In this article, I seek to define the status and role of Thomas Paine’s Common Sense as a historical document. I argue that although Paine’s influential pamphlet offers no original ideas and seems simply to reinforce existing trends, its layered text transcends the regurgitation of propaganda and extends to literary achievement in its reflection of social and economic conditions, its deliberate narrative style, and its usage of literary devices and culture references grounded in historical context. Consequently, my methodology is necessarily focused through literary discourse to achieve historical understanding of this key document from the American Revolution.

This article is dedicated to examination of the history of emergence of Greek mercenaries during the riling time of XXVI Sais Dynasty. The author reviews the status and role of Greek mercenaries in the armed forced of Sais rulers, organization of their service and living conditions. Considering the fact that the use of Greek mercenaries in Egypt army was a part of the traditional policy of Sais rulers and carried mass character, the author refers to the problem  of social origin of the phenomenon of mercenarism in the Greek society of Archaic era. The research applies comparative-historical method that allows viewing the phenomenon of mercenarism in the historical context – based on the comparative data analysis of ancient written tradition. By the time of Sais Dynasty, control over regions that traditionally provided mercenaries to the Egypt army was lost. Under the circumstances, in order to compensate such losses, Egypt conscripted into military service the hailed from the Greek world. Mercenaries became the first Greeks settled on the Egyptian land. The conclusion is made that the Greek colonization, in absence of other ways to enter the formerly closed to the Greeks Egypt, at its initial stage manifested in such distinct form.

The article analyzes the prerequisites of self-determination and sovereignty of Tuva in 1921. Briefly, the general context of events is revealed, the main episodes and key personalities are listed. Using historical-genetic, comparative-historical and problem-chronological methods, the positions of Mongolia and Soviet Russia and their relationship on the status of Tuva, the organization and convocation of the All-Tuva Constituent Khural, which proclaimed the independence of Tuva, as well as the consequences of the declaration of independence of Tuva, were reconstructed. The role of the authorized representative of the Sibrevkom in Uryanhai I.G. Safyanov in this process is shown. In conclusion, the authors conclude that the emergence of a sovereign Tuva state was made possible both due to the contradictory political situation in Asia and due to the role of I.G. Safyanov in history. Since 1921, Tuva began to live and develop in the political and economic conditions created by the Constituent Khural.

AbstractWithin the continuing search for or development of an adequate African hermeneutic for the Bible, the adequacy of certain generalising claims concerning the interpretation of the Bible in Africa is investigated: the continuity between the biblical and African worlds, and the discarding of the text's historical context in favour of the contemporary readers' setting. These generalised claims, however, introduce an important issue which seems to be in dire need of discussion: the status and role of the biblical texts in their canonical shape. The question of canon cannot be seen in isolation from, but indeed rests on, certain ideological concerns.

The text concerns the names of Polish police forces, their symbols, semantics, etymology and the way they are written down (spelling). The article contains historical and linguistic content. The reconstruction of the Polish state in 1918 made it possible to establish the police as a typical organisation. The Seym passed an act establishing a new, uniform police force (the State Police) on 24 July 1919. It was the fi rst Polish police organisation to survive formally until 1944. In post-war Poland, the traditional functions (tasks) of the police were taken over (performed) by the Citizens’ Militia. Contrary to its own name, the militia did not have the status of civic activism for the common good, but was a state body, centralised, hierarchical, rejecting the principle of nonpoliticality and linked to the security apparatus. The modern police are the heir not only of the State Police, but also of all previous Polish police forces. To sum up, the article brings closer and commemorates the important moments of our history, giving an idea of the changing reality of everyday service and the role of police in the various forms of the political system.

This article examines the relationship between Newton’s philosophy and Spinoza’s. It begins by outlining the historical context in which Spinoza and Newton may have exerted mutual influence, considering in particular the Newtonian response to Spinoza and to Spinozistic doctrines like necessitarianism, monism, and scientific apriorism. It goes on to discuss some of the most interesting aspects of the relationships between Spinoza’s and Newton’s positions on natural-philosophical method, the status of final causes, and God’s relationship to creation. While Newton and Spinoza are fundamentally at odds concerning the role of induction in natural philosophy and the question of whether the investigation of nature reveals God’s designs, shared influences and a concern to emphasize creatures’ dependence on God bring Newton close to aspects of Spinozist ontology.

Adequate housing conditions are an indicator of a decent life, whereas the lack is one of the main reason behind so-called social exclusion. The importance of housing, in ensuring the social safety of citizens, as well as supporting social equity, has been emphasized for decades. Housing, however, also has an important economic dimension. A developed housing sector, in a broad sense guaranteeing the right to housing, is indicated as one of the main conditions for long-term economic growth. The significant role of housing, in deepening integrational processes on the old continent, has also been observed by the European Union. This article is a review and comprises of an attempt to synthesize arguments justifying the need to expand the European Union policy to include housing-related issues. For this purpose, a historical context of the perception of the role of housing in the process of European integration is presented; it characterizes the main phases of incorporating housing into EU policy, as well as indicating the most important areas and instruments of the European Union’s influence on the housing policy of member countries, along with an assessment of their results. The work makes use of the method of the critical analysis of literature, as well as an analysis of EU legal regulations, accounts, and reports referring to the housing sphere. Studies confirm the need for active involvement, aimed at including housing in the scope of EU competencies. The undertaken initiatives of a political, social, economic, environmental, and legal nature are the main forms of recommendations, propositions, and instruments supporting the implementation of common values. Studies conducted to date indicate that the implementation of a single EU housing policy for all member states is neither a simple nor desired task. A more effective solution would unquestionably be seeking out general solutions, addressed to groups of countries functioning under similar conditions. A European housing programme, which holds the status of European law supporting national housing policies, should be such a solution.

One measure of the maturity of a device technology is the ease and reliability of applying contact metallurgy. Compared to metal contact of silicon, the status of GaAs metallization is still at its primitive stage. With the advent of GaAs MESFET and integrated circuits, very stringent requirements were placed on their metal contacts. During the past few years, extensive researches have been conducted in the area of Au-Ge-Ni in order to lower contact resistances and improve uniformity. In this paper, we report the results of TEM study of interfacial reactions between Ni and GaAs as part of the attempt to understand the role of nickel in Au-Ge-Ni contact of GaAs.N-type, Si-doped, (001) oriented GaAs wafers, 15 mil in thickness, were grown by gradient-freeze method. Nickel thin films, 300Å in thickness, were e-gun deposited on GaAs wafers. The samples were then annealed in dry N2 in a 3-zone diffusion furnace at temperatures 200°C - 600°C for 5-180 minutes. Thin foils for TEM examinations were prepared by chemical polishing from the GaA.s side. TEM investigations were performed with JE0L- 100B and JE0L-200CX electron microscopes.

The Impact

The paper deals with economics of social capital which is defined as the capacity of society for collective action in pursuit of common good. Particular attention is paid to the interaction between social capital and formal institutions, and the impact of social capital on government efficiency. Structure of social capital and the dichotomy between its bonding and bridging forms are analyzed. Social capital measurement, its economic payoff, and transmission channels between social capital and economic outcomes are discussed. In the concluding section of the paper we summarize the results of our analysis of the role of social capital in economic conditions and welfare of Russian cities.
