed since 1978 and the impact of National Anaesthesia Day was not significant. This may be as a result of the anaesthetist’s portrayal on television, which is known to be an important source of public information on other areas of medicine. If these statistics are to change in the next 22 years new methods of public education need to be found.

Public services represent an important dimension of quality of society, as they create the contextual conditions for people to further their quality of life. Romanian public administration reform has brought about a constant institutional transformation, which has influenced both the specific features and the quality of the services. This article aims to analyse trends regarding the perceived quality of public services in Romania, in European comparative perspective, using the data of the European Quality of Life Survey (2003–2016). The article aims to understand the low satisfaction with public services in Romania against the background of the public service reform measures taken by government in this period. The article describes the context of Romanian public administration and public service reform, the most important public policy measures adopted and the most important challenges. The lack of vision in the public service reform, the partial introduction of reform elements, the permanent and, sometimes, conflicting changes are issues that may have influenced the way in which the population perceives the quality of public services. The decentralisation process of public services and the insufficient allocation of public funds for delivering such services at local level might have an impact on their quality and quantity perceived by the population. Bureaucratic reformation is the fundamental structuring efforts are expected to havean impact on changing systems and structures. These changes include allowingall of the aspects of the bureaucracy has sufficient capacity to carry out the duties and thebasic function. Bureaucratic failure in a term for service the public until now representpoor government both at central and local government level. The urgency of bureaucraticreform in Indonesia is driven by a number of important note. First, the increased apparatusexpenditure is caused by increased of apparatus recruitment without unmeasured control.Second, the ballooning cost of democracy (election) affected the floated of local governmentbudget have increased significantly. The magnitude of the election budget and the impact ongovernmental bureaucracy resulted not ready to close the budget deficit. More than thesebureaucracy has loyalty dilemma caused by dispersed of concentration in every election’sactivity. Third, increased of develop the bureaucratic organization without planning andanalysis of the measured trigger financing and recruitment of apparatus that not less. Asa result, the bureaucracy in most areas are overload, or even lack in outside of Java. Inother side, less of local incomes make dependence to central government, while the localgovernment expenditure is to far from efficiency, even tend to be less controlled due to thehigh cost of the organization.
