Agri-food complex of the Republic of Belarus and its regional entities are at the stage when transition to new quality of economic growth based on forming sustainable competitive potential of industries and enterprises, maximum use of reserves of performance and efficiency growth, innovation and investment activities activation taking into account world market trends, is of particular relevance. In this regard, it is required to analyze the stability of regional agri-food complexes based on methodology considering their features, identify the enabling factors and conditions, assess the impact of negative trends and propose ways to improve regulatory mechanisms. The paper presents the results of research of methodological and practical aspects of ensuring sustainable development of agri-food complex. Criteria, evaluation indicators, principles and basic regulatory mechanisms were developed. Based on a special methodology for arranging a system of partial and integral criteria, the stability of agri-food complex functioning in the regions of Belarus was assessed, the main factors according to effect line were identified and classified. Methodological recommendations for assessing sustainability of agricultural production at the level of districts and organizations have been developed and tested on the example of Vitebsk region, they contain groups of indicators and algorithm that allows ranking objects according to potential for sustainability and achieved production and economic results, as well as applying differentiated approaches for state regulation. A functional model for controlling sustainable development of the regional agri-food complex is presented, including target, regulatory and regulated subsystems, based on pervasive arrangement and integration of control functions and tasks.

The significant increase in the influence of innovation and information technologies in the modern world, including on economic processes, their constant interaction with classical markets of production factors, and accordingly the need to develop a methodology for assessing their mutual influence - all this has determined the purpose and tasks of research. The article discusses the features of markets mutual influence of innovation and information technologies, as well as their impact on the economy of the region. Based on the conclusions, a methodology for quantifying this influence is proposed, which is characterized by simple and convenient application in the implementation of state regulation of the regional economy. The study is based on the analysis of statistical data for more than 20 years of the economy development of the Russian Federation and the Republic of Tatarstan and is highly representative. The results of the study allowed justifying the theoretical approach, to develop methodological and practical recommendations on diagnostics, assessment and forecasting of the impact of the two most important components of the modern industrial revolution 4.0 - innovation and information technologies - on the stability and balance of the regional economy. The main product of the study is the system functional multi-sector model of the regional economy, which allows solving all the above-mentioned problems and problems in an optimal way.

This article notes that one of the real sectors of the economy contributing to the development of Kazakhstan is agriculture. In this regard one of the priorities of the economy of the Republic of Kazakhstan is the accelerated sustainable development of agriculture on the basis of tax methods of regulation of agricultural producers. Taxes are one of the most important economic regulators, the basis of financial and credit mechanism of state regulation of economic sectors including agriculture. It is obvious that the success of economic reform in Kazakhstan depends to a large extent on the directions in which the transformation of the tax system of the country will go, how much the tax policy of the state will meet the requirements of the development of socially important sectors of the economy. The analysis of the structure of tax revenues from the subjects of sustainable development of agriculture of the Republic of Kazakhstan shows the impact of reducing the tax burden on the income of agricultural producers. Proposals for further improvement of tax regulation are given.

Classification of internal and external risks of decline, affecting the sustainable development of the financial system, is presented. A risk management strategy is proposed that will allow monitoring of risks, thereby these measures will help reduce the loss of financial stability and ensure the long-term development of the economy of the region.

In the article, we had considered the problems of state regulation of the agro-industrial complex of the Republic of Kazakhstan which include improving the provision of food for the population, maintaining economic parity between agriculture and other branches of the economy, convergence of income levels to agricultural and industrial workers, protecting domestic producers in agro-industrial production, the regulation of the development of the agro-industrial complex is aimed at ensuring food security, the stability of the agro-industrial complex market, the formation of an effective business system, the support of competitive domestic products, and improving the living standards of the rural population through creating conditions for plant management and animal management, processing agricultural raw materials, providing veterinarians and phyto -sanitary safety and technically equip, as well as the development of social and engineering infrastructure. Also the principles and methods of state regulation of the agro-industrial complex are given. The economic and management organizations had proposed measures necessary for state regulation of the agro-industrial complex within the country. The factors that should be taken into account when developing and implementing agrarian policy are indicated.

The purpose of the article is to analyze the experience of introducing CSR in the Union State of Russia and Belarus and to develop directions for the development of CSR methods and tools in the context of the digitalization of the economies of Russia and Belarus.The article systematizes methods for assessing CSR at the macro and micro levels: compliance with international CSR standards; involvement in the UN Global Compact; indices for assessing the effectiveness of companies in the field of CSR; ratings and indices for assessing the effectiveness of CSR, developed by public and state organizations.The analysis of the experience of CSR implementation in the Union State of Russia and the Republic of Belarus is carried out. Identified barriers to the development of CSR in Russia and the Republic of Belarus. The directions of development of CSR methods and tools in the context of digitalization of the economies of Russia and Belarus are studied. Scientific significance lies in the development of CSR methods and tools in the context of digitalization of economies. The study used modern scientific literature on the digital ecosystem and CSR, statistical and analytical materials found on thematic Internet sites and in print media. The practical significance of the results lies in the possibility of their use by state and regional authorities, business in CSR strategies, as an integral part of the strategy for sustainable development of the economy, for making decisions aimed at increasing the stability and competitiveness of the economies of the Union State.

Since gained its independence in 1991, energy management has become the most important factor in the development of Kazakhstan’s economic and foreign policy. This is due to the presence of widespread deposits of natural energy resources in the bowels of Kazakhstan. This forms the energy security and essential basis for the economic independence of the Republic of Kazakhstan. The study, first of all, looks at Kazakhstan’s foreign policy and the links between foreign policy and energy sources. In particular, attention is paid to the role of oil in shaping Kazakhstan’s foreign policy as an active participant in the highly competitive energy resources market. The energy potential of Kazakhstan, the entry of Kazakh oil into the world market and the obstacles created by Russia for Kazakhstan in this process are investigated next. Other problems in the region are analyzed, including border issues with neighboring countries, as well as the impact of energy demand in China on Kazakhstan’s foreign policy. In this regard, the main focus of the study is the analysis of Kazakhstan’s energy resources rich in oil reserves, and the analysis of the multilateral energy policy of the Astana Government since independence and has been gained since.

This article notes that the prospect of one of the export-oriented industries in the Republic of Kazakhstan may be inbound tourism, since it was he who successfully developed in a crisis and provided support to other sectors of the economy. At present, the Kazakhstan tourism market is in the stage of active formation and formation. It is highlighted that the peculiarities of the formation of the international tourism market, its interdependence from other spheres of economic activity are not yet sufficiently studied and do not have certain well-established development trends. Indicators of the competitiveness of tourism in Kazakhstan in terms of indices of sustainable development of tourism, the dynamics of inbound tourist flow to Kazakhstan from CIS countries and other non-CIS countries for 2013-2017, indicators of the use of locations in the Republic of Kazakhstan for 2013-2017 are given. Proposals are made for the direction of effective development of tourism in the Republic of Kazakhstan by assessing the impact of international tourism on the socio-economic system of Kazakhstan.

Nowadays, self-organized travel, in which a tourist without the help of travel agents forms his tour package, buying air tickets, booking hotels, transfers and other services, is becoming increasingly popular. All this became possible primarily thanks to the development of Internet services, which have recently become available and easy to use. In addition, the system of electronic payments allows you to pay for the ordered services in a short time anywhere in the world. It can be concluded that the share of independent travel will increase every year. The most popular destinations for such independent travel are national capitals and large cities with well-developed infrastructure. According to the latest research, tourists come on average for 3-4 days, stay in economy class hotels (or rented apartments), eat in authentic medium level establishments. While on holiday, they visit certain sights, such as museums, monumental buildings, nature reserves and so on. Much time is also spent walking around the city, when tourists enjoy visiting and resting in city parks. In this article, we will consider the impact of urban parks on tourism, as well as highlight the main benefits of developing the urban park environment in the context of sustainable development of the territory and attracting tourists.
